BETWEEN CONCEALMENT AND MANIPULATION

When a Cuban talks to an American citizen -one authorized by the US government to visit the Island- he is amazed at the surprise the visitor shows about the things he sees all the time, everywhere. This is because of the contrast between the reality and what he had read or heard about Cuba in the press, entertainment and publicity media in his country.

Only then, can one understand the vehemence of the US government's probition of US nationals traveling to Cuba. This prohibition has been in place for more than half a century, except for brief periods when the everlasting inflexibility has given way to a change of tactics to disguise the suppression of a right guaranteed in theory by the US Constitution to its citizens.

During the Clinton administration, Washington tested the “people to people” strategy “to influence Cuban population by showing them the virtues of capitalism”, but this was suspended during George W. Bush’s presidency “because its results were counter-productive”. However, the methods for media manipulation have not varied much.

Cuba always welcomed the “people-to-people” practice -even when it was well aware of its hostile purposes- because it values as something desirable and positive the idea that as many US citizens as possible should be able to visit the Island to see for themselves a reality very different from the one painted by the corporate media in their country.

The interesting thing is that the government and corporate media’s old campaign of slander against Cuba is still present. It seems to be being intensified now with the purpose of countering the effects on the broad public of the “false” impressions brought back by the visitors authorized by Washington.

Generally speaking, the script has not changed a bit: failure of the Revolution, isolation of Cuba, unhappiness, defections, scarcity, repression, violation of human rights, restricted economic freedoms, and other slogans repeated over and over in a thousand ways along half a century.

These are mostly lies or manipulated half truths integrated into the economic, legislative and administrative actions of US “soft” diplomacy, or as part of the destabilization, subversion or straightforward terrorist operations carried out by their intelligence and counter intelligence agencies.

Today, the old script has been adapted to the present situation with the incorporation of new-fangled elements in an attempt to counter the proven permanent capacity Cuban revolutionaries for renovation.

This capacity of the Cuban Revolution to correct mistakes without losing direction should serve its adversaries as a sign of the fruitfulness which the present historic moment could have in store for Cuba in its struggle for independence and social justice.

The present slander campaign includes new elements: it contends that the changes Cuba is implementing in order to preserve and develop its social system and make it sustainable, are really aimed at a return to the capitalist past in view of the government’s failure to save an economy collapsed by socialism.

They mock the application in Cuba of capitalist formulas to solve operational contradictions in the economic system in place on the island. It's as if the economic rule of centralized economies resorting to market procedures to solve circumstantial problems were not valid in the same way that market economies resort to centralized control to solve their macroeconomic problems. (This has been done by the financial systems of the US and other capitalist countries, which undertake the rescue of their banks in crisis situations; and this does not imply an official political will towards socialism).

They speculate about internal struggles between different trends within the leadership of the Revolution and demand faster and deeper changes of the Cuban Government. This is because the powerful unity of the people and their political leadership, as well as the maturity and earnestness with which the Island is undertaking its future. These are precisely the greatest obstacles for their intentions of separating the people from its revolutionary leadership and thus defeat its socialist project.

It’s unbelievable that the richest, most militarily powerful and technologically-developed country in the world has resorted for more than half a century to a strategy of concealment and manipulation of the reality of this small country in an attempt to frustrate the determination of its people to exist as a free and independent nation. But the fact is that the strategy has been to no avail.

    ENTRE EL OCULTAMIENTO Y LA MANIPULACIÓN

Cuando un cubano conversa con algún ciudadano de Estados Unidos -de los que están siendo autorizados por el gobierno de su país a visitar la isla- se asombra por la sorpresa que éste manifiesta ante las cosas que observa en cada lugar y en cada minuto, por la distancia que aprecia entre aquello que tiene ante sí y lo que había visto o leído sobre Cuba en los medios de prensa, entretenimiento y publicidad de su país.

Solo entonces uno comprende el porqué de la vehemencia con que el gobierno de EEUU ha prohibido a sus nacionales viajar a Cuba durante más de medio siglo, salvo en cortos períodos en los que la rigidez ha cedido a un cambio de táctica que haga menos evidente la supresión de un derecho supuestamente garantizado por la Constitución a sus ciudadanos.

Washington ensayó la estrategia “pueblo a pueblo” durante la administración de William Clinton “para influir en la población cubana mostrándole las virtudes del capitalismo” pero la suspendió durante el mandato de George W. Bush “porque sus resultados eran contraproducentes”. Pero los métodos de manipulación de la información sobre Cuba en los medios no han variado mucho.

Cuba siempre acogió con beneplácito la práctica “people to people” pese a conocer de su propósito hostil, porque aprecia como algo deseable y positivo que la mayor cantidad posible de personas de Estados Unidos visite la isla para que observe “con sus propios ojos” una realidad bien distinta a la que le han pintado y que la prensa corporativa de su país le sigue alimentando.

Lo interesante es que la vieja campaña de difamación contra Cuba en medios gubernamentales y corporativos estadounidenses sigue presente y hasta parece intensificarse ahora, matizada por el propósito de desvirtuar en el gran público de Estados Unidos las “falsas” impresiones que transmiten los visitantes que están siendo autorizados por Washington.

En líneas generales, el guion no ha variado: fracaso de la revolución, aislamiento de Cuba, descontento, deserciones, escaseces, represión, derechos humanos violados, libertades económicas limitadas y demás consignas repetidas de mil maneras a lo largo de medio siglo.

Son mentiras o manipulaciones de medias verdades que se integran a las acciones económicas, legislativas y administrativas de su diplomacia “suave” o forman parte de las operaciones de desestabilización, subversión o directamente terroristas que ejecutan sus agencias de inteligencia y contrainteligencia.

Ahora el viejo guion ha sido adaptado a la nueva situación con incorporándole elementos novedosos que pretenden contrarrestar la capacidad de renovación permanente tantas veces demostrada por los revolucionarios cubanos.

Esta capacidad de corregir errores sin perder el rumbo que ha mostrado la revolución cubana debía servir a sus adversarios de presagio de la fertilidad que el actual momento histórico pudiera reservar a Cuba en su lucha por la independencia y la justicia social.

Aspectos novedosos de la orientación actual de la campaña de descrédito son aquellos que afirman que los cambios que Cuba ejecuta en interés de preservar y desarrollar su sistema social y hacerlo sostenible, reflejan una voluntad de regresar al pasado capitalista ante la incapacidad del gobierno para encauzar de otra manera la economía fracasada por el socialismo.

Se mofan de que Cuba aplique recetas capitalistas para resolver las contradicciones operacionales en el sistema económico vigente el la isla, como si no fuera invariable regla económica la de que las economías centralizadas apelen a mecanismos mercantiles ante sus dificultades circunstanciales, de la misma manera que las economías mercantiles recurren al control centralizado para resolver las suyas del mercado.

(Así lo vienen haciendo los sistemas financieros de Estados Unidos y otros países capitalistas cuyos gobiernos asumen el rescate de sus bancos ante situaciones de aguda crisis, sin que ello insinúe una voluntad política oficial de orientación socialista).

Especulan acerca de lucha entre tendencias en la dirección de la Revolución y reclaman del gobierno cubano cambios más rápidos y profundos, porque la sólida unidad del pueblo con su dirigencia política, y la madurez y seriedad con que la Isla está asumiendo su porvenir, son precisamente los obstáculos más firmes para sus designios de separar al pueblo de su dirigencia revolucionaria para derrotar su proyecto socialista.

Es inaudito que el país más rico, militarmente más poderoso y con mayor desarrollo tecnológico del mundo, haya acudido durante más de medio siglo, a una estrategia de ocultamiento y manipulación de la realidad de este pequeño país para tratar de frustrar la decisión de su pueblo de existir como nación libre e independiente. Y que, además, ésta haya resultado infructuosa.
