La asignación, fechada el 17 de abril del 2009 establecía claramente que el dinero se asignaba para "actividades en Cuba", cuyo origen no establecía, por lo que asumo eran actividades clandestinas pues dicha institución no ha realizado actividades legales en Cuba.
