SHALL NOT BE BROUGHT DOWN
BY FORCE OR SEDUCTION

After 53
years without diplomatic
relations, the
governments of the United States and Cuba
announced their willingness
to resume them and
start a process aimed at
normalizing bilateral
relations.
The most
immediate effect
of this agreement was an
exchange of prisoners that allowed Cuba
to recover three of the five
heroic fighters against
terrorism who had remained in US prisons after
the other two had completed
their long and unjust sentences
and had already returned to
their homeland.
"The Five"
infiltrated the ranks of
Cuban counter-revolutionary organizations based
in south Florida and
controlled by the CIA.
Aware of the risks that this meant
for their lives, they
were there to
monitor the pernicious
terrorist plans of these groups and to officially
inform the government
of the United States through the
Cuban government, given the
inaction of the local and federal law
enforcement.
For
its part,
Cuba
freed a mercenary
who had been captured in 2009
when
–at
the service of an American
contractor agency for
intelligence and subversion missions–
he
carried out repeated infiltrations into Cuban
territory and engaged in criminal act. He had been
given a 15-year prison sentence. An spy
for the United States who had spent nearly 20 years in prison
and other criminals
in Cuban jails whose release
was of interest to Washington
were also freed.
Obviously,
all Cubans, including many
living abroad who love their country, received the news joyously.
It suggested the end of the most
acute period of violent
confrontation between the superpower and
a rebellious people. Cubans have shown
that they would never yield
to threats or
reprisals in the struggle for
their sovereign rights.
Let no one
think that Cubans will
lower their guard against
the new, subtle forms
of aggression that the US and
NATO are now using to weaken
those who do not submit to
their designs.
To identify the
true feeling of the Cuban
people we must recall the words of Fidel
Castro's on July 26,
2000 in Santa Clara. Those words apply
to the present situation of the relations between
Cuba and the United States:
"The
theoreticians and soothsayers
of imperial policy dream that
the Cuban Revolution –which
could not be destroyed
through perfidious and criminal procedures–
may
be shattered by seduction through
methods such as what they
have called the policy of “people to people
contacts”. Well, we
are willing to accept the challenge. But
they should play fair and
cease their conditionings,
remove the murderous
Cuban Adjustment Act, the
Torricelli Law,
the Helms-Burton
Law, the tens of legal
but immoral
amendments opportunistically
grafted onto their
legislation; end their
genocidal blockade and
economic war; respect the constitutional
rights of their students,
workers, intellectuals, businesspeople and
other citizens to visit our country, do
business, trade and invest if
they wish, without limitations or
ridiculous fears,
just as we allow our citizens
to travel freely and even
reside in the US. And then we’ll see
if, through those means, they
can destroy the Cuban Revolution,
which is their ultimate objective.”
In
a televised address on
December 17, 2014, US
President Barack Obama
informed the people of the
United States and world public
opinion of his decision to
resume diplomatic relations with
Cuba.
"Today,
the United States of America
is changing its relationship with the people of
Cuba, the
most significant change in
our policy in more than 50
years. We will end
an outdated approach
that for decades has not
served our interests. We will
start to normalize relations between
our two countries. "
On that day, President Obama
acknowledged that United States hostility toward
Cuba had ended up isolating
the United States in the international arena. He was probably
remembering that, two months before,
for the twenty-third year in
succession, at the United Nations General
Assembly, 188 countries voted
against the sanctions imposed by the United
States on Cuba, a country
which has diplomatic and trade
relations with all countries
in the hemisphere with exception of
the United States.
Of course,
the immediacy of the Summit
of the Americas in April 2015
in Panama,
and the unanimous support of
the Latin American countries for Cuba's
participation, may have pushed
the decision to normalize
relations between
Washington and Havana, but many see it as
a triumph of dignity
over arrogance.

NI POR LA FUERZA NI POR SEDUCCIÓN CAERÁ CUBA

Tras 53 años sin relaciones diplomáticas, los gobiernos de Estados
Unidos y Cuba anunciaron su disposición de reanudarlas e iniciar un
proceso dirigido a la normalización de sus relaciones bilaterales. El
efecto más inmediato de este acuerdo, movido técnicamente como un
intercambio de prisioneros, permitió a Cuba recuperar a tres de los
cinco heroicos combatientes contra el terrorismo que seguían presos
luego que los otros dos cumplieron sus extensas e injustas condenas y ya
estaban en su patria.
“Los Cinco” se infiltraron en las filas de las organizaciones de
contrarrevolucionarios cubanos radicadas en el sur del estado de
Florida, controladas por la CIA. Conscientes del riesgo que ello
significaba para sus vidas, fueron a monitorear sus perniciosos planes
terroristas para informarlos oficialmente al gobierno de Estados Unidos
a través del gobierno cubano, dada la inacción de las autoridades
policiales locales y federales.
Cuba liberó, por su parte, a un mercenario que había sido capturado en
2009 cuando, al servicio de una agencia contratista norteamericana para
misiones de inteligencia y subversión, llevaba a cabo acciones
delictivas que le merecieron una condena de 15 años de prisión y que
ejecutaba mediante reiteradas infiltraciones en el territorio nacional
cubano. Fue excarcelado también un espía estadounidense que llevaba
cerca de 20 años en prisión y otros delincuentes apresados en Cuba cuya
liberación era de interés para Washington.
Obviamente los cubanos todos, incluyendo los muchos de la diáspora que
aman a su patria, han recibido jubilosos una noticia que semejaba el fin
de lo más agudo de la confrontación violenta entre la superpotencia y un
pueblo rebelde que ha dado muestras de que jamás ha cedido ante amenazas
o por represalias al exigir sus derechos soberanos.
Pero que nadie piense que los cubanos bajarán la guardia ante las nuevas
formas sutiles de agresión que Estados Unidos y la OTAN han puesto en
boga para ablandar a quienes no se someten a sus designios. Para
identificar el verdadero sentir de los cubanos hay que recordar las
palabras de Fidel Castro el 26 de julio del año 2000 en la ciudad de
Santa Clara que son aplicables momento en el que ahora se hallan las
relaciones entre Cuba y Estados Unidos: “Sueñan los teóricos y agoreros
de la política imperial que la Revolución, que no pudo ser destruida con
tan pérfidos y criminales procedimientos, podría serlo mediante métodos
seductores como el que han dado en bautizar como ‘política de contactos
pueblo a pueblo’.
Pues bien: estamos dispuestos a aceptar el reto, pero jueguen limpio,
cesen en sus condicionamientos, eliminen la Ley asesina de Ajuste Cubano,
la Ley Torricelli, la Ley Helms-Burton, las decenas de enmiendas legales
aunque inmorales, injertadas oportunistamente en su legislación; pongan
fin por completo al bloqueo genocida y la guerra económica; respeten el
derecho constitucional de sus estudiantes, trabajadores, intelectuales,
hombres de negocio y ciudadanos en general a visitar nuestro país, hacer
negocios, comerciar e invertir, si lo desean, sin limitaciones ni miedos
ridículos, del mismo modo que nosotros permitimos a nuestros ciudadanos
viajar libremente e incluso residir en Estados Unidos, y veremos si por
esas vías pueden destruir la Revolución cubana, que es en definitiva el
objetivo que se proponen”.
En la alocución televisada de Barack Obma el 17 de diciembre de 2014, el
Presidente de Estados Unidos informó al pueblo de Estados Unidos y a la
opinión pública mundial de su decisión de reanudar sus relaciones
diplomáticas con Cuba.
“Hoy, los Estados Unidos de América están cambiando su relación con el
pueblo de Cuba, el más significativo cambio de nuestra política en los
últimos más de 50 años. Pondremos fin a un anticuado enfoque que, por
décadas, no ha servido para nada a nuestros intereses. Vamos a empezar a
normalizar las relaciones entre nuestros dos países”.
Ese día el Presidente Obama reconoció que la hostilidad de Estados
Unidos hacia Cuba había terminado por aislar en la escala internacional
a Estados Unidos, seguramente recordando que dos meses antes, por
vigésima tercera ocasión en años sucesivos, en la Asamblea General de
Naciones Unidas, 188 países votaron contra las sanciones impuestas por
Estados Unidos a Cuba, un país que tiene relaciones diplomáticas y
comerciales con todos los países del hemisferio con la única excepción
de Estados Unidos.
Por supuesto que la proximidad de la Cumbre de las Américas de abril de
2015 en Panamá y el recuerdo del apoyo unánime de los países
latinoamericanos a la participación de Cuba en la anterior, han de haber
presionado la decisión de normalizar los nexos entre Washington y La
Habana, pero muchos lo ven como un triunfo de la dignidad sobre la
arrogancia.
