Cuba has the moral
obligation to fight this battle

The emancipation processes that characterized the insurrection of the
60´s revealed a new spectrum of social and political interests, aims,
demands and expectations. What the political theory of Soviet origin
labeled as the “international progressive movement” acquired a face and
voice in people so far invisible in the electoral statistics of the
traditional parties. Women emancipated from sexist prejudice, irreverent
and seditious youngsters, ethnos not “integrated” to hegemonic cultures,
radical unionists, and blacks aware of their situation took to the
streets to fight for their rights.
The world in Europe and North America changed, shaken by student
rallies, workers’ demands and civil rights demands. It became less
governable with South American mountains taken by guerrillas and African
colonies determined to become independent countries. In that uproar of
unleashed forces, the American movement of Afro-descendants tried to
become articulated, inspired by the thought, methods of struggle and the
questioning discourse of a new Third World leadership.
But the anti-system struggles of organizations and social movements
headed by African descendants during the 60’s of the last century were
the target in the following decade of a counter-insurgent operation
carried out by the transnational capital. Twenty years later, the embers
were rekindled, while some –jumping to conclusions and with much media
coverage- forecast the end of history. Of all history, not of the
history written by the usual dominators, that took our lesser cultural
value for granted.
The Articulación Regional Afrodescendiente de
América Latina y el Caribe (ARAAC) is the result of that
process of political foundation and of the years of struggle that
preceded it.
On the threshold of the Third Millennium, the scenario was different.
The leadership of the myopic and always-divided theorizing left was
weak; European socialism was divided between its contradictions and its
mirages; the development fallacy of neoliberal prescriptions was
exposed; and the world was shocked by the effects of new wars of
plunder. In this new scenario, rebellion knitted its nets to form
alliances, build consensus, reinvent forms of communication and create a
new type of transnational sensibility that articulates representations,
symbols, objectives, and discourses, and makes us share the same dream.
The Articulación Regional Afrodescendiente de
América Latina y el Caribe (ARAAC) is the result of that process
of political foundation and of the years of struggle that preceded it.
The incorporation of the largest of the Antilles to ARAAC and the
constitution of the Cuban Chapter in September 2012
coincided with the meeting in Havana of almost 30 leaders and
social activists for racial equity in Colombia, Costa Rica, Cuba,
Ecuador, Puerto Rico, the Dominican Republic and Venezuela who
reaffirmed our commitment to stimulate citizen participation in the
struggle against all forms of discrimination.
The meeting in Havana was requested by several ARAAC leaders, convinced
that no other country had reached as far as Cuba in the realization of
the ideals of social justice and racial equity. None other has
contributed the sweat and blood of hundreds of thousands of its children
to contribute to the emancipation of Africa, a continent with which the
whole of humanity will always be in debt with. They came here because
Cuba has the moral obligation –an obligation that stems from its
example- to fight this battle to the end.
Away from blind idealism and shameful silence, we began to leave behind
the feeling of guilt for the problem's persistence. We understand better
that the Cuban struggle against the demons of racism is more
long-lasting, more complicated and more difficult than what our parents
believed. In their day, their enthusiasm for the great social progress
of the first years of the Revolution made them underestimate the
magnitude of the challenge. That was: to uproot social relations until
the color of the skin loses the social implication it has today in our
countries where the ball and chain were replaced by the mental chains of
colonial mentality.
These days we are again discussing problems that have been presented and
examined by intellectuals and artists in our country. Some of the rich
debates taking place today within Cuban society are possible because of
the commitment and capacity for discussion of an intellectual vanguard
formed by the Revolution. Great-grandchildren of Africans and enslaved
creoles, grandchildren of men and women without means or future,
children of workers and peasants who are finally free and educated are
contributing to the extent of our possibilities to stimulate the
transformative power of social debate. And we must do it with
responsibility, transparency and commitment to a work as imperfect as
the human nature that created it, but capable of defending itself in the
difficult and dignified task of each day.
This week I’ve participated in exemplary exchanges among members of ARAC.
Exemplary because of their bare and affectionate sincerity, for the
depth and maturity of many of the arguments, for the courage displayed
in criticisms and the revealing of naiveté, for the persistent vocation
to work together and put a stop to egocentrism and vanity, for the
respectful way they consider our different criteria on tactics, and for
the coincidence of opinions on our strategic objectives.
The

exercise inherent in the will of making Revolution. Our discussions do
not need prejudiced moderators, yellow reporters, or skeptical prophets.
ARAC is a revolutionary project, defended by persons who are aware that
capitalism has nothing to offer to blacks and mulattos in this country.
Very close to us, in the richest nation of the world, many people like
me are extremely poor; they have no
journals or government to defend their interests despite of the fact
that they elected a black man to the throne.
I don’t fear dissidence. To avoid leveling our different opinions
through the debate of arguments is the one thing that could divide us
Cubans, in all our colors and shades. This means to assume that cracking
unanimity could lead to some kind of institutional fracture. My
certainty rests on the knowledge I have of my country and its
possibilities, and the certainty that in 2020 the Cuban government will
not be made up of corrupt politicians or capitalists businesspeople. My
certainty is reaffirmed in the solidarity and trust of the leaders of
ARAAC in different countries of our America who are aware of the media
manipulation and hypocritical denunciation.
The debate surprises –and the dissent rejoices- those who have so much
promoted our alleged fears that have ended up believing their own lies.
Thus, sensationalism has burst around an issue that has not only been in
the networks and the streets, but also in the Asamblea Nacional del
Poder Popular [Parliament]
acquiring enough political weight to be included in the

and the discourse of President Raul Castro. I think we have made enough
progress, and have the necessary consensus on what needs to be done,
when to do it, how to do it, and at what speed. ARAC emerged precisely
to contribute to this end.

My applause goes to you. Your text shows your great analytical capacity,
your deep thinking, serenity and fairness. I wish I had your ache
to say things in such a magnificent way as you did. To rectify is of
wise persons. We are in a process of change, not only economic change.
This is why our President has said we must listen to the criteria of
others even if we do not share the views; mainly if this is done within
the Revolution, not against the Revolution. I’m certain that we grow
taller with this debate and will emerge stronger to face the struggle
against those who abroad and in Cuba oppose our wish to build a more
just society, of respect to one another, of respect to differences. A

The faith and hope we always have in our country is evident one more
time. Made through adversity we have seen it fall to stand up stronger.
Only a country with these qualities and features was able to raise
children that have the courage to come forward and enter the arena even
at personal risk. This article by Zuleica and many others that will
follow restores our faith in that better tomorrow for which millions of
persons have fought and died along the centuries. Thank you Zuleica for
your wise perspective and the analysis of the most pressing problem that
affects our country. We must avoid at all costs the attempts to divide
our country like the one that failed in 2009 with the spurious document

Zuleica makes a great contribution to lead this debate of ideas and fix
collective positions in the face of realities that demand more changes
and the defense of already made changes that need to be deeper and cared
for. Racism and discrimination will always be an obstacle to achieve
full freedom. All truths and even extremes within a debate are valid for
the building of consensus. I believe in the greatness of Cuban
intellectuals to debate the racial issue with enough maturity and
respect for dissent.

Cuba tiene la obligación moral de
librar esta batalla

Los
procesos emancipatorios que caracterizaron la insurrección de los 60,
develaron un nuevo espectro de intereses, fines, demandas y expectativas
sociales y políticas. Lo que la teoría política de inspiración soviética
encorsetó bajo el rótulo de “movimiento progresista internacional”
adquirió rostro y voz en gente hasta entonces invisibilizada en las
estadísticas electorales de los partidos tradicionales. Mujeres
emancipadas de prejuicios sexistas, jóvenes irreverentemente sediciosos,
etnias no “integradas” a las culturas hegemónicas, sindicalistas
radicalizados y negros con conciencia de su mismidad, se lanzaron a la
calle a luchar por sus derechos.
El mundo cambió en Europa y Norteamérica, sacudido por manifestaciones
estudiantiles, demandas obreras y reclamos de derechos civiles. Se
volvió menos gobernable con montañas sudamericanas tomadas por
guerrillas y colonias africanas empeñadas en ser países. En esa
ebullición de fuerzas desatadas, el movimiento afrodescendiente
americano intentó articularse, inspirado por el pensamiento, los métodos
de lucha y el discurso contestatario de un nuevo liderazgo
tercermundista.
Mas las batallas antisistémicas de organizaciones y movimientos sociales
encabezadospor descendientes de africanos durante los años sesenta del
pasado siglo fueron objeto, en la década siguiente, de una operación
contrainsurgente, ejecutadapor el capital transnacional. Veinte años
después se reavivaron los rescoldos, mientras alguien –con razón
apresurada y mucho eco mediático– pronosticaba el fin de la historia. De
la historia toda, no de aquella que escribieron los dominadores de
siempre, dando por sentada nuestra minusvalía cultural.
La Articulación Regional Afrodescendiente de
América Latina y el Caribe (ARAAC), es resultado de ese proceso de
refundación política y de los años de lucha que lo antecedieron.En
los umbrales del tercer milenio era otro el escenario. Debilitado el
liderazgo de la miope y siempre dividida izquierda teorizante; diluido
el socialismo europeo en sus contradicciones y espejismos; comprobada la
falacia desarrollista de las recetas neoliberales; espantado el mundo
ante los efectos devastadores de nuevas guerras de rapiña, la rebeldía
entretejió sus redes para crear alianzas, construir consensos,
reinventar formas de comunicación y fundar un nuevo tipo de sensibilidad
transnacional, que articula representaciones, símbolos, objetivos,
discursos, y nos hace compartir un mismo sueño.
La Articulación Regional Afrodescendiente de
América Latina y el Caribe (ARAAC), es resultado de ese proceso de
refundación política y de los años de lucha que lo antecedieron. La
incorporación de la mayor de las Antillas a ARAAC y la
constitución del Capítulo cubano, en septiembre de 2012,
coincidieron con el encuentro en
La Habana de casi una treintena de líderes y activistas sociales por
la equidad racial de
Colombia,
Costa Rica, Cuba, Ecuador,
Puerto Rico, República Dominicanay
Venezuela, y afianzaron nuestro compromiso de estimular la
participación ciudadana en la lucha contra todo tipo de discriminación.
La reunión de
La Habana respondió a una solicitud de varios líderes de ARAAC,
persuadidos de que ningún país ha llegado tan lejos como Cuba en la
materialización de los ideales de justicia social y equidad racial.
Ninguno ha aportado el sudor y la sangre de cientos de miles de sus
hijos para contribuir a la emancipación de
África, un continente del que toda la humanidad será siempre
deudora. Vinieron a acá porque Cuba tiene la obligación moral
–obligación que dimana de su ejemplo– de librar esta batalla hasta el
final.
Trascendido el idealismo ciego y el silencio vergonzoso, comenzamos a
dejar atrás el sentimiento de culpa ante la persistencia del problema.
Comprendemos mejor que la pelea cubana contra los demonios del racismo
es mucho más larga, complicada y difícil de lo que creyeron nuestros
padres, cuando el entusiasmo por los grandes progresos sociales de los
primeros años de la Revolución, les hizo subestimar la magnitud del
reto: desracializar las relaciones sociales hasta que el color de la
piel pierda la significación social que hoy tiene en nuestros países,
donde el cepo y el grillete fueron sustituidos por los grillos mentales
de la colonialidad
Por estos días retomamos el examen de problemas que han sido expuestos y
argumentados por intelectuales y artistas de nuestro país. Parte de los
ricos intercambios que hoy tienen lugar en la sociedad cubana se deben
al compromiso y capacidad de argumentación de una vanguardia intelectual
formada por la Revolución. Bisnietos de africanos y criollos
esclavizados, nietos de hombres y mujeres sin renta ni futuro, hijos de
obreros y campesinos al fin cultos y libres, contribuimos en la medida
de nuestras facultades a estimular la capacidad transformadora del
debate social. Y hemos de hacerlo con responsabilidad, transparencia y
compromiso con una obra tan imperfecta como la naturaleza humana que la
ha creado, pero capaz de defenderse por sí misma en el difícil y digno
quehacer de cada día.
Durante esta semana he participado en ejemplares intercambios entre los
miembros de ARAC. Ejemplares por su descarnada y afectuosa sinceridad,
por la profundidad y madurez de muchos de los planteamientos, por la
gallardía al realizar críticas y señalar ingenuidades, por la
persistente vocación de trabajar unidos y poner freno a egocentrismos y
vanidades, por la forma respetuosa de analizar nuestras diferencias de
criterios en cuanto a las tácticas, y por la coincidencia de opiniones
sobre nuestros objetivos estratégicos.
El
documento contentivo de la posición de ARAC ante las
polémicas del momento es resultado de un ejercicio inherente a la
voluntad de hacer Revolución. Nuestras discusiones no necesitan
moderadores prejuiciados, relatores amarillistas ni escépticos
profetas.ARAC es un proyecto revolucionario, defendido por personas
conscientes de que el capitalismo no tiene nada que ofrecer a los negros
y mestizos de este país. Muy cerca de nosotros, en la nación más rica
del mundo, muchísima gente como yo son irremediablemente pobres; no
tienen periódicos ni gobierno que defiendan sus intereses, aunque hayan
elegido a un hombre negro para ocupar un trono.
Lo que puede dividirnos, cubanos todos en nuestros
matices y colores, es no dirimir nuestras diferencias de opinión
confrontando argumentos.Confieso
que no le temo a los disensos. Lo que puede dividirnos, cubanos todos en

unanimidad conduce a algún tipo de fractura institucional. Mi seguridad
descansa en el conocimiento que tengo de mi país y sus posibilidades, en
la certeza de que en 2020 el gobierno de Cuba no estará formado por
politicastros ni empresarios capitalistas. Mi seguridad se reafirma con
la solidaridad y la confianza de los líderes de ARAAC en diferentes
países de Nuestra América, quienes son conscientes de la manipulación
mediática y la denuncia hipócrita.
El debate asombra –y el disenso regocija– a quienes de tanto pregonar
nuestros presuntos miedos, han terminado por creer en sus mentiras. Así,
se desata el sensacionalismo alrededor de un tema que no solo está en
las redes y en la calle, sino que ha llegado a la Asamblea Nacional del
Poder Popular y ha adquirido densidad política en los
objetivos de trabajo del Partido Comunista de Cuba y en el discurso
del presidente Raúl Castro. Creo que hemos avanzado lo suficiente, y con
el consenso necesario, para que el proceso no tenga vuelta atrás.
Ampliaremos cada vez más el consenso sobre lo que debe hacerse, cuándo
hacerlo, con qué medios y a qué velocidad. ARAC surgió precisamente para
contribuir a ello.

Mi gran aplauso para ti, tu texto demuestra tu alta capacidd de analisis,
de reflexion profunda, serena, y justa. Ojala yo tuviera tu ache para
decir cosas tan transcendentales como tu tan magnificamente has hecho.
Rectificar es de sabio, estamos en un proceso de cambio, no solo
economico, por eso nuestro Presidente ha dicho que se deben oir los
criterios de los otros aunque no siempre se compartan las ideas, y aun
mas cuando todo se hace dentro de la revolucion, no fuera de ella. Estoy
convencido que nos creceremos aun mas en el presente debate, todos
saldremos mas fortalecidos para enfrentar los combates en contra de los
que desde el extranjero y desde el interior de Cuba, se oponen a nuestro
deseo de hacer una sociedad mas justa, de respeto al otro, de respeto a

La fe y esperanza que siempre hemos tenido en nuestro pais se evidencia
una vez mas. Forjado en las adversidades, lo hemos visto caer, solo para
levantarse mas fuerte. Solo un pais con esas cualidades y
caracteristicas, ha sido capaz de forjar hijos que han sabido dar el
pecho, salir al frente y entrar al ruedo, aun a riesgo personal. Este
articulo de Zuleica y otros muchos que proseguiran, nos restaura la fe
en ese mañana mejor, por el cual millones de hombres han luchado y han
muerto durante centurias. Gracias Zuleica por la cordura, vision y la
re-direccion del analisis de problema mas candente que afecta a nuestro
pais. Evitar a toda costa, que el fallido intento por dividir nuestro
pais con aquel documento espurio "Actuando sobre nuestra conciencia" en
el año 2009, tenga un parto feliz en el 2013, como consecuencia de

aparta de la noticia sensacionalista que pretende dividir antes que
sumar, y retomamos.¡por fin¡ el "contrapunteo cubano". Gracias Zuleica
por este llamado respetuoso a la cordura y a la raíz. Ojala que este
hilo de ariadna que tiras al ruedo intelectual cubano, sepamos
encausarlo por el laberinto cultural que espera por que todos: negros y

Zuleica hace un gran aporte para encausar este debatir de ideas, y fijar
posiciones colectivas frente a realidades que urgen de cambios, y
defensa de cambios producidos que aun hay que profundizar y que cuidar.
El racismo y la discriminación,siempre, serán un obstáculo para lograr
libertad plena. Todas las verdades, y hasta los extremos, vertidas en el
debate son validas para ir construyendo consensos. Creo en la grandeza
de la intelectualidad cubana para debatir el tema racial con suficiente
madurez y respeto al disenso.
