VII Continental Meeting of Solidarity with Cuba "Comandante Hugo Chavez"

CARACAS DECLARATION
We,
the more than three hundred delegates from 35 countries in Latin
America, the Caribbean, USA, Canada, Europe, Asia, Africa and the Middle
East have gathered in Caracas, Venezuela, 24 to July 27, in the VII
Continental Meeting of Solidarity with Cuba.
Inspired by the example and legacy of Simon Bolivar, Jose Marti, Fidel
Castro, the eternal Commander Hugo Chavez, Raul Castro and Nicolas
Maduro, and under the 230th anniversary of the birth of the Liberator,
the 160th anniversary of the birth of José Martí, the 60th anniversary
of the attacks on the Moncada and Carlos Manuel de Céspedes, in the 55th
year of the triumph of the Cuban Revolution and the 59th birthday of
Commander Hugo Rafael Chavez Frias.
After six decades of heroic struggle waged by the Cuban people against
imperialism and its criminal consequences, which enabled it to conquer
for its people, a life of dignity and to deploy its humanistic
solidarity for the peoples of the world, which is on record in the
history of mankind, its worthy example has become fertile seed that
begins to reap rewards, with the triumphs achieved by the struggles
waged by other countries of the Americas, such as the Bolivarian
Republic of Venezuela, Bolivia, Ecuador, Nicaragua and others who lead
real integration and unity of our peoples, to their self-development,
dignified and sovereign.
WE DECLARE:
1) Our firm will and commitment to the defense of the Cuban Revolution,
its independence, sovereignty, self-determination, dignity and all its
accomplishments, which are an example for the peoples of Latin America,
the Caribbean and the world.
2) To support the heroic process of the Venezuelan people and its
Bolivarian Revolution, democratically endorsed in the recent elections,
we value its prominent and leading role in promoting the unity and true
integration of our peoples and governments through mechanisms such as
ALBA, CELAC, UNASUR and Petrocaribe, among others.
3) We reject the genocidal, inhuman and anachronistic blockade on Cuba
by U.S. imperialism and denounce the policy of permanent aggression
developed by the different administrations in power.
4) We condemn the interventionist policy of the United States against
the fraternal Cuban people, to encourage internal political subversion
by financing the counterrevolution and mercenaries who betrayed their
country, have been given to actions that threaten the people and their
dignified Revolution.
5) We demand the immediate and unconditional release of the Cuban heroes
who remain unjustly imprisoned in the United States
and whose rights are constantly
violated.
Similarly, we demand of
the U.S. government the extradition of terrorist Luis Posada Carriles to
face the 73 murder charges related to the bombing of a
Cubana de Aviación airliner.
We also demand the extradition
of other fugitives from the Venezuelan justice who enjoy the protection
of the United States in Florida, whose extradition requests remain
pending before the State Department.
Protecting terrorists and
criminals, is to be complicit in their crimes.
6) We welcome the return of compañero René Gonzalez Schewerert to his
homeland and together with his family, having fully met the
unjust and cruel sentence passed in a rigged trial, we recognize the
role and constant efforts of the international mobilization in
protesting this injustice which is still imposed on his four brothers
Gerardo Hernandez, Ramon Labañino, Fernando Gonzalez and Antonio
Guerrero Rodríguez.
7) We exalt the economic and social achievements made by the Cuban
Revolution, despite the criminal blockade, which are recognized by
various UN agencies such as FAO, UNICEF, UNDP and UNESCO,
which refutes the
slanderous and distorting campaigns seeking to hide them.
8) We condemn the aggressive and
interventionist policy of the United States and its allies, in different
regions of the world, the installation of a global system of military
bases, some call secret water lilies, and activation of the 4th Fleet in
the Latin American region, which defiles and undermines the sovereignty
of the peoples and undermines peace and peaceful coexistence. We
similarly demand the return of territory occupied by the U.S. in
Guantanamo against the will of the Cuban people.
9) We welcome the worthy presidency of Cuba in CELAC, which constitutes
a major construction and consultation space for the unification and
integration of our peoples. Consequently we congratulate the first
conference of social movements in the countries that are part of this
organization.
10) We flatly reject the aggression carried out by the United States and
the servile attitude of the governments of Italy, France, Spain and
Portugal, against the constitutional President of the
Plurinational
Republic of Bolivia, Evo
Morales, which constitutes an affront to the Peoples of Our America and
a return to colonial status that is still in force in different world
regions.
11) We condemn the neo-colonial occupation of the territories of the
Americas, in all its manifestations, which are its victims: Puerto Rico,
the Malvinas, and other peoples of the Caribbean, and we support their
struggle for independence.
12) We support the struggles of indigenous and non-indigenous peoples,
against toxic open-pit megamining by capitalist corporations that mean
the death of human beings and the destruction of the environment and
diversity.
13) We support the ongoing efforts to achieve peace in Colombia.
14) We reiterate our solidarity with the Haitian people and express our
support for their demand for withdrawal of foreign troops from their
territory.
15) We call for the
strengthening of the continental solidarity movement
with the Bolivarian Revolution, the peoples of the ALBA and others
fighting for their liberation, to safeguard the unity and integration
process of Latin American and Caribbean.
16) We subscribe to the agreements and the final declaration of the
social movements of the CELAC.
17) We welcome and appreciate the presence of the families of the Five
in this great Continental Solidarity Meeting.
18) We thank the Government and people of Venezuela, the Mutual
Venezuela-Cuba Solidarity Movement and the Bolivarian Youth, for the
extraordinary welcome given to us, which made possible the realization
of this successful meeting.

DECLARACION DE CARACAS
Nosotros,
los más de trescientos delegados provenientes de 35 países de América
Latina, el Caribe, Estados Unidos, Canadá, Europa, Asia, África y Medio
Oriente, nos hemos reunido en Caracas, Venezuela, los días 24 al 27 de
Julio, en el VII Encuentro Continental de Solidaridad con Cuba.
Inspirados en los ejemplos y legados de Simón Bolívar, José Martí, Fidel
Castro, el eterno Comandante Hugo Rafael Chávez Frías, de Raúl Castro y
Nicolás Maduro; y en el marco del 230 aniversario del natalicio del
Libertador, del 160 aniversario del natalicio de José Martí, el 60
aniversario de los asaltos a los cuarteles Moncada y Carlos Manuel de
Céspedes, en el año 55 del triunfo de la Revolución cubana y el 59 del
natalicio del Comandante Hugo Rafael Chávez Frías.
Al cabo de seis décadas de la heroica gesta que libra el pueblo cubano,
contra el imperialismo y sus criminales secuelas, que le han permitido
conquistar para su pueblo, una vida digna y desplegar la mayor
solidaridad humanista para los pueblos del mundo, del que se tenga
registro en la historia de la humanidad; su digno ejemplo se ha
constituido en fértil simiente que empieza a cosechar sus frutos, con
los triunfos alcanzados por las luchas que libran otros países de
nuestra América, tales como la República Bolivariana de Venezuela,
Bolivia, Ecuador, Nicaragua y otros, quienes lideran la real integración
y unidad de nuestros pueblos, hacia su desarrollo autónomo, digno y
soberano.
DECLARAMOS:
1) Nuestra firme voluntad y compromiso con la defensa de la Revolución
cubana, su independencia, soberanía, autodeterminación, dignidad y todos
sus logros, los cuales se constituyen en un ejemplo para los pueblos de
América Latina, el Caribe y el mundo.
2) Apoyar el heroico proceso del pueblo Venezolano y su Revolución
Bolivariana, refrendado democráticamente en las recientes elecciones;
valoramos su destacado y protagónico papel en el impulso de la unidad y
la integración real de nuestros pueblos y gobiernos a través de
mecanismos como: ALBA, CELAC, UNASUR Y PETROCARIBE, entre otros.
3) Rechazamos el genocida, inhumano y anacrónico bloqueo impuesto a Cuba
por el imperialismo norteamericano y denunciamos la política de agresión
permanente desarrollada por las distintas administraciones de turno.
4) Condenamos la política injerencista de los Estados Unidos hacia el
hermano pueblo cubano, al fomentar la subversión política interna
mediante el financiamiento de la contrarrevolución y de mercenarios, que
traicionando a su patria, se han prestado para acciones que atentan
contra el pueblo y su digna Revolución.
5) Exigimos la inmediata e incondicional libertad de los héroes cubanos
que injustamente permanecen prisioneros en los Estados Unidos y a los
cuales constantemente se les viola sus derechos. De igual manera,
exigimos al gobierno estadounidense la extradición del terrorista Luis
Posada Carriles para que enfrente los 73 cargos de homicidio calificado
relacionados con la voladura del avión de pasajeros de Cubana de
Aviación. Exigimos también la extradición de los otros prófugos de la
justicia venezolana que gozan de la protección de los Estados Unidos en
la Florida, cuyas solicitudes de extradición permanecen pendientes ante
el Departamento de Estado. Proteger a los terroristas y a los criminales,
es ser cómplices de sus crímenes.
6) Saludamos el regreso del compañero René González Sehwerert a su
patria y junto a sus familiares, después de haber cumplido en su
totalidad la injusta y cruel condena impuesta en un juicio amañado;
reconocemos el papel y esfuerzos constantes de la movilización
internacional en la denuncia de esta injusticia que aun se ceba en sus
cuatros hermanos Gerardo Hernández Nordelo, Ramón Labañino Salazar,
Fernando González Llort y Antonio Guerrero Rodríguez.
7) Exaltamos los logros económicos y sociales alcanzados por la
Revolución cubana, a pesar del criminal bloqueo, que son reconocidos por
diferentes organismos de las Naciones Unidas como la FAO, UNICEF, PNUD y
UNESCO, lo cual desmiente las campañas difamatorias y tergiversadoras
que pretenden ocultarlos.
8) Condenamos la política agresiva e intervencionista de los Estados
Unidos y sus aliados, en las diferentes regiones del mundo, la
instalación de un sistema mundial de bases militares, algunas de ellas
secretas llamadas nenúfares, y la activación de la 4ta Flota en la
región latinoamericana, que mancillan y socavan la soberanía de los
pueblos y atentan contra la paz y convivencia pacífica. De igual forma
reclamamos la devolución del territorio que ocupa Estados Unidos en
Guantánamo, en contra de la voluntad del pueblo cubano.
9) Saludamos la digna presidencia que hace Cuba de la CELAC, que se
constituye en un importante espacio de construcción y concertación para
la unificación e integración de nuestros pueblos. Consecuentemente
felicitamos la primera conferencia de los movimientos sociales de los
países que hacen parte de esta organización.
10) Rechazamos rotundamente la agresión ejecutada por los Estados Unidos
y la actitud servil de los Gobiernos de Italia, Francia, España y
Portugal, contra el Presidente constitucional de la República
Plurinacional de Bolivia, Evo Morales; lo cual se constituye en una
afrenta contra los pueblos de Nuestra América y un regreso al estatus
colonialista que aun sigue vigente en distintas regiones del mundo.
11) Condenamos la ocupación neocolonial de los territorios de Nuestra
América, en todas sus manifestaciones, del cual son víctimas Puerto
Rico, Las Malvinas, y otros pueblos del Caribe; y apoyamos sus luchas
por la independencia.
12) Apoyamos las luchas de los pueblos indígenas y no indígenas, en
contra de la megaminería tóxica a cielo abierto de corporaciones
capitalistas que significan la muerte de seres humanos y la destrucción
del medio ambiente y la diversidad.
13) Apoyamos los esfuerzos que se realizan por alcanzar la paz en
Colombia.
14) Reiteramos nuestra solidaridad con el pueblo haitiano y expresamos
nuestro apoyo a su exigencia de retirada de las tropas extranjeras de su
territorio.
15) Convocamos a fortalecer el movimiento de solidaridad continental con
la Revolución Bolivariana, los pueblos de la ALBA y otros que luchan por
su liberación, como salvaguarda del proceso de unidad e integración
Latinoamericana y Caribeña.
16) Hacemos nuestros los acuerdos y la declaración final de los
movimientos sociales de la CELAC.
17) Saludamos y agradecemos la presencia de los familiares de Los Cinco
en este magno Encuentro de Solidaridad Continental.
18) Agradecemos al Gobierno y pueblo de Venezuela, al Movimiento de
Solidaridad Mutua Venezuela-Cuba y a la Juventud Bolivariana, por la
extraordinaria acogida que nos han brindado, que hizo posible la
realización de este exitoso encuentro.
