The time
of the reviews
It’s been
almost three years now somce private reviews became a legal activity but
for teachers on active service. However, a proposal by a teacher
currently employed to provide reviews on a private basis with profit
motives in mind is against the law and must be restricted.

The bell rings, and the sound of screeching chairs comes out of every
classroom as the students leave in a hurry. Some take the opportunity to
change their school’s tidy appearance, and their own, as shirts are
tucked out of the pants and skirts are pulled up...
THE YOUNG STUDENTS WHO ATTEND THE Reviews assure they are highly
satisfied with their teachers.
Others, perhaps the most responsible ones, hurry home to change and make
it to the review on time; and still others must attend in their uniform.
What’s certain is that a new journey starts at 4:30 for those interested
in consolidating what they learned in class and reach a higher level of
knowledge. It’s the time of the reviews.
Adrián Morejón is just a 7th grader, but he already needs to prepare in
order to be on solid ground: “Here they clear up the queries I have and
help me understand what I don’t. It’s always better to be ready and go
for the highest grade”. Such is the prevailing way of thinking among the
interviewed children and youths who attend the reviews.

When the widening of self-employment in October 2010, some people went
from being “underground” private teachers to getting a license to help
students refresh their knowledge. Before that date, this activity was
practiced in several ways: “Neighbors would come see me when their
children had any gaps, and I would always go over the relevant points
with them. It’s what I did ever since I started to teach; it was my
social commitment. Then things changed and I became a reviewer”, remarks
one of my interviewees.
Eladio Ruiz describes the students’ preparation for mathematics as
particularly important.
These private instructors existed illegally for many years owing to the
reduction in the number of teachers in our schools. Nevertheless, they
were an important figure to those students who cared about their
education and, especially, to their families: “I have long come to terms
with the fact that I must invest in my son, and that’s why I’m paying
for those reviews, since when you’re young you have no experience”, says
Anet Nordet Barrera, mother of an 8th grader.
Today, 1,023 licenses have been issued nationwide, holds Idalmis Álvarez
Mendive, deputy director of the Ministry of Labor and Social Security’s
Employment Division.
As per Gaceta Oficial de la República de Cuba (rev.) of September 26,
2013, the municipal Labor Divisions are in charge of authorizing these
licenses, banned to teachers on active service.
an in situ LOOK WHAT
HAPPENS IN PRACTICE
A reviewer is duty bound to drill students “in the subjects taught at
all levels of our national education system and prepare them to enter
higher courses”, reads the aforesaid document. Intent on seeing for
ourselves and giving the system the once-over, we visited “Angel’s
Reviews”, which we heard about through a suggestive business card with
that title and the message: “Would you like your child to get a
university degree?”, together with a disturbing list of prices in CUC.
We skipped obvious questions like, “How can you make sure a student will
make it to the university?” or “What’s Angel’s Review about?” Albeit a
doctor by profession, Angel gave refreshers of various topics, as he
felt he was qualified, but in light of education’s demands he decided to
have a teacher for each subject: “Here we prepare them for the senior
high and university entrance examinations. There are several teachers
here, and we all have a license”.
“We ask them what degree they would like to get and describe to them the
background they would need. Reviewers must be an example as individuals
and teachers. I tell them that they not only come to refresh their
knowledge, but also to teach those children in an integral, patriotic
way, and not just their subject but general culture”.
As to his selection criteria, he points out: “I had several candidates
for each subject I promoted and laid stress on their personal
appearance, behavior, punctuality, educational level and prior
qualification”.
Talking with some students made us realize that both they and their
parents were quite happy. “These teachers are very good and skilled. My
child is getting an organized, coherent education”, one told us.
At 4:30 we visited Eladio Ruiz Martelli, who worked in Education for 47
years. Currently retired, he gives refresher courses on Mathematics to
12th grade students. The smell of chalk –and learning– was in the air.
“A reviewer must support the school’s mission and see to it that the
students complement their knowledge. Some are very well prepared, but
others are not, which means the reviewer must work harder”.
Eladio describes details of his subject. “Some students hate it, so we
explain to them how useful it is. They see the exam as a simple Math
test, but I told them that when they study they can combine various
contents, make generalizations and learn logical thinking skills”.
In both places we noticed that each teacher is seriously committed to
their job. The classrooms were in peak condition, and all the customers
we interviewed held to be satisfied with the service they receive.
AND YET...
Throughout our inquiry we found out that these licensed teachers are not
the only ones who do this job: “There are university professors who give
private lessons. I had one whose lessons were awful and then wanted you
to learn in the reviews everything he failed to teach at school,” Roxana
told us.
About the prices for this service, she says: “One teacher charged 10
dollars per session and wouldn’t care if only one or two students showed
up. Another one charged 50 pesos for a two-hour session”.
Things are not so different in María del Carmen’s case: “During the
course they would ‘intimidate’ us, swearing that ‘refreshers are very
important’, ‘you will flunk if you miss them’, ‘you don’t get here in
class everything you need to pass the exams’, etc. That’s how they get
on your nerves and make you tell your parents, who must find money where
there isn’t any to pay a reviewer”.
She recalls a case: “... the price had been already set and was paid at
the end of every session, with a reminder that there had to be others”.
These actions reveal a lack of professional ethics and a distortion of
the function expected from a teacher, who must devote a lot of time to
their students, mainly the slowest ones. Charging for that job is
illegal and must be fought back.
As a student, that’s what María del Carmen did: “No argument was enough
to make me pay for something that the Revolution gives free of charge to
every citizen of this country. Therefore, I grabbed all my notes, guide
papers and lectures I had compiled throughout six years of university
studies and devoted myself to studying in the proper manner, so I
finally enjoyed being among the graduates”.
A private refresher course is something that everyone who needs and can
afford it may pay for. Still, we must never condone any practice that
could be degrading to the prestige of Cuban education, which goes to
great lengths to be better so that 4:30 p.m. can be, for many young
students, the time to get a break, and for those who really need it, the
time of the reviews.

La hora de los repasos
Los repasos
particulares son una actividad legal desde hace casi tres años en el
país, que exceptúa a los maestros en activo. Sin embargo, las propuestas
de repasos particulares de los profesores en ejercicio con fines de
lucro es un acto ilegal al cual debe ponerse límites

Suena el timbre y se siente el rechinar de las
sillas. Salen disparados de las aulas. Algunos aprovechan para destruir
el aspecto mantenido en la escuela, sacan sus camisas por fuera, suben
las sayas...
Los
jóvenes que asisten a los repasos reflejaron un alto grado de
satisfacción con sus profesores.
Otros, quizás los más preocupados, corren hasta la
casa para cambiar su uniforme y alcanzar a tiempo el repaso; y están
quienes tienen que asistir con el atuendo escolar. Lo cierto es, que las
4 y 30 marca el inicio de una nueva jornada para aquellos ocupados en
sistematizar los conocimientos recibidos en la clase y alcanzar un nivel
superior de enseñanza. Llega la hora de los repasos.
Adrián Morejón solo está en séptimo grado, pero necesita prepararse
desde temprano para tener una base: "Aquí me rectifican todas las dudas,
me ayudan con lo que no entiendo. Es mejor siempre estar preparado y
sacar la máxima nota". Así piensan los niños y jóvenes entrevistados que
asisten a los repasos.
Antes y después...
Con el incremento de las actividades por cuenta propia, en octubre del
2010, un grupo de personas pasó de ejercer como profesor particular en
"la clandestinidad" a poseer su licencia de repasador. Anterior a ese
momento estas figuras tenían diversas maneras de practicarse: "Venían
los vecinos con sus hijos que tenían dudas, eso lo hice siempre desde
que empecé a dar clases. Tenía un compromiso social. Después la
situación cambió y conllevó a que fungiera como repasador", comenta uno
de los entrevistados.

Ruiz comenta que la preparación en la asignatura de Matemática es de
singular importancia.
La existencia de este maestro por cuenta propia se mantuvo por muchos
años de forma ilícita como consecuencia del debilitamiento de la fuerza
técnica en el sector educacional. Sin embargo llegó a convertirse en una
figura importante para aquellos jóvenes preocupados por su preparación,
y sobre todo para su familia: "Yo asumí hace mucho tiempo que tengo que
invertir en mi hijo, y por eso estoy metida en esto de pagarle sus
repasos porque cuando uno es más joven no tiene experiencia", comenta
Anet Nordet Barrera, madre de un joven de octavo grado.
Actualmente, un total de 1 023 personas cuentan con su licencia en todo
el país, según informa Idalmis Álvarez Mendive, subdirectora de Empleo
del Ministerio de Trabajo y Seguridad Social.
En la revisión de la Gaceta Oficial de la República de Cuba del 26 de
septiembre del 2013 comprobamos que la Dirección de Trabajo en cada
municipio es la encargada de autorizar este ejercicio, el cual exceptúa
a los profesores en activo para el otorgamiento de las licencias.
Una mirada a la práctica in situ
El repasador tiene el deber de ejercitar a los estudiantes "en las
materias que se imparten en el sistema nacional de educación de
cualquier nivel y los prepara para el ingreso a cursos superiores",
según cita el documento oficial antes mencionado. Para comprobarlo, y
para conocer desde dentro su dinámica, visitamos los "Repasos de Ángel",
a donde llegamos por una sugerente promoción de una tarjeta con ese
título que invitaba: ¿Desea que su hijo sea universitario? Y anunciaban
unos precios en CUC que inquietaban
Asumimos la obviedad de la pregunta: ¿Cómo asegura que un joven
llegue a ser universitario?, ¿Cómo es el repaso de Ángel?: Aunque
médico de profesión, Ángel repasaba varias asignaturas porque se sentía
preparado, pero teniendo en cuenta las exigencias de la educación
decidió que cada asignatura tuviera su profesor: "Aquí se preparan para
pruebas de ingreso para el preuniversitario y la universidad. Somos
varios profesores, cada uno con su licencia".
"Nosotros le preguntamos qué carreras quieren coger, les explicamos sus
perfiles de trabajo. El repasador debe ser un ejemplo de persona y
profesor. Yo le digo que ellos no solo vienen a repasar, sino a educar a
esos niños en el sentido patriótico, integral. Ellos no solo pueden
venir a conocer de la materia, sino cultura general".
Sobre los criterios de selección utilizados para llenar su plantilla
comenta: "Tuve varios candidatos en todas las asignaturas que promoví.
Muy importante fue la apariencia personal, el modo de comportarse, la
puntualidad en la entrevista, su buena educación y preparación previa".
En entrevistas con varios de los alumnos comprobamos el grado de
satisfacción que tenían, así como el de sus padres: "Los profesores
tienen muy buena calidad, están preparados. Allí recibe el conocimiento
organizado, coherente", argumenta uno de ellos.
A las 4 y 30 llegamos a la casa de Eladio Ruiz Martelli, quien trabajó
durante 47 años en educación. Hoy es jubilado y repasa la asignatura de
Matemática a los alumnos de 12mo. grado. Allí se respiraba olor a tiza y
ambiente de aprendizaje. "Apoyar el trabajo de la escuela y garantizar
que el alumno complemente sus conocimientos son las funciones del
repasador. Hay algunos muy bien preparados, pero otros no traen el
mínimo de contenidos. Eso lleva a un esfuerzo más grande por su parte".
Eladio explica las particularidades de su asignatura: "Hay estudiantes a
quienes no les gusta la asignatura y hay que explicarles la importancia
que tiene. El muchacho ve el examen como una simple prueba de Matemática,
y yo les explico que cuando él se prepara es capaz de integrar una serie
de contenidos, generalizar y adquirir habilidades del pensamiento lógico".
En ambos lugares se comprobó la responsabilidad por parte de cada
maestro con la labor que desempeña. Las condiciones de sus locales eran
óptimas y los clientes entrevistados mostraron satisfacción con el
servicio recibido.
Y sin embargo...
En la pesquisa descubrimos que no solo estos maestros con licencia
ejercen la labor de repasador: "Los mismos profesores de la universidad
se dedican a dar clases particulares. Tuve un profesor que sus clases
eran pésimas y después en los repasos te quería explicar todo lo que no
te enseñaba en las clases", comenta Roxana.
Sobre los precios que debía pagar especifica: "Un profesor cobraba diez
dólares por el repaso, no le importaba si íbamos uno o dos estudiantes.
Otro cobraba 50 pesos por cada clase de dos horas".
La situación no es muy distinta para María del Carmen: "Durante el curso
te van "intimidando" porque "los repasos son necesarios", "si no vas no
apruebas", "en las clases no se da todo lo que se examina", y así hacen
que los alumnos se vuelvan ansiosos y trasladen esta preocupación a los
padres para sacar dinero de donde no lo hay".
Sobre una de sus experiencias comenta: "... el precio ya estaba
previamente fijado claro, el mismo era abonado al finalizar cada turno
de repaso, siempre recordando que no puede ser el último".
Estas acciones revelan la ausencia de una ética profesional y la pérdida
de la función del maestro, quien tiene el deber de dedicarle tiempo a
sus estudiantes, sobre todo a aquellos más rezagados en el aprendizaje.
Cobrar por ese trabajo es un ejercicio ilícito al que debe ponérsele
límites.
María del Carmen lo hizo desde su posición de estudiante: "Ninguno de
esos argumentos pudo convencerme de pagar por algo que la Revolución
garantiza de manera gratuita a todos los ciudadanos de este país. Así
las cosas eché mano a cuantas notas de clase, documentos, guías,
conferencias, que fui recopilando durante los seis años de la carrera y
me dediqué a estudiar como corresponde para finalmente disfrutar el
estar entre los graduados".
El repaso particular es una actividad por la que puede pagar todo aquel
que lo necesite y tenga los ingresos. Sin embargo, deben ser censurables
aquellos actos que denigren el prestigio de la educación cubana que se
esfuerza por superarse, para que las 4 y 30 sea para muchos jóvenes la
hora del recreo, y solo para algunos, los que de veras lo necesitan, el
tiempo de repasar.
