THE SECOND AMERICAN REVOLUTION IS UNDERWAY

The Baltimore events, triggered by the murder of Freddie Gray, a young Black man, are a preview of what will happen in the future in all US cities.

One of the antecedents of what happened in Baltimore were the events in Ferguson, where young Black Michael Brown was murdered. We say one of the antecedents, because in the months of this year 2015, more than forty young Black people have been killed by police in different cities.

All Governor of Maryland, Larry Hogan, could think of to contain the popular uprising was to activate 5,000 National Guard troops, to add to the more than 10,000 police who were repressing the population.

For two years, the US ruling class has been preparing for this kind of contingency against those whom they call "insurgents”.

According to the New York Times, as part of this preparation, they have transferred from the Army to the police in many states a large amount of weapons, including 432 heavy armored vehicles; 435 light armored vehicles; 44,900 night vision devices; 533 aircraft, among which are drones, planes and helicopters; 93,763 machine guns and M-16 rifles of 5.56 and 7.62 calibre; grenade launchers; camouflage clothing, helmets and bulletproof gear; communications equipment and other items. All of these for a total value of 4,200 million dollars.

The "insurgents" against whom this military potential will be used are not Russian paratroopers who would land in the capital, nor waves of Chinese invaders who would try to take the states along the coast of the Pacific, nor Cuban and Venezuelan Communists who would land in Florida.

The "insurgents" that will be met and suppressed by these forces are the citizens of the United States who, at a given moment, oppose the plans of the ruling class or struggle to improve their standard of living.

The tempers had not yet cooled off in Baltimore when, on April 27, a young man named Terrence Kelom, age 20, was murdered by the police in Detroit. The victim was inside his house when he received ten bullets that caused his death. Kelom was unarmed and at the time when he was killed was with his parents and a sister. It is expected that this death will also cause strong protests from relatives, neighbors and friends, most of them Black.

Obama and the current government in the United States ask for calm; they ask the families of the victims and their friends to trust US justice: the same justice that for hundreds of years has maintained injustice, especially for citizens who are Black, Latino, or poor.

They fear that the serious social unrest ahead that may threaten the dominance of the rich over the poor. They fear that, in the United States, there might be a second revolution, where the repressive forces that serve the establishment will drown in blood part of the protesters, but may succumb under the force of those who remain alive.

The main concern of the ruling class –of the establishment– is how to control and repress such an event that challenges the prevailing situation in the United States. At no time have they given any thought to modify to the causes that trigger these manifestations.

Racial discrimination causes these events. The hopes of Black citizens have been frustrated: those Black citizens who expected a radical change during the Obama administration so that all would have the same rights as outlined in the Declaration of Independence of the United States that reads: "all men are created equal".

Another factor contributing to these events is police violence. This is present in all the states of the union. Police repress brutally, indiscriminately, and usually with impunity. Police violence increases and is consolidated by the delivery of sophisticated weapons with greater firepower.

Another important factor, and not the last, is poverty. It is the people of less economic resources who suffer the most; those living in the worse conditions and who find it more difficult to meet their daily needs of food, health, education, and culture.

These three factors come together as causes of the manifestations that are taking place in the United States. Police violence is usually higher against Black citizens who also are among the poorest in the country.

Large sums of money are spent –four thousand two hundred million dollars– to buy weapons to repress the people of the United States. That money should be used to improve the living conditions of the population.

The second American Revolution is underway. And so the "spring", which they have so often created elsewhere, has now come to their own country.



 

LA SEGUNDA REVOLUCIÓN ESTADOUNIDENSE ESTÁ EN CAMINO

Los sucesos de Baltimore, provocados por el asesinato del joven negro
Freddie Gray, son un adelanto de lo que sucederá en el futuro, en todas las ciudades de Estados Unidos.

Uno de los antecedentes de lo sucedido en Baltimore, fueron los hechos de Ferguson, donde asesinaron al joven negro Michael Brown. Decimos, uno de los antecedentes, debido a que en los meses transcurridos durante este año 2015, más de cuarenta personas, jóvenes, de la raza negra, han sido asesinadas por la policía en distintas ciudades.

Para tratar de  contener la insurrección popular, al gobernador de Maryland, Larry Hogan, lo único que se le ocurrió, fue activar 5,000 efectivos de la Guardia Nacional, para sumarlos a los más de 10,000 de la policía, que se encontraban reprimiendo a la población.

Desde hace aproximadamente dos años, la clase dominante de Estados Unidos se está preparando para este tipo de contingencia, contra los que ellos denominan “insurgentes”.

Como parte de esa preparación, según el periódico New York Times, se han transferido del Ejército a la policía de los estados, gran cantidad de armamento, que incluye  432 vehículos blindados sobreprotegidos, 435 vehículos ligeros blindados, 44,900 dispositivos de visión nocturna, 533 vehículos aéreos, entre los que se encuentran drones, aviones y helicópteros, 93,763 ametralladoras y fusiles M-16  calibre 5.56 y 7.62, lanza granadas, ropa de camuflaje, cascos y equipos de protección antibalas, equipos de comunicaciones y otros, todo esto, por un valor de cuatro mil doscientos millones de dólares.

Los “insurgentes”, contra los que se va a utilizar este potencial militar, no son paracaidistas rusos que tocarán tierra en la capital del país, ni oleadas de invasores chinos que tratarán de tomar los estados de la costa del Pacífico, ni comunistas cubanos y venezolanos que desembarcarán en La Florida.

Los “insurgentes”, que serán enfrentados y reprimidos por  estas fuerzas, son los propios ciudadanos de Estados Unidos, que en un momento determinado se opongan a los designios de la clase dominante o luchen por mejorar su forma de vida.

Todavía no se habían calmado los ánimos en Baltimore, cuando el día 27 de abril resultó asesinado por la policía de Detroit, un joven de 20 años, llamado  Terrence Kelom.  La víctima, que se encontraba dentro de su casa, recibió diez balazos que le provocaron la muerte. Kelom estaba desarmado y en el momento que fue asesinado estaba junto con sus padres y una hermana.

Se espera que también esto origine fuertes protestas por parte de familiares, vecinos y amigos, la mayoría de la raza negra.

Obama y el gobierno de turno en Estados Unidos nuevamente piden calma, piden que los familiares de las víctimas y sus amigos confíen en la justicia estadounidense, esa justicia que ha mantenido durante cientos de años la injusticia, especialmente para los ciudadanos de la raza negra, para los latinos, para los pobres.

Temen a los serios estallidos sociales que se avecinan y  ponen en peligro la preponderancia de los ricos sobre los pobres, temen a que de verdad en Estados Unidos se lleva a cabo una segunda revolución, donde las fuerzas represivas que sirven al establishment ahogarán en sangre  a una parte de los que protesten, pero que pueden sucumbir bajo la fuerza de los que se mantengan vivos.

La principal preocupación de la clase en el poder, del establishment, es como  controlar y reprimir este tipo de manifestación, contraria a la situación imperante en Estados Unidos.  En momento alguno han pensado en cómo modificar las casusas que provocan estas  manifestaciones.

La discriminación racial provoca estas manifestaciones, sin embargo, han quedado frustradas las esperanzas de los ciudadanos negros,  que aspiraban durante el gobierno de Obama se realizara un cambio radical y todos los ciudadanos tuvieran los mismos derechos, como se plantea en la Declaración de Independencia de Estados Unidos, “that all men are created equal”.

Otro factor que contribuye a que se realicen estas manifestaciones es la violencia policial, la cual se pone de manifiesto en todos los estados de la unión. La policía reprime brutalmente, indiscriminadamente y por lo regular, impunemente. La violencia policial se  incrementa y consolida por la entrega a la policía de armamento sofisticado de mayor poder de fuego.

Un factor importante y no el último, es la pobreza. Son las personas de menos recursos económicos las que más sufren por la situación existente, las que viven en peores condiciones, las que tienen mayores dificultades para resolver sus necesidades diarias, tanto alimenticias como culturales, educacionales y de salud.

Estos tres factores se unen, como causas, en las manifestaciones que están sucediendo en Estados Unidos.  Por lo regular la violencia policial es mayor contra los ciudadanos de la raza negra, que además se encuentran entre los más pobres del país.

Se gastan grandes sumas de dinero, cuatro mil doscientos millones de dólares en comprar armamento para reprimir al pueblo estadounidense, cuando ese dinero se debería emplear en mejorar las condiciones de vida de la población.

La segunda revolución estadounidense está en camino. La “primavera”, que tantas veces han creado, la tienen ahora en su propio país.
