When we closely observe Cuba's internal situation today, we can have no doubt that the counter-revolution, little by little, is taking positions at certain levels of the State and Government. Without a doubt, it is becoming evident that there are people in positions of government and state who are girding themselves financially for when the Revolution falls, and others may have everything almost ready to transfer state-owned assets to private hands, as happened in the old USSR. Fidel said that we ourselves could put an end to the Revolution and I tend to think that, among other concerns, the Commander in Chief was referring to the questions relative to corruption. Because this phenomenon, already present, has continued to appear in force. If not, see what has happened with the distribution of lands in usufruct in some municipalities around the country: fraud, illegalities, favoritism, bureaucratic slowness, etc. In reality, corruption is a lot more dangerous than the so-called domestic dissidence. The latter is still isolated; it lacks an alternative program, has no real leaders, no masses. But corruption turns out to be the true counter-revolution, which can do the most damage because it is within the government and the state apparatus, which really manage the country's resources. Otherwise, let us look at something very simple. When is there powdered milk in the black market (which has been rising in price to 70 pesos per kilogram)? When the powdered milk reaches the state-owned warehouses. There's no better example than that. And so it is with the products acquired in the black market by part of a majority of the population. In other words, at the expense of the state's resources, there is an illegal market from which everyone benefits, except the State. And what can you tell me about the street vendors, outside the large hard-currency stores, offering to sell everything. It is a corruption in which almost everyone participates, generated by the corruption of state functionaries. Because, as far as we know, in Cuba there is only one importer – the State. I don't think that what comes in the packages from Miami can generate a market that big, much less a market of lasting products. Observe, too, the movement of pork meat from state-run stores to private outlets, the prices of beverages and water sold at the various tourism chains. The suspicious differences in prices that we stumble on so frequently. In other words, it is evident that there is an illegal flow of products between the state's wholesale trade and the street commerce. An entire underground economy that the State is unable to control and will be impossible to set aright as long as the big imbalances between supply and demand that today characterizes our economy exists. This economy is, then, a form of counter-revolution that does have concealed leaders, offers alternatives to the State's offerings, and has masses that practice it. But the situation sketched above is not the most dangerous part of the affair we are now dealing with. That's only its popular surrounding. What was recently learned regarding the weaknesses of a group of functionaries at a very high level – having to do with favoritism, the buddy system, certain acts of corruption and carelessness in the handling of sensitive information, as well as some evidence of a struggle for power waged by those functionaries – was information that, lamentably, was passing into the hands of the Spanish intelligence services, even though those services were very careful not to enlist the officials' participation. Those are extremely serious matters. In other words, matters as sensitive as the hunger and hope for power, favoritism, corruption and unseemly statements about the country's top leadership, which were already known by the foreign special services. A real “political merchandise” with extremely high added value in the hands of the enemies of the Revolution. When the Cuban government turned over to the FBI all the information it had about the activities of the counter-revolution in the United States, activities that included even the possibility of assassination attempts against the U.S. president, what did the FBI do? Instead of taking steps against the counter-revolution, instead of acting against the Cuban-American Mafia, they sought to find out, like hound dogs, where the information that Cuba had given them came from, what were the sources. And there we have our five devoted, heroic compatriots who have spent more than 11 years serving unjust sentences in U.S. prisons. After the statements made by Fidel about how we ourselves can destroy the Revolution, about the existence of reasons to think that our Revolution may be reversible, what the U.S. special services must be doing is looking for information that corroborates Fidel's concerns. They're looking for confirmation for the words of the Commander in Chief, watching closely what happens every day in Cuba, digging into everything that may allow them to find out where is the real counter-revolutionary force in Cuba, a force that can topple the Revolution, a force that appears to be not below but above, in the very levels of government and the state apparatus. It is formed by the corrupt officials, not at all minor, who are being discovered in very high posts and with strong connections – personal, domestic and external – generated after dozens of years occupying the same positions of power. Note than none of the men “defenestrated” until now (at least since Trials 1 and 2) was a simple employee. Very recently, General Acevedo, director of the IACC (Institute of Civil Aeronautics of Cuba) was removed, and what is making the rounds in unofficial circles about the reasons for his ouster is enough to keep people awake at nights. There must be some truth in what they say, because this is a very small and familial country. The affair still has not had an exhaustive public explanation, as the people expect, because – if it's like the rumors say – the people's money and resources were squandered amid an economic situation that's quite critical to the country. So, either to vindicate Acevedo or to condemn him, you have to explain it to the people, the people the Revolution has created and formed, technically and scientifically, and who are prepared and with sufficient ability. In reality, I must say, as a hypothesis, that what happened in the IACC is not unique. It has been discovered in other places and there may still be companies where the same is happening, i.e., where the chiefs are receiving commissions and opening bank accounts in other countries. Which is a working theory valid enough to open other investigations so that such affairs will not catch us by surprise. In economics, there is a “surprise audit” that is not meant to offend anyone and should not annoy anyone. To audit is not to offend; it is a mechanism of precaution that contributes to honesty. An element we mustn’t fail to consider is that the focus of the United States' policy toward Cuba changed long ago (1986-1994). Today, basic attention is paid to Cuba's domestic reality. It is not an absolute orientation but it is fundamental and prioritized. Everything that's happening domestically in Cuba is being observed, monitored by the American politicians and particularly by the U.S. special services. For obvious reasons that need not be explained, the Americans know better than us what Cubans and how many Cubans have bank accounts abroad. Who receive commissions and what business they're in. Because all the companies with which Cuba does business have intelligence apparatuses and almost all of them coordinate with the U.S. services. And if they don't, there are officials who, as soon as they get hold of sensitive information about Cuba, link up with the American services, which, by the way, pay handsomely for that information. What's most lamentable is that the American services are better informed than we are about all the possible movements of our businessmen. And that's information that, if left to run, in other words, accumulate, is an excellent conduit for bribery, blackmail and the recruiting of any Cuban official. This doesn't mean it always works; there may be someone who becomes corrupt but doesn't allow himself to be recruited, because it is a very subtle matter. But whoever turns to corruption to enrich himself will find it difficult to retain other values. Any Cuban functionary who, in his relations with any foreign enterprise, becomes corrupt, should know that that information could fall into the hands of the special services of any country, and from there to the hands of the American services it's but an instant. A dossier is immediately opened, and it is filled with information until it is considered necessary or pertinent to subject that functionary to bribery, blackmail or recruitment. This is not being paranoid. Only fools fail to realize that any sensitive information about Cuba, its activities abroad or regarding any Cuban functionary, that is considered to be useful is very well paid by the special services of the United States. And if we don't know this by now, we're finished. It is, then, a covert area of the subversion against Cuba that, particularly in the medium and long run, produces very good political dividends. It is an area of the counter-revolution that has nothing to do with the so-called dissidence, the piddling groups or the ill-called “ladies in white.” Observe how the weaknesses of some Cuban functionaries were being transferred to the Spanish intelligence services. Cubans in the FAR and the MININT involved in drug trafficking. Discovered by Cuba in 1989, but that was already privileged information in the hands of the DEA, the FBI and the rest of the American special services. Actions of that type seriously affect the ability of the country to press forward. It is as clear as a mathematical algorithm that the ability of any nation to deal with international confrontation is measured, in the first place, by its internal fortitude. If at least Cuba could discover its corrupt officials early, the damage could be slighter. Cuando observamos detenidamente la situación interna de Cuba hoy, no podemos tener duda de que la contrarrevolución, poco a poco, va tomando posiciones en ciertos niveles del Estado y del Gobierno Sin duda, se va haciendo evidente, de que hay gentes en posiciones de gobierno y estatal, que se están apalancando financieramente, para cuando la Revolución se caiga, y otros, que pueden tener casi todo preparado para producir el traspaso de los bienes estatales a manos privadas, como tuvo lugar en la antigua URSS. Fidel dijo, que nosotros mismos podíamos acabar con la Revolución, y yo me inclino a pensar, que entre otras preocupaciones, el Comandante en Jefe, se estaba refiriendo a las cuestiones relativas a la corrupción. Porque estando ya presente, este fenómeno, ha continuado apareciendo con fuerza. Si no, veamos lo ocurrido con la distribución de tierras en usufructo en algunos municipios del país: fraudes, ilegalidades, favoritismos, lentitud burocrática etc. En realidad, la corrupción es mucho más peligrosa que la llamada disidencia interna. Esta última aun se encuentra aislada: carece de programa alternativo, no tiene líderes reales, no tiene masa. Pero la corrupción resulta ser la verdadera contrarrevolución, la que mas daño puede hacer, porque resulta estar dentro del gobierno y del aparato estatal, que son los que realmente manejan los recursos del país. Sino veamos algo muy simple: ¿Cuando hay leche en polvo en el mercado negro, que ha ido subiendo de precios hasta llegar a 70 pesos el kilogramo? Cuando la leche en polvo llega a los almacenes estatales. No hay mejor ejemplo que ese. Y así es con todos los productos que se adquieren en el mercado negro por parte de la mayoría de la población .Es decir, a cuenta de los recursos estatales, existe un mercado ilegal, del cual todos se benefician, menos el Estado. Y que me dicen, de los vendedores en los alrededores de las grandes tiendas en divisas, proponiendo de todo. Se trata de una corrupción de las que casi todos participan, generada por la corrupción de funcionarios estatales. Porque, que sepamos, en Cuba hay un solo importador: el Estado. No creo que lo que viene en los paquetes de Miami sirva para generar un mercado tan grande, mucho menos, de productos duraderos. Obsérvese también el transito de la carne de puerco de los estatales a los privados, los precios de la venta de refrescos y aguas según las diferentes cadenas del turismo. Las sospechosas diferencias de precios con que nos tropezamos frecuentemente. Es decir, de manera evidente, existe un flujo ilegal de productos entre el comercio mayorista estatal y el comercio en la calle. Toda una economía sumergida que el Estado no logra controlar y que será imposible de ordenar mientras existan los grandes desequilibrios entre oferta y demanda que caracterizan aun hoy a nuestra economía. Se trata entonces, esta última, de una forma de contrarrevolución que sí cuenta con líderes ocultos, ofrece alternativas a las del Estado y cuenta con una masa que la practica Pero esa situación esbozada más arriba, no es la parte más peligrosa del asunto que ahora tratamos. Ese es solo su entorno popular. Lo que recientemente se descubrió, respecto a las debilidades de un grupo de funcionarios de muy alto nivel, que estaba relacionado con favoritismos, amiguismos, ciertos actos de corrupción y de descuido en el manejo de información sensible, así como también, algunas actitudes de lucha por el poder presentes en esos funcionarios, eran informaciones, que lamentablemente, ya estaban pasando a manos de los Servicios de Inteligencia españoles, aunque estos se hayan cuidado mucho de no aceptar su participación. Esos si son asuntos extremadamente serios. Es decir, asuntos tan sensibles como pretensiones y aspiraciones de poder, favoritismos, corrupción y expresiones indebidas sobre la más alta dirección del país, que ya eran de conocimiento de los servicios especiales extranjeros. Una verdadera "mercancía política", de altísimo valor agregado en manos de los enemigos de la Revolución. Cuando el Gobierno Cubano le entregó al FBI toda la información de que disponía sobre las actividades de la contrarrevolución en Estados Unidos, cuya actividad implicaba hasta la posibilidad de atentados contra la presidencia norteamericana; ¿que hizo el FBI entonces? En lugar de tomar medidas con la contrarrevolución, en lugar de actuar contra la mafia cubano-americana, lo que hicieron fue buscar, como verdaderos perros sabuesos, de donde salía la información que Cuba les había entregado, cuales eran sus fuentes y ahí están nuestros cinco héroes compatriotas abnegados, que ya llevan más de 11 años de injusta prisión en cárceles norteamericanas. Después de las declaraciones hechas por Fidel, sobre que nosotros mismos podemos destruir a la Revolución, que existen motivos para pensar que nuestra revolución sea reversible, lo que deben estar haciendo los servicios especiales norteamericanos, es buscar la información que corrobore esas preocupaciones de Fidel. Van buscando la confirmación de las palabras del Comandante en Jefe, siguiendo a pie juntillas lo que va ocurriendo cada día en Cuba, hurgando en todo aquello que les permita constatar donde esta la verdadera fuerza contrarrevolucionaria en Cuba, que puede dar al traste con la Revolución; fuerza que parece no esta abajo, sino arriba, en los propios niveles del gobierno y del aparato estatal. Formada por los corruptos, ya no de poca monta, que se van descubriendo, en altísimos cargos y con fuertes conexiones personales, internas y externas, generadas por decenas de años ocupando las mismas posiciones de poder. Obsérvese, ninguno de los "defenestrados" hasta ahora (desde las Causas 1 y 2, al menos) era un simple empleado. Mas recientemente, el General Acevedo, Director del IACC (Instituto de Aeronáutica Civil de Cuba), fue destituido y lo que circula en los medios informativos no oficiales, acerca de cuales fueron los motivos de esa destitución, son como para quitar el sueño. Algo de verdad debe haber en esas informaciones, porque este es un país muy pequeño y familiar; aun el asunto no ha tenido una explicación publica exhaustiva, como la gente espera; porque de ser como se esta diciendo, es el dinero y los recursos del pueblo, los que se han dilapidado, en medio de una situación económica bastante crítica, para el país. Entonces, ya sea para reivindicar a Acevedo o condenarlo, hay que explicárselo al pueblo. Ese pueblo que la Revolución ha creado, formado técnica y científicamente y dentro del cual hay personas preparadas y con capacidad suficiente. En realidad, debo decir, a nivel de hipótesis, que lo que ha ocurrido con el IACC, no es único, ya se ha descubierto en otros lugares y puede aun haber empresas en las que este ocurriendo lo mismo. Es decir, donde los jefes pueden estar recibiendo comisiones y abriéndose cuentas bancarias en otros países. Lo cual es una hipótesis de trabajo válida para abrir otras investigaciones y que tales asuntos no puedan agarrarnos por sorpresa. En economía existe la "Auditoria Sorpresiva ", que no es para ofender a nadie y con la que nadie puede molestarse. Auditar no es ofender, es un mecanismo de previsión que ayuda a la honradez. Un elemento, que no podemos dejar de tomar en consideración, es que hace mucho tiempo (1986- 1994) el foco de la política de Estados Unidos hacia Cuba cambió. Ahora se presta una atención fundamental a la realidad interna cubana. No se trata de una orientación absoluta, pero sí fundamental y prioritaria. Todo lo que está ocurriendo internamente en Cuba, está siendo observado, monitoreado por los políticos norteamericanos y en particular por los servicios especiales de Estados Unidos. Por razones obvias, que no son necesarias de explicar, los norteamericanos deben saber mejor que nosotros quienes y cuantos cubanos tienen cuentas en el exterior .Quienes reciben comisiones, y qué negocios hacen. Porque todas esas empresas, con las que Cuba hace negocios, tienen aparatos de inteligencia y casi todas están coordinadas con los servicios norteamericanos, y si no lo están, hay funcionarios, que en cuanto tienen en la mano una información sensible sobre Cuba, procuran el vínculo con los servicios norteamericanos, que dicho sea de paso, pagan muy bien esas informaciones. Lo mas lamentable, es que los servicios norteamericanos están mejor informados que nosotros sobre todos los posibles movimientos de nuestros empresarios. Y esa es una información que dejada correr, es decir, acumularse, es una vía excelente para el soborno, el chantaje y el reclutamiento de cualquier funcionario cubano. No quiere decir que ello siempre funcione, puede que haya quien se corrompa, pero no se deja reclutar, porque se trata de una cuestión muy sutil. Pero quien apela a la corrupción para enriquecerse, es muy difícil que después conserve aun otros valores. Funcionario cubano, que en sus relaciones con cualquier empresa extranjera se corrompa, debe saber que esa información puede caer en manos de los servicios especiales de cualquier país y de ahí a las manos de los servicios norteamericanos no va nada. Inmediatamente se abre un expediente, que se continúa llenando, hasta que se considere necesario o pertinente, realizar contra ese funcionario una actividad de soborno, chantaje o reclutamiento. Ello no encierra nada de paranoico; es de tontos no saber, que cualquier información sensible sobre Cuba, sus actividades en el exterior o respecto a algún funcionario cubano, que se considere útil, es muy bien pagada por los servicios especiales de Estados Unidos. Y si a estas alturas no sabemos eso, estamos liquidados. Tratándose entonces de un área oculta del trabajo de subversión contra Cuba, que sobre todo a mediano y largo plazo, produce muy buenos dividendos políticos. Se trata de un área de la contrarrevolución, que no tiene nada que ver con la llamada disidencia, los grupúsculos o las mal llamadas "damas de blanco ". Observen, como las debilidades de algunos funcionarios cubanos, ya estaban siendo trasladadas a los servicios de inteligencia españoles. Cubanos de las FAR y del MININT, involucrados en el narcotráfico. Descubiertos por Cuba en 1989, pero que ya era información privilegiada en manos de la DEA, el FBI y del resto de los servicios especiales norteamericanos. Acciones de ese tipo afectan seriamente la capacidad del país para seguir adelante y se cumple, como un algoritmo matemático, que la capacidad de cualquier nación para enfrentar la confrontación internacional, se mide, en primer lugar, por su fortaleza interna.
