Disagreement with reply received from the Cuban Railroads Enterprise
(Union de Ferrocarriles de Cuba)
Like comrade
Raúl said in the closing session of the First National Conference of the
[Communist] Party, “We must all get used to telling the truth always.”
What follows is an overview of my reasons for disagreeing with the reply
received from UFC general manager Miguel Acuña, given my 18-year-long
experience as a railroad worker, including eight of them as a state
inspector.
1) His arguments are neither factual nor clear nor convincing, as he
fails to mention why the events took place and who is responsible for
them, giving a vague, incomplete answer instead.
2) Both the letter sent by complainant I. Rodríguez León and Miguel
Acuña’s reply –published in Granma on September 15 and October 5,
respectively– remark that the reported events are a frequent occurrence,
but nothing is said about any past or present preventive action.
3) The reply also fails to mention that between 700 and 800 of the 1,050
liters of fuel in the engine’s tank are never sucked in by the fuel pump
and remain in the bottom, in keeping with the manufacturer’s intention
to prevent impurities and water from reaching the engine. Therefore,
only 250 to 350 liters of that fuel can be used. This is not enough to
make it all the way to Santiago de Cuba if we bear in mind that in this
stretch of the railroad track there’s the longest and steepest slope in
eastern Cuba. Also, it’s impossible to assure that the fuel that slides
to the front of the tank when the train tilts forward will be sucked in.
So, if the engine stops for lack of fuel the brakes won’t work and the
train is bound to suffer a catastrophic accident.
4) There’s no reference to the fact that the engine eats up a lot more
fuel if it’s moving than it does when it’s not.
5) Nor is anything explained about this train’s fuel consumption index
taking into account both the topography of the land and the number of
cars, that is, how much fuel this kind of engine would need in normal
working conditions to cover the 74.4 kilometers to Santiago de Cuba
without any risk.
6) Regardless of the consumption index calculated for this train, UFC
has long established that all trains in Cuba must leave from the station
with a full tank, which has nothing to do with the readjustments made to
the said index due to any unforeseen event between the points of origin
and destination. A detour is made as an alternative measure if a stretch
happens to be obstructed, which increases fuel consumption but avoids
additional and unnecessary delays in the service for purposes of
refueling.
7) No verdict is given and only superficial actions are taken. Besides,
in light of my experience of eight years as a state inspector who looked
into all kinds of railroad-related situations, enough time went by
between the day when the complaint was lodged and the day when a reply
was posted to establish the facts rather than say that the engineer and
the train inspector are suspended pending the outcome of an
investigation.
All of the above leads to the following questions:
Had any inquiry been launched if the complaint had not been made public?
What about the other actors involved in this case, namely the driver
–who is the main person responsible for the train– the dispatcher and
his/her superior, the maintenance crew, etc.?
Where’s the missing fuel the train needed to reach its destination?
How can the general manager say in no uncertain terms in the last
paragraph of his reply that the UFC decries any form of poor service if
the same thing had happened repeatedly before this complaint was made
and nothing had been done to right the wrong?

Clarifying
concepts and attitudes
As I read the
reply to my letter published on September 28, I realized hardly any
attention was paid to my comments.
Based on what I know about the topic at issue –supported by more than 40
years as a professor with a medical school– the textbook return rate of
90% doesn’t tally with the facts by a long shot, and those we do get
back are in very bad condition. If those textbooks were sold, general
opinion to the contrary, most people would take good care of them to
preserve their value and resell them to defray the ones they need for
the following academic year. It would be the end of the widespread
carelessness about their condition that we see today and a way to spare
a teaching institution the bother of having to hand out and take in
those textbooks and arrange for the supply of teaching aids every year.
Such endeavors are detrimental to any school’s raison d’être, to wit,
the educational process.
What we read in the reply makes it clear that little or no attention was
paid to the following paragraph, and I quote:
“It’s the
state’s obligation to pay a fair salary to those parents for what they
do, in line with the socialist principle that everyone will receive
their due according to the amount and quality of their contribution and
the need to subsidize those who really need it, as established by a
case-by-case social study. Simply put, a revision and reform of Cuban
wage policy is paramount if we want labor to become once and for all the
only source of wealth and well-being, which in economic terms entails
the recovery of the monetary-commercial relations we once had,” end of
quote.
Needless to say, what most parents earn is not enough to buy their
children’s books, school uniforms and teaching aids. A proper wage
reform, however, would encourage them to work harder in order to make
more money and thus be able to afford what their children must have.
The pride we take in our education system has nothing to do with such a
measure, since our schools will keep on giving a first-class,
free-of-charge education –a problem long solved in Cuba and a long-lived
demand of the peoples mentioned in the article– as laid down in our
Constitution, which, by the way, says nothing about school uniforms and
materials. Our children and young people will continue to flaunt their
eye-catching uniforms, self-satisfied and swollen with wholesome pride
but aware that they owe them to what their parents rightfully earned by
the sweat of their brow, which gives them every right to demand that
they be taken great care of. Many parents have to spend too much on
those books and uniforms as it is. The whys and wherefores are
irrelevant.
As I pointed out above, if subsidies were to be considered, they must be
given to people rather than goods or services.
The comments about the “neoliberal flavor” are so preposterous and
flimsy that a response is not worth the ink I need. We’re talking about
improving our socialist system as the antithesis of neoliberalism and
eliminating the freebies that detract from labor productivity and
efficiency and stand as anything but a principle. The existing
opportunities will continue to be the heritage we will all share as
befit our effort, and not one talent will be lost for lack of resources,
as it happens under capitalism. Nor will we waste millions of pesos –not
cents, as the article claims– promoting egalitarianism or, most
importantly, abetting the inefficiency and listlessness we have hitherto
put up with.
No one has said it’s going to be child’s play, but we must tackle the
problem with resolve in order to get our national economy off the ground
and give our people the long-awaited welfare they deserve.

The
strangers still have my home’s address
First
of all, thank you very much for publishing my letter on August 3, 2012.
My intention then was to denounce the fact that two individuals who have
never lived in my home are officially considered as residents therein
and registered as “temporary” dwellers of their mother’s place, where
they have lived ever since they were born.
Following the publication of my letter, some Ministry of the Interior
inspectors confirmed the truthfulness of my claim, but nothing has been
done about it. The Prosecutor’s Office acknowledged that I am in a
“legal limbo” and yet let me remain there.
According to the legislation, the Identity Card Registration Bureau
removes anyone’s name from a given home address only at their specific
and voluntary request, which in my view is as good as saying that a
thief will only be put under arrest if he turns himself in to the
police. No one who acts in bad faith, as those registered to my address
do, will ever leave of their own free will.
It’s nothing less than inconceivable that such an obvious and simple
case is yet to be solved after two years of my endless complaining at
all levels.

The need
to respect dissenting opinions
The article
published Friday under the title “About bosses and responsibilities”
made me join the group of people who send their opinions to this
newspaper, which I have always read. This time I’d like to have my say
about two topics covered by your journalists.
First, comrade Raúl’s call to speak our minds, namely “to tell the
truth, looking each other in the eye, and disagree even with what a boss
says if we believe we are right.” It's an appeal I deem essential to the
smooth running of our society while we make the changes imposed by the
modernization of our economic model and avoid new mistakes for lack of
attention to every opinion or, quite simply, for our failure to give
everybody a role in decision-making.
Easy to say and write though it seems, it’s a very complicated process,
taking into account that ‘questioning official decisions’ has never been
commonplace and, therefore, bosses and subordinates alike have grown
used to the easy way, the former because they neither like nor accept to
be questioned and the latter because they’d rather live without bringing
any trouble on themselves that may result from a critical stance. This
in turn has cleared the way for opportunists and freeloaders, who have a
real knack for saying what the boss wants to hear.
The truth is, we have killed debate, and we should ask ourselves why.
Personally, I don’t think it’s because people are not interested in
participating. As Cubans, we’re fond of voicing opinions about anything
and discussing any subject every time we have the chance. This is
evidenced by the public debate about the Social and Economic Guidelines
of the Party and the Revolution. I think the reason is that the right
atmosphere to do so is nowhere around us, not after so many years of
attacks against those who hold differing views, long labeled “freakish”
at best and “troublesome” or “opinionated” at worst.
As I see it, the best thermometer to measure how things are changing
would be to see the higher-ups willing to boost all-out participation by
the underlings in every discussion, voting or eventually involving
decision-making –for instance, in the workers’ meetings– and challenging
any agreement unanimously approved after a lame debate. This is a sure
sign that many participants failed to say what they think, which is
harmful if we bear in mind Raúl’s assertion that they eventually state
their unspoken views in the wrong place.
We must see to it
that our advisory bodies are not a mere formality but a source of
opinions to be taken into consideration even if they differ from the
boss’s views. We must not have a board of specialists approving a
previously made decision or simply disregarding a new proposal whenever
a topic is put before them for consideration. I think that’s where
change must start from, first by reviewing what was OK’d without any
discussion or disagreement and then by demanding the bosses who find or
take reprisals against those who hold a different opinion to give
explanations, lest our meetings become a rostrum for the honchos to hold
forth.
Furthermore, I’d like to talk about competence, a topic very well
covered in the article where it says that we need competent managers. I
suggest that top officials keep this in mind when they choose or appoint
our bosses. The effort to increase our people’s education has been a
constant feature of our system. Thus, promoting someone to management
whose schooling is not as good as that of their subordinates defies
understanding. Obviously, this is not the only condition for carrying
out a boss’s duties, but it’s definitely inconsistent with the
considerable number of comrades who have received, and graduated from,
higher education courses throughout these 50 years of Revolution.
Our schools and universities are not there just for the hell of it. We
must never allow anyone to get rid of qualified people so as not to be
“overshadowed” by them. As the article remarks, those are precisely the
ones we need to take our economy to the proper level. No one should be
promoted just because the boss likes them, but on account of their
proven ability. In these cases, it’s the top manager of the relevant
entity who should be questioned, which is the responsibility of the
Ministry involved.
What matters is to have our First Secretary’s instructions enforced
rather than shelved, and that can only be done using the proper
provisions issued to that effect. That’s how we will all be able to
change our way of thinking.

Scalping or
self-employment? A widespread concern
On September
14, this section published Y. Erbella Ramírez’s concern under the title
Scalping or self-employment?
This concern is shared by many. In the province of Holguín, a large
area on Lenin Avenue, across the street from the Medical School, has
been allocated to displayinf items almost exclusively sold in CUC shops
and an assortment of manufactured goods bought by temporary residents in
some Latin American countries. There you can find anything from foreign
designer shoes –or any other article that sells like hot cakes in the
CUC shops– to a cell phone case at 10.00 CUCs (the same kind that [the
Cuban telephone enterprise] ETECSA sells for 4.00 CUCs).
In other words, these self-employed merchants are reselling at twice the
real price items that those who work for the state have no time to shop
for.
We are thus condoning a wrongful practice that is totally out of keeping
with the social purpose to be met by self-employment.

Backing the
customer
One day I had
the outlandish idea of buying something that I hoped would spare me the
nightmare of transportation: an electric bicycle, a commodity which is
in greater demand with every passing day due to the ever-increasing
price of fuel. In order to ensure a good sale, the manufacturers back up
their marketing strategy with other articles and facilities and go to
great lengths to make improvements all the time.
In Cuba, however, we look down on trade’s each and every sensible rule.
The warranty period is by no means in line with the price of what you
buy, let alone the fact that the dealers never have the spare parts the
customer needs when a problem arises. Consequently, I have to get what I
need in the black market to keep the electrical bicycle I bought three
years ago in good condition for a not inconsiderable amount of money.
None of those fixtures are sold in our stores, not even the batteries
they require.
As customers we have no rights whatsoever due to the lack of a legal
framework that makes it possible to bring an action against any of those
big stores in which no one takes responsibility for what they market.
However, they continue to sell what they sell, and at very high prices
to boot, for their sole interest is to make a profit at the expense of
yours truly, one of the many consumers who always lose out to them.
Incredible as it may sound, they’re still selling other models of those
electrical bicycles at an even higher price but still without the basic
spare parts, aware that those who can will keep on buying from them out
of sheer necessity. The consequences will come later, but nobody seems
to care.

About
the power-saving light bulbs
It’s been a
while since the last time our retail outlets sold power-saving light
bulbs, especially those from 15 to 20 watts, far and away the best ones
for bedrooms and bathrooms.
Given that I’ve always been in favor of any policy to save electric
power, which is so expensive to obtain from fossil fuels like oil, I
traded all my incandescent light bulbs for the power-saving kind, and
every time one of them blew I would get a new one in any store for a
price ranging from 45 to 50 Cuban pesos (CUP). Now and then I would find
5- and 8-watt bulbs (which I have no use for) but not anymore.
The last 18-watt light bulbs I got came from Holguín province, where one
of my colleagues found them, but even those have disappeared from the
stores ever since, just as in my hometown Bayamo where I still have
family. I’ve used two of those light bulbs at home for some time now and
they’ve given me great service, but I’m worried that they could blow at
any minute now. When that happens, I will find myself in a very tight
spot.

Desacuerdo con Respuesta ofrecida por la Unión de
Ferrocarriles de Cuba
Como dijo el compañero Raúl en la clausura de la Primera
Conferencia Nacional del Partido: "Es preciso
acostumbrarnos todos a decirnos las verdades¼
".
A continuación expongo los fundamentos en los cuales me
apoyo para discrepar con la respuesta ofrecida por
Miguel Acuña, director general de la Unión de
Ferrocarriles de Cuba, basándome en mi experiencia
personal, como ferroviario por 18 años y de ellos ocho
como inspector estatal.
1.No se es objetivo y claro en la respuesta brindada así
como está carente de elementos de peso, porque en ningún
momento señala las causas que propiciaron la ocurrencia
del hecho ni los responsables, dando una respuesta vaga
y a medias.
2.Tanto en la denuncia formulada por el ciudadano I.
Rodríguez León en la publicación del Granma del 14 de
septiembre, como en la respuesta de Miguel Acuña en el
del viernes 5 de octubre, se hace referencia a que es
frecuente la ocurrencia del hecho denunciado y no se
hace mención alguna a medidas adoptadas con anterioridad
o en la actualidad para evitar que estos problemas sigan
ocurriendo.
3.No se hace mención en el escrito, que de los referidos
1 050 litros que poseía el depósito de combustible de
dicha locomotora, entre 700 y 800 litros corresponden al
piso del depósito, cantidad que no es succionado por la
bomba de combustible y previsto por el fabricante de la
locomotora para impedir que lleguen al motor las
impurezas y el agua acompañante del combustible, por lo
que estamos hablando que de ese total de combustible
solamente es útil de 250 a 350 litros, cantidad
insuficiente para llegar con seguridad a Santiago de
Cuba, ya que en la topografía de este tramo de vía se
encuentra la pendiente más larga y pronunciada de los
ferrocarriles de servicio público del oriente del país y
que al desplazarse el combustible en el depósito de la
locomotora hacia delante no existe garantía de una
correcta absorción del mismo, por lo que de apagarse la
locomotora, por la falta o insuficiencia del mismo, el
tren se quedaría sin frenos y de seguro podría
producirse un accidente de magnitudes catastróficas.
4.Se omite hacer referencia a que el consumo de
combustible de esa locomotora en vacío, es decir
estacionada, es muy inferior a cuando está en marcha.
5.Tampoco refiere el índice de consumo de combustible
para este tren, en función de la topografía del terreno
y los vagones, es decir la cantidad de combustible que
debería consumir ese tipo de locomotora en condiciones
normales para recorrer los 74,4 kilómetros restantes
hasta Santiago de Cuba para demostrar que realmente el
tren podía continuar sin riesgo.
6.Independientemente del índice de consumo que se
calcule para este tren, históricamente se ha establecido
en los Ferrocarriles de Cuba que las locomotoras de los
trenes nacionales de pasajeros saldrán de su estación de
origen con el depósito de combustible lleno al máximo,
lo cual no tiene nada que ver con los reajustes de los
índices de consumo, ya que esta medida se adopta
teniendo en cuenta que durante el recorrido del tren
entre la estación de origen y la estación de destino
final pueden ocurrir imprevistos por diferentes causas y
como medidas alternativas ante la obstrucción de un
tramo de vía se emplea el desvío por otras opciones a
las normales de circulación de dicho tren según su
recorrido por el itinerario, con lo cual se
incrementaría el consumo de combustible, evitándose con
esta medida demoras adicionales e innecesarias a los
pasajeros por concepto de tener que reabastecer de
combustible a la locomotora.
7.No se da un veredicto del caso, solo acciones
superficiales; y teniendo en cuenta la cantidad de días
transcurridos entre la formulación de la queja y la
respuesta brindada y según mi experiencia de ocho años
como inspector estatal investigando todo tipo de casos
en los ferrocarriles, considero que existió tiempo más
que suficiente para el esclarecimiento del hecho y no
plantear justificativamente que el maquinista y el
inspector del tren están suspendidos de sus funciones y
bajo investigación para determinar las razones de ese
actuar.
Por todo lo antes expuesto es que nos planteamos las
siguientes interrogantes.
¿Si no se hace pública la denuncia se hubiera realizado
alguna investigación?
¿Qué hay de los otros actores involucrados en el caso?
Conductor del tren como máximo responsable de este,
despachador de movimiento de trenes, jefe de
despachadores de movimiento de trenes, habilitador,
etcétera.
¿Dónde está el combustible faltante y necesario para
completar el viaje?
¿Cómo se puede ser tan categórico en el último párrafo
de la respuesta al plantear que se está contra todo acto
de indisciplina que se cometa en la prestación de sus
servicios, si anterior a formularse la denuncia del mal
servicio y el maltrato a los pasajeros, estos hechos
habían ocurrido en reiteradas ocasiones y no se había
solucionado esa problemática?

Aclarando conceptos y posiciones
Leyendo la respuesta a mi carta, publicada el 28 de
septiembre, pude percatarme de que no se prestó la
suficiente atención a su lectura.
Acerca de la información que poseo sobre el tema en
cuestión puedo decir, que es la de más de 40 años en la
docencia médica superior, y ese mencionado 90 % de
libros que se recupera, por mucho, no corresponde con la
realidad y los que se obtienen por esa vía se reciben
bastante deteriorados. Si estos textos se vendiesen, a
contrapelo de lo expresado, la mayoría de las personas
los revenderían para adquirir los del curso venidero,
con la particularidad que los cuidarían con esmero para
evitar su desvalorización y no como ocurre actualmente
que no existe preocupación por su cuidado, amén del
innecesario engorro que para una institución docente
representa la recogida y entrega de los libros de sus
estudiantes y el suministro de material didáctico en el
centro educacional, actividades que van en detrimento
del proceso docente educativo, misión fundamental de los
centros educacionales.
Lo que se lee en la mencionada respuesta, evidencia que
no se brindó la debida atención al párrafo que sigue y
cito:
La obligación estatal consiste en garantizar la justa
retribución del trabajo de esos padres, bajo el
principio socialista de a cada cual según la cantidad y
calidad del trabajo que aporte y solo subsidiar a
aquellos que realmente lo necesiten, demostrado por una
investigación social de cada caso en particular.
Expresado en otras palabras, es perentoria la revisión y
modificación radical de la política salarial en Cuba,
para que el trabajo se convierta, de una vez y para
siempre, en la única fuente de riqueza y bienestar, lo
que en términos económicos significa, recuperar en el
país las perdidas relaciones monetario-mercantiles, fin
de la cita.
Es obvio que con los salarios actuales, una gran
cantidad de padres no podría adquirir libros, uniformes
y materiales escolares, pero con una reforma salarial
adecuada esta necesaria erogación monetaria serviría de
acicate a esos padres a esforzarse más en su trabajo a
fin de lograr mayores ingresos para sufragar los gastos
de sus hijos.
El orgullo por nuestra educación nada tiene que ver con
esta medida, pues se continuará ofreciendo una educación
de alta calidad y de forma gratuita —precisamente la
esencia de la demanda de esos pueblos a la que hace
mención el escrito, resuelta en Cuba hace bastante
tiempo— y, además, como lo establece nuestra Carta
Magna, en la que, casualmente, no se hace alusión a los
uniformes y útiles escolares. Nuestros niños y jóvenes
seguirán luciendo, orondos y henchidos de sano orgullo,
sus vistosos uniformes, pero adquiridos con el
productivo sudor de sus padres, quienes les exigirán
cuidarlos debidamente. Ya en la actualidad un buen
número de padres tiene que desembolsar su dinero para
adquirir libros y uniformes por diferentes causas, que
no viene al caso enumerar.
Como acoté anteriormente, si hubiese que subsidiar a
alguien, se haría bajo el principio de hacerlo sobre la
base de personas y no de productos o servicios.
Lo del sabor a neoliberalismo¼
no vale la pena emborronar cuartillas por lo absurdo e
inconsistente del planteamiento. Estamos hablando de
perfeccionar nuestro sistema socialista, antítesis del
neoliberalismo, y erradicar gratuidades que influyen en
la productividad y la eficiencia del trabajo y no
constituyen conceptos de principio. Las oportunidades
seguirán siendo patrimonio de todos, esfuerzo mediante,
y no se perderá ni un solo talento por falta de recursos
como ocurre en el capitalismo, pero tampoco se perderán
millones de pesos, y no centavos como se plantea en la
crónica, fomentando el igualitarismo y, más importante
aún, contribuyendo a la ineficiencia y la desidia como
ha sucedido hasta ahora.
Nadie ha dicho que la tarea es fácil, pero hay que
acometerla con decisión para lograr el ansiado despegue
económico del país y el bienestar que nuestro pueblo
merece.

Siguen los desconocidos inscritos en mi casa
Ante todo mi sincero agradecimiento por haber publicado
mi carta el pasado 3 de agosto del 2012.
En esa carta denunciaba mi situación al tener inscritos
en mi dirección a dos personas que nunca han vivido en
mi casa, al tiempo que aparecían como "transitorias" en
casa de su madre, con la cual han vivido desde su
nacimiento.
A raíz de la publicación de mi carta, inspectores del
Minint comprobaron la veracidad de mi reclamo, pero nada
ha pasado. La Fiscalía después de manifestar que estoy
en un "limbo legal", me ha dejado sumido en el mismo.
La orden que tiene el CIRP —Carné de identidad— de que
solo da baja a petición voluntaria y expresa de la
persona involucrada, equivale, a mi juicio, a plantear
que los ladrones solo serán apresados si se presentan
voluntariamente en las unidades de la PNR. Cuando una
persona actúa de mala fe, como es el caso de los
inscritos en mi casa, desde luego que no van a darse
baja de manera espontánea.
Es realmente inconcebible que un caso tan sencillo y
evidente no haya encontrado solución después de dos años
de gestiones a todos los niveles.

Necesidad de respetar la opinión discrepante
El artículo publicado el pasado viernes bajo el título
"De jefes y responsabilidades" me ha motivado a sumarme
a quienes emiten sus opiniones en este espacio, del cual
soy lector asiduo desde sus inicios. En esta ocasión
quisiera opinar sobre dos temas que fueron tratados en
él.
El primero es sobre el llamado hecho por el compañero
Raúl a emitir con sinceridad nuestros criterios, o con
sus palabras "a decirnos las verdades de frente,
mirándonos a los ojos, ¼
discrepar incluso de lo que digan los jefes, cuando
consideramos que nos asiste la razón", cuestión que
considero básica para que nuestra sociedad continúe
avanzando, implementando los cambios que genera la
actualización de nuestro modelo económico, evitando a su
vez que se cometan nuevos errores por no escuchar todos
los criterios o lo que es lo mismo no propiciar que
todos participen en su dirección.
Esto que se dice y escribe fácil es un proceso muy
complejo, pues durante muchos años no ha sido una
práctica habitual y no solo los superiores se han
acostumbrado a esta situación y no les gusta o no
aceptan que se les cuestione, sino que los subordinados
también se han acomodado a vivir sin buscarse los
problemas que derivan de asumir esta postura. Esto a su
vez ha abierto el camino a oportunistas y aprovechadores,
verdaderos artistas en decir lo que los jefes quieren
escuchar.
La realidad es que se ha matado el debate y la cuestión
es preguntarnos: ¿por qué esto ha pasado? Personalmente
no creo que sea porque a la gente no le interese
participar, la propia idiosincrasia del cubano lo
inclina a opinar de todo, a discutir sobre cualquier
temática cuando se abre el espacio para ello, el debate
popular sobre los Lineamientos de la Política Económica
y Social del Partido y la Revolución lo demuestran. Creo
que la causa está en que no existe el clima adecuado y
es la consecuencia de durante años haber combatido a
quienes emiten criterios divergentes, catalogándolos
cuando menos de "rosca izquierda" y cuando más de
problemáticos y conflictivos.
Creo que el mejor termómetro para medir cómo esto va
cambiando es que los niveles superiores valoren la
participación en las discusiones y las votaciones en
cualquier tipo de reunión o evento que conlleve a tomar
acuerdos en sus entidades subordinadas, dígase las
sesiones de los órganos de dirección colectiva,
cuestionándolos si son adoptados unánimemente y mediante
pálidas discusiones, pues en esos casos podemos estar
seguros de que muchos de los participantes no expresaron
lo que pensaban y eso es dañino, pues como afirmara Raúl,
luego emiten criterios en pasillos o lugares indebidos.
Debe velarse porque los órganos asesores no existan por
pura formalidad, sino para emitir criterios y que estos
sean tomados en consideración, aunque difieran de la
idea del jefe. No se debe permitir que cuando un tema
sea sometido a la consideración de expertos lo que se
busque sea apoyar una decisión previamente tomada y si
eso no se logra sencillamente se ignoren sus criterios.
En este sentido considero que por ahí debe empezar el
cambio, por una parte revisando lo que se aprueba sin
haber sido discutido y discrepado, y por otra juzgando a
los jefes que se pronuncian o actúan contra quienes
difieren de sus criterios, exigiendo que las reuniones
no sean monólogos donde solo hablan los jefes.
En segundo orden quería referirme al tema de las
competencias, que muy bien esta reflejado en el artículo,
cuando menciona que se necesitan jefes competentes. En
este sentido la recomendación sería evaluar este aspecto
en el trabajo de los órganos de cuadros, empezando por
la selección. Si algo ha caracterizado nuestro proceso
revolucionario ha sido el esfuerzo permanente por elevar
el nivel educacional del pueblo. ¿Cómo se entiende
entonces que se promueva a un cargo superior a alguien
que tiene menor nivel educacional que sus subordinados?
Evidentemente esta no es la única condición para
desempeñar funciones de dirección, pero cuando estas
cosas pasan contrastan con el gran potencial de
compañeros con preparación superior que han sido
formados en los más de 50 años de Revolución.
Las escuelas y universidades no están por gusto. No debe
permitirse que se eliminen compañeros con capacidades
porque hagan "sombra", pues como dice el artículo son
ellos precisamente los que se necesitan para poder
llevar la economía al nivel que demanda el país. No
deben promoverse compañeros porque agraden al jefe, sino
por sus capacidades demostradas. Cuando estas cosas
suceden en una entidad quien debe ser cuestionado es su
máximo dirigente y eso compete al nivel superior.
Lo más importante es hacer cumplir lo que está orientado
por nuestro Primer Secretario, que esas indicaciones no
queden engavetadas y eso solo es posible instrumentando
los mecanismos para velar por su cumplimiento. Eso nos
ayudará a todos a cambiar la mentalidad.

¿Revendedores o cuentapropistas?: preocupación de muchos
El 14 de septiembre en la sección Cartas a la Dirección
publicaron una preocupación de Y. Erbella Ramírez con el
título de ¿Revendedor o cuentapropista?
Esa preocupación es de muchos. En Holguín se ha
autorizado una gran área frente a la Universidad de
Ciencias Médicas, en la avenida Lenin, donde se exponen
en los famosos catres (se utilizan para colocar lo que
se oferta), una serie de productos, por lo general casi
todos procedentes de las tiendas recaudadoras de divisas,
y de productos industriales comprados por residentes
temporales en algunos países de Latinoamérica. Usted
puede encontrar en esos catres lo que necesite desde un
par de zapatos de marca traídos desde el extranjero,
cualquier producto de los que se agotan de inmediato en
las tiendas que venden en CUC, hasta un estuche de
teléfonos celulares, que ETECSA comercializa a 4.00 CUC
y allí se venden a 10.00 CUC.
Se está autorizando a los cuentapropistas a revender a
precios que duplican el real, a ese cubano que trabaja
en un horario laboral que apenas tiene tiempo de ir a
una tienda.
Estamos autorizando una venta que no es la más adecuada
y creo que no está dentro del objeto social del trabajo
por cuenta propia.

El respaldo al cliente
Un día tuve la peregrina idea de comprar en una de
nuestras tiendas algo que pensaba me libraría de los
tormentos de transportarme. Una bicicleta eléctrica.
Hoy en el mundo se fabrican y se venden cada día más por
el precio en aumento continuo del combustible. Para
asegurar su venta, los fabricantes conocen que deben dar
un respaldo en productos y facilidades a lo que ponen en
el mercado, a la vez que se esmeran en cómo mejorarlo.
Aquí, desafiamos todas las reglas lógicas que en el
comercio existen. La garantía no tiene nada que ver con
el precio de lo que se compra y por supuesto, no existe
una sola pieza en las casas comerciales para satisfacer
las necesidades del que compró algo, cuando exista un
problema.
Así, esa bicicleta eléctrica que hace tres años compré a
un precio nada despreciable, debe uno mantenerla con lo
que suministran las personas en nuestras calles.
Nada de los elementos esenciales que lleva esa bicicleta
eléctrica para que funcione, se vende en ninguna de
nuestras tiendas comerciales normalmente. Ni siquiera
las baterías que son el combustible de las mismas.
Los clientes no poseemos ningún derecho. Estamos
desprovistos de cualquier marco legal que nos permita
iniciar una acción contra cualquiera de esas grandes
tiendas distribuidoras de productos, de las cuales
ninguna de ellas se hace responsable. Pero ellas siguen
vendiendo, que es su único interés, incrementando sus
ganancias a costa de los altos precios que se imponen a
los productos y somos los consumidores, los únicos
perjudicados.
Y aunque parezca imposible, hoy en día se siguen
vendiendo esas bicicletas eléctricas en otros modelos,
su precio es más alto todavía, siguen sin tener piezas
de respaldo y la necesidad hace que el que pueda la siga
comprando. Las consecuencias vendrán después pero eso no
se toma en cuenta.

Acerca de los bombillos ahorradores
Desde hace ya algún tiempo han desaparecido de la red
minorista en algunas ciudades los bombillos ahorradores
de electricidad, en especial los comprendidos entre 15 y
20 watts, que son idóneos para alumbrar una habitación y
un cuarto de baño.
De más está decir que siempre estuve de acuerdo con la
política del ahorro de electricidad, que tanto cuesta
producir a partir de combustibles fósiles como el
petróleo, y entregué todos mis bombillos incandescentes
a cambio de los ahorradores y cuando se me fundía alguno,
podía adquirirlos en la red minorista a un precio
comprendido entre 45 y 50 CUP. Algunas veces han
aparecido bombillos de cinco y ocho watts, los que nada
me resuelven, pero ya ni esos aparecen.
Los últimos bombillos de 18 watts me los consiguió un
compañero de trabajo en Holguín, pero ya ni allí
aparecen. Tampoco en Bayamo, mi ciudad natal, aunque no
vivo allí, pero tengo familia. Poseo dos de estos
bombillos instalados en mi habitación y en el baño,
brindándome un inestimable servicio, pero temo que
puedan fallar de un momento a otro, poniéndome en un
verdadero aprieto.
