Interview with Marco León Calarcá, member of the FARC High Command
“If
the causes of the conflict disappear, arms will have no meaning”
GARA, 24-12-2012
http://gara.naiz.info/
A CubaNews translation. Edited by Walter Lippmann.
FARC High Command member
Marco León Calarcá from Cali, sits at the conversation table in Havana
representing the guerrillas. He has been involved in previous peace
processes with Presidents César Gaviria and Andrés Pastrana, in both
Tlaxcala (México) and Caguán. In 2002 he was evicted from Mexico by the
Administration of Vicente Fox.
Marco León Calarcá is one of FARC’s delegates for the negotiations with
the Government. He was also present at the formal constitution of the
negotiation table in Oslo on October 18th. In 2002 he was
expelled from Mexico at the request of the Colombian President Alvaro
Uribe. Calarcá had been residing there for ten years in which period he
headed a public liaison office of FARC with the Mexican Government,
political parties and social groups to explain the reality of Colombia.
In the interview given to GARA, he stressed the guerrilla’s bet on peace
and the ongoing process because “war is not the objective or end for
us.” He warns that “militarism –civilian and in uniform- will try to
break the peace process.” He qualifies as “provocations” all the
military actions against the insurgency. About the progress at the table
in Cuba, he says it is “building trust”, despite of the fact that he
does not deny “we are facing each other on equal footing but with two
different views of the country and its problems”.
What reasons made you join the guerrillas?
At the end of the 70’s the situation of crisis in every aspect, the
typical phenomena of dependent and underdeveloped capitalism, the shame
of a homeland on its knees subordinated to imperial interests, the
impunity, corruption and, most of all, the violent repression toward
those of us who believed it was necessary to steer the country in a
different direction so we could live with dignity with the values of
justice and social wellbeing, indicated the need to continue struggling
but with more balance and without disregarding the asymmetry of the
conflict.
If you look at it, this description is valid for the present moment,
because the problems are still the same; nothing has been done to solve
them. On the contrary, the policy of the state has made them more
serious. The armed struggle in Colombia has total relevance. There is no
other way because of the violent and bloody nature of the ruling class
which follows the guidelines set by the White House.
The beginning of the dialogue in Havana on November 19th was marked
by the announcement of a unilateral cease fire. What has led FARC to
decree this?
The announcement of the unilateral cease fire was made on that date to
provide a favorable environment for the talks. It was a demonstration of
the commitment and political will of the FARC-EP to the building of
peace. This is a practical way to break ground. Unfortunately, the other
side denies the citizens the possibility of a quieter year end without
the restlessness of the conflict.
The Government of Juan Manuel Santos insists on the military way.
FARC have denounced simulated military actions by the Army to suggest
that the guerillas are not fulfilling their promise. In the period there
was even a bombing that left at least twenty dead and Bogota has
announced the purchase of drones and military material. How can you
pursue a cease-fire in such circumstances? How do you assess this
bombing and the government's reactions?
The insane attitude of some warlords is a matter for concern. However,
they are now in the open and it has become clear who the enemies of
peace are. Now they are not hidden as they have been historically. So
all the military actions against the insurgency can be seen as what they
really are: provocations.
What are the FARC's red lines? How do you foresee the day after
January 20th when the unilateral cease fire expires?
We have no red lines; if
something resembles them is the point where the interests of the
national majorities begin; the rights of ordinary people; that’s what
marks the … up to here! After January 20th, 2013 we would like to see
the triumph of reason and the open route to a bilateral cease-fire.
Perhaps this is a dream, but it is our wish. If it is not possible, we
will return to the reality of confrontation. There is no doubt about our
will and political capacity to at least diminish the effects of
confrontation, to move along the way to peace with social justice. We
maintain the proposal of regulating the war to avoid unnecessary
suffering. But as long as on the other side our expressions of peace are
seen as an expression of our weakness, it will be impossible to progress
in the way of finding a solution to the cruel war we live in.
Iván Márquez has repeatedly stated that “we must look at the crude
reality and from that reality seek for solutions”. How would you
describe this “crude reality”?
You just have to look at the news and listen to the talk at the
communities. In the military area: thousands of dead, missing,
mutilated. In the social area: misery that goes beyond the imagination.
In the political area: exclusion, a democracy of lies, corruption and
impunity. In the cultural area: a loss of values, suffering, injustice,
homeland sadness and international submission. In general: of state
terrorism, despoiling, violence, repression and lies. Pain and suffering
for ordinary people are the prevailing feelings plus impotence at not
being able to correct the situation as is their wish.
When the announcement of the exploratory dialogues with FARC was
released in September, President Juan Manuel Santos stressed this was
not a new Caguán. He said there would not be a buffer zone and he would
not make the “mistakes of the past”. For the FARC, what were the
implications of that process and its abrupt ending? What mistakes you do
not wish to make this time?
In Caguán an excellent opportunity to reach a peace agreement was
lost. The traitorous nature of Colombia’s ruling class and the
guidelines from the White House frustrated the national hopes. They used
ink, paper, voice and images as never before to say that FARC-EP were
using the peace process for ends other than peace. However, time proved
this was a lie. It is now clear that it was they who redesigned the
Armed forces, increased them to the irrational levels they now have and
pawned the country with the gringos in exchange for state-of- the art
war paraphernalia.
We refuse to believe that trust and a commitment to peace are a mistake;
that searching face-to-face for different solutions to war with the
participation of the country is a mistake. We raised the peace flag from
our very genesis; war is not the goal or an end for us. It is our
determination to fight for the revolution in any way possible, any way
we can. And confronted by the determination of the ruling class to close
all spaces, there was no choice but revolutionary violence.
Two months have gone by since the formal constitution of the negotiating
table in Oslo and one month since the talks began in the Cuban capital.
What progress and setbacks have there been? What is the climate at the
table after the tension perceived in Oslo?
The beginning of any process of conversations is something complicated.
Many details have to be considered which out of context seem irrelevant,
but in their link with reality are essential. The fact that we are
discussing the policy for integral agrarian development means that we
have agreed on most of such details.
We cannot ignore the fact that there is cordiality; that we are building
trust. But we are sitting face to face on equal footing and equal terms,
both the representatives of the Government and the Fariana
insurgency; that is, two different views of the world, of the country
and its problems, and therefore the stances are totally opposite, so
much so that we are at war. The art of dialogue is to bring these
positions closer, without negotiating, to build viable alternatives for
all parties and the interests they represent; in our case the interests
of the poor in Colombia, of the people who suffer the harshness of the
exploiting system.
The tension in Oslo was the
result of the surprise to find a vital guerilla, with proposals,
informed about national and international problems. A very different
guerilla from the defeated force they had painted and hoped –rather
dreamed- would come asking for benefits and ready to surrender.
The government wants to speed up the dialogues setting a deadline for
November 2013. FARC, on the other hand reject an “express peace”. How
will both paces be harmonized?
We support the idea that having a Damocles’ Sword hanging over the table
by setting a deadline is a terrible mistake because it is an obstacle.
The Acuerdo General de La Habana is crystal clear on this topic:
let’s work hard and steadily searching and constructing agreements using
the necessary time. If we identify the main objective as building the
roads to peace and leave aside other interests and ambitions, we can
make progress in the agreements.
Santos has acknowledged that “the conversations have important
implications and will lead us to complex decisions”. Do you share this
view?
Seen from the perspective of the economic, social and political causes
of the social and armed conflict we have been living in for so long, of
course it has important implications and will have even more as we move
forward. We can make reality the wish of Colombians for peace.
In recent weeks, there has been a certain debate around the “prisoners
of war”. Ricardo Téllez denied that FARC was holding any detainees. In
an interview for Russia Today, Alexandra said “it would be good
if the government made a cease-fire and we could send envoys from the
Red Cross or human rights to all fronts to see the detainees, and find
out that there are no detainees”. The Minister of Defense, however,
keeps affirming that you are lying and demands you tell the truth to the
Colombian people. What is that truth of the FARC? Have the statements of
Sandra Ramírez in a Cuban paper been misinterpreted or magnified?
I think this is the best way to characterize Sandra’s statements. In
general all that you are describing was magnified. We think it explains
the general policy of the FARC-EP on the subject of our permanent
struggle for our prisoners and this is used as a statement that denies
reality. This is exactly what we mean when we say the militarists take
advantage of anything to hurt the conversations.
It is now clear: at the moment FARC-EP have no prisoners of war. They
were all released by a sovereign decision of the organization; neither
do we have detainees for economic purposes. Do not forget that in
February this year, we made the autonomous decision to put an end to
this source of financing.
In his statement in Oslo, Humberto de la Calle said that “phase three
is an opportunity for change; not for FARC to renounce their ideals -
not at all- it is to continue fighting for these ideals, but within
democracy. Even if they were –as they are– opposite to ours”. But there
is also the precedent of the Unión Patriótica (UP). How do FARC
see their possible incorporation to civilian life and how could a new
genocide as that of UP be avoided?
FARC-EP have always expressed
that solving the problems of the national majorities means solving the
problems of the guerillas. We have never demanded or requested anything
for the guerilla men and women. If the causes that originated the
conflict and feed it at present are solved – we are talking about state
terrorism, the violent and perfidious nature of the ruling class, the
incredible social inequality, the economic accumulation of a few and the
misery of the many, the impossibility of making a dignified living from
work, among other causes- then the arms will lose their meaning and
won’t be necessary. The statements of government Speaker Humberto de la
Calle are in line with the magnanimous appearance of not questioning our
ideology but in fact they hide the perverse purpose of preventing the
dialogue of FARC-EP with the Colombian people. They want to take away
our legitimate right and everyday practice of talking to Colombia and
its people.
Do you think that the international context –apart from the
correlation of leftist forces in Latin America, the announcement of the
Turkish Government that will start talks with Kurdish PKK, or the
decision of ETA to decree a permanent cease fire– favors the dialogue?
Apart from the cases that you mention in your question and that generate
a space for interlocution in the search for conflict resolutions other
than war, in our America we feel the influx of processes that favor the
popular interests -some more, others less- all aimed at building and
strengthening democracy based on sovereignty, wellbeing and social
equality in the spirit of the libertarian heritage of our founding
fathers headed by Simón Bolívar. This generates an environment for the
construction of roads to peace.
The US government that said they supported the process started in
Colombia but have denied pardon for Simón Trinidad. After this
announcement is there a chance he could participate in the table?
We made a special request to President Obama and we await his response.
If it is negative we will continue requesting through all possible
channels the participation of Simón at the negotiation table. He would
be an important contributor because of his qualities and because he
represents the strength and dignity of the Farianan prisoners.
Colombianos y Colombianas por la Paz have requested the
creation of an international committee to verify the situation of the
prisoners. What role should they play together with the exiles?
The prisoners in Colombia need solidarity. The way they are treated and
mistreated is inhumane and criminal. They are denied their rights.
Stacking, lack of medical attention, harassment and persecution are
daily affairs. For revolutionaries, jail has historically been a place
of struggle, a space for study and training. This is what male and
female guerillas do. They are contributing their opinions and their
struggle within their possibilities, just like other political and
social prisoners.
An important element for the
conversations is the promotion of reality, of proposals; because the
dialogue receives input for the discussion of society and its
organizations. This could be the important role of the exiles, of the
friends of peace.
The participation of the civil society is another key factor FARC
keep demanding.
For us, the participation of society is very important. This is why we
call upon everyone who feels the homeland in its heart to be involved in
international and internationalist solidarity, to be linked in the best
possible way, with creativity and efficacy, to the conversations and to
go beyond the precarious existing mechanisms.

Entrevista a Marco León
GARA, 24-12-2012
http://gara.naiz.info/
represión violenta a quienes considerábamos necesario darle otro rumbo
miseria a niveles insospechados.
