A DISPOSABLE PRESIDENT

The real power structure in the United States, the power structure run by the higher echelons of the military-industrial complex and the banking system, promoted and went along with Barack Obama's ascent to the White House. They were looking for a solution for the country and the capitalist system, which were mired in a critical domestic and international situation compounded by George W. Bush's inept and disastrous administration.

On a gut level it cannot have been easy for the real power structure to reach a consensus to allow the election of a president who broke through so many of traditional limits in that nation. This was not only because of his race and class origin, but also with his populist tone as a community leader.

I suppose that some might have seen Obama as little more than the scapegoat who would take the blame for the debacle caused by Bush. Others were hoping that he would, like that "traitor to his class" Franklin D. Roosevelt, achieve the miracle of saving capitalism by flirting with socializing measures.

I think that innumerable guarantees had to be put into place to insure that the new office-holder would act within limits. These inevitably left him very narrow maneuvering room in order to maintain an image compatible with the popularity that he gained through his charisma and populist oratory.

But in fact, Barack Obama's maneuvering room has already been so sharply reduced as to be practically nonexistent, and his image as a politician attuned to and reflecting the interests of the people is falling apart so fast that we are already hearing predictions that he will be a "one-term president." Discussion has started about when the Democratic Party might begin to disassociate itself from Obama in order to put forward other candidates to succeed him.

Already there are projections that the Republicans could regain majorities in the houses of Congress and various gubernatorial races in the November 2010 mid-term elections. This would put them in a position to overturn the 2008 defeat and set the stage to push Obama out of the White House in 2012.

Nearly all the president's promises on questions of domestic policy, such as reforming labor law, healthcare, and energy, have been sidetracked or forgotten. The only place the president has acted energetically and decisively was in the multi-billion dollar rescue to strengthen the big banks and financial insurance companies. These actions encouraged absorbing the weakest of them and created conditions for a replay of the present crisis in the short-term.

On matters of international policy, the real government has made the occupant of the White House look like a puppet with no judgment or authority.

The presidential promises to respect multilateralism, promote peace in the Middle East, get rid of the torture center at Guantánamo, bring home the U.S. soldiers occupying Iraq, lay out a dignified exit from Afghanistan, and build a new relationship with Latin America, among others, have given way to the desires of the de facto power wielded by Wall Street and the military-industrial complex. They have only been carried out insofar as they have fostered imperial interests.

But in regard to the small and poor Central American nation of Honduras we have most clearly witnessed Barack Obama's impotence, whether simulated or real, in exercising his functions as the superpower's chief of state.

Shortly after the oligarchical-military coup in Honduras, with the arrest of the constitutionally-elected head of state, Manuel Zelaya, in the bedroom of his house by a group of military officers, President Obama explicitly condemned the coup d'etat and called for the immediate return of the incumbent to his post. In taking this stance, Obama was in step with all the other heads of state in the hemisphere.

Then came a tortuous road marked by every kind of manipulation by the United States ultra-right, which culminated in the supposed legitimization of the coup through a spurious electoral farce. It was organized by some right-wing candidates of the oligarchy, with limited citizen participation despite the threats and the repression, and an incalculable number of frauds.

Not a single international or regional organization bestowed any validity on the elections. Washington alone, and two or three of its most shameless current satellites, have recognized the event . There were no recognized observers. It was endorsed solely by some rich foreign businessmen brought together by their Honduran counterparts, promoters of the coup, as well as by a strong representation from the Cuban terrorist mafias from the United States.

In this way, Barack Obama's image has fallen drastically. It is now identified with the political-military crime that has meant so much blood and repression for Latin Americans, serving as imperialism's traditional method for imposing its hegemony on these lands.

Less than a year after having assumed the post of president, the day seems near when the real power structure will toss him into the wastebasket like a disposable tissue that has been used on a head cold.

UN PRESIDENTE DESECHABLE

El poder real de los Estados Unidos, el que ejercen las esferas superiores del complejo militar industrial y de la banca, promovió o consintió el ascenso a la Casa Blanca de Barack Obama en busca de una salida para el país y el sistema capitalista en medio de una crítica situación interna e internacional que extremó un desastroso gobierno del inepto George W. Bush.

En las entrañas del poder real no debe haber resultado fácil consensuar el apoyo a la decisión de permitir la elección de un Presidente que rompía tantos esquemas de tradición en esa nación, no solo por su condición racial y su origen de clase, sino por su discurso populista de líder comunitario.

Supongo que  algunos verían en Obama apenas el chivo expiatorio que cargaría las culpas de la debacle generada por Bush, mientras otros cifrarían en él esperanzas de que propiciaría, como el “traidor a su clase” Franklyn D. Roosevelt, el milagro de salvar al capitalismo coqueteando con medidas socializantes.

Pienso que han de haber entrado en juego un sinnúmero de garantías de que el nuevo mandatario actuaría dentro de límites que le dejarían una escasa, si bien inevitable, capacidad de maniobra para mantener una imagen compatible con la popularidad que le propiciaría su carisma y su oratoria populista.

Pero el hecho cierto es que el margen de maniobra de que ha podido disfrutar hasta ahora Barack Obama ha sido muy reducido, prácticamente nulo, y su imagen como político atento y cercano a los intereses del pueblo se deteriora con rapidez tan vertiginosa que ya hay vaticinios de que será un “presidente de un solo término”. Ha comenzado a discutirse en qué momento empezará a desmarcarse de Obama el partido demócrata para generar otros candidatos a la sucesión.

Ya se pronostica que en noviembre de 2010 -en las elecciones de medio término- los republicanos podrían recuperar las mayorías en el Congreso y varias gobernaciones, para revertir la derrota de 2008 y estar en condiciones para sacar de la Casa Blanca a Obama en 2012.

En cuestiones de política interior casi todas las promesas del actual presidente, como las reformas laboral, de salud y energética han sido frenadas u olvidadas. Solo se ha visto al mandatario actuar con energía y decisión en el multibillonario rescate para fortalecer los grandes bancos y entidades financieras aseguradoras, acción que promovió la absorción de los más débiles y creó condiciones para la reproducción en poco tiempo de la crisis actual.

En asuntos de política internacional, el gobierno real ha hecho aparecer al inquilino de la Casa Blanca como una marioneta sin criterio ni autoridad.

Las promesas presidenciales de respetar el multilateralismo, promover la paz en el Medio Oriente, acabar con el centro de tortura de Guantánamo, regresar a casa a los soldados estadounidenses ocupantes de Irak, proyectar una salida decorosa en Afganistán y construir una nueva relación con Latinoamérica, entre otras, han cedido a la voluntad del poder efectivo que ejercen Wall Street y el complejo militar industrial; apenas se han cumplido en la medida que ha convenido a los intereses imperiales.

Pero ha sido en la pequeña y pobre nación centroamericana de Honduras donde más evidente se ha hecho la impotencia, simulada o real, de Barack Obama en el ejercicio de las funciones de jefe de Estado de la superpotencia.

Cuando, a poco de producirse la asonada oligárquico-militar en Honduras  con el arresto del jefe de Estado constitucionalmente electo, Manuel Zelaya, en el dormitorio de su casa por un grupo de militares, el presidente Obama condenó de manera explícita el golpe de Estado y se pronunció por que el mandatario fuera inmediatamente restituido en su cargo, coincidiendo en ello con todos los demás mandatarios del hemisferio.

Se inició entonces un tortuoso camino de manipulaciones de todo tipo a cargo de la ultraderecha estadounidense que culminó con la pretendida legitimación del golpe con una espuria comedia electoral protagonizada por algunos candidatos derechistas de la oligarquía, una escasa participación ciudadana no obstante las amenazas y la represión, y un número incalculable de fraudes.

Ninguna organización internacional o regional concedió validez a los comicios y solo Washington y dos o tres de sus satélites más infamados del momento han reconocido el evento que, al no contar con observadores reconocidos, solo fue avalado por algunos ricos empresarios extranjeros convocados por sus símiles de Honduras, promotores del golpe, así como por una fuerte representación de las mafias terroristas cubanas de Estados Unidos.

Así de hondo se ha hecho caer la imagen de Barack Obama, identificado con el delito político militar que tanta sangre y represión ha significado para los latinoamericanos como método tradicional del imperialismo para imponer su hegemonía en estas tierras.

A menos de un año de haber asumido el sitio presidencial, parece cercano el día en que el poder real le tire al cesto como a un pañuelo desechable que hubiera servido para sobrellevar un resfrío.
