President Obama has the opportunity to make a difference and make history by changing a sick policy

Mr. President:
Mr. Goddard has come to repeat Goebbels style the same fable he tells this Assembly every year to defend either Bush’s policy or President Obama’s.
It will not become true no matter how many times he repeats it. Only four paragraphs in the speech he read today were not taken almost word for word from his speech last year. Mr. Goddard repeats himself. What does not change is the blockade, a piece of the Cold War.
He is lying when he declares that he respects the right of Cubans to freely decide their future. We are here because the U.S. government has tried to impose its designs on Cuba for more than a century, since it imposed the Platt Amendment in 1901 through a military occupation which gave it the right to intervene in our country and to occupy the Naval Base in Guantánamo which it still occupies.
We are here because the Cuban people have defended their right to self-determination and independence with their own blood at Playa Girón and under the threat of a nuclear holocaust during the October Crisis or Missile Crisis.
Nobody believes the government of the U.S. cares for the freedom of the Cuban people after it crushed it for half a century and supported bloody dictatorships in Cuba and the region. What it wants in Cuba is a government docile to its interests, and that it is not going to have.
The Cuban people won their freedom for themselves and resolutely exercise their self-determination. They have demonstrated this in popular discussions about the social and economic policy and in the current electoral process; they nominate their candidates, vote for them massively and recall them if they so decide. In Cuba there are no “special interests” or corruption, or political debauchery. Neither are three billion dollars spent on a presidential or senatorial campaign. Cuba is not a plutocracy in which the 1% imposes its interests.
You would do well to listen to the people of the United States and respect their right to decide; to listen to the people who are the 90% of citizens and not to the fistful of the rich who benefit from the system.
Listen to those who want to occupy Wall Street, instead of saving the bankers who receive outrageous bonuses.
Stop brutally repressing the Occupy Wall Street demonstrations, and stop the massive arrests of peaceful demonstrators. Stop the harassment of immigrants and minorities.
I repeat that the blockade is an act of genocide. I note, Mr.Goddard, that this time you did not reject this.
One has to be cynical to talk about the human rights, freedom, prosperity and well-being of the Cuban people after hearing the examples I mentioned of the damage the blockade has inflicted on the children of my country.
Stop spending the money of honest tax-paying workers on bankrolling mercenaries and agents. Eliminate the four-year public budget of $196 million-plus to fabricate alleged dissidents. Mr. Goddard, who was director of the Coordinator’s Office for Cuban Affairs in Miami for many years, knows very well what we are talking about.
The U.S, government has no moral authority whatsoever to talk about human rights. In addition to a deplorable historical record of military aggression and coups d’état, it is responsible for tens of thousands of disappeared, murdered and tortured people. It is responsible for hundreds of extra-judicial executions, acts of torture, kidnappings, secret flights, secret prisons, and the concentration camp in Guantánamo.
If they believe that we need the blockade as a pretext, remove the pretext, prove it.
If the U.S. government wants to promote Cuban agricultural purchases, then remove the restrictions on discriminatory sales, allow private credit, accept the norms of international trade, authorize the use of ships from other countries and do not penalize them for a period of six months; allow Cuban exports in reciprocity for food purchases which have dramatically decreased due to the conditions the U.S. government imposes on producers, and which have prompted our importers to seek better markets.
You want to promote the free flow of information? Lift the blockade in the telecommunications sector; allow Cuba’s connection to submarine cables in order to access Internet; eliminate illegal and subversive radio and TV broadcasts; authorize the acquisition of U.S. software and the training of specialists; eliminate informatics restrictions and allow the use of services offering your technological support, which are denied to Cuba.
You want more interchanges and “people to people” contacts? Respect the constitutional rights of your citizens and their freedom to travel to Cuba in the same way as they travel anywhere else, even in wartime.
Stop restricting the granting of licenses; accept the fact that sightseeing, listening to music and dancing to Cuban music is not a crime and can be part of travel agency packages.
You want a better education for the young? Authorize cooperation and exchange programs between universities including scholarships in all areas of science and technology. End the subversive and illegal courses offered by the U.S. Interests Section in Havana. Stop obstructing international medical cooperation.
The U.S. delegate is lying when he says that his country is one of the main donors of humanitarian aid to Cuba. He is using false information which includes the millions of dollars used by USAID to subvert constitutional order in my country; monies for commercial licenses which are not materialized, and the small but heartfelt and generous donations which NGO’s send to Cuba in defiance of their government's policies, and overcoming enormous obstacles.
Cuban émigrés, like others, save for their remittances with hard work; this is not humanitarian “aid” from the U.S. government.
Mr. Alan Gross was convicted in due process for having engaged in covert operations funded by the United States, with the use of non-commercial technology, against the Cuban constitutional order. These acts are also anticipated and sanctioned in U.S. law. Mr. Goddard is lying when he says Gross was helping the Jewish community to connect to the Internet.
The U.S. government is responsible for Mr. Gross’s situation and could make a start by sitting down to talk seriously about his case with the Cuban government.
President Obama has the opportunity to make a difference and go down in history by modifying a sick policy which has not functioned in 50 years and is provoking humanitarian damage and violations of human rights.
In that case perhaps Mr. Goddard could come here to this Assembly to say that something has changed!

Señor Presidente:
El señor Godard ha venido a repetir de manera goebbeliana el mismo
cuento que hace cada año a esta Asamblea, lo mismo para defender la
política de Bush que la del presidente Obama.
No se convertirá en verdad por mucho que lo repita. Solo cuatro párrafos
de los que ha leído hoy no fueron tomados casi textualmente del discurso
del año pasado. El señor Godard se repite. Lo que no cambia es el
bloqueo, una pieza de la guerra fría.
Miente cuando afirma respetar el derecho de los cubanos a decidir
libremente su futuro. Estamos aquí porque el gobierno de Estados Unidos
ha intentado imponer sus designios a Cuba durante un siglo desde que en
1901 impuso la Enmienda Platt mediante una ocupación militar que le daba
el derecho a intervenir en nuestro país y a ocupar la Base Naval de
Guantánamo, que todavía usurpa.
Estamos aquí porque el pueblo cubano ha defendido su derecho a la
autodeterminación y a la independencia con su propia sangre en Playa
Girón y ante la amenaza de un holocausto nuclear en la Crisis de Octubre
o Crisis de los Misiles.
Nadie cree que al gobierno de Estados Unidos le interesa la libertad del
pueblo cubano después que la mancilló durante medio siglo y respaldó
sangrientas dictaduras en Cuba y en toda la región. Lo que quiere en
Cuba es un gobierno dócil a sus intereses y eso no lo va a tener.
El pueblo cubano conquistó por sí solo su libertad y ejerce
resueltamente su autodeterminación. Lo demostró en la discusión popular
de la política económica y social y en las elecciones en curso; nomina a
sus candidatos, los vota masivamente y los revoca cuando considera. No
hay en Cuba "intereses especiales", ni corrupción o politiquería, ni se
gastan 3 000 millones de dólares en una campaña presidencial y
senatorial, ni Cuba es una plutocracia en la que el 1 % impone sus
intereses.
Haríase bien en escuchar al pueblo estadounidense y respetar su derecho
a decidir; escuchar al pueblo, que es el 90% de los ciudadanos y no el
puñado de ricos que se beneficia de este sistema.
Escuchen a los que quieren ocupar Wall Street, en vez de salvar a los
banqueros que reciben bonos escandalosos.
Dejen de reprimir brutalmente las manifestaciones de los "Ocupa Wall
Street" y cesen los arrestos masivos de manifestantes pacíficos. Paren
el acoso a los inmigrantes y a las minorías.
Repito que el bloqueo es un acto de genocidio. Noto, señor Godard, que
esta vez no lo rechazó.
Hay que ser cínicos para hablar de derechos humanos, de libertad, de
prosperidad y bienestar del pueblo cubano después de escuchar los
ejemplos que mencioné sobre el daño del bloqueo a la niñez de mi país.
Dejen de gastar el dinero de los trabajadores honrados, que pagan
impuestos, para pagar a mercenarios y agentes. Eliminen el presupuesto
público cuatrienal de más de 196 millones de dólares para fabricar
supuestos disidentes. El señor Godard, que fue por años jefe de la
Oficina del Coordinador de Asuntos Cubanos en Miami, sabe bien de lo que
hablamos.
El gobierno norteamericano no tiene ninguna autoridad moral para hablar
de derechos humanos. Además de un deplorable récord histórico de
agresiones militares y golpes de Estado, ha causado decenas de miles de
desaparecidos, asesinados y torturados. Es responsable de decenas o
cientos de ejecuciones extrajudiciales, de torturas, secuestros de
personas, vuelos secretos, cárceles secretas y del campo de
concentración en Guantánamo.
Si creen que necesitamos el bloqueo como pretexto, quiten el pretexto,
pruébenlo.
Si el gobierno norteamericano quiere propiciar compras agrícolas cubanas,
eliminen las restricciones a las ventas discriminatorias, permitan
créditos privados, acepten las normas del comercio internacional,
autoricen el uso de barcos de otros países y no los penalicen durante
seis meses; permitan exportaciones cubanas en contrapartida a las
compras de alimentos, que han disminuido drásticamente debido a esas
condiciones que el gobierno norteamericano impone a los productores y
que han llevado a nuestros importadores a buscar mejores mercados.
¿Quieren abogar por el libre flujo de información? Levanten el bloqueo
en el sector de las telecomunicaciones; permitan la conexión cubana a
los cables submarinos para acceder a Internet; eliminen las
transmisiones ilegales y subversivas de radio y televisión; autoricen la
adquisición de software norteamericano y la formación de especialistas;
eliminen las restricciones informáticas y permitan el uso de los
servicios que brindan sus soportes tecnológicos y que se prohíben a
Cuba.
¿Desean más intercambios y contacto "pueblo a pueblo"? Respeten el
derecho constitucional y la libertad de sus ciudadanos de viajar a Cuba
como viajan a cualquier otro país, incluso en tiempo de guerra.
Dejen de restringir el otorgamiento de licencias, acepten que pasear,
escuchar música y bailar música cubana no es un crimen y puede ser parte
de los programas de las agencias de viajes.
¿Desean mejor educación de los jóvenes? Autoricen programas de
cooperación e intercambio entre universidades que incluyan becas en
todos los dominios de la ciencia y la tecnología. Cesen el uso
subversivo e ilegal de los cursos que imparte la Sección de Intereses de
Estados Unidos en La Habana. Dejen de obstaculizar la cooperación médica
internacional.
El Delegado de Estados Unidos miente cuando afirma que su país es uno de
los principales donantes de ayuda humanitaria a Cuba. Usa datos falsos
que incluyen los millones de dólares que la USAID usa para subvertir el
orden constitucional en mi país; los montos por licencias comerciales
que no se materializan y las pequeñas, pero sentidas y generosas
donaciones que las organizaciones no gubernamentales, en desafío a la
política de su gobierno, sobrepasando enormes obstáculos, hacen llegar a
Cuba.
Los emigrados cubanos, como otros, ahorran sus remesas con duro trabajo;
no son estas "ayudas" humanitarias del gobierno norteamericano.
El señor Alan Gross fue sancionado en debido proceso por realizar
operaciones encubiertas, pagado por el gobierno de Estados Unidos, con
el empleo de tecnología no comercial, contra el orden constitucional
cubano. Son actos previstos y sancionados también por las leyes
norteamericanas. Miente el señor Godard cuando dice que ayudaba a la
comunidad judía a conectarse a Internet.
El gobierno norteamericano es responsable de la situación del señor
Gross y podría empezar por sentarse a hablar seriamente con el gobierno
cubano sobre su caso.
El presidente Obama tiene la oportunidad de hacer la diferencia y pasar
a la historia modificando una política enferma, que no ha funcionado
durante 50 años y provoca daños humanitarios y violaciones a los
derechos humanos.
¡Ojalá entonces pueda venir alguna vez el señor Godard a esta Asamblea
para decir que algo ha cambiado!
