Too deep in the water?
For the first time the united demonstration that shakes Colombia is
highlighting the old and new problems suffered by those who represent
the majority.

Amid a national
agrarian and popular strike that for the first time brings together in
concerted protest various social and productive sectors of Colombia, the
news on Thursday that the executive had stopped the forced eradication
of coca in the Catatumbo region, had the effect of a relaxing balm drop.
Three weeks after
lifting the blockade of roads in the region of Norte de Santander,
predecessor of the mobilization that is now shaking much of the country,
the people of Catatumbo were considering joining the strike if there was
no compliance with the agreements reached. It was as a result of those
agreements that they had removed the barricades from their farms and sat
at a negotiating table with the government. Pulling the tablecloth from
the table would have been another drop to tip the balance further toward
the hovering chaos.
However, President
Juan Manuel Santos reaffirmed that he wants to turn Catatumbo into a
"laboratory for peace", and local news sources asserted that the
14-point agenda is progressing.
Maybe the militancy
shown by farmers and miners in the region, fueled by the repressive
police action that contributed to putting the conflict in the focus of
the media, was the trigger for the current strike ...
But the only thing
proven is that this protest was a wake-up call -- to an awareness of the
historic problems of the countryside -- the essential reason for the
Colombian armed conflict- in a rural landscape where there is a
persistence of latifundium and unequal distribution of land; an
impoverished peasantry which resorts to planting crops considered
illicit for lack of alternative programs that would provide what they
need to survive; a transnational presence that plunders natural
resources; a life in poverty for a rural mass in which 64 percent rate
as poor; and where, according to the source of reference, between three
and five million people have been displaced due to the violence caused
not only by war but also by ruthless paramilitary actions.
There were those who wanted to link the events of Catatumbo with an
alleged encouragement from the guerrillas. But the reality is that the
only possible link between the demands of their residents and the FARC-EP
is that the insurgency had taken note of these problems -because they
are all from the Colombian countryside - and put them on the agenda of
the peace talks that the government and the guerrillas are holding in
Havana.
Although in his three
years in office, the administration of Juan Manuel Santos has
implemented measures aimed at alleviating the situation in the
countryside – such as returning land that had been taken by violence–
and some agreements have been adopted in the dialogue (although pending
implementation until the entire agenda is debated) various sectors
consider that the steps taken by the executive in rural areas are, up to
now, insufficient.
Unified
Protest
However, the
reasons which now move the peasants, miners, healthcare and education
workers, students, representatives of other social sectors and unions as
the Confederation of Workers to protests in highways and city streets,
go well beyond the facts of Catatumbo and the dilemmas of agriculture.
Although Santos’
government is touching off the fire, its causes go back –here also– to
decades of a policy described by observers in the country –like
alternative news agency Ancool– as "a violent authoritarian
neo-liberalism” reinforced in recent times by the implementation of
various free trade agreements qhixh have helped ruin the small producera
and hurt transportation workers such as truckers –also on strike– with
the rise in fuel prices; commerce workers and consumers who are burdened
with the rise in prices !
Moreover, the old problems are seasoned with the so called Legislative
Agenda: a package of about 200 laws and constitutional reforms Santos
promised to make Colombia “a fair, modern and safe country”. The
protesters of today consider these an anti-labor and anti-people policy
which curtails rights, privatizes, and delivers natural resources to the
power of foreign corporations.
All these causes are
seen now in an unprecedented way. The most outstanding feature of this
national agricultural and popular strike is the concerted action of the
mobilized unions –never seen before with this consciousness of unity and
support for the countryside– even if the different sectors involved have
their own particular agendas.
University students,
who favor a common platform, ask together with their teachers for a
larger budget that would allow for quality education and democracy in
student campuses; the miners demand putting an end to environmental
degradation and transnational presence as well as having their
smallholdings recognized; doctors and nurses demand better working
conditions and health service access for the majorities…
In statements to Telesur, Hector Alviz, one of the visible heads of the
strike in the health sector, called on the state to respond promptly and
with quality care to patients. He said this should be done without the
obstacle of financial barriers, referring to so-called “contributor
card”. Opinion polls place health as one of the sectors that causes more
discontent in the population with a 70 percent disapproval rating.
President Santos has acknowledged that this is a weak point, mainly in
public hospitals, as published in the Colombian newspaper El Tiempo.
Apparently the united action itself has not had a spontaneous
accompaniment and was due have been joined on 22 July in the region of
Neiva, Huila, by nearly a hundred representatives of various
organizations from 21 of the 32 provinces in the country, according to
news reports.
Not that the social
belligerence these days should be seen as something "new". We must not
overlook the fact that protests have been historically repressed in
Colombia. Observers estimate at 300,000 unionists object to the
systematic violence in a nation which they have dubbed as "the most
dangerous for union activity ".
Political
consequences?
But as all social and
political issues, these developments must be seen within a context. So
it would be shortsighted not to consider that in March next year there
will be elections. These should ratify or change the presidency of
Colombia .
Then, one might ask if
from the murky waters that move the country today, someone might try to
score political points.
Quick to take the opportunity
were the followers of Uribe who have
waged a media war without
quarter against Santos. They criticize him for the talks with the FARC-EP,
in opposition to the militaristic solution of former President Alvaro
Uribe who sought –rather than peace– the defeat by arms of the
guerrillas.
Thus, the issue of war or peace would be a centerpiece in the
presidential race.
Having had Santos as
Defense Minister, Uribe seems today his worst enemy. His forces have
come to call this government "communist" just for trying to have good
relations with neighboring countries. Santos not only reconstructed
ties with Ecuador; he also rescued the links with Venezuela –links that
Uribe had shattered with his aggression.
In this context, some predict now that a Uribe candidate will be the
strongest option if Santos- who has not confirmed, but said last week he
was thinking about it- decides to run for reelection. In this case, the
militarist right-wing would take advantage of the current protests if
the President is unable to take them “to good term”.
However, on the other hand, there is the weight that the social unrest,
if maintained, may place on the electorate of the left. They have not
had in recent years –since the extermination of the
Unión Patriótica
in the early 1990’s– a
representative strong enough to defeat traditional politics.
In the present socio-political spectrum of Colombia, only the Marcha
Patriótica, a young popular conglomerate that brings together more than
200 organizations and policies, could capitalize on the discontent of
broad sectors of society. It was born with an eye to social struggle but
has not yet said whether it will decide to run ... But I have the
certainty that the evils of today could be for the better, not for the
worse if it did.

En medio de un paro nacional agrario y popular que por primera vez ha
unido en protesta concertada a diversos sectores productivos y sociales
de Colombia, la noticia, el jueves, de que el ejecutivo había cesado la
erradicación forzosa de coca en el Catatumbo, resultó una gota de
bálsamo tranquilizador.
Tres semanas después de levantar el bloqueo de caminos en la región del
Norte de Santander, predecesor, justamente, de la movilización que
estremece ahora a buena parte del país, los del Catatumbo valoraban ya
sumarse a la huelga si no se cumplían los acuerdos pactados, y en virtud
de los cuales quitaron las barricadas en sus predios y se sentaron en
una mesa de negociación con el Gobierno que todavía está puesta. Tirar
del mantel habría sido otro adarme que inclinaría aun más la balanza
hacia el caos que pareciera vislumbrarse.
Sin embargo, el presidente Juan Manuel Santos reafirmó que quiere
convertir al Catatumbo en un «laboratorio de paz», y fuentes de prensa
locales aseveraron que la agenda de 14 puntos sigue avanzando.
Puede que la beligerancia demostrada por los campesinos y mineros de esa
región, azuzada por acciones policiales represivas que contribuyeron a
poner el conflicto en los primeros planos mediáticos, fungiera como
detonante del paro actual…
Pero lo único comprobado es que aquella protesta resultó un aldabonazo
para vociferar los históricos problemas del campo, motivo esencial del
conflicto armado colombiano, en un panorama rural donde se dan la mano
la persistencia del latifundio y la desigual distribución de la tierra;
la pobreza de un campesinado que acude a la siembra de cultivos
considerados ilícitos por falta de programas alternativos que les
propicien la cosecha necesaria para sobrevivir; la presencia
transnacional que saquea los recursos naturales; la vida paupérrima de
una masa rural en la que el 64 por ciento califica como pobre, y donde
entre tres y cinco millones de personas —según la fuente de que se trate—
han resultado desplazadas en virtud de una violencia provocada no solo
por la guerra sino, además, por la cruel acción paramilitar.
No faltaron quienes quisieran vincular los acontecimientos del Catatumbo
con un supuesto estímulo por parte de la guerrilla. Pero lo real es que
el único vínculo posible entre las demandas de sus moradores y las FARC-EP
es que el movimiento insurgente tenía tomada nota de esos problemas —porque
son los de todo el campo colombiano— y los puso sobre el tablero de las
conversaciones de paz que el
Gobierno y la guerrilla sostienen en La Habana.
Si bien, en sus tres años de mandato, el ejecutivo de Juan Manuel Santos
ha implementado medidas que buscan paliar la situación del campo —como
la devolución de tierras arrebatadas mediante la violencia—, y algunos
acuerdos han sido adoptados en el diálogo (aunque pendientes de
implementación mientras no se debata todo el temario) diversos sectores
consideran insuficientes los pasos dados en el área rural por el
ejecutivo, hasta hoy.
Protesta unitaria
Sin embargo, los motivos que tienen ahora en carreteras y calles
citadinas a labriegos, mineros, profesionales de la salud y la educación;
estudiantes y representantes de otros sectores sociales y sindicales
como la Central Unitaria de Trabajadores, desbordan con creces los
hechos del Catatumbo y rebasan, incluso, los dilemas del agro.
Aunque al Gobierno de Santos le está tocando apagar el fuego, las causas
se remontan, también aquí, a décadas de una política calificada por
observadores del patio
—como la agencia alternativa Ancool— de «un neoliberalismo autoritario y
violento», reforzada en los últimos tiempos por la entrada en vigor de
varios tratados de libre comercio que han contribuido a arruinar al
pequeño productor, y perjudicado así a transportistas como los
camioneros —también en paro—, con la elevación del precio de los
combustibles; al comerciante, ¡al consumidor que carga con el
encarecimiento de los precios!
No obstante, los padecimientos añejos parecen aderezados por la llamada
Agenda Legislativa: un paquete de alrededor de 200 leyes y reformas
constitucionales prometidas por Santos para hacer de Colombia, según ha
dicho, un país «justo, moderno y seguro», pero que los manifestantes de
hoy consideran instauradoras de políticas antiobreras y antipopulares,
que cercenan derechos, privatizan, y entregan los recursos naturales al
poder de las corporaciones foráneas.
Unas y otras causales se manifiestan ahora, de manera inédita. Porque lo
que más descuella del denominado paro nacional agrícola y popular es la
acción concertada de los gremios movilizados, nunca antes vista con esta
conciencia de unidad y de respaldo al campo, aun cuando los distintos
sectores que abrazan la medida tengan sus propias reivindicaciones.
Los estudiantes universitarios, quienes se han pronunciado por una
plataforma común, piden con sus profesores más presupuesto para una
educación de calidad y democracia en los recintos estudiantiles; los
mineros, que cese la depredación del ambiente y la presencia
transnacional al tiempo que sean reconocidas sus pequeñas propiedades;
los médicos y enfermeras, mejores condiciones de trabajo y el acceso de
las mayorías a los servicios de salud...
En declaraciones a Telesur, Héctor Álviz, una de las cabezas visibles
del paro en esa esfera, pidió que el Estado responda por una atención de
calidad y oportuna a los pacientes sin que medien las barreras
financieras, en alusión a los llamados «carnés contributivos». Estudios
de opinión sitúan a la salud como uno de los sectores que provoca más
descontento en la población con un 70 por ciento de desaprobación, y el
propio presidente Santos ha reconocido que es un flanco débil, sobre
todo en los hospitales públicos, según publicó el diario colombiano El
Tiempo.
Al parecer, la acción unitaria no ha tenido propiamente un
acompañamiento espontáneo y habría sido adoptada el 22 de julio pasado
en la localidad de Neiva, Huila, por casi un centenar de representantes
de diversas organizaciones, provenientes de 21 de los 32 departamentos
del país, a tenor con reportes cablegráficos.
Claro que tampoco debe verse la beligerancia social de estos días como
algo «novedoso». No puede pasarse por alto la manera en que la protesta
ha sido también históricamente reprimida en Colombia. Observadores
cifran en 300 000 los sindicalistas objeto de la violencia sistemática,
en una nación que han calificado como «la más peligrosa para la
actividad gremial».
¿Secuelas políticas?
Pero, como todo en materia social y política, los acontecimientos aquí
no pueden verse fuera de contexto. Por eso resultaría miope no sopesar
que, casi casi al doblar, para marzo del año que viene, están previstas
las elecciones que deberán renovar o ratificar la presidencia de
Colombia.
Cualquiera podría preguntarse entonces si de las aguas turbias que hoy
mueven al país, habrá quien trate de obtener réditos políticos.
Saca enseguida su mano peluda el uribismo, que ha emprendido una guerra
mediática sin cuartel contra Santos, a cuya ejecutoria critica las
conversaciones con las FARC-EP, carta antagónica a la salida militarista
que el ex presidente Álvaro Uribe empleó para buscar, más que la paz, la
derrota, por las armas, de la guerrilla.
Así, el asunto de la guerra-la paz sería piedra angular en las
presidenciales.
Habiendo tenido a Santos por ministro de Defensa, Uribe parece erigirse
hoy, sin embargo, en su peor enemigo, y sus huestes han llegado a llamar
a este Gobierno «comunista» solo por buscar buenas relaciones con los
países vecinos: Santos no solo reconstruyó los nexos con Ecuador;
también rehizo los que Uribe destrozó con su agresión, aún latente,
contra Venezuela.
En ese contexto, hay quienes vaticinan desde ahora que el uribismo será
la opción más punzante si Santos —quien no ha confirmado, pero dijo hace
pocos días que pensaba en ello— decide aspirar a la reelección. En esa
variante, la ultraderecha militarista se aprovecharía bien de las
actuales protestas si el Presidente no logra terminarlas «por las buenas».
Pero queda, de otro lado, el peso que la agitación social, de mantenerse,
pueda tener en el electorado de cara a la izquierda, que no ha tenido en
los últimos años un representante lo suficientemente fuerte por su
amplitud como para desbancar a la política tradicional, desde el
exterminio de la Unión Patriótica hacia principios de la década de 1990.
En el espectro político-social colombiano actual solo Marcha Patriótica,
un joven conglomerado popular que reúne a más de 200 organizaciones
populares y políticas, pudiera capitalizar el disgusto de los amplios
sectores de la sociedad en protesta. Nació con la mira puesta en la
lucha social y no ha dicho aún si decidirá postularse… Mas tengo la
certeza de que los males de hoy podrían ser para mejor —no para peor—,
si lo hiciera.
