US TO CREATE COMMUNITY SURVEILLANCE NETWORK By Manuel E. Yepe A CubaNews translation. Edited by Walter Lippmann. Exactly fifty-five years after Cuba created the Comités de Defensa de la Revolución [Committees for the Defense of the Revolution] as a popular community network for counter-terrorist work to guard the freedoms and rights conquered by the social revolution of the Cuban people and to deal with the actions of a violent terrorist campaign sponsored and conducted by the United States government, Washington has announced the formation of an anti-terrorist  community network in its own country. On September 28, 1960, in response to a terrorist act against a public meeting in front of what was then the Palacio Presidential (now the Museum of the Revolution), the hundreds of thousands of participants at the rally voted to form an organization for the defense of the revolution. In a short time, it became the most massive of Cuban organizations to safeguard the objectives of the country's political process. From those early days to the present, the CDRs have been one of the most valuable contributions of Cuba to universal revolutionary practice and an organization as admired by revolutionary fighters worldwide as they have been vilified by the enemies of popular struggles. Now a project arises, surprisingly in the United State, aimed at getting grassroots support to act against terrorism. It could have certain similarities with the CDRs of Cuba. However, everything indicates that this is a strategy to win grassroots allies for the attack on individual freedoms. The superpower is carrying this out within the framework of the so-called "war on terrorism" unleashed by the Bush, Jr. administration after September 11, 2001 and continued by Obama. The genuine threat used as a pretext for the “war” has been manipulated and exaggerated, both internally and internationally, to maintain the prevailing system of domination. According to the Voice of America,  the official US broadcast network, Washington launched this plan with a view to detecting extremist Americans who are looking to join up with Islamic extremists. To this end, intelligence networks will be created at a community level, in coordination with the Department of Justice and the US Attorney General, to speedily detect any dangerous element which could pose a threat to the national security and safety of people in the United States. The announcement of this initiative was made by US Attorney General, Eric Holder, who said that it should be "creative and aggressive against violent extremism and in its fight against those who preach intolerance, division and hatred, not only within our borders but also with our international partners.” The operative will act together with local authorities to create networks of cooperation within communities. The goal will be to identify potential terrorists, at a time when, according to new intelligence reports, "there are Americans seeking to reach Syria and Iraq to join the armed struggle of the jihadists and similar extremist groups. " "We must never lose sight of what the extremists fear most: the strength of our communities, our unwavering respect for equality, rights and civil liberties; and our permanent commitment to justice, democracy and respect for the law," Holder said without blushing. The Department of Justice has not announced in what cities this initiative will be implemented. President Barack Obama met with the UN Security Council to discuss the threat posed by foreign jihadists and extremists. It was expected that the announcement would be made there. Nevertheless, we must remember that the popular defense system created by the Cuban revolution was based on a very massive feeling of belonging in the population of the island, which generated it and still keeps it alive. The US government never hesitated to employ, and later to receive and protect hundreds of terrorists used against Cuba. It has cruelly punished Cuban patriots who –risking their own lives– gathered information to assist Washington in monitoring the activities of Cuban terrorists in the United States. Washington used the Islamic State [ISIS] terrorists in its campaign against Syria. Now they say they are making war against them in Syria, without requesting authorization from the Syrian government. 		EEUU CREARA RED DE VIGILANCIA COMUNITARIA Por Manuel E. Yepe Exactamente cincuenta y cinco años después de que Cuba creara los Comités de Defensa de la Revolución como red popular de trabajo comunitario antiterrorista para custodiar las libertades y derechos conquistados mediante la revolución social por el pueblo cubano y hacer frente a las acciones de una violenta campaña terrorista patrocinada y dirigida por el gobierno estadounidense, Washington ha anunciado la formación de una red de trabajo comunitario antiterrorista en su propio país. El 28 de septiembre de 1960, como respuesta a una acción terrorista contra un acto público celebrado frente al entonces Palacio Presidencial (hoy Museo de la Revolución), los cientos de miles de participantes en la concentración votaron por constituir una organización de autodefensa de la revolución que en poco tiempo se convirtió en la más masiva de los cubanos para la salvaguarda de los objetivos del proceso político del país. Desde aquellos días iniciales hasta hoy, los CDR o Comités de Defensa de la Revolución constituyen uno de los más preciados aportes de Cuba a la práctica revolucionaria universal y han sido una organización tan admirada por los luchadores revolucionarios de todo el mundo como vilipendiada por los enemigos de las luchas populares. Ahora surge -precisamente en Estados Unidos- un proyecto destinado a obtener apoyo de las bases sociales para actuar contra el terrorismo que pudiera presentar ciertas similitudes con los CDR de Cuba. Mas todo hace pensar que se trata de una estrategia para lograr aliados en la base para la ofensiva contra las libertades individuales que lleva a cabo la superpotencia en los marcos de la supuesta “guerra contra el terrorismo” desatada por la administración de Bush Jr, con 9/11 como pretexto, y continuada con Obama a base una amenaza real, manipulada y sobredimensionada tanto en lo interno como a nivel internacional, para preservar el sistema de dominación imperante. Según la red oficial estadounidense de radiodifusión la Voz de América, Washington puso en marcha este plan con vistas a la detección de estadounidenses extremistas que estén buscando unirse a la lucha de los extremistas islámicos. Para ello se crearán redes de inteligencia a nivel comunitario en coordinación con el Departamento de Justicia y el Fiscal General de EE.UU. para detectar de manera rápida cualquier elemento peligroso que represente una amenaza para la seguridad del país y de los estadounidenses. El anuncio de estos planes piloto estuvo a cargo del fiscal general Eric Holder, quien expresó que se debe ser “creativo y agresivo contra el extremismo violento y combatir a los que predican la intolerancia, la división y el odio, no solamente al interior de nuestros fronteras sino también con nuestros socios internacionales". El operativo actuará conjuntamente con las autoridades locales para crear redes de cooperación dentro de las comunidades con el propósito de identificar un potencial terrorista, en momentos que, según los nuevos informes de inteligencia, “hay estadounidenses buscando la manera de llegar a Siria e Irak para unirse a la lucha armada de los yihadistas y grupos extremistas”. "Jamás debemos perder de vista lo que los extremistas más temen: la fuerza de nuestras comunidades, nuestro respeto inalterable con la igualdad, los derechos y las libertades civiles, y nuestro compromiso permanente con la justicia, la democracia y el respeto de la ley", dijo Holder sin sonrojarse. El departamento de Justicia no ha anunciado en qué ciudades se pondrá en marcha este plan de acción. El presidente Barack Obama sostendrá una reunión esta semana con el Consejo de Seguridad de la ONU dedicada a la amenaza que representan los yihadistas o extremistas extranjeros y se espera que allí haga el anuncio. No obstante, hay que recordar que el sistema defensivo popular que creó la revolución cubana se basó y se sostiene en un sentimiento de pertenencia muy masivo y arraigado en la población de la isla, que lo generó y aún hoy lo mantiene vivo. El gobierno de Estados Unidos jamás ha tenido empacho en usar, y luego recibir y proteger, cientos de terroristas que utilizaron contra Cuba. Ha castigado cruelmente, incluso, a patriotas cubanos que, a riesgo de sus vidas, han prestado ayuda al gobierno estadounidense monitoreando actividades de terroristas cubanos en Estados Unidos. Washington utilizó a los terroristas de Estado Islámico en su campaña contra Siria. Ahora dice que les está haciendo la guerra en Siria, sin pedir autorización al gobierno sirio. ¿Quién le cree?
