Desagüe Street’s drainage (Juventud Rebelde, November 10, 2005)

Oscar Suárez Páez and Margarita Regal Reyes write on behalf of many other neighbors who live at 663 Desagüe Street between Montoro St. and Pozos Dulces St., Plaza de la Revolución Municipality. They do it because a leaking of sewage in their building has made life miserable for them, especially for those who live in a cellar-level house.

The nauseating waters have been flowing freely for quite some time now, which has been duly reported to Aguas de La Habana[2], they assure us. But to no avail. Hence, the neighbors decided on their own to break open the part of the sidewalk where the miasma comes out, so that it could flow to the street at least, but everything tends to accumulate right in front of the building, therefore causing unbearable stench and health hazard. And things get worse when it rains.

Two years ago, as the senders recollect, they had a similar obstruction in the building’s left-hand passageway resulting in damages to bathrooms in ground floor apartments and the cellar. A brigade from the municipal Housing Institute came (paid by the neighbors themselves) to fix the problem, but they never finished the work, since Aguas de La Habana failed to take care of their share of the work (the sidewalk spillage), which everyone in the building assure and emphasize was the cause of today’s suffering.

According to the undersigned, the local People’s Power delegate has taken things into her own hands and visited Aguas de La Habana offices several times. However, the draining filth is still flowing down Desagüe street.

As turbulent as the first is the second story, sent by Julio Viqueira Camejo, who lives at 525 20 de Mayo Ave., between Marta Abreu St. and Línea St., Cerro Municipality. It is related to an already historical spillage of drinking water which now and then comes to life again, as it has been the case for the last few weeks.

In addition to such waste in a city where many suffer from water shortage, the existing jet affects the pavement and has in fact drilled holes in it, thus complicating vehicular traffic along this busy thoroughfare. Julio points out that Aguas de La Habana has worked on the premises three times, though it seems the problem is yet to be eradicated.

And in the garden of Granma 1, the same twelve-floor building where Julio lives, there’s been a broken pipe for almost a month. Go imagine how much water has been lost. Dwellers reported the situation to Aguas de La Habana, and they sent an inspector. Days later a brigade dropped by, opened a hole in 20 de Mayo Avenue, and left the premises. The leak is still there, like a monument to squandering.

Again, Julio’s third message is related to the water pumps in his building, which have been kept in operation for over 30 years thanks to several neighbors’ dedication. One of them is beyond repair and the other is still active on account of their great pains over its care, a situation that has been noticed by Havana’s Empresa de Edificios Altos (Tall Buildings Enterprise).

He complaints that they solved the hardest problem more than two years ago: being assigned a new water pump. But at this juncture Cerro Municipality’s Social Minibrigade[3] has not put it in place despite previous assurance to the neighbors. Incredible, but true.

Desagüe en la calle Desagüe

Oscar Suárez Páez y Margarita Regal Reyes me escriben en nombre del resto de los inquilinos del edificio sito en Desagüe 663, entre Montoro y Pozos Dulces, en el municipio capitalino de Plaza de la Revolución. Y lo hacen porque un vertimiento de aguas albañales en ese inmueble ha complicado la existencia de los vecinos, especialmente los que habitan en el sótano del mismo.

El nauseabundo salidero ya lleva bastante tiempo haciendo de las suyas, y eso lo conoce Aguas de La Habana, aseguran. Mas todo sigue igual. Por ello, los vecinos decidieron romper por sí mismos la parte de la acera donde brotan las miasmas, para que al menos drenaran hacia la calle. Pero se acumulan frente al edificio con insoportable hedor y el consiguiente peligro para la salud. Y todo se complica más cuando arrecian las lluvias.

Recuerdan los remitentes que hace dos años se presentó esa tupición en el pasillo lateral del inmueble. Las aguas albañales hicieron de las suyas en los baños de la planta baja y el sótano, y una brigada de la Vivienda Municipal acometió la reparación, costeada por los bolsillos de los vecinos. Pero ese trabajo quedó incompleto, pues Aguas de La Habana no realizó lo suyo en la parte de la acera que le corresponde, aseguran y recalcan que aquello ha traído estos sufrimientos de hoy.

Según los firmantes, la delegada de la circunscripción ha tramitado con preocupación el problema y ha visitado varias veces las oficinas de Aguas de La Habana. Pero allí sigue el desagüe de inmundicias por la calle Desagüe.

La segunda historia es no menos azarosa, y la envía Julio Viqueira Camejo, de avenida 20 de Mayo 525, entre Marta Abreu y Línea, en el municipio capitalino del Cerro: tiene que ver con un salidero de agua potable ya histórico, que de vez en cuando se reactiva, como lo ha hecho desde hace varias semanas.

El surtidor, además del despilfarro que representa en una ciudad donde otros sufren la escasez de agua, afecta el pavimento y lo ha ido horadando, lo que complica el tránsito de vehículos por esa importante arteria. Asegura Julio que Aguas de La Habana ha trabajado en tres ocasiones allí, mas parece que el mal no se ha arrancado de raíz.

Y en el propio edificio donde reside Julio, el doce plantas Granma 1, hay una tubería rota en el jardín desde hace casi un mes. Cuánta agua se habrá perdido. Los vecinos reportaron la situación a Aguas de La Habana, la cual envió un inspector. Días después apareció una brigada de esa entidad, abrió un hueco en 20 de Mayo, y se marchó. El salidero sigue allí, como un monumento al derroche.

El tercer planteamiento de Julio es acerca de las bombas de agua de su edificio, que se han mantenido funcionando durante más de 30 años gracias a la preocupación de varios vecinos. Una ya no tiene reparación y la otra se mantiene gracias al esmero con que se le trata, cuestiones que son de conocimiento de la Empresa de Edificios Altos de la capital.

Denuncia Julio que ya hace más de dos años se logró lo más difícil: asignaron una bomba nueva. Pero a estas alturas aún no se ha terminado de instalarla por parte de la Microbrigada Social del Cerro, a pesar de los compromisos hechos con los vecinos. Increíble, pero cierto.
