AN AMBASSADOR TO DOLLAR PER YEAR

Al constatar que la República de Palau, un archipiélago de unas 200 minúsculas islas del océano Pacífico occidental, mantiene una aparente hostilidad hacia la Revolución Cubana, uno no entiende: el único vinculo que pudiera detectarse entre ambas naciones se remonta a 1899 cuando, por consecuencia de la Guerra hispano-cubano-norteamericana, la traumatizada España tuvo que deshacerse del archipiélago que pretendía ocupar desde 1886, para venderlo a Alemania.

Sino, todo tranquilo.

SOBERANÍA CON "ASOCIACIÓN"

Un poco de historia. Después de la Segunda Guerra Mundial, la ONU convirtió a las Palau y a otras islas cercanas en territorios tutelados de los Estados Unidos, cuya mala fama no era la de hoy. Palau se quedó oficialmente tutelada hasta 1994 cuando se convirtió en un estado supuestamente soberano sometido a un llamado Tratado de Libre Asociación.

El lector adivinó: por ahí esta la trampa. El acuerdo concede para cincuenta años al ejército yanqui el libre uso del territorio nacional a cambio de garantías de protección militar y ayuda económica.

La independencia relativa de esta pequeña nación del Pacifico no se hizo sin turbulencia: el primer presidente de Palau fue asesinado, el segundo se suicidó.

Palau es una nación sumamente frágil: tiene una población que apenas alcanza las 20 000 personas, dividida en varios grupos indígenas. A esto se suma un número flotante de residentes malayos, filipinos, polinesios, papuanos, japoneses, franceses, alemanes y estadounidenses.

Se habla una decena de idiomas, dominados por el inglés. El país tiene en total apenas 500 km cuadrados, con solo 36 kilómetros de carretera asfaltada. Circula solo el dólar.

TORIBIONG HABLA CLARO

No hay partidos políticos sino algunas tendencias políticas marcadas por una voluntad de alejarse o no del monstruo.

 En 2008, cuando en la ONU, 185 países votaban en contra del bloqueo yanqui, en Palau —casi simultáneamente— se realizaba una elección presidencial que terminó con la victoria del candidato pro-monstruo.

Ganó Johnson Toribiong con 4 770 votos frente a Elias Camsek Chin con 4 554. Un margen bastante reducido.

Toribiong —era embajador en Taipei— es el hombre de la colaboración, por excelencia.

En una entrevista otorgada al Pacific Magazine (la única publicación que parece haberse interesado a su elección), el nuevo mandatario habla de su política extranjera apologizando a la isla de Chiang Kai-Chek.

A contracorriente declara: "Apoyo la aspiración de Taiwan a ser reconocido como nación soberana, a tomar su pleno lugar en la comunidad internacional, y a sentarse como miembro pleno de las Naciones Unidas".

Y continua:

"En cuanto a si apoyaré la política de Estados Unidos sobre Irak, Afganistán y Corea del Norte, etcétera (sic), debemos esperar la política extranjera del Gobierno de los Estados Unidos después de que el Presidente electo tomé sus funciones. Pero, al fin y cabo, la política extranjera de Palau debe ser el espejo de la política extranjera de Estados Unidos acerca de la seguridad internacional, la justicia, la democracia y la libertad. Estados Unidos es nuestro aliado más cercano y nuestro benefactor".

No se puede acusar al Presidente Toribiong de no hablar con claridad.

UN EMBAJADOR A DÓLAR POR AÑO

Lo cierto es que un ciudadano de Palau murió en Irak en septiembre donde combatía al lado de 100 de sus compatriotas. Y que en la ONU, la isla está representada por un agentazo que si no es de la CIA es del Mossad.

No hay duda de que mantener una representación en la institución internacional de Nueva York cuesta mucho. Y por esto, la propuesta de Stuart Beck, un abogado de Long Island, New York —casado con una palauense de la cual tuvo cuatro hijos— de trabajar para el archipiélago por un dólar al año pareció la oferta del siglo.

En una entrevista concedida al International Herald Tribune oco después de su nombramiento, Beck contó como convenció a Palau de darle sus credenciales en estos terminos.

"Les dije: mire, ustedes no producen nada, no fabrican nada, a nadie le interesa su mano de obra, no tienen nada que nadie quiera, los Estados Unidos ya tienen derechos de defensa y de base militar, así que lo único que tiene que valga algo es su voto en la ONU".

Por cierto, este letrado judío con convicciones sionistas que mantiene la representación de Palau en la ONU con tres o cuatro funcionarios también neoyorquinos, no es precisamente un angel del paraíso.

BOLTON, "COMPROMETIDO, ALCANZABLE, DILIGENTE"

En 1994, Beck fue quien negoció a nombre de Palau el Tratado de Libre Asociación que amarró definitivamente, bajo apariencia de independencia, al archipiélago a la metrópoli.

Este diplomado de Yale —la universidad donde Bush tantas cosas aprendió— vive ahora en Bronxville, New York, con su familia y Cleo, el perro.

Quien tenga dudas sobre sus orientaciones políticas, debe leerse la carta que publicó el 4 de agosto del 2006 en The New York Times para protestar contra un editorial de este diario reclamando la renuncia de John Bolton, el entonces hyper fascista Embajador imperial ante la ONU. El mismo que soñaba con la desaparición de la institución y de una intervención divina que pulverizaría a todos los izquierdistas del planeta.

Entre otras cosas, Beck calificaba a su socio de "altamente comprometido, alcanzable y diligente", lo que confirmaba el nivel de entendimiento.

Pero hay más.

En la citada entrevista con el Internacional Herald Tribune, Beck subrayaba la importancia estratégica de Palau para Washington como base potencial en sus "esfuerzos para contrarrestar insurgencias en Indonesia y las Filipinas".

Queda la otra parte de la historia.

Además de sus funciones en la ONU, Beck es ahora —simultáneamente– embajador de Palau ante el gobierno israelí.

Y en la ONU, Palau es uno de los cuatro o cinco países que apoyan religiosamente a Israel cuando este país se encuentra contra la pared, lo que ocurre regularmente.

Cuando se trata de reprimir a los palestinos, con sus métodos característicos, Tel Aviv siempre puede contar con el apoyo solidario de Stuart Beck.

El 26 de julio de 2006, el Jerusalem Post titulaba con una loable franqueza: "Palau, el mejor amigo de Israel en la ONU".

Al visitar Israel en ese mismo momento, acompañado por Beck, el entonces presidente de Palau, Tommy Esang Remengesau Jr, declaró a sus anfitriones: "Tienen dos embajadores en la ONU, el suyo y el nuestro".

Beck se jactó entonces de tener el mejor record de votos a favor del estado sionista.
Por cierto, el embajador de Palau puede contar con las bondades de sus aliados tanto israelíes como norteamericanos. Tan bueno es su negocio que abandonó su puesto de ejecutivo con la televisora local, Granite Broadcasting, que fundó y abrió una oficina de Palau fuera de la propia sede de la ONU.


En junio último, Palau aceptó la propuesta algo incongrua de acoger en su territorio a 17 chinos de etnía uigur detenidos en el campo de interrogatorio de Guantánamo . En cambio recibió un cheque de “ayuda económica” de 200 millones de dólares. Los uigurs secuestrados en la base norteamericana ilegalmente ocupada en territorio cubano pertenecen a un grupo de 22 miembros musulmanes de esta etnia hecho presos en la invasión de Afganistán  por tropas estadounidenses. en el 2001. Un vocero del Departamento de Estado, Ian Kelly, ha agradecido a Palau su gesto “humanitario” aunque precisa que detalles del arreglo quedan por precisar. No mencionó el portavoz que China propuso recibir estas personas  oriundas de la Región Autónoma Uigur de Xinjiang, en la parte noroeste de la República Popular China.

 Irónicamente, las autoridades yanquis se niegan a mandar a los uigurs a su país de origen bajo el pretexto que "pudieran" ser  torturados… cuando estos presos fueron durante años víctimas de estos malos tratos que hacen de Guantanamó un verdadero símbolo universal de las horrores de la tortura.

 Palau es uno de los pocos países del mundo que se niega a establecer relaciones con China mientras recibe subsidios de Taipei.

 Kelly precisó que el Subsecretario de Estado Dan Fried, encargado del  dossier de la cárcel de Guantanamo estuvo en Palau en los últimos días pero se negó a reconocer informaciones ya publicadas según las cuales se condicionó el paquete de “ayuda” de 200 millones a la aceptación por Palau de los presos.

No se sabe claramente qué se opina en Palau de tanto servilismo. En este protectorado virtual de la nación que más habla de libre expresión, los medios locales son casi inexistentes. Ni hay televisión nacional. Solo estaciones de TV extranjeras, mayoramente estadounidenses, difundidas por cable.

Sin embargo, existe un tema donde Stuart Beck debe alejarse de las tesis de sus amos: el cambio climático. No tiene otro remedio.

"Es obligación del Consejo de Seguridad impedir que se agrave la situación", expresó Beck en una reciente reunión de la ONU al describir el devastador impacto del fenómeno en las pequeñas islas del océano Pacífico.

Palau, como muchas otras pequeñas naciones insulares de la region están amenazadas con desaparecer. Nada menos. Y todo por culpa de las criminales negligencias en materia de protección del medio ambiente del poder imperial que el propio Beck apoya en contra de Cuba, también víctima de estos mismos cambios y ferviente partidaria de contrarrestar esta desastrosa situación.
