The US hires foreign “contractors” to carry out
dirty propaganda and intelligence against Cuba

Washington has chosen foreign contractors, one from Hong Kong and the other from Israel to carry out dirty propaganda operations against Cuba, flooding its communications systems with material to destabilize the country.
This information came into view after the publication by American journalist and researcher Tracey Eaton at the Cuba Money Project website with documents from the Broadcasting Board of Governors. BBG is the federal agency that rules US communications and carries out US political propaganda tasks abroad.
Recently, BBG has successively granted contracts for the implementation of propaganda operations through cell phones and TV in the Island, with total disregard to Cuban regulations, hiring firms whose owners could represent serious security risks.
The contract targeting thousands of Cuban cell phones, chosen by BBG from an untraced source with propaganda messages provided by the staff in their disinformation system was attributed to Washington Software, an unknown “Asian-American” firm, according to state records.
Washington Software, a firm in Germantown, Maryland, declares it has 11 employees and a $560, 000 dollar income, which seems very little considering the average salary and the general cost of living in the area. It is not known if the task of flooding Cuba with SMS will be subcontracted in the former British colony, which would be really incongruous.
The company’s website does not reveal a single name of the members of staff or management. Five employees were found in an Internet social network search.
According to unofficial sources, the company’s president is Michael Cheng, who studied in Hong Kong University before moving to the US.
Two of the operators are Andrew Leung and David Lam. The latter was a teaching assistant at the University of Texas.
However, the registered agent of the firm in the State of Maryland is a certain Wai Pong Leung who declares residence in Silver Spring.
AN ISRAELI FIRM TO ATTACK CUBA
The nature of the commission to Israeli contractors against Cuba's air waves is not so strange but highly suspicious considering the specifications of the contract, many of these linked to intelligence operations.
RRSat Global Communications, the company that will try via satellite to flood Cuban TV's with American propaganda, belongs to David Rivel, an Israeli businessman.
David Rivel is an engineer trained at the Technion, Be’er Sheva Campus of the Israeli Institute of Technology. The citizen of the Zionist State is a member of several societies among them IEEE, World Teleport Association (WTA) and the International Society of Satellite Professionals.
The company’s address is: Reem Junction, D.N. Shikmin 79813, Israel.
Among its clientele Rivel has several “big names” of the American communications industry, namely Fox Sports, CNN, Nickelodeon, NBC and Playboy.
ENCRYPTED PROGRAMS MONITORED FROM MIAMI
It’s indeed suspicious that the company will have to find a way to spread programs for the public as well as encrypted messages – which can have no other purpose than intelligence. The broadcasting will have to be monitored from Miami by the agents of the Office of Cuba Broadcasting (OCB), the federal agency for propaganda against Cuba, a branch of the Voice of America.
The signal will have to be strong enough to be received by reflector screens as small as 31.5 inches.
The OCB will work directly from Miami and the agency staff will use Scientific Atlanta/Cisco IRD equipment.
The contractor will use his satellite system Hispasat and its signal will have to be activated “without any possible intervention or interruption.”
The service will have to operate “24 hours a day”.
If the testing proves successful, the contract may be extended to the amount of $1,054,500 dollars, indicates Cuba Money Project website (cubamoneyproject.org).

EE.UU. confía a “contratistas” extranjeros tareas
de propaganda sucia e inteligencia contra Cuba

El gobierno de Washington ha elegido a "contratistas" de origen extranjero, uno procedente de Hong Kong, el otro de Israel, para realizar operaciones de propaganda sucia contra Cuba, inundando sus sistemas de comunicaciones con material destinado a desestabilizar el país.
Esta observación nace de la publicación por el sitio web Cuba Money Project, del periodista e investigador norteamericano Tracey Eaton, de documentos del Broadcasting Board of Governors (el Buró de Gobernadores de las Trasmisiones). El BBG, por sus siglas en inglés, es el organismo federal destinado a regir las comunicaciones en Estados Unidos y a realizar tareas de propaganda política de ese país en el exterior.
Recientemente, el BBG ha otorgado sucesivamente contratos para la puesta en marcha de operaciones propagandísticas, tanto por celulares como por la televisión en la Isla, con absoluto desprecio de los convenios internacionales y de las reglamentaciones cubanas, contratando a firmas cuyos dueños pudieran constituir serios riesgos de seguridad.
En el caso del contrato destinado a bombardear miles de celulares cubanos, seleccionados desde una fuente indeterminada por el propio BBG, con mensajes propagandísticos proveídos por el personal de su sistema de desinformación, se atribuyó a Washington Software, una firma desconocida "de propiedad asiática-americana", según los propios registros estatales.
Washington Software, firma radicada en Germantown, estado de Maryland, declara tener 11 empleados e ingresos de 560 000 dólares, lo que parece muy poco considerando el promedio de los salarios y de los costos generales en la zona. No se sabe si la tarea de inundar a Cuba de SMS se subcontratará en la excolonia inglesa, lo que sería el colmo de la incongruencia.
El sitio web de la empresa no revela un solo nombre de los miembros de su administración y de su personal. Cinco de sus empleados aparecen al realizar una búsqueda en Internet y en las llamadas redes sociales.
Según estas fuentes no oficiales, el presidente de la empresa es un tal Michael Cheng, quien realizó sus estudios en la Universidad de Hong Kong antes de trasladarse a EE.UU.
Dos de sus informáticos se llaman Andrew Leung y David Lam. Este último fue auxiliar de docencia en la Universidad de Texas.
Sin embargo, el agente registrado de la firma ante el estado de Maryland, es un tal Wai Pong Leung que declara como domicilio la localidad de Silver Spring.
UNA FIRMA ISRAELÍ PARA AGREDIR A CUBA
La naturaleza del encargado israelí de agredir a Cuba por la vía de las ondas no es tan extraña como altamente sospechosa, teniendo en cuenta las especificaciones del contrato —muchas evidentemente vinculadas a operaciones de Inteligencia.
RRSat Global Communications, que intentará inundar por satélite los televisores de los cubanos con programas de propaganda norteamericana, pertenece a David Rivel, un empresario israelí.
David Rivel es un ingeniero formado en el Technion, del Israel Institute of Technology, Campus de Be’er Sheva. El ciudadano del estado sionista es miembro de distintas sociedades entre las cuales está el IEEE, World Teleport Association (WTA) y la Sociedad Internacional de los Profesionales de Satellite (SSPI).

PROGRAMAS ENCRIPTADOS CONTROLADOS DESDE MIAMI
Sospechosamente, la empresa tendrá que encontrar cómo difundir, a la vez, programas destinados al público como emisiones encriptadas —que no pueden ser para otros fines que de inteligencia. Estas emisiones tendrán que ser controladas desde Miami por los agentes del Office of Cuba Broadcasting (OCB)— el órgano federal de propaganda contra Cuba, una dependencia de la Voice of America.
La señal tendrá que ser suficientemente potente para ser captada "por pantallas reflectoras tan pequeñas como de 31,5 pulgadas".
El OCB se hará directamente desde Miami por el personal de "la agencia" utilizando equipo Scientific Atlanta/Cisco IRD.
El contratista usará su sistema satelital Hispasat cuya señal tendrá que ser activada "sin intervención o interrupción alguna".
Este servicio tendrá que funcionar "24 horas por día".
Si las pruebas se revelan exitosas, el contrato
pudiera extenderse hasta tener un valor de 1 millón 54 mil 500 dólares,
