About this economy-oriented measure, unquestionably important to all of us who live in Cuba and not only to those who receive remittances through the Western Union, I have written a number of articles which have given rise to many comments. I believe Nelson Domínguez has been particularly worried about it, not because he gets remittances but taking into account the significance of this issue. Nelson has sent my articles to other people and they have stated their opinions. Whether or not I agree with them, I think it’s only fair that they make their own assessment considering how little informed we all are in this regard. One especially interesting comment I received came from Ernesto Molina Molina, Doctor of Economic Sciences, who will soon send me an article that you will be able to see in our humble bulletin El Heraldo. I’d like to quote Raúl Castro’s words in his December 18 speech to the National Assembly of the People’s Power: “We should not be afraid of disagreement, and this directive, which is hardly new, should not be interpreted as being limited to the discussion of the Guidelines; any dissenting opinion, if stated in the right place, at the right time and in the right way, that is, in the proper place and manner, will always be preferable to a false consensus based on pretense and opportunism. It’s also a right no one must be denied. The more ideas we can arouse while a problem is being analyzed, the closer we will be to its right solution.” Regardless of how many ideas we may come up with, I think the most important thing –as I suggested in my article of January 3 with the title La Western Union Company por dentro– is that: “The Cuban enterprise in charge of these operations should publish an explanatory note to let us all know what Western Union, its top executives and the U.S. Department of the Treasury already know, that is, the specific terms of their agreement. Thus we would prevent comments and views we would certainly never hear were the terms made known to everyone.” At this point I’d like once again to quote Raúl´s words in the same speech: “We must lay on the table the whole information and the reasoning behind every decision, and while we’re at it, eliminate the excess secrecy we have grown used to practicing in 50 years of life under the enemy’s siege. Of course, any state must always be reasonably secretive about some matters, but not those defining its nation’s political and economical course. It is essential that we explain, provide sound arguments and convince our people of the fairness, need and urgency of any measure, no matter how tough it seems to be.” Further on he added: “I am a defender of the fight against secrecy, because behind its decorated façade are not only our true shortcomings but also those who want to keep things that way. And I still recall certain complaints: ‘Yes, publish this or that criticism in the papers,’ I instructed myself many years ago, and needless to say, no state organization was mentioned, just its product, etc., because the great bureaucratic apparatus made itself felt at once.” It’s important that we lift the veil over the “mystery” of an operation that they set in motion a few weeks ago with President Obama’s approval. Well, the Western Union Company would have never dared to do it otherwise, not a venture that some people describe as “beneficial to Cuba”. And this is where I get a bit jumpy about seeing together three factors that can’t possibly be combined: the Western Union Company leaders and stockholders, whose only aim is to make a profit; the Obama Administration, whose only wish has proved time and time again to see the end of the Cuban Revolution, and Cuba, whose steadfast struggle against a skillful, powerful enemy ninety miles away from its shores still continues. By such logic, it’s plain to see there’s something fishy about the whole thing. To finish this article, I’d like to quote Raúl’s words once more: “Not a shred of willingness to change the policy on Cuba can be seen in our relations with the United States, not even the will to right its most irrational wrongs. Obviously, the reactionary and powerful minority that sustains the anti-Cuban mafia still prevails over these issues.”
		SOBRE EL DIEZ POR CIENTO Y LA WESTERN UNION Por: Dr. Néstor García Iturbe 16  de  enero del 2010 En relación con esta medida de carácter económico, que estoy seguro tiene importancia para todos los que vivimos en Cuba, no solamente para los que reciben remesas vía WESTERN UNION, he escrito algunos artículos sobre los que muchos compañeros me han enviado sus comentarios.  Considero que Nelson Domínguez ha sido uno de los que más se ha preocupado por esto, no porque reciba remesas, sino por la importancia del tema. Nelson ha enviado mis artículos a otros compañeros y estos han planteado su criterio sobre los mismos.  Esté o no de acuerdo con ellos, lo considero un análisis justo en base a la carencia de información que todos tenemos sobre el asunto.   Uno de los comentarios más interesantes que he recibido ha sido del Dr. en Ciencias Económicas Ernesto Molina Molina, el que próximamente me enviará un artículo que ustedes recibirán por medio de nuestro modesto boletín, El Heraldo. Del discurso de Raúl en la Asamblea Nacional del Poder Popular, el 18 de diciembre , pudiéramos citar: “No hay que temerle a las discrepancias de criterios y esta orientación, que no es nueva, no debe interpretarse como circunscrita al debate sobre los Lineamientos; las diferencias de opiniones, expresadas preferiblemente en lugar, tiempo y forma, o sea, en el lugar adecuado, en el momento oportuno y de forma correcta, siempre serán más deseables a la falsa unanimidad basada en la simulación y el oportunismo. Es por demás un derecho del que no se debe privar a nadie. Mientras más ideas seamos capaces de provocar en el análisis de un problema, más cerca estaremos de su solución apropiada.” No obstante todas la ideas que podamos desarrollar, considero  lo más importante, como propuse en el último artículo que escribí  el día 3 de enero titulado LA WESTERN UNION COMPANY POR DENTRO,  que: “la empresa cubana encargada de realizar estas operaciones publique una nota explicativa donde todos podamos saber lo que ya sabe la WESTERN UNION,  sus principales ejecutivos y el Departamento del Tesoro del Gobierno de Estados Unidos, es decir, los términos del acuerdo que se ha realizado con dicha empresa. Así se evitarían comentarios y criterios que seguramente al conocer los términos del acuerdo no se realizarían.” Aquí quisiera nuevamente citar a Raúl en el propio discurso, cuando dijo: “Es preciso poner sobre la mesa toda la información y los argumentos que fundamentan cada decisión y de paso, suprimir el exceso de secretismo a que nos habituamos durante más de 50 años de cerco enemigo. Siempre un Estado tendrá que mantener en lógico secreto algunos asuntos, eso es algo que nadie discute, pero no las cuestiones que definen el curso político y económico de la nación. Es vital explicar, fundamentar y convencer al pueblo de la justeza, necesidad y urgencia de una medida, por dura que parezca.” Más adelante agregó: “Y soy un defensor de la lucha contra el secretismo, porque detrás de esa adornada alfombra es donde se ocultan las fallas que tenemos, y los interesados en que sea así y siga así. Y yo recuerdo algunas críticas; "sí, saquen en el periódico tal crítica", le orienté yo mismo, antes, hace muchos años, y, naturalmente, no se habló de un organismo, sino de un producto, etcétera. Inmediatamente la gran burocracia empezó a moverse:” Es importante quitarle el “misterio” a este asunto, que desde hace pocas semanas se puso a funcionar y que ha contado con la aprobación de la administración Obama, porque de no ser así, la WESTERN UNION COMPANY  no se atrevería a llevar a cabo una empresa como esta que según algunos consideran “es beneficiosa para Cuba”. Aquí es donde yo me pongo nervioso, al unir tres elementos que son como el agua y el aceite.   La WESTERN UNION COMPANY, cuyo interés es beneficiarse ella y sus accionistas; la administración Obama que ha demostrado una y mil veces que lo que desea es acabar con la Revolución Cubana y  Cuba, que está luchando estoicamente contra un potente y hábil enemigo, a noventa millas de sus costas. Si aplicamos la lógica, algo en este asunto anda mal. Para terminar este artículo, nuevamente cito a Raúl en el mencionado discurso: “En las relaciones con los Estados Unidos no se aprecia la menor voluntad de rectificar la política contra Cuba, ni siquiera para eliminar sus aspectos más irracionales. Se hace evidente que en esta cuestión sigue prevaleciendo una minoría reaccionaria y poderosa que sirve de sustento a la mafia anticubana. “
