“We have no alliances with criminal bands”

“I don’t believe a FARC guerrilla would ally with a paramilitary and kill peasants; that cannot be,” says FARC guerrilla member 'Andrés París' at the negotiation table with the National Government as he rejects the accusations of the Colombian authorities. 

In an interview given in Havana to VerdadAbierta.com there were other participants: 'Camila Cienfuegos', who introduced herself as Head of the FARC Press Office, and 'Jaime Nevado', member of the Frente 4 that operates in the Magdalena Medio region and is now in the support group of the negotiators representing the insurgence here in Havana.

FARC speakers answered questions from VerdadAbierta.com on the practices the country criticizes them for, like recruiting minors, the use of anti-personnel landmines, the repeated attacks against the indigenous populations in the north of Departamento del Cauca, their links with the so called “bandas criminals emergentes” [emerging criminal bands], and the collection of blackmail from oil companies.

-VA: There is a fear that after a peace agreement, sections of FARC would not abide by the decisions and continue committing criminal actions in some regions of the country. How are you preparing to avoid the fragmentation?

'Andrés París´: Let me tell you that the spreading of drug trafficking and its associated habits through all social strata in the country generates a growing deterioration and strong decomposition that hits society as a whole. Therefore, FARC-EP is already demanding as a permanent requirement the ideological preparation of guerrillas so their psychological profile corresponds to a revolutionary of the kind Ché (Guevara) called a ‘social guerrilla’.

We are men and women with strong political motivations and this is what gives FARC-EP its identity. If education is not enough to prevent violations of our revolutionary ethics, we apply disciplinary regulations as is usual in every army.

-VA: However, there is a perception that between FARC and the so called neo-paramilitary or emerging criminal bands known as “bacrim” there are alliances aimed at drug trafficking in several regions of the country. This would mean decomposition and criminal actions in some fronts. What is your position regarding such statements?

'Andrés París': I don’t believe a FARC guerrilla would ally with a paramilitary and kill peasants; that cannot be. It is obvious that in some regions FARC needs to talk with sectors that move around the business. This is in areas where there are illicit crops and there is a presence of our organization. There we collect some taxes and regulate some activities aimed at obtaining resources; but this does not make alliances or represents a criminalization; it is part of a regulated activity subject to our own norms that compel commanders to submit reports on the activities they perform.

However, we would have to differentiate between the organizations and civilian groups which we don’t know whether they belong or not to bacrim. What is basically known are business transactions between FARC with businesspersons, not alliances with organizations or commitments with paramilitary groups. If there were an alliance, what would happen to the peasants in those areas where we are their only support? Besides, that turn has not taken place within FARC, because some of those bands are controlled by the State.

-VA: In the heart of the matter are issues such as drug trafficking and extradition. What is your view about these?

'Andrés París': This aspect of the national problem has its space and time in the agenda in Havana. There the country will hear the truths that are already being whispered in the national environment. This is a phenomenon whose main responsibility falls on the United States. We reject extradition as a matter of principle.

-VA: Where does the political-military project of FARC-EP stand after 48 years of armed struggle?

'Andrés París': After 48 years we are reaffirming our policy of peace and search for solutions other than war. With the flags of peace we have sent the revolutionary message and built military strength; and politically we promote the unity of the people and the unity of the guerrilla as part of the steps for the democratic transformations the country claims. We hope to sign a general agreement for ending the conflict that would include reforms and changes in main issues such as rural and agrarian problems among others.

-VA: Where have you managed to position that discourse?

'Andrés París': We are a force with territorial, political and military presence as well as with political expressions in different social organizations. We are a reality and this is why we are sitting at a negotiating table.

-VA: As a force nobody questions your existence, but I mean the message: do you believe your revolutionary message has taken root in the country?

Andrés París': If you ask if it has reached the 46 million Colombians, I must answer it hasn’t; but within the sectors under our direct influence, urban and rural, we have reached widely and the message is present.

-VA: A few months ago, President Juan Manuel Santos announced that any oil company that paid you would have to leave the country. After that announcement was your income hurt and you no longer receive money from those firms?

'Andrés París': The oil companies are paying the war tax, despite the threats of the national Government. This shows it is not true that FARC-EP are defeated. An oil company would not pay if they were sure the army could take us out of the zone. Law 02 is being enforced except in what refers to the retention of persons. 

-VA: What are the benefits the oil companies receive from you?

'Andrés París': By paying the tax the oil companies are given the guarantee to exploit the resources in the area where they are.

-VA: Receiving those payments invalidate you to talk about oil policy?

'Andrés París': The fact that they pay the tax does not mean it will prevent us from talking about the unfair terms in the contracts for exploitation of resources in the country.

-VA: Who else pays you?

'Andrés París': Friends of peace who believe in our process?

-VA: How much support do you get from Venezuela?

'Andrés París': The day Venezuela gives us military and economic support our triumph would be only months away. We could arm the guerilla columns and in two or three months we would be in Bogotá.

-VA: But there is an explicit support to the peace process.

'Andrés París': The Colombian Government and the FARC–EP have signed statements and publicly expressed our thanks to the role played by Venezuela in the ongoing peace process. Once again we express our wish of a quick recovery of the President after the surgery he underwent here in Cuba. The support of Chávez is the most important among the different countries that provide their assistance to the process. 

- VA: You say you are not defeated, but there are sectors that claim you are sitting at the table because of the pressure the Armed Forces have been exerting in different regions in the country.

'Andrés París': This is the official story that ignores the will of FARC-EP to seek for political solutions to the social and armed conflict. They want to spin information and force a perception that we arrive here defeated and ready to demobilize. Both things are a hope and a feverish dream of generals and politicians who spend their days designing operations to kill peace.

-VA: President Santos set November 2013 as the top limit for the negotiations. Do you think that is possible?

‘Andres Paris’: Those of us meeting in Havana have not renounced to pursue political sovereignty and therefore each side continues to push forward its political projects and strategies. A perilous moment will come when sectors that are a minority today may try to impose their violent agenda and start pressing to cancel the Havana experience. Those will certainly respond to electoral aspirations. We have not forgotten the Uribe Vélez campaign against the buffer zone which he manipulated for his electoral victory and his nefarious eight years in power. A great effort is needed to keep the timeframes of the table in unison and focused on the search for peace.

 -VA: It has been denounced that in diverse rural areas in the south-east and south-west of the country, once the dialogue with the national government began the forced recruitment of minors increased. Is this true? 

‘Andres Paris’: The minimum age to join the FARC-EP is 15. Exceptionally, youths of 13 and 14 are admitted in our ranks but are given civilian tasks until they reach the required age. It is a voluntary decision, not the result of coercion or any kind of economic enticements. No one is forced to join; we are the expression of a people and consequently we cannot pressure anyone to join our ranks if he or she doesn´t want to. The media tend to use this topic as big news and refuse to denounce the arrival of millions of children to misery and prostitution.

-VA: But why do you continue recruiting?

‘Andres Paris’: We continue to grow because there is no commitment to stop recruitment. The State knows that when the guerrilla gets ready for dialogue it also gets ready to grow. And the Army and its intelligence get ready to infiltrate us. Many of those eight, nine, ten and eleven year-old kids are taken to the barracas and trained to carry out barbaric missions. They are trained to kill, maim and become prostitutes for the sake of discrediting our organization. I have been told about Cauca, where more than 400 kids are being trained by the police to infiltrate us.

- VA: You say you are the expression of a people, but the perception of an immense majority of Colombian citizens is contrary to your interests. What people are you talking about, where is that people?

‘Jaime Nevado’: In Colombia you cannot say where that people are because they will get killed; it is a people in the underground, it is a people that fights clandestinely because it cannot express itself.

‘Andres Paris’: We could say that if they hadn´t killed all those in the past (referring to the militants and sympathizers of the Unión Patriótica) we would have many more people on our side.

‘Jaime Nevado’: They were five thousand cadres who were not UP, they were cadres of the Communist Party, the fundamental structure that provided cadres for the FARC. The State killed them because it knew that they could mobilize the people; and that people is waiting to be mobilized. As revolutionaries, we have the moral and ethical obligation of fighting for that people. That is what Ché (Guevara) used to say: A revolutionary is above all an ethical and moral human being.

-VA: In view of the destruction and death that your 48 years of insurgency have generated, where have the revolutionary ethics and morals that you speak of gone to?

‘Jaime Nevado’: When I say fighting it doesn´t mean throwing carnations at someone; it means firing and taking bullets. The enemy has the weapons; if we have weapons it is because we have taken them from the enemy. Those that we have bought have been purchased with money we have recovered from what the enemy has stolen from the people. Of course, in war a number of things that shouldn´t happen occur, but no war is waged with flowers, niceties and words. It is war.

-VA: In that war you have used anti-personal mines, weapons that are prohibited by international laws. Has the FARC entered any commitment to eradicate them?

‘Andres Paris’: The guerrilla uses anti-personal mines as defensive popular weapons aimed at destabilizing the powerful State war machine which employs and abuses its might and resorts to any means, weapons or explosives against the guerrilla and the communities. We are proposing a humanitarian agreement as part of a treaty or armistice to regulate warfare actions, if we do not reach an agreement to end the conflict.

-VA: And what will you do until those agreements are reached?

‘Andres Paris’: We point out two things: first, that international legislation – not only in the issue of mines- is designed to limit the capabilities of the organizations that are fighting against the State, and a sizeable part of that legislation sets no limitations on the powerful. Second, International Humanitarian Law (IHD) includes a number of aspects that, if observed, should give the FARC the status of belligerence; but it is not recognized. Our prisoners should be recognized as prisoners of war; they are not recognized as such to avoid accepting that those that we capture are indeed prisoners of war. Thus we are not obliged to honor a legislation that ignores us and gives us no rights. But let me make one thing clear: this doesn´t mean that we are savage guerrillas without principles or norms, but the latter are determined not by international laws but by our revolutionary humanitarian concepts. 
 
-VA: In your view, what limitations should such international legislation impose on a state like Colombia?

‘Andres Paris’: In the case of mines, we denounce that the Army employs mines. We have never witnessed a campaign telling the Army not to plant more mines. But aside from that, they use bombs which are absolutely monstrous and have caused us great damage. The disproportionate use of force is another principle regulated by international law that is not observed. Thus no one can ask us to throw flowers at an army that comes out in full force to annihilate us. It is a non symmetrical war. 

-VA: You speak of ethics, morals and revolutionary humanitarian principles, but when one observes what you have doing for years against the indigenous populations north of the Cauca, many doubts about your commitment to those concepts arise. Why do you keep attacking the urban rings of those municipalities?

‘Andres Paris’: At present, the increase in the number of actions is a result of the military and economic plans of the enterprises that have located important mining and energy resources in the region. These interests turn the military map of the confrontation into an instrument of the transnationals that require the defeat of the guerrilla movement and of the indigenous resistance. They need that land and those resources so they promote the war and turn that zone into the most highly militarized in the country, and this leads to confrontation. That sociological aspect of the conflict is correctly handled by the FARC-EP by means of permanent dialogue with every community and the signing of agreements of mutual respect and cooperation.

‘Camila Cienfuegos’: When you look at the military bases you see that they are right in the middle of the civilian population. We always attack the police posts that are within the communities and the Geneva Convention specifies that military garrisons must be distant from the civilian population.

-VA: But you resort to non-conventional weapons such as gas cylinders that have little precision and affect civilian buildings


'Camila Cienfuegos': Not all the ones that fall out there are ours; the Army also has very powerful weapons. And some of those damages can be caused by the Army.

-VA: In the north of the Cauca there is a legitimate indigenous authority that the FARC with their violent raids persist to ignore. Are you having some kind of an approach to this authority?

'Andrés París': We respect the indigenous authority, not only in the Cauca but in all the areas where there are organized indigenous communities. We talk and reach agreements with them; these agreements are public, not secret. In recent years the greatest development of the guerrilla has been in the indigenous zones of the Cauca. While in other areas operations made the fronts move back, in Cauca, Nariño and the Valle they have developed. This was due to the good work carried out between the FARC and the “indígenas”.

-VA: Can you give me examples of the agreements you are talking about?

'Andrés París': First, we agree not to recruit indígenas provided they do not become informants for the Army; and second we have agreements on the use of safe corridors for our movements.

"No tenemos alianzas con bacrim" (bandas criminales)

"Yo no creo que un guerrillero de las Farc se alíe con un paramilitar y maten a los campesinos, eso no puede ser", dice 'Andrés París', miembro de la guerrilla de las Farc en la mesa de negociación con el Gobierno Nacional, al rechazar las acusaciones que hacen las autoridades colombianas.

En la entrevista, concedida a VerdadAbierta.com en La Habana, también participaron 'Camila Cienfuegos' quien se presentó como la jefe de la oficina de prensa de las Farc y 'Jaime Nevado', integrante del Frente 4 que opera en la zona del Magdalena Medio, y quien ahora hace parte del grupo de apoyo de los negociadores de la insurgencia aquí en La Habana.

Los voceros de las Farc respondieron a VerdadAbierta.com sobre las prácticas que el país les cuestiona, como el reclutamiento forzado de menores de edad, el uso de las minas antipersonal, los reiterados ataques a las poblaciones indígenas del norte del departamento del Cauca, las relaciones con las llamadas "bandas criminales emergentes" y el cobro de extorsiones a las empresas petroleras.

-VA: Existe el temor de que ante un eventual acuerdo de paz, facciones de las Farc no se acojan a esas decisiones y continúen delinquiendo en algunas regiones del país. ¿Cómo se están preparando para evitar esa fragmentación?

'Andrés París´: Permítame decirle que la absorción del narcotráfico y sus costumbres por todas las capas sociales del país genera un deterioro creciente y una descomposición acentuada que cruza al conjunto de la sociedad. Por esto en las Farc-Ep enfrentamos desde ya, como requerimiento permanente, la preparación ideológica del guerrillero para que su perfil sicológico corresponda a la de un revolucionario inscrito dentro de lo que el 'Che' (Guevara) llamaba la guerrilla social.

Somos hombres y mujeres con elevadas motivaciones políticas y eso es lo que le da identidad a las Farc-Ep. Si no es suficiente la educación para evitar infracciones a nuestra ética revolucionaria se aplican reglamentos disciplinarios, como es usual en todo ejército.

-VA: Sin embargo, se tiene la percepción que entre las Farc y los llamados "neoparamilitares" o "bandas criminales emergentes", conocidas como "bacrim", hay alianzas en diversas regiones del país para fines de narcotráfico, lo que evidenciaría una lumpenización de algunos frentes. ¿Ustedes que opinan de esas afirmaciones?

'Andrés París': Yo no creo que un guerrillero de las Farc se alíe con un paramilitar y maten a los campesinos, eso no puede ser. Es obvio que en algunas zonas las Farc tienen que hablar con sectores que se mueven alrededor del negocio. Se entiende que ello ocurre en áreas donde hay cultivos ilícitos, donde nosotros tenemos presencia y hacemos el cobro de algunos impuestos y regulamos algunas actividades que van dirigidos a la obtención de recursos, pero eso no configura alianzas ni significa una lumpenización; hace parte de una actividad regulada por nuestras propias normas, que obligan a los comandantes a presentar informes sobre las actividades que realicen.

Ahora bien, habría que diferenciar entre las formas organizativas y grupos de civiles que no sabemos si son de "bacrim" o no. Lo que se conoce básicamente son negocios de las Farc con comerciantes, no son alianzas con organizaciones ni compromisos con grupos paramilitares. Si hubiera una alianza, ¿qué sería del campesinado en aquellas zonas donde nosotros somos su único respaldo? Además, ese giro no se ha producido en las Farc porque parte de esas bandas están controladas por el Estado.

-VA: En el fondo de todo esto están el narcotráfico y la extradición. ¿Cuál es su apreciación al respecto?

'Andrés París': Este aspecto de la problemática nacional tiene su espacio y su momento en la agenda de La Habana. Allí el país escuchará las verdades que ya flotan en el ambiente nacional. Estamos ante un fenómeno cuya responsabilidad principal está en Estados Unidos. Rechazamos por principio la extradición.

-VA: ¿En qué está el proyecto político-militar de las Farc-Ep luego de 48 años de lucha armada?

'Andrés París': Luego de 48 años estamos reafirmando nuestra política de paz y búsqueda de salidas diferentes a la guerra. Con las banderas de la paz hemos logrado posicionar el mensaje revolucionario y construido la fuerza que en lo militar y en lo político propugna por la unidad del pueblo y la unidad guerrillera como parte y paso de las transformaciones democráticas, patrióticas, que reclama el país. Esperamos firmar un acuerdo general para el fin del conflicto que incorpore reformas y cambios en temas tan sustanciales como el rural y el agrario, entre otros.

-VA: ¿Dónde han logrado posicionar ese discurso?

'Andrés París': Somos una fuerza con presencia territorial, política y militar y con expresiones políticas en distintas organizaciones sociales. Nosotros somos una realidad y por eso estamos sentados en una mesa.

-VA: Como fuerza no se duda su existencia, pero me refiero al mensaje: ¿ustedes si creen que su mensaje revolucionario ha calado en el país?

Andrés París': Si usted me dice si entre los 46 millones de colombianos le tengo que decir que no, pero en los sectores de nuestra influencia directa, urbanos y rurales, hemos llegado y está presente.

-VA: Hace varios meses el presidente Juan Manuel Santos anunció que empresa petrolera que les tributara a ustedes tendría que salir del país. Frente a ese anuncio, ¿se resintieron sus ingresos y ya no reciben plata de esas firmas?

'Andrés París': Las petroleras están pagando el impuesto de guerra, pese a las amenazas del Gobierno nacional. Eso muestra que no es cierto que las Farc-Ep estén derrotadas. Una petrolera no pagaría sin tener la seguridad de que el Ejército nos saque de la zona. La Ley 02 está vigente, menos en lo de la retención de personas.

-VA: ¿Cuál es la contraprestación que reciben las petroleras por parte de ustedes?

'Andrés París': Con el impuesto lo que hacen las petroleras es asegurar la explotación de los recursos del área donde se encuentren.

-VA: ¿Percibir esos pagos los invalida para hablar de política petrolera?

'Andrés París': El que paguen el impuesto no significa que nosotros nos callemos acerca de las condiciones leoninas de los contratos de explotación en el país.

-VA: ¿Quién más les paga?

'Andrés París': Amigos de la paz, que creen en nuestro proceso.

-VA: ¿Y qué tanto los apoya Venezuela?

'Andrés París': El día que Venezuela nos dé apoyo militar y económico el triunfo nuestro estaría a meses. Se armarían las columnas guerrilleras y en dos o tres meses estaríamos en Bogotá.

-VA: Pero hay un apoyo explícito al proceso de paz.

'Andrés París': El Gobierno colombiano y las Farc-Ep hemos firmado actas y expresado públicamente agradecimiento al papel jugado por Venezuela en el actual proceso de paz. Expresamos una vez más nuestro deseo de una pronta recuperación del presidente después de la delicada operación a la que fue sometido aquí en Cuba. El apoyo de Chávez es el más importante del conjunto de países que prestan su concurso.

 

- VA: Ustedes hablan de que no están derrotados, pero hay sectores que dicen que están sentados a la mesa por la presión que vienen ejerciendo las Fuerzas Armadas en diversas regiones del país.

'Andrés París': Esa es una versión oficial  que desestima la voluntad de las Farc-Ep por encontrar salidas políticas al conflicto social y armado. Quieren centran la matriz de opinión que llegamos derrotados y listos para la desmovilización. Ambas cosas son una quimera y un sueño febril de generales y políticos que pasan sus días montando "positivos" para matar la paz.

-VA: El presidente Santos fijó como plazo máximo de las negociaciones noviembre de 2013. ¿Ustedes consideran que eso es posible?

'Andrés París': Quienes están sentados en La Habana no hemos renunciado a la soberanía política y, por tanto, cada parte continúa impulsando sus proyectos y estrategias políticas. Lo grave estará cuando se llegue el momento y sectores hoy minoritarios puedan imponer su agenda violenta y presionen para un cierre de la experiencia de La Habana. Aquellos de seguro tendrán cálculos electorales. No olvidamos la campaña de Uribe Vélez contra la zona de despeje que permitió canalizarlos para su triunfo electoral posterior y sus necrológicos ocho años de gobierno. Hay que hacer un gran esfuerzo para que los tiempos de la mesa sean coincidentes y persistentes en buscar la paz.

-VA: En diversas áreas rurales del suroriente y suroccidente del país vienen denunciando que una vez se iniciaron los diálogos con el Gobierno nacional se incrementó el reclutamiento forzado de menores de edad. ¿Es eso cierto?

'Andrés París': La edad de ingreso a las Farc-Ep es 15 años. En casos excepcionales son acogidos en nuestras filas jóvenes de 13 o 14 años y son ubicados en tareas en la población civil hasta que cumplan la edad requerida. Este ingreso es voluntario, no está acompañado ni por coacción ni por seducciones económicas de ninguna especie. Nadie está obligado, nosotros somos la expresión de un pueblo y por tanto no podemos presionarlos para que ingresen a nuestras filas si no quiere. Igualmente los medios tienden a utilizar este tema como la noticia principal. Y se niegan a denunciar el ingreso de millones de niños a la miseria y la prostitución.

-VA: Pero, ¿por qué continúan reclutando?

'Andrés París': Nosotros seguimos creciendo porque no hay compromiso que obligue a parar eso. Y el Estado sabe que cuando la guerrilla se prepara para el diálogo también se prepara para crecer. Y el Ejército y su inteligencia se preparan para mandarnos sus infiltrados. Muchos de esos niños, de ocho, nueve, diez, once años, los cogen en los cuarteles y los preparan para cumplir misiones bárbaras. Los enseñan a matar, a descuartizar, a prostituirse, todo para afectar a nuestra organización. Me hablaron del Cauca, que hay más de 400 niños que están siendo preparados por la Policía para infiltrarnos.

-VA: Ustedes hablan de que son "la expresión de un pueblo", pero en Colombia la percepción que tiene una inmensa mayoría de ciudadanos es contraria a sus intereses.  ¿De qué pueblo hablan, dónde está ese pueblo?

'Jaime Nevado': En Colombia no se puede decir dónde está ese pueblo porque lo matan, es clandestino; es un pueblo que lucha en la clandestinidad porque no lo dejan expresarse.

'Andrés París': Podríamos decir que si no nos matan toda esa gente en el pasado (haciendo referencia a los militantes y simpatizantes de la Unión Patriótica), tendríamos más gente a nuestro alrededor.

'Jaime Nevado': Es que fueron cinco mil cuadros, que no eran de la UP, eran cuadros del Partido Comunista y la estructura fundamental de cuadros para las Farc. El Estado los mató porque sabía que esa gente movilizaba un pueblo y ese pueblo está esperando que lo movilicen. Nosotros estamos en la obligación moral y ética de luchar por ese pueblo, como revolucionarios. Eso decía el 'Che' (Guevara): El ser revolucionario es ante todo un ser ético, un ser moral.

-VA: Y ante la destrucción y muerte que han generado en sus 48 años de vida insurgente, ¿dónde ha quedado esa ética y esa moral "revolucionaria" de la que habla?

'Jaime Nevado': Cuando hablo de combatir, no es tirarle claveles a alguien, es recibir y dar plomo. El enemigo es el que tiene las armas; tenemos armas porque se las quitamos a él; las que hemos comprado es con el dinero que le hemos recuperado de lo que él le ha robado al pueblo. Ahora, en una guerra hay una cantidad de cosas que no debían de ser, pero es que ninguna guerra es con flores, ni de piropos, ni de palabras. Es una guerra.

-VA: En esa guerra ustedes han utilizado minas antipersona, un arma proscrita por leyes internacionales. ¿Hay algún compromiso de las Farc para erradicarlas?

'Andrés París': Las minas antipersona son usadas por la guerrilla como arma popular defensiva que busca desequilibrar la gran potencia bélica del Estado que, en uso y abuso de su fuerza, no escatima ningún recurso, arma o explosivo en contra de la guerrilla y las comunidades. Estamos proponiendo un acuerdo humanitario dentro de un tratado o armisticio que regule las acciones bélicas si es que no llegamos a un acuerdo del fin del conflicto.

-VA: ¿Qué hacer mientras se logran esos acuerdos?

'Andrés París': Nosotros advertimos dos cosas: primero, esa legislación internacional, no solamente en el aspecto de las minas, está dirigida a limitar el desempeño de las organizaciones que combaten al Estado, pero buena parte de esa legislación no limita a los poderosos. Y segundo, el DIH (Derecho Internacional Humanitario) incluye una serie de aspectos que, de tenerse en cuenta, a las Farc le deberían dar el estatuto de beligerancia y no lo reconocen, nos deberían reconocer a los prisioneros nuestros como prisioneros de guerra, y no lo hacen para evitar que a los que nosotros les capturamos sean prisioneros de guerra. Entonces, una legislación que no  nos reconoce, que no nos da derechos, tampoco nos obliga a ser tenida en cuenta por nosotros. Pero aclaramos, no quiere decir que nosotros seamos una guerrilla salvaje, que no tiene principios ni normas, pero esa las determina no las leyes internacionales sino nuestros conceptos humanitarios revolucionarios.
 
-VA: Según ustedes, ¿en qué debería limitar esa legislación internacional a un Estado como el colombiano?

'Andrés París': En el caso de las minas, estamos denunciando que el Ejército colombiano usa minas. Y  nosotros nunca hemos visto una campaña que le diga al Ejército que no siembre más. Pero, paralelamente a eso, usan las bombas, que son absolutamente monstruosas, las que nos han hecho tanto daño, entonces la desproporción en el uso de la fuerza también es un principio regulado por la legislación internacional que no se aplica. Entonces no se nos puede pedir que combatamos con flores a un Ejército que se viene con todo contra nosotros para aniquilarnos. Estamos ante una guerra asimétrica.

 

-VA: Hablan de ética, moral y conceptos humanitarios revolucionarios, pero cuando se observa lo que vienen haciendo desde hace varios años contra las poblaciones indígenas del norte del Cauca quedan muchas dudas de su compromiso con esos conceptos. ¿Por qué se empeñan en atacar los cascos urbanos de esos municipios?

'Andrés París': En la actualidad, el incremento de las acciones corresponde a los planes militares y económicos de las locomotoras que han localizado importantes recursos mineros y energéticos. Estos intereses impulsan a que el mapa militar de la confrontación sea un instrumento de las trasnacionales que requieren derrotar al movimiento guerrillero y al movimiento indígena de resistencia. Necesitan esas tierras y esos recursos, por eso impulsan la guerra al punto que es la zona más militarizada del país lo que produce las confrontaciones. Esa realidad sociológica del conflicto se asegura por la correcta política de las Farc-Ep de dialogar permanentemente con todas las comunidades, firmar y establecer acuerdos con ellas de respeto mutuo y colaboración.

'Camila Cienfuegos': Si usted mira las bases militares están metidas dentro de la población civil. Nosotros siempre atacamos los puestos de policía, que están dentro de las poblaciones, y el protocolo de Ginebra habla de eso, que las guarniciones militares deben estar lejos de la población civil.

-VA: Pero recurren al empleo de armas no convencionales como las pipetas de gas, que no tienen mayor precisión y afectan las edificaciones civiles.

'Camila Cienfuegos': No todas las que caen allá son las nuestras, el Ejército tiene también armas muy potentes. Y algunos de esos daños pueden ser del Ejército.

-VA: En el norte del Cauca hay una autoridad indígena legítima que las Farc, con sus violentas incursiones, persisten en desconocer.  ¿Tienen algún tipo de acercamiento con ellas?

'Andrés París': Respetamos la autoridad indígena, no sólo en el Cauca sino en todas las áreas donde hay comunidades indígenas organizadas. Nosotros entramos a conversar y hacemos convenios con ellos, y esos convenios se hacen públicos, no son secretos. En los últimos años el mayor desarrollo de la guerrilla se ha dado en las zonas indígenas del Cauca. Si bien en otras áreas los operativos hicieron retroceder a los frentes, en Cauca, Nariño y el Valle, se han desarrollado más. Eso se debe al buen trabajo que se estableció entre las Farc y los indígenas.

-VA: ¿Me puede dar ejemplos de esos convenios de los que habla?

'Andrés París': primero, nosotros nos comprometemos a no reclutar indígenas, pero siempre y cuando ellos no se conviertan en informantes del Ejército; y segundo, tenemos acuerdos sobre el uso de corredores de movilidad.
