WHO WON WITH BARACK OBAMA?

The presidential elections are the most important cyclical political process in American society. They are held every four years, which makes it cyclical, and through it the power of the country's administration is decided, which makes it political. It ends on January 20 when the new president is inaugurated.

This is an indirect process, in which the most important votes are the electoral votes distributed among the states. To win the presidency, 270 electoral votes are needed - 50% plus one of the 538 electoral votes. These 538 electoral votes are the sum of 435 from the representatives plus 100 from the senators plus 3 from the capital district. This is why a candidate can win a majority of the popular vote and still not win the presidency, if he doesn’t have the necessary electoral votes. This is a direct consequence of having an indirect election. What happened to Albert Gore not long ago was an example of such a situation. Votes are gathered by the Electoral College, which is not a place in itself, but the action of depositing the electoral votes in the nation’s Congress.

The rules for this process have changed over the years. They are established by the so-called National Electoral Commission, in coordination with the Electoral Commissions of the states. In recent years, the electoral process takes place in different stages.

The first stage is when a person decides to be a candidate and run for president. There can be several candidates from each of the two parties:

Democrat and Republican. These are the only parties with a real chance of running in a presidential election, because the possibilities of a third party running in the United States today are null.

After that comes the stage of the primaries or caucuses, which take place in each state for the candidates of each party. In these elections, the most popular candidates are identified, because the one who accumulates the most delegates wins. In the case of the Republicans, the winner takes all.

Since 1968 the Democrats changed the rules, because of the Vietnam War influence, and to make the primaries a more democratic process. The Democrats established the rule of proportionality. This means a candidate doesn’t win the majority with more than 50% of the votes. Instead, delegates are distributed proportionally according to the percentage of votes obtained by each candidate.

This difference in rules is the reason why McCain had practically been defined as the Republican candidate, while Hilary Clinton and Barack Obama ran together until much later.

In this process there are also the so-called Super delegates. These are prominent citizens who decide which candidate they will support according to their own criteria, on their own time, as long as it’s before the convention.

Primaries are very important in this process; it is where the parties begin to identify who is the most popular candidate. At this point, some withdraw, when they see they have no possibilities or not enough money. Money is a very important, one can even say a decisive factor in the campaign.

After the primaries there are fewer candidates, usually one from each party.

It is possible to establish who the candidate from each party is going to be, from the results of the primaries and the popularity of each candidate; although, this may not be decided at that point.

The convention is the next stage. It is at the convention where the party finally nominates the candidate for the presidency. Here three things take place: the party’s presidential candidate is nominated, the vice president is nominated and the party platform is approved, that is, the policies the party will use to fight for the presidency.

All this seems very democratic, but it is not so. Ultimately, it is the party hierarchy, in a complex process of analyzing which is more convenient and through negotiations, which decides who the candidate will be,

Once the conventions are over, the final race begins. It stars at the middle of the year and goes on until November. The presidential and vice-presidential debates occur in what is called the finish line.

In these elections, there was a problem during the primaries. McCain was elected by the Republicans, while Obama and Clinton continued to run. This happened because of the characteristics of the Democratic primaries, in which you have to truly amass votes to win. This is why this campaign was very complicated for the Democratic Party.

When the debates start, there are discussions on television. In the debates each candidate presents his policies, and he also presents an image to the voters. The debate is where someone wins or loses. There is in fact a big image industry in the press, and especially on television. This industry plays a key role, and consumes most of the campaign money.

This period is very complex. Many mechanisms are put into play, as well as all the tricks, traps and manipulations, and each party tries to present its candidate at his best. The debate brings forth some problems, but it can also hide others. The economy is a major issue in these debates. So much so, it is said there is an economy for the elections, to characterize the huge manipulation involved in a campaign for the presidency.

In these elections both candidates, the Democrat and the Republican, had several handicaps. One of Obama’s handicaps was that he had no experience.

He was young in politics, although he had become a senator with a brilliant career. And although he was gaining popularity, he was an Afro-American, which created a lot of uncertainty.

Despite these drawbacks, Obama’s campaign was very intelligent. If he had launched his campaign on the grounds that he was a black candidate, he wouldn’t have won. First, Obama had a very positive image, because he was younger than McCain. Although McCain appeared as a strong candidate, an expert on foreign policy, and a war hero, he had several handicaps himself.

Obama’s image was that of a very intelligent candidate, very skilled in politics, with ethical and political criteria easily understood by the people. With a very inclusive discourse, talking about unity, calling on all citizens equally. For his part, McCain had the handicap of being a Republican, in the shadow of Bush’s negative image. McCain was Bush; he had supported all of Bush’s policies, and made the mistake of saying that the economy was in a good situation, days before the most powerful companies collapsed. Obama used this to present him as an unreliable candidate.

In addition, Bush supported McCain, he would get him votes. This is something that is always done by the outgoing president for the candidate of his party. But, in this case, all Bush did was hurt McCain.

McCain, meanwhile, deployed a very dirty campaign against Obama, accompanied by his inefficient vice president. He tried to present Obama as a terrorist, a dangerous guy. He didn’t openly say that he was black, but he said Obama was not like them. He said Obama did not see the United States, nor felt American as they did. Thus, he was dangerously proclaiming him an foreign object within the body politic. Something that had to be removed; that had to be physically eliminated. This was a subterfuge, seeking the physical elimination of Obama. So, Obama was carrying on his campaign in the midst of a very dangerous situation.

It turned out that everything Obama did, and McCain’s dirty campaign, gradually turned things in Obama´s favor. He did not accept what Geraldine Ferraro (former vice presidential candidate) was saying about using his being black to his advantage. As we all know, being a black man is no advantage in that country. They were trying to trap Obama into referring to the racial issue. And, I think, this was a trap Hilary was helping to set, often, her criticisms of Obama, fed material to McCain. The Republicans’ strategy was to run Obama against McCain in a personal referendum, something that Obama, very wisely, never accepted.

At this time, there was a winning atmosphere condensing around Obama. When he won against Hilary Clinton, a very strong candidate, his image was strengthened and with it, the impression that he was strong enough for the presidency. Afterwards, Hilary helped to strengthen his image within the convention, which showed her high ethical standards.

But, in September 2008 the U.S. was already entering an economic recession, and it was this recession what gave the final touch to Obama’s campaign.

History shows that when the economy is perceived as good, the candidate occupying the presidency will win it again, or the candidate of the party that is in the chair. But, if the economy is in a bad situation, the party that’s in the presidency loses. This has been so, from 1904 to 2000, with really impressive data. (See my article on this).

That it why, the economic crisis was what ultimately catalyzed Obama’s victory, the doubts about the racial issue were left unanswered then. In addition, such a winning atmosphere was created around Obama that no other president had had before in American history.

Some things became important for Obama which had no precedent in candidacies for the presidency: the fact that he was black, that he was a young politician not contaminated by Washington’s environment, an academic, a man who had not been born in a golden cradle [with a silver spoon in his mouth], as we say in Cuba, and further examples we do not list for fear of making this article too long.

His campaign was very intelligent, very inclusive and furthermore, the mortgage crisis began. People were losing their homes; the country was moving towards a recession, there were two wars which seem unending, and there was a list of domestic situations that worried the American people.

This made Obama look like the one who best represented the "recovery of the American dream”, and so he won the election. Americans voted for what was best for them. Once more it was proven that elections are decided by people’s pocketookss. Pragmatism won over racism. The situation made them vote for Obama, a black man who then appeared as the "white hope."

Americans vote for the candidate they think will ensure their welfare particularly economically. In this case, Obama appeared to be that hope, because America, was, and will be for a long time, in a serious situation.

This is why, for the first time in history the miracle of having a black president in the White House took place. It would be a mistake not to realize what this means for that country, and even for us in Cuba. Obama’s case is unique not just because he won, but for his personality, for the way he won, and for the position the United States is in. This is something unprecedented, and I would add, it’s not merely circumstantial.

Even for Cuba, it is important that a person like Obama is in the White House, not only because he is black, but because he is proof that, in certain circumstances, when the powerful class, the sectors of power in the United States need an individual, and when they identify him as the one who can help them get out of a tight spot, they don’t care what color his skin is. The important thing about Obama is not just the color of his skin. He won because he ran an excellent campaign, because he managed to put the race issue aside, and because he had a lot of money and had significant popular support. He won because they saw him as the savior, somewhat like they saw Jimmy Carter in the midst of the ‘70s crisis and the discrediting of the presidential institution, especially the Watergate scandal and the defeat in Vietnam.

So, Obama won the presidency, and this was not just coincidental. It happened influenced by issues which are part of the history of the United States. These issues have to do with years of exploitation, subjugation, neglect and the long struggle of the blacks for their civil rights. All this is behind Obama’s victory. Even though every president is a political construction, however, to construct a presidential candidate you must have raw material, and Obama had it in abundance.

Outside of these circumstances, no black man, but then again no white man either, would have reached the presidency, because racism, xenophobia and intolerance of non-whites have not disappeared from the United States. It was only that Americans when they voted were more pragmatic than racist.

Although I’d like to add that that the country has made great progress in these areas. American society today has become less racist, less xenophobic, and less macho. And Obama´s being elected president is a measure of how much less racist the United States is today.

One of the major challenges Obama has as president, is the extraordinary expectations he has aroused in the whole world, because of the color of his skin, and because of his intelligence, skill and youth. Expectations have also arisen because he emerges as a young politician, not contaminated by the ethical problems of Washington politics, or maybe because of all those reasons at the same time.

Some doubt Obama just because he is the president of the empire. Others think he is on our side simply by virtue of his being black. This is naïve, and naiveté in politics can be costly. We shouldn’t be too tolerant, or intransigent. At this moment of truth, it is not time yet to know who Barack Obama really is.

This is a period in which we must watch to see how his policy evolves, how he fulfills the promises he made during the campaign. These elections are the biggest event in American history and the largest political event in the world in the last 40 years.

But, the United States is in the midst of a debate which touches internal structural issues and the imperial system in general. In this debate there are various forces. When England saw it was either losing everything, or keeping only a part, it decided to let go of India and its Caribbean colonies, etc. But the United States hasn’t arrived at that stage yet.

In the United States, forces that are still very powerful think they can regain their hegemony. America is not mature yet. For me, mature powers are those who are really willing to negotiate. Let's see if Obama is really going to negotiate, as he said, or if he will implement diplomacy with a knife behind his back, as they have always done.

We must not forget that Barack Obama now runs the empire. That is his most important commitment. What he will do, will be a complex combination of his unique personality which won him to the U.S. presidency and the reality of the problems he must face. He must face the political-ideological debate around these problems, which are not insubstantial. He must balance the capacity of those who supported him to enforce certain policies, and above all, the ability or inability of the elites who brought him to power to make Obama a president who can accomplish change. Change is objectively necessary and American society today is living in an unprecedented period in its history.

QUIEN GANÓ CON BARACK OBAMA.
Autor: Dr.Ciencias. Esteban Morales.
