This is an informed interpretation –argued and analyzed on the basis of
the policy formulations and historical behavior patterns of the US
imperial state towards Cuba– made by a master historian of US-Cuban
relations. The intricacies and subtleties of this complex relationship
involve not only political confrontation, but also social and cultural
ties of intimacy, that Lou Perez scholarly contribution has illuminated
better than anything in this field.
That history shows, indeed, that successive US administrations and
generations of political leaders reproduce the typical patterns of
imperial logic, regardless of their younger age or darker skin,
education or understanding of new information technologies: over such
individual differences the role of representative of that power –the big
power– prevails. Any student of Marxism should know it. But even for
those who have not read Marx it is “más claro que el agua” (crystal
clear), as my grandfather used to say.
Now, what are the practical political implications of all this?
The first one is that we cannot trust the US government. Of course. But,
do we Cubans trust the US government? Does anybody think (except the US
government and its local allies on the island and in Miami) that most
Cubans believe the story of democracy, freedom and "empowering the
people" as the reason behind US policy?
Nevertheless, some sort of confidence building measures (as the military
call it) is required to walk the way of negotiations. Otherwise, we
wouldn´t be able to reach any agreement or to build together a bridge
that enemies of normalization could not overthrow two years from now.
The second is that if their policy is to strengthen the private sector
because they believe that everything non-state is pure capitalism, this
is because they ignore socialist thinking, our history and culture, and
the raison d'être of socialism in Cuba. In any case, if they believe
that this is so, we do not.
It would be fatal if, as they intend to promote this sector and what, to
them, is civil society, we were to identify those as natural allies of
US policies. Raul has said clearly that stigmatizing the private sector,
considering it an enemy of socialism is wrong and ridiculous. If every
time they say white, we say black, we are caught in the same logic of
imperial domination.
The third and most important is that their real target is to influence
the government and the social groups and institutions that comprise it,

Or do we truly believe that what the imperial state representatives say
before Congress, or on TV, discloses what they are really trying to
achieve or what they think is feasible? Research based on declassified
documents of that history of US-Cuba relations reveal that there has
been a great distance between what they proclaimed and what they were
actually planning.
The fourth is that we should not underestimate the change in “the means”
as inconsequential. If we are not prisoners of our mental inertia and
take this new policy in all its serious implications and meaning, the
most urgent thing to do is to prepare for a whole new ball game, not
more of the same.
The change in "objectives" can only occur –as has happened in the field
of "the means"– when they find out that we Cubans remain determined to
be independent, to have a non-state-centered socialism, but a social and
decentralized one with a mixed economy and a large social sector that is
not only state, with citizen democracy, development and social justice;
and that we continue conquering as much freedom as possible.
The other way in which their objectives could change is that the people
of the US put a socialist government in the White House.

Se trata
de una interpretación bien fundamentada, argumentada y analizada, sobre
la base de las formulaciones de política y de los patrones históricos de
comportamiento del estado imperial norteamericano hacia Cuba, realizada
por un maestro en la historia de las relaciones Estados Unidos-Cuba. Las
particularidades y sutilezas de esta compleja relación abarcan no solo
la confrontación política, sino también los íntimos vínculos sociales y
culturales, que el aporte académico de Lou Pérez ha logrado iluminar
como nadie en este campo.
Esta historia muestra, en efecto, que las sucesivas administraciones y
generaciones de líderes políticos reproducen patrones de la típica
lógica imperial, con independencia de si son más jóvenes u oscuros de
piel, más educados o capaces de comprender las nuevas tecnologías de la
información: por encima de esas diferencias personales prevalece el rol
de representante de ese poder –el del big power. Cualquier estudiante de
marxismo lo debe saber. Pero incluso para los que no han leído a Marx,
eso está “más claro que el agua”, como decía mi abuelo.
Ahora bien, ¿cuáles son las derivaciones políticas prácticas de todo
esto?
Lo primero es que no hay que confiar en el gobierno de EEUU. Pero por
supuesto. ¿Es que nosotros los cubanos confiamos en el gobierno de EEUU?
¿Piensa alguien (salvo el gobierno de EEUU y sus aliados locales en la
Isla y Miami) que la mayoría del pueblo de Cuba se cree la historia de
la democracia, la libertad y el "empoderamiento del pueblo " como el
motivo detrás de la política norteamericana?
Sin embargo, algún tipo de medida de confianza mutua (como las llaman
los militares) se requiere para avanzar por el camino de las
negociaciones. De otra manera, no podríamos alcanzar ningún acuerdo o
construir juntos un puente que los enemigos de la normalización no
pudieran derribar dentro de dos años
Lo segundo es que si la política de ellos es fortalecer al sector
privado, porque creen que todo lo no estatal es puro capitalismo, es
porque ignoran el pensamiento socialista , nuestra historia y cultura, y
la razón de ser del socialismo en Cuba. En todo caso, si ellos creen que
eso es así, nosotros no.
Sería fatal que, si ellos pretenden fomentar ese sector y lo que para
ellos es la sociedad civil, nosotros los identificáramos como aliados
naturales de la política norteamericana. Raúl ha dicho claramente que
estigmatizar al sector privado, considerarlo enemigo del socialismo,
resulta equivocado y ridículo. Si cada vez que ellos dicen blanco,
nosotros decimos negro, estamos atrapados en una misma lógica de
dominación imperial.
Lo tercero y más importante es que su verdadero propósito es influir al
gobierno y los grupos sociales e instituciones que lo integran, más que

¿O de verdad creemos que los representantes del Estado imperial exponen
ante el Congreso o la TV lo que realmente intentan conseguir o creen que
es factible? Las investigaciones basadas en documentos desclasificados
de esa misma historia de relaciones EEUU-Cuba revelan que hay una gran
distancia entre lo que proclamaban y lo que realmente se han propuesto.
El cuarto es que no deberíamos subestimar el cambio en “los medios”
como cosa insignificante. Si no somos presas de nuestra inercia mental,
y tomamos en serio esta nueva política, en todas sus implicaciones y
significado, lo más urgente es prepararnos para un juego completamente
nuevo, no para más de lo mismo.
El cambio en "los objetivos" solo podrá sobrevenir, como ha ocurrido en
el campo de "los medios", cuando comprueben que los cubanos seguimos
empeñados en ser independientes, tener un socialismo no estadocéntrico,
descentralizado, con economía mixta y un gran sector social que no sea
solo estatal, con democracia ciudadana, desarrollo y justicia social, y
que sigamos conquistando toda la libertad posible.
La otra manera en que podrían cambiar sus objetivos es que el pueblo de
EEUU pusiera en la Casa Blanca a un gobierno socialista.
