Recurrent discussions at municipal assemblies prior to the 10th Congress

Communists League (UJC)] have pointed to multiple ways to support good
ideas to solve temporary
bottlenecks and changes
in mentality.

When Maydalys
McKenzie, a teacher, took the floor
at the assembly of the
youth vanguard of Las
Tunas municipality, the
certainty that initiatives
can contribute to solve
temporary bottlenecks
and changes in mentality
took hold among those
present.
“We lack originality
in our work,” said
the young woman, who is a
primary school teacher
in a small township in Las
Tunas. “And courage
too, because we are always
waiting for our tasks
to be handed down from above,
without the intervention of
our own neurons”.
She
described how much her community had changed thanks to
“spontaneous” initiatives by
its grassroots organization. Examples were
a children´s carnival
organized with
boys and girls riding in
oxcarts, and the Marti
parade which
attracted even the elders in the region.
Judging by
what other delegates said, it seems
that this is an endemic
deficiency. Indeed,
in many youth groups a
prevailing concept is that --with the exception
of the monthly meeting or the finances-- their role is
limited to highlighting a given commemoration
or dancing reggaeton
with the help of a beer can.
The
best places to exert
influence
At the other end
of
eastern Cuba, in Guantanamo,
intelligent contributions
focused on the source
of a group of issues
of concern to
militants and non-militants
alike,
characterized
the
exchanges among the 249
delegates to the youth event
in the Guaso
river city, at the
end of the process toward the 10th
Congress of the UJC.
Almost from
the start, Yuniasky
Crespo, first secretary of
the UJC national organization, visualized
a discussion without
dogmas on
vital issues such as
the political and ideological
work with
medical students
and medical
and paramedical staff
regarding the commitment to provide
a excellent quality service
at all levels of health care
for the population.
Alba
Iris Asin Hernandez,
primary care
physician at the main teaching medical center in the
province, Doctor
Agosthino Neto Hospital,
recognized that adequate
spaces are not sought to influence
students as they move along through
clinical cUJCes,
where interaction with
patients is part of their training.
"We have to
find the time,” she insisted,
“to explain the reasons
that compel us to give
our best service
to the population, to perform
physical exams on the patients
as the basis of the diagnosis
we give. These, among other topics,
complement their professional
and humanitarian training.
We can change many of the
negative criteria that the
population have," said
Alba Iris.
Similarly, Daniel
Fernandez Urgellés, a young professor at the
University of Guantánamo,
underlined the urgent need
for the organization to break ground
and act proactively,
resolutely and with foresight to achieve recreational
spaces for young people. Such spaces will have
an impact on universities
and promote the best values
of our culture in the
communities."
The
"eternal" problems
“We must not only
identify problems; we must,
above all, come up with
possible solutions, because otherwise
the difficulties will be
eternal.” This rock-solid
truth guided the
analysis at the review assembly in the town of
Yara, in Granma province, where
several hundred
delegates spoke on the need
to get to the bottom of things
in every action of the grass-roots
committees, if they mean to
transform reality.
Farmer
Adolfo Tamayo,
with his ample vocabulary,
was the first to outline
that concept. He pointed out that
grassroots organizations in
cooperatives and
similar entities must
urgently worry about the
little interest that many
young people in their environment show
toward working in the field;
a problem that sometimes
stems from ignorance or
false taboos.
"So,
in our committees, we must
seriously ask ourselves: “What are we
doing about tomorrow?
And we must act fast, because
it is a very important
issue for the nation," he said.
At the meeting
other delegates directly
involved with field labor, like
Yusbel Ponce,
Juan Garcia and
Dayron Cuba, told of
their experiences exerting
influence on their respective “action
areas", a term coined
years ago to look
inward and outward.
Yuniasky Crespo
stressed, in her words, that
UJC militants are not
aliens, but real people who are at the
forefront, who set an example
and have the will
to transform things.
"Each
one in his or her place," she said with
a phrase that describes
the peculiarities of each
territory, because those who live in
Yara –a
municipality that is mainly agricultural–
do not see things the same way as those living
in Central Havana or
Varadero.
Culture
seen from two angles
The most-discussed
subject in the
Municipal Assembly of the
UJC in Santa Clara
was culture, if we think of
it not just as mere recreation
because, one way or another,
it emerges in everything we
do.
If
there is no culture of work,
then the production or the
services will go wrong. The same happens
when we are unable to
differentiate between art and
vulgarity: a clear evidence
that we lack training.
The
discussion examined
both angles,
not simply the meaning of the
word, but how to put leisure on the
right track
and to always keep in mind
the culture of detail.
And what culture
is that?
For example, the fact that the
grassroots committees know what
the social purpose of their
centers is, as young
Asid Aguado emphasized.
It is amazing that comments like this still
point to the lack of such
basic knowledge in
youth groups.
Delegate
Daniel Martinez, a
worker at the National
Household Appliances
Production Industry (INPUD),
said that instead of shelving
problems, young people there are trying to
find solutions and have a
leading role.
Susely
Morfa González,
second secretary of the
National Committee of the UJC,
said that the first reference point for a
young person is his grassroots
committee. Therefore,
the first thing we must ensure is that it works. This is
a responsibility of the
General Secretaries with the rest of
their militants.
As for
recreation, Ovidio
Gomez said that the
artistic talent of
universities and, in general,
the amateur movement
is underutilized. “Why
use this potential
only from festival to
festival?” he asked. “That
talent must definitely be
put at the service of the
community,” he said.
What if
I take the step?
Talking
with no restraints (“with your shirt off” as
they say in good Cuban)
was the watchword of youths in their assembly toward
the 10th Congress of the UJC in
Pinar del Rio´s municipality of
La Palma. They talked openly
without reservations about their role
in forestry, agriculture and
economy of the territory, the work of
the Brigadas Tecnicas Juveniles (BTJ)
[Youth Technical Brigades]
and the reluctance to accept management posts,
because, they said, "it is
time for youth to be
stopped rather than pushed, time for them to do more
things, and to do them right.
"
Irevis
Valdés Ravelo, from
the School of Mountain Agronomy, is
concerned that today
the research papers and the
results of graduation thesis of this
center’s students are not
disseminated; and local enterprises show no interest
in them. The institution’s purpose is precisely
to contribute to development.
"The UJC has the duty to
have its hands on this. This
is a very specific situation
of the municipality and its
youth ", she said.
Currently,
the BTJs do not
have the prominence
they deserve. So
thinks Maykel
Toledo, who oversees
this activity in
La Palma.
"The work of the
Marti Youth Movement is not
fully recognized, neither that of the
innovators, or of the José
Martí Art Instructors
Brigade.
We must make sure that these
are accountable to the
UJC and, in turn that the
organization takes up the responsibility
of guiding and supporting
them in every task. There
are still gaps there."
Touching people
with your hands
With the direct
and jovial
style of farmers, Eudis
Dieguez spoke at the 10th
Congress of the UJC
Assembly in Santiago’s
Segundo Frente municipality. How can the
internal life of the organization be improved?
With the creativity of its
members and of the general
secretary: He or she must be given a little
more power to do
things there–
and the municipality leadership be informed.
For the youth
leader
of Seboruco area,
known as "El Picaro” [The Rascal], the
key to wooing
non-militants is to prepare
every day, every month, a
surprise like that memorable
exchange of gifts
they did in his organization,
when, among flowers and
other original presents,
he got a five-pound
jug of
custard.
According to the
jovial youngster, recognition
is also necessary;
moral encouragement for the tasks militants
carry out. In his
case, six months ago
he left the classroom to work
in the fields and still
nobody notices.
When speaking
of a youth universe
–said
the delegate–,
you must touch the people
with your own hands. Walking through
the area where you can
find a young man servicing a
biogas plant, another one herding
cows, still another feeding
animals, has begun to change
the way the organization is viewed by his
colleagues.
Rodolfo
Manuel Pérez, from the
group of the Pig Breeding Farm, the key
to reach that majority of
young people who today
lead the economic life of the
municipality –and
of whose problems and needs
are little known by the
UJC–
may be keeping spaces like
Conexion Necesaria [Necessary Connection].
Making use of the
evidently rich history
of the mountainous
municipality to strengthen values, promoting
patriotic feelings and accomplishing the
youth’s vanguard functions as
an integrated system, with its
movements and organizations,
was another important
conclusion of the meeting.
Insisting
on cultural activities, organizing
children's carnivals
in the People's Councils
and especially taking events
and activities beyond the main
village to hard-to-reach
areas, with emphasis on
places where young people
are working, is the best way
to defend a wholesome and practical use of
leisure time, preserve
values, rescue traditions and
make the UJC a vital and familiar organization.

Cuando la maestra Maydalys McKenzie pidió la palabra y comenzó a hablar en la asamblea de la vanguardia juvenil del municipio de Las Tunas, la certeza de que las iniciativas pueden contribuir a solucionar atascamientos temporales y cambios de mentalidad tomó cuerpo entre los presentes.
«Nos falta originalidad para trabajar —afirmó la muchacha, quien se desempeña como docente en la escuela primaria de un pequeño asentamiento tunero—. Y valentía también, porque vivimos esperando que todas nuestras tareas nos las orienten desde arriba, sin la intervención de nuestras neuronas».
Y refirió cuánto cambió su comunidad a partir de iniciativas tomadas «por la libre» por su organización de base, como aquel carnaval infantil que organizaron con los niños y las niñas montados en carretas tiradas por bueyes, o el desfile martiano al que se sumaron hasta los viejos de la comarca.
A juzgar por lo dicho por otros delegados, parece que se trata de un mal endémico. En efecto, en no pocos colectivos juveniles prima el concepto de que su ejercicio se limita —amén de la reunión o las finanzas— a destacar una efeméride o a bailar reguetón con la ayuda de un termo de cerveza.
Los mejores espacios para influir
En el otro extremo del Oriente cubano, en Guantánamo, intervenciones inteligentes, enfocadas hacia la raíz de un grupo de asuntos que preocupan a la militancia y a los jóvenes sin esa condición política, caracterizaron el intercambio entre los 249 delegados a la cita juvenil de la ciudad del río Guaso, en las postrimerías del proceso a este nivel, camino al X Congreso de la UJC.
Casi desde el inicio, Yuniasky Crespo Baquero, primera secretaria de la organización en el país, visualizó una discusión sin dogmas en temas vitales como, por ejemplo, la labor político ideológica con los estudiantes de Medicina y el personal médico y paramédico con respecto a la obligación de prestar un servicio esmerado y con calidad en todos los niveles de la atención sanitaria a la población.
Alba Iris Asín Hernández, médico del principal centro docente asistencial de la provincia, el hospital Doctor Agosthino Neto, reconoció que no se buscan los espacios adecuados para influir en los estudiantes durante su tránsito por los ciclos clínicos, donde como parte de su formación profesional interactúan con los pacientes.
«Tenemos que encontrar esos momentos —insistió— para explicarles las razones que nos obligan a dar lo mejor de nosotros en el servicio a la población, la exigencia de realizar el examen físico al paciente como base del diagnóstico que emitimos, entre otros tópicos que complementan su formación profesional y humanista. Podemos cambiar muchos de esos criterios negativos que tiene la población», aseguró Alba Iris.
De igual manera Daniel Fernández Urgellés, un joven profesor de la Universidad de Guantánamo, esbozó la urgencia de que la organización abra brechas y actúe con dinamismo, intencionalidad y previsión en concretar espacios de recreación para los jóvenes, que tengan impacto en las universidades y además promuevan en las comunidades los mejores valores de nuestra cultura».
La «eternidad» de los problemas
No solo hay que identificar los problemas; es preciso, sobre todo, determinar posibles vías de solución porque de lo contrario las dificultades se harán eternas. Esta verdad como roca guió el análisis de la asamblea de balance del municipio granmense de Yara, donde varios de los cien delegados hablaron de la necesidad de llegar hasta el fondo en cada acción del comité de base para transformar realidades.
El campesino Adolfo Tamayo fue, con su amplio vocabulario, el primero en esbozar ese concepto al sentenciar que las organizaciones de base de las cooperativas y de otras entidades análogas deben de preocuparse con urgencia por la poca atracción que muestran muchos jóvenes de sus entornos por el trabajo en el campo, un problema que a veces parte del desconocimiento o falsos tabúes.
«Entonces, desde nuestros comités, tenemos que preguntarnos con seriedad: ¿qué estamos haciendo por el mañana? Y actuar rápido porque es un asunto muy importante para la nación», dijo.
En la asamblea también se movieron las intervenciones de otros delegados vinculados con las faenas en el surco, como Yusbel Ponce, Juan García y Dayron Cuba, quienes relataron sus experiencias para incidir en sus respectivos «radios de acción», término acuñado hace años para mirar hacia adentro y hacia fuera.
Yuniasky Crespo Baquero recalcó, en otras palabras, que los militantes no son extraterrestres, sino personas que están en la vanguardia, dan el ejemplo y tienen deseos de transformar.
«Cada uno en su lugar», expuso, una frase que describe las particularidades de cada territorio porque quienes habitan en Yara, municipio eminentemente agrícola, no poseen el mismo prisma que los de Centro Habana o Varadero.
La cultura desde dos ángulos
El tema más esgrimido en la Asamblea Municipal de la UJC en Santa Clara fue el de la cultura, si asumimos que esta no significa solo recreación pues, de una manera u otra, aflora en todo lo que hacemos.
Si no existe una cultura del trabajo, mal irá la producción o la prestación de servicios, e igual ocurre cuando somos incapaces de discernir entre un hecho artístico y una chabacanería, reflejo nítido de que nos falta formación.
Desde ambos ángulos se encauzó el debate, no propiamente sobre el significado de la palabra, sino en cómo enderezar por buen camino el esparcimiento, y tener siempre en cuenta esa cultura del detalle.
¿Y cuál es esta? Por ejemplo, que conozca la militancia de los comités de base cuál es el objeto social de sus respectivos centros, como enfatizó el joven Asid Aguado. Asombra este planteamiento que revela todavía la falta de ese elemental conocimiento en colectivos juveniles.
El delegado Daniel Martínez, trabajador de la Industria Nacional Productora de Utensilios Domésticos (Inpud), se refirió a que en vez de engavetar los problemas tratan de encontrar soluciones, y al papel protagónico que allí tienen los jóvenes.
Susely Morfa González, segunda secretaria del Comité Nacional de la UJC, afirmó que el primer referente para el joven es su comité de base. Por tanto, lo primero que debemos lograr es que funcione, una responsabilidad de los secretarios generales junto al resto de los militantes.
En cuanto a la recreación, Ovidio Gómez precisó que el talento artístico de las universidades y, en general, del movimiento de aficionados está subutilizado. ¿Por qué emplear este potencial solo de festival en festival?, inquirió. Sin dudas hay que poner ese talento en función de la comunidad, afirmó.
¿Y si doy el paso?
Hablar a «camisa quitada», como se dice en buen cubano, fue la premisa de los jóvenes del municipio pinareño de La Palma en su asamblea X Congreso de la UJC. Sobre su papel en la actividad forestal, en la agricultura y la economía del territorio, el trabajo de las Brigadas Técnicas Juveniles (BTJ) y la reticencia a ocupar cargos de dirección, dialogaron sin tapujos ni reservas, porque, según dijeron, «es tiempo de que a la juventud haya que frenarla y no empujarla, de hacer más cosas, pero hacerlas bien».
A Irevis Valdés Ravelo, de la Facultad de Agronomía de Montaña, le preocupa que hoy las investigaciones y resultados de las tesis de diploma de los estudiantes del centro, no son socializadas ni resultan de interés para las empresas del lugar, cuando la razón de ser de la institución educativa es, precisamente, contribuir al desarrollo. «Tiene la UJC el deber de llevar eso de la mano. Esta es una situación muy puntual del municipio y sus jóvenes», señaló.
Las BTJ no tienen en la actualidad el protagonismo que merecen. Así considera Maykel Toledo, quien atiende la actividad en La Palma. «No se reconoce a plenitud el trabajo del Movimiento Juvenil Martiano, de los innovadores, ni de la Brigada de Instructores de Arte José Martí. Hay que lograr que estos rindan cuentas a la UJC y, a su vez, que la organización tenga la responsabilidad de guiarlos y acompañarlos en todas las tareas. En eso hay lagunas todavía».
Tocar al hombre con las manos
Con el estilo directo y jovial de los hombres del campo respondió Eudis Diéguez en la Asamblea X Congreso de la UJC en el municipio santiaguero de Segundo Frente. ¿Cómo perfeccionar la vida orgánica de la organización? Con la creatividad de sus militantes y del secretario general, a quien hay que darle un poco más de facultades para hacer allí en su lugar, aunque el municipio lo sepa.
Para el dirigente juvenil de la zona de Seboruco, conocido como «el Pícaro», las claves para enamorar a los no militantes están en preparar cada día, cada mes, una sorpresa, como aquel intercambio memorable de regalos que hicieron en su organización, en el que entre flores y otros presentes originales, a él le dieron un jarro de cinco libras de flan.
Según el jovial muchacho también hace falta el reconocimiento, el estímulo moral a las tareas que realizan los militantes. En su caso hace seis meses que dejó el aula para trabajar en el campo y aún nadie lo nota.
Cuando se habla de universo juvenil, explicó el delegado, hay que tocar al hombre con las manos. Caminando por su zona donde lo mismo puede encontrarse a un joven atendiendo un biogás, aquel pastoreando las vacas, el otro echando comida a los animales… ha empezado a cambiar la manera de ver la organización entre sus coetáneos.
Mantener herramientas como el espacio de Conexión Necesaria, según Rodolfo Manuel Pérez, del Núcleo Mixto de Porcino, puede ser la clave para llegar a esa mayoría de jóvenes que encaminan hoy la vida económica del municipio, y de cuyos problemas y necesidades sabe poco hoy la UJC.
Aprovechar la rica historia que a flor de piel exhibe el montañoso municipio, para enriquecer valores y reforzar los sentimientos patrióticos y conseguir que la vanguardia juvenil funcione como un sistema integrado con sus movimientos y organizaciones, fue otra conclusión importante de la reunión de balance.
Insistir en las propuestas culturales, desarrollar carnavales infantiles en los consejos populares y sobre todo llevar los eventos y actividades más allá del poblado cabecera a las zonas de difícil acceso, con énfasis en los lugares donde están aportando los jóvenes, es la mejor manera de defender el empleo sano y útil del tiempo libre, preservar valores, rescatar tradiciones y hacer sentir una UJC vital y cercana.
