The
Council of Ministers, at its meeting on Saturday, approved the new
remuneration policy for athletes, coaches and sports specialists. Its
implementation in the coming months is one of the new steps to
materialize the agreements of the Sixth Congress of the Communist Party
of Cuba, specifically those aimed at improving sports, generating
revenue, seeking more quality and rigor in competitions, increasing
salaries gradually and ensuring that each person may receive what he or
she deserves according to their work (Guidelines 143, 162, 170 and 171).
Presenting the
policy, Marino
Murillo Jorge, Vice-President of Council of Ministers, released the
results of a diagnosis that, among other problems, showed the wide
variation in legal rules governing the matter in the country; the
absence of a unique CUP basic income covering all athletes; the
uniformity in the salary of coaches and specialists from grassroots to
national teams; and the low payment for referees.
About
awards from international competitions, Murillo said that in most sports
in which Cuba participates -with the exception of athletics, volleyball,
judo, boxing, wrestling and chess- these are not handed out. Individual
athletes receive 15%, and coaches 4%; in team sports it is between 30%
and 50%.
In
addition, athletes in national pre selections and in National Baseball
Series are usually absent from their workplaces for most of the year to
fulfill the demands of high performance. This affects the efficiency of
the workplace where they perceive their salary and therefore occupy
postings with little pay. Baseball players in particular have low
incomes as these are not related to the work they perform or their
results in baseball.
WHAT DID THE COUNCIL OF MINISTERS APPROVE?
The
policy passed by the Council of Ministers - for which several
international experiences were studied, including ten sport laws from
several Iberian-Latin American countries- has as its fundamental
principle to improve the payment currently granted to athletes, coaches
and specialists.
In its first postulate it
defines the concept of high performance athlete:
"A high
performance athlete is one who is subject to a high standard of
discipline, stress, physical and psychological burdens with impact on
its life, to meet the technical and scientific preparation in order to
achieve the highest sports results. It is dedicated full time to the
practice of a sport in a spirit of dedication, commitment and sense of
belonging. Its income depends on the results achieved in the sport it
practices.
"It honors
its commitments with the national teams and has the possibility of
signing contracts with other teams abroad, under the protection of the
National Institute for Sports, Physical Education and Recreation (INDER
) and Sports Federations, so that it is not treated as a commodity."
In the case
of contracts abroad, the athlete’s presence in Cuba for the core
competencies of the year will be considered.
Then the policy states that the monthly payments in CUC currently given
to athletes and coaches -active or retired- for the medals won will be
maintained and other remunerations in CUP will be added.
Thus, compensations will be determined on the basis of the socialist
principle of "from each according to its ability to each according to
its work" that will have its highest expression when obtaining
competitive results. Later, during its work life, when the athlete is
not in active sports, it will receive an additional payment that will be
considered for the calculation of its Social Security.
A
system of annual contracts in the country, accredited by the National
Federations will be established to replace the sports leaves presently
granted to athletes.
The policy adopted by the Council of Ministers proposes
to establish six categories for athletic performance and results based
on which the basic monthly earnings will be established in CUP for
active high performance athletes. These are: Olympic medalist: 1500
pesos; world medalist: 1300; Pan-American medalist: 1200;
Central-American champion: 1100; member of the National Pre selection
for the National Baseball Series: 1000; reserves for the National
Pre-Selection and National Baseball Series: 450.
At the same time, a monthly CUP amount for athletes and coaches, active
and retired, is added for medals (Gold, Silver or Bronze) obtained in
multidisciplinary Pan American Games and the Gold in the Central
American and Caribbean Games. Thus Pan American medalists will receive
1250 pesos for Gold, 850 for Silver and 550 for Bronze.
Central
American champions will receive 800 for Gold.
A CUP monthly income will be granted to active athletes
for every medal obtained in multidisciplinary Olympic, Pan American,
Central American and Caribbean Games and World Championships, during the
period of their contract as active athletes in national teams,
acknowledging the successes accumulated to the time of adoption of this
policy. Olympic medalists will receive 2500 pesos for the Gold, 1650 for
Silver, and 825 for Bronze; World medalists: 1250 for Gold, 850 for
Silver and 425 for Bronze; Pan American medalists: 625 for Gold, 400 for
Silver and 250 for Bronze; and Central American: 300 for Gold.
In the case of the National Baseball Series CUP awards will be created
for individual and collective results for athletes and technical
direction teams. This system will be extended progressively to other
sports.
Thus, the player who participates regularly in over 70 % of the games
will be awarded 5000 pesos; opening pitchers who throw at least 120
innings and win at least 10 games as well as relievers involved in at
least 32 games who save at least 10 of these, will receive 5000 pesos;
individual leaders in the series will receive 1000. The winning team
will be rewarded 65,000 pesos, the forerunner 45, 000 and the third
30,000.
Individual
and collective awards received by winning international competitions
will be delivered entirely to the protagonists of the feat, with the
following distribution: 80 % for the athletes, 15 % for the coaches and
5% for the specialists.
Coaches and specialists who prepare high performance athletes will be
paid a monthly additional income in CUP not exceeding half their salary,
in line with the level of categorization of the athlete(s) they assist.
All these personal incomes will be subject to the tax
law. INDER will be responsible for deducting taxes, except in the cases
of athletes, coaches and specialists with personal contracts abroad.
Other
material and financial benefits for athletes, officials and support
staff in the National Baseball Series are being considered, as well as
for referees in other sports.
Special Social Security considerations for active athletes and Hall of
Fame sportspersons are being assessed taking into account the negative
biological impacts sports demands have in their lives. Also under study
are the procedures for the implementation of contracts abroad so these
take into consideration the payment of Social Security and taxes.
The implementation of this policy of remuneration will
start in January next year. For baseball players in the National Series
it will begin when the Series starts in November 2013.
The Council of
Ministers described the decision of improving the compensation system
for athletes, coaches and sports specialists as fair. There was
consensus that this is only the beginning of a process. Other measures
will be implemented progressively to update our methods and –from our
own perspective- bring them closer to what's happening in the world and
thus contribute to achieve better results in sports.

Política de remuneración para atletas, entrenadores y especialistas del
deporte
Pormenores de una justa decisión

El
Consejo de Ministros, en su reunión del pasado sábado, aprobó la
política de remuneración para atletas, entrenadores y especialistas del
deporte, con cuya implementación en los próximos meses se dan nuevos
pasos para concretar los acuerdos del VI Congreso del Partido Comunista
de Cuba, específicamente los dirigidos a perfeccionar el deporte,
generar fuentes de ingresos, buscar calidad y rigor en las competencias,
incrementar los salarios de manera gradual y asegurar que cada cual
reciba lo que le corresponde según su trabajo (Lineamientos 143, 162,
170 y 171).
Al presentar la política, el Vicepresidente del Consejo de Ministros
Marino Murillo Jorge dio a conocer los resultados de un diagnóstico que,
entre otros problemas, evidenció la amplia diversidad de normativas
jurídicas que rigen el tema en el país; la ausencia de un sistema único
de ingresos básicos en CUP que abarque a todos los atletas; la
uniformidad en el salario de los entrenadores y especialistas desde la
base hasta las preselecciones nacionales; y el bajo pago a los árbitros.
Sobre los premios otorgados en competencias internacionales dijo que en
la mayoría de los deportes en que Cuba participa no se entregan, solo el
atletismo, el voleibol, el judo, el boxeo, la lucha y el ajedrez. En
deportes individuales el atleta obtiene el 15 % y el entrenador el 4%; y
en los deportes colectivos entre un 30 y 50 %.
Además, los deportistas de las preselecciones nacionales y de la Serie
Nacional de Béisbol, al ausentarse parte del año por las exigencias del
alto rendimiento, afectan la eficiencia de los centros laborales donde
perciben su salario y, por ende, ocupan plazas de poca remuneración.
Específicamente, son bajos los ingresos de los peloteros al no estar
relacionados con la labor que realizan ni con sus resultados deportivos.
¿QUÉ APROBÓ EL CONSEJO DE MINISTROS?
La política suscrita por el Consejo de Ministros, para la que se
estudiaron experiencias internacionales, incluyendo diez leyes del
deporte de varios países iberoamericanos, tiene como principio
fundamental el perfeccionamiento del pago que actualmente se entrega a
deportistas, entrenadores y especialistas. En su primer postulado define
el concepto de atleta de alto rendimiento:
"Un atleta de alto rendimiento es aquel que está sometido a un elevado
rigor de disciplina, tensiones, cargas físicas y síquicas con impacto en
su vida, para cumplir las exigencias técnicas y científicas de su
preparación con el propósito de alcanzar los más altos resultados
deportivos. Se dedica a tiempo completo a la práctica de una modalidad
deportiva con espíritu de consagración, entrega y sentido de pertenencia.
Sus ingresos dependen de los resultados alcanzados en el deporte que
practica.
"Cumple sus compromisos con los equipos nacionales y tiene la
posibilidad de contratarse en otros equipos en el exterior, protegido
por el Instituto Nacional de Deportes, Educación Física y Recreación (INDER)
y las Federaciones Deportivas, sin ser tratado como una mercancía".
En el caso de la contratación en el exterior, se tendrá en cuenta que
estén presentes en Cuba para las competencias fundamentales del año.
Luego la política precisa que se mantienen los pagos mensuales en CUC
que reciben actualmente los atletas y entrenadores, activos y retirados,
por las medallas obtenidas, y se incorporan otras retribuciones en CUP.
Así, se establecerá la remuneración sobre la base del principio
socialista "de cada cual según su capacidad a cada cual según su trabajo",
que tendrá la mayor expresión en el momento de obtener los resultados
competitivos. Después, en su vida de trabajador, cuando el atleta no
esté en el deporte activo, recibirá un pago adicional como
reconocimiento, que se considerará para el cálculo de la Seguridad
Social.
Igualmente se establecerá un sistema de contratación anual en el país,
acreditado por la Federación Nacional del deporte que practique el
atleta, en sustitución de la licencia deportiva.
La política aprobada por el Consejo de Ministros plantea establecer seis
categorías deportivas por el rendimiento y desempeño, a partir de las
cuales se establecerán ingresos básicos mensuales en CUP para los
atletas de alto rendimiento en activo. Ellas son: medallista olímpico, 1
500 pesos; medallista mundial, 1 300; medallista panamericano, 1 200;
campeón centroamericano, 1 100; miembro de la Preselección Nacional y de
la Serie Nacional de Béisbol, 1 000; y reserva de la Preselección
Nacional y de la Serie Nacional de Béisbol, 450.
A la par, se incorpora la estimulación mensual en CUP para los atletas y
entrenadores, activos y retirados, por la medalla de mayor rango (Oro,
Plata o Bronce) obtenidas en juegos multidisciplinarios Panamericanos y
por el Oro en Centroamericanos y del Caribe. De tal forma: los
medallistas panamericanos recibirán 1 250 pesos por el Oro, 850 por la
Plata y 550 por el Bronce. En tanto, los campeones centroamericanos
recibirán 800 por el Oro.
Asimismo, se adiciona un ingreso mensual en CUP a los atletas activos
por cada medalla en juegos multidisciplinarios Olímpicos, Panamericanos
y Centroamericanos del Caribe y Campeonatos Mundiales, durante el
periodo que dure su contrato como atleta activo en los equipos
nacionales, reconociendo los éxitos acumulados hasta el momento de
aprobarse esta política. Los medallistas olímpicos percibirán 2 500
pesos por el Oro, 1 650 por la Plata y 825 por el Bronce; los
medallistas mundiales, 1 250 por el Oro, 850 por la Plata y 425 por el
Bronce; los medallistas panamericanos, 625 por el Oro, 400 por la Plata
y 250 por el Bronce, y los centroamericanos, 300 por el Oro.
En el caso de la Serie Nacional de Béisbol se instituirán premios en CUP
por resultados individuales y colectivos para los atletas y el cuerpo de
dirección. Este sistema se irá extendiendo de forma progresiva a otros
deportes.
De tal manera, el jugador regular —que participa en más del 70 % de los
juegos— será premiado con 5 000 pesos; los lanzadores abridores que
lancen al menos 120 innings y ganen como mínimo 10 juegos, los
relevistas que participen al menos en 32 juegos y, de ellos, el cerrador
que salve como mínimo diez partidos, recibirán 5 000 pesos; y los
líderes individuales de la Serie obtendrán 1000. En tanto, el equipo
campeón será premiado con 65 000 pesos, el segundo lugar con 45 000 y el
tercero con 30 000.
Por otro lado, los premios individuales y colectivos recibidos al ganar
competencias internacionales se entregarán por completo a los
protagonistas de la hazaña, con la siguiente distribución: 80 % para los
atletas, 15 % a los entrenadores y 5 % a los especialistas.
Los entrenadores y especialistas que preparen a atletas de alto
rendimiento percibirán un ingreso adicional mensual en CUP que no exceda
la mitad de su salario, en correspondencia con el nivel de
categorización del deportista que atiende.
Todos estos ingresos personales serán objeto de la Ley Tributaria. El
INDER estará encargado de retener los impuestos, excepto en los casos de
las contrataciones personales de atletas, entrenadores y especialistas
en el exterior.
Se continúan estudiando otros beneficios materiales y financieros para
los deportistas, árbitros y personal de apoyo a la Serie Nacional de
Béisbol, así como a los jueces de otros deportes.
Se evalúa igualmente el tratamiento especial de la Seguridad Social para
los atletas activos y las Glorias del Deporte, considerando los impactos
biológicos negativos que tiene el régimen deportivo en sus vidas, y la
instrumentación de la contratación en el exterior, que tome en cuenta el
pago de la Seguridad Social y los impuestos.
La puesta en práctica de esta política de remuneración comenzará a
partir de enero del próximo año. En el caso de los peloteros se aplicará
al iniciarse la Serie Nacional en noviembre del 2013.
El Consejo de Ministros calificó como justa la decisión de perfeccionar
la remuneración para atletas, entrenadores y especialistas del deporte.
Al mismo tiempo, hubo consenso en que se trata solo del comienzo del
camino. Otras medidas se pondrán en marcha progresivamente para
actualizar los métodos, compatibilizarlos desde nuestra perspectiva con
lo que sucede en el mundo y así contribuir a alcanzar mejores resultados
deportivos.
