PEACE AS THE INTELLIGENT OPTION

At the end of World
War II, the United States was in much better material condition than the
rest of the world. It, therefore, had the opportunity to be at the
forefront
of a world of peace and
justice, truly
globalized and in solidarity.
But the excessive hegemonic
ambitions of the US power elite
wasted that
historic opportunity and
prevented other countries from the prospect of
achieving such a utopia.
If,
instead
of aiming at total world
domination, the United States had promoted the
creation of a
democratic and fair system of international
relations, it could have paid history the
enormous moral debt it had incurred for
the crimes of its shady foreign policy since the
closing years of the 19th
century when the nation assumed its imperialist character.
At the end
of
World War II,
the US power elite tried
to dominate the world
through the force of its
monopoly on nuclear weapons. To that end it unleashed
a very dangerous arms race which
still has the planet
sitting on gigantic barrels
of gunpowder and nuclear
warheads.
Based on constraints and outrages, it designed an uneven and unfair
global order it can no longer sustain by force of arms.
Today,
it
leads the world only in the military field and thus goes about promoting
preventive wars, foreign occupations, selective bombings,
destabilization of governments and constant armed aggressions, among
other misdeeds of which the people of that nation cannot be blamed
because, as everybody else, they also crave peace.
A
gigantic world-wide media manipulation apparatus for the United States
and the world distributes the "US point of view" around the globe,
creating the conditions for world opinion to "accept" its misdeeds.
With these
formidable resources of disinformation, the United States proclaims to
the world its wellbeing, freedom, equality and humanitarian feelings. It
has appointed itself guardian and judge of the civil and political
rights of the citizens of the Third World. Meanwhile it cruelly tramples
on these rights in its own country and especially in countries against
which it fights or funds wars whose ultimate purpose is stripping these
countries of their natural resources.
The
systematic manipulation of
the media –to
the benefit of the interests of the military-industrial
complex–
which is exercised on the legal and political systems as well as the
prison system in the United States, is in contrast
with the alleged objectivity with which
their representatives aim to
be identified as arbiters of the respect
for these rights throughout the
world.
After the
still-unsolved
events of September 11, 2001
–which
many historians already
include among the excuses the
US has manufactured prior
to all of its wars
(the Maine, the Lusitania,
Pearl Harbor, the Gulf of
Tonkin and many more)–
the number of persons whose
civil and political rights have been curtailed
–for reasons that have nothing to do with actual deeds, but with aspects
of their political affiliations, skin color,
social background, or immigration status– has
multiplied.
In
the bi-polar world in which humanity lived following the World War II, a
precarious balance of forces prevented US imperialism from imposing its
absolute hegemony throughout the world based on the nuclear blackmail it
could threaten with its genocidal bombing of Hiroshima and Nagasaki.
Neo-liberal capitalism, with its proclamation of the market and not the
human being as the highest basis for the functioning of society, has
increased poverty and expanded inequality on a universal scale.
As a permanent
generator
of crises, the capitalist order uses the asymmetries it causes to unload
the calamitous effects of these crises on the workers and poor people in
the planet.
To
control the energy resources of the planet, it uses
–with
absolute disrespect for human intelligence–
absurd pretexts such as wars against drugs, terrorism, or alleged human
rights violations. It denigrates those nations whose governments do not
submit unconditionally to imperialist domination.
Today,
significant financial resources
are invested increasingly in the creation of new
technologies for war and
weapons of mass destruction,
without there being the least
defensive justification for
this in the conditions of the post-Cold War
world.
Humanity
today has enough culture and experience
to reject the idea that
peace must be
imposed by war.
Peace can and must be a
conscious objective of human intelligence
and solidarity.

LA PAZ COMO OBJETIVO DE LA INTELIGENCIA

Por las condiciones materiales superiores al resto de las naciones con
que concluyó la Segunda Guerra Mundial, Estados Unidos tuvo la
posibilidad de situarse al frente de un mundo de paz y justicia,
verdaderamente globalizado y solidario. Pero las desmedidas ambiciones
hegemónicas de la élite estadounidense de poder provocaron que se
desperdiciara aquella coyuntura histórica y que los demás países del
orbe perdieran la perspectiva de alcanzar esta utopía.
Si en vez de pretender el dominio total del planeta Estados Unidos
hubiera propiciado la creación de un sistema de relaciones
internacionales democrático y justo, podría haber compensado ante la
historia una enorme deuda moral por los crímenes que su tenebrosa
política exterior ha llevado a cabo desde los años finales del Siglo
XIX, cuando la nación norteamericana asumió un carácter imperialista. Al
término de la Segunda Guerra Mundial, la élite de poder estadounidense
pretendió dominar al mundo entero por la fuerza de su monopolio del arma
atómica y desató a tal fin una peligrosísima carrera armamentista que
aún tiene al planeta sentado sobre gigantescos barriles de pólvora y
ojivas nucleares.
Modeló a base de imposiciones y tropelías un orden global injusto y
desigual que ya no puede sostener sino por la fuerza de las armas. Ya
sólo en el terreno militar es la cabeza del mundo y por eso anda
promoviendo guerras preventivas, ocupaciones de países, bombardeos
selectivos, desestabilización de gobiernos y constantes agresiones
armadas, entre otras fechorías de las que no puede ser culpado el pueblo
de esa nación que, como todos, ansía la paz.
Un gigantesco aparato mundial para la manipulación de los medios en
Estados Unidos y globalmente, distribuye el “punto de vista
estadounidense” por todo el planeta, creando las condiciones para que la
opinión pública mundial “acepte” sus fechorías. Con esos formidables
recursos de desinformación Estados Unidos pregona al mundo sus bonanzas,
libertades, igualdades y sentimientos humanitarios. Se yergue en
custodio y juez de los derechos civiles y políticos de los ciudadanos en
los países del Tercer Mundo, mientras los pisotea cruelmente en su
propio país y muy especialmente en los países contra los cuales libra o
financia guerras que, en última instancia, tienen como propósito
despojar de sus recursos naturales a las naciones agredidas.
La sistemática manipulación de los medios de comunicación en beneficio
de los intereses del complejo militar-industrial de que son objeto los
sistemas judicial, penitenciario y político en los Estados Unidos,
contrasta con la presunción de objetividad con que sus representantes
pretenden que se les reconozca como enjuiciadores del respeto a estos
derechos en todo el mundo.
A partir de los aún no aclarados acontecimientos del 11 de septiembre de
2001 – que ya muchos historiadores incluyen entre los pretextos que
Estados Unidos ha fabricado antes para todas sus guerras (Maine,
Lusitania, Pearl Harbor, Golfo de Tonkin y muchos más) – se ha
multiplicado en Estados Unidos el número de personas que en ese país han
visto cercenados sus derechos civiles y políticos por motivos que nada
tienen que ver con faltas reales sino con aspectos relacionados con su
filiación política, el color de su piel, su procedencia social o su
condición migratoria.
Un precario balance de fuerzas en el mundo bipolar que vivió la
humanidad después de la segunda guerra mundial evitó que el imperialismo
estadounidense impusiera su hegemonía absoluta por todo el mundo a
partir del chantaje nuclear que planteara con los bombardeos genocidas
sobre Hiroshima y Nagasaki.
El capitalismo neoliberal, con su proclamación del mercado y no el ser
humano como eje absoluto del funcionamiento de la sociedad, ha
multiplicado la miseria y ampliado las desigualdades a escala universal.
Generador constante de crisis, el orden capitalista se vale de las
asimetrías que provoca para descargar los calamitosos efectos de éstas
sobre los trabajadores y las personas humildes del planeta.
Para controlar los recursos energéticos del planeta se utilizan, con
absoluto irrespeto a la inteligencia humana, absurdos pretextos de lucha
contra las drogas, el terrorismo, o supuestas violaciones de los
derechos humanos, y se denigran aquellas naciones cuyos gobiernos no se
someten incondicionalmente al dictado imperialista.
Hoy se invierten recursos financieros cada vez más cuantiosos en la
creación de nuevas tecnologías de guerra y armas de destrucción masiva,
sin que exista la menor justificación defensiva para ello en las
condiciones del mundo de posguerra fría.
La Humanidad tiene hoy cultura y experiencia suficientes como para
rechazar la idea de que la paz deba ser impuesta por las guerras. La paz
puede y debe ser un objetivo consciente de la inteligencia y la
solidaridad humanas.
