History has proved
beyond doubt
that the new China would have never
existed without the Communist Party
Speech delivered in
Havana on September 30, 2009 by comrade Zhao Rongxian, Chinese
ambassador to Cuba, at the commemoration of the 60th anniversary of the
People’s Republic of China.
Esteemed comrade President
Raúl Castro and chairpersons,
Distinguished members of the diplomatic corps,
Comrades all:
This
official ceremony has been organized by the Cuban Government to
celebrate the 60th anniversary of the People’s Republic of China and
share with us at this historically significant date the Chinese people’s
achievements and the glory of constructing socialism, which is
conclusive proof that the Cuban Party and Government attach a great deal
of importance to the friendship and links of cooperation between China
and Cuba. On behalf of the Chinese Government and people, I would like
to give President Raúl, the Cuban Government and its people our sincere
thanks and appreciation.
As the cradle of one of the most ancient civilizations, China made
important contributions to human development. However, as it entered the
modern age, and particularly from 1840, when the Opium War broke out, to
1949, China fell rapidly into decline and found itself forced to sign a
number of unfair treaties that turned it into a semi-colonial and
semi-feudal country. Since then, our nation became a lamb under the
West’s murderous knife, with no hopes for independence, sovereignty and
dignity. Despite the Chinese people’s endless struggle for its liberties
and the sacrifices made by countless fighters throughout history, all
our efforts ended in failure.
The Communist Party of China was founded in 1921. Headed by comrade Mao
Zedong, its members chose the path of the armed struggle and was shaped
Mao’s thoughts, combining the main tenets of Marxism-Leninism with real
revolutionary practice. Under the guidance of the Communist Party,
President Mao made it official to the whole world on October 1st, 1949:
the People’s Republic of China has been established! The new China put
an end to the record of humiliation weighing on the old semi-colonial
and semi-feudal society and marked the Chinese people’s final victory in
their fight against modern-day imperialism and feudalism. Home to a
quarter of the world population at the time, our nation chose the
socialist way, which not only changed the course of China’s history but
also had a major impact on the history of the world, as it encouraged
and supported the fight for freedom waged by the oppressed anywhere
else.
The new China made it possible to build a socialist system in the
country. For the first time in Chinese history, the huge mass of Chinese
workers and peasants, who had no political influence at all in the old
nation, became the owners of their own country.
The new China laid the economic foundations of socialism by gradually
setting up an integrated, nationwide economic and industrial system as a
major steppingstone to modernization.
The new China put an end to the Chinese people’s fragmentation, endless
wars, poverty, death and suffering. China has set itself up in the East
as a socialist, independent, autonomous, unified country managed by its
own people. Since Hong Kong and Macao were reverted to Chinese
sovereignty by the United Kingdom and Portugal in 1997 and 1999,
respectively, our nation made great strides toward the great cause of
reunification. And we are convinced that it will be accomplished for
good when we settle the Taiwan issue sooner or later.
Comrades and friends:
All along the last 60 years, our Communist Party has guided all ethnic
groups through active exploration, arduous efforts, the emancipation of
the mind and an innovative spirit, thus clearing the way to a type of
socialism with Chinese characteristics with very productive results.
Thanks to its sustained growth, our economy has considerably
consolidated the nation’s far-reaching power. In the last 60 years our
GDP has grown at an average rate of 8.1%; the total volume of our
economy has increased 77 times over, so now it ranks third at world
level. In 2008 our GDP reached 4.4 billion dollars, for a per capita
figure of 3,315 dollars.
Food is people’s foremost need, and it has always been China’s top
priority. When the new China was born, Dean Acheson, the U.S. Secretary
of State at that time, said that no previous government had been able to
meet the Chinese people’s food needs, and therefore neither would the
Communist Party. Grain production in 2008 reached 529 million tons, the
first worldwide. China has done the miracle of feeding 22% of the world
population with just 7% of the world’s arable land.
China is making a transition from an agricultural to an industrialized
society and rising as an emerging industrial power in the process. As a
result, we have not only solved the lack of essential goods we need for
daily life, but also become little by little a world manufacturing
power. The production of TV sets, freezers, cameras, washing machines,
computers, cell phones, air-conditioning equipment and other household
appliances has grown at a brisk pace. From being structured on basic
branches topped by the light industry, our industrial apparatus has
successfully extended to cover all branches that provide for the
simultaneous development of both our light and our heavy industries.
In the last 60 years, science and advanced technology have strongly
developed. We have invented and assembled the atomic bomb, artificial
satellites and rockets, and fulfilled our long-standing dream of sending
a manned ship to outer space. Our computer science industry has taken
off, and biological engineering, genetics, medical science and other key
sectors have taken great leaps forward.
In the same period, we spared our urban and rural population from
extreme poverty by solving their basic food and clothing needs and
providing them with relatively comfortable living standards. People’s
life has seen great changes, with noticeable material and cultural
improvements. For instance, in the 1960s and 70s our citizens were
looking forward to having four treasures: a bicycle, a wristwatch, a
sewing machine and a radio set, but their four treasures in the 1980s
and 1990s were a TV set, a washing machine, a VCR and a freezer. Now in
the new century they turned to computers, private cars and houses.
Traveling abroad as tourists is no longer a pipe dream. In short, the
Chinese people are enjoying a better life.
History has proved and will continue to prove beyond doubt that the new
China would have never existed without our Communist Party. Today the
Chinese people are full of confidence as they walk down the socialist
path, one with our own characteristics, and strive to reach the great
goal of building a simply furnished society before the year 2020.
Comrades and friends:
The new China has been through titanic, extraordinary political,
economic, cultural, social and other changes, but we must be neither
conceited nor arrogant, since we are aware that we will stumble upon
difficulties, obstacles and all sorts of snags in the road ahead.
However, we are intent on building a rich, civilized, democratic and
harmonious future, convinced that our prospects of attaining our own
Chinese kind of socialism and reviving our great nation are very good
under the Party’s steady direction and with the commitment of the whole
population.
Early this year we celebrated, together with the Cuban people, the 50th
anniversary of the Cuban Revolution. We are happy to see how they have
successfully put to the test their own Cuban socialism under comrades
Fidel and Raúl’s guidance, fearing no brutal force, resisting the
blockade, using their own resources and fighting skillfully to achieve
great things, protect their sovereignty, defend their independence and
earn great respect and appreciation of all peoples of the world,
including the Chinese.
China and Cuba are socialist nations faced with the task of developing
and raising their people’s standard of living. Protected by the top
leaders of both countries for 50 years, friendship between China and
Cuba grows stronger every day. As they build socialism, both countries
learn from and support one another and achieve fruitful results through
a cooperation that works very well. The Communist Party of China and the
Chinese Government and people are fond of Cuba’s friendship and see that
country as a good comrade and friend. Next year will mark half a century
of diplomatic relations between China and Cuba. At a time as important
as this when we lean on the past to trace out new routes to the future,
we will move forward hand in hand to strengthen and develop our friendly
bilateral relations.
Finally, I would like to express to my best wishes for prosperity and
happiness in China and Cuba.

Estimado compañero Presidente Raúl Castro, Compañeros de
la Presidencia,
Distinguidos embajadores del Cuerpo Diplomático,
Compañeras y compañeros:
En ocasión del 60 Aniversario de la fundación de la
República Popular China, el Gobierno cubano ha
organizado este acto solemne, celebrando junto con
nosotros esta fecha de significado histórico y
compartiendo con el pueblo chino los éxitos y la gloria
de la construcción socialista, lo cual demuestra
plenamente la importancia prestada por el Partido y el
Gobierno cubanos a las relaciones de cooperación
amistosa entre China y Cuba, y la amistad del pueblo
cubano hacia el chino. En nombre del Gobierno y el
pueblo chinos, quisiera expresar al compañero Presidente
Raúl, al Gobierno y al pueblo cubanos nuestro sincero
agradecimiento y alto aprecio.
Como una de las naciones con civilización más
antigua, China hizo importantes contribuciones al
desarrollo de la civilización humana. Sin embargo, al
entrar en la era moderna, particularmente desde 1840, el
año en que estalló la Guerra del Opio, hasta 1949, como
consecuencia de la acelerada decadencia, China fue
obligada a firmar una serie de tratados desiguales y se
convirtió en un país semicolonial y semifeudal. A partir
de entonces, nuestro país se convirtió en un cordero
bajo el cuchillo de masacre de los occidentales. No
existía ninguna esperanza de conquistar la independencia,
la soberanía y la dignidad de la nación. A pesar de la
lucha sin cesar del pueblo chino por la libertad, la
independencia, la soberanía y la dignidad, y el
sacrificio de innumerables luchadores en todo el tiempo,
nuestra lucha sufrió repetidos fracasos.
En 1921 fue fundado el Partido Comunista de China.
Los comunistas chinos, con el camarada Mao Zedong como
su exponente principal, optaron por el camino de lucha
armada y a través de la práctica revolucionaria,
formaron el pensamiento de Mao Zedong conjugando los
principios fundamentales del marxismo-leninismo con la
práctica concreta de la revolución china. Bajo la
dirección del Partido Comunista de China, después de 28
años de lucha armada, el primero de octubre de 1949, el
Presidente Mao Zedong proclamó solemnemente a todo el
mundo que, ¡Se fundó la República Popular China! La
fundación de la nueva China terminó con la historia de
humillación de la antigua sociedad semicolonial y
semifeudal, y marcó la victoria final de la lucha contra
el imperialismo y el feudalismo del pueblo chino en la
época moderna. El país, cuya población ocupaba un cuarto
de la totalidad del mundo en ese momento, escogió el
camino del socialismo, lo que no sólo cambió el rumbo
del desarrollo de la historia china, sino también
influyó profundamente en el proceso de desarrollo de la
historia mundial, cambiando el mapa político del mundo,
estimulando y apoyando a los pueblos oprimidos de todo
el mundo en su lucha por la liberación.
La creación de la nueva China permitió establecer el
sistema socialista en el país. Por primera vez, la
inmensa masa de obreros y campesinos chinos, quienes no
tenían ninguna posición política en la antigua China, se
convirtieron en dueños del país, cosa sin precedentes en
la historia china.
El nacimiento de Ia nueva China fundó la base
económica del socialismo, estableciendo gradualmente el
sistema integral de la economía nacional e industrial.
De ahí en adelante, China empezó a tomar el camino de la
modernización.
La fundación de la nueva China puso fin a la
situación de fragmentación, infinitas guerras, la
pobreza y la pérdida de vida y sufrimiento del pueblo en
el país. China se ha erguido en el Oriente del mundo
como un país socialista de independencia, autodecisión,
unificado y administrado por el propio pueblo. A medida
que Hong Kong y Macao retornaron respectivamente a la
patria, del Reino Unido en 1997 y de Portugal en 1999,
la gran causa de reunificación de la nación china avanzó
a grandes pasos. Y también estamos convencidos de
resolver la cuestión de Taiwán tarde o temprano para
lograr la completa reunificación de la patria.
Compañeros y amigos,
En estos 60 años, dirigiendo al pueblo de todas las
etnias, mediante la activa exploración, la ardua lucha,
la emancipación de la mente y el espíritu innovador, el
Partido Comunista de China ha venido abriendo el camino
de un socialismo con características chinas y ha
conquistado fructíferos resultados.
La economía china, con un crecimiento sostenido, ha
consolidado notoriamente el poderío integral de la
nación. En estos 60 años el Producto Interno Bruto
creció a una tasa promedio de 8.1%. El volumen total de
la economía se multiplicó en 77 veces, ocupando
actualmente el tercer lugar a nivel mundial. En 2008 el
Producto Interno Bruto alcanzó 4.4 billones de dólares y
la cifra per cápita es de 3,315 dólares.
El alimento es la primera necesidad del ser humano.
El problema de alimentación ha constituido siempre la
tarea prioritaria de China. Al fundarse la nueva China,
el entonces Secretario de Estado estadounidense, Dean
Acheson, manifestó que ningún gobierno antecedente había
logrado resolver el problema de alimentación de los
chinos, y el Partido Comunista de China tampoco podría
hacerlo. En 2008 la producción de granos llegó a 529
millones de toneladas, ocupando el primer lugar del
mundo en producción de granos.China ha creado el milagro
de haber conseguido alimentar a 22% de la población
mundial con sólo un 7% de las tierras cultivadas del
mundo.
China está transitando de una sociedad agrícola a
una industrializada, surgiendo como una emergente
potencia industrial. Como resultado, no sólo ha
solucionado el problema de carencia de los
indispensables productos cotidianos, sino también se ha
convertido paulatinamente en una potencia de
manufacturación mundial. La producción de televisores,
neveras, cámaras fotográficas, lavadoras, computadoras,
celulares, aparatos de aire acondicionado y otros
electrodomésticos se ha multiplicado de manera impetuosa.
La estructura industrial ha pasado de una con ramas
básicas a otra con todas las ramas, de una dominada por
la industria ligera a otra caracterizada por el
desarrollo simultáneo tanto de la ligera como de la
pesada.
En el transcurso de estos 60 años, la ciencia y la
tecnología de punta han logrado un desarrollo fuerte.
Hemos inventado y fabricado la bomba atómica, satélites
artificiales, cohetes, y cumplido el sueño de larga data
de navegar por el espacio exterior en nave tripulada. La
industria informática ha despegado. La ingeniería
biológica, genética, medicina y otro sectores clave han
realizado grandes saltos.
En este mismo lapso, la población urbana y rural se
ha librado de la pobreza extrema con resolución del
problema básico de alimentación y vestido, encaminándose
hacia una vida modestamente acomodada. La vida del
pueblo ha tenido un cambio radical, cuyo nivel y calidad
se han elevado de manera notable tanto en lo material
como en lo cultural. Por ejemplo, en los años 60 y 70
del siglo pasado, nuestros compatriotas aspiraban a
poseer cuatro tesoros: bicicleta, reloj de pulsera,
máquina de coser y aparato de radio, y hacia los 80 y
90, otros cuatro tesoros: televisor, lavadora, aparato
de video y nevera. Después de entrar en el nuevo siglo,
la gente comienza a adquirir computadoras, autos
particulares y viviendas. Viajar como turista al
exterior ya no es una ilusión. En una palabra, el pueblo
chino está disfrutando de una vida de mejor calidad.
La historia ha comprobado de manera convincente y
seguirá comprobando que sin el Partido Comunista de
China no hubiera existido la nueva China. Por el momento
el pueblo chino, lleno de confianza, anda en el camino
socialista con peculiaridades chinas, y lucha por
realizar el gran objetivo de edificar de manera integral
una sociedad modestamente acomodada hasta el 2020.
Compañeros y amigos,
La nueva China ha tenido cambios titánicos y
estremecedores en cuanto a la política, economía,
cultura y sociedad, etc., pero no podemos ser engreídos
y arrogantes. Estamos conscientes de que habrá
dificultades, obstáculos, hasta trabas como éstas y
aquellas en el camino adelante, pero estamos empeñados
en construir un rico, civilizado, democrático y
armonioso futuro. Nos asiste la convicción de que bajo
la firme dirección del Partido y con los esfuerzos de
todo el pueblo, podemos abrir nuevas perspectivas del
socialismo con peculiaridades chinas y lograr el gran
renacimiento de la nación china.
Compañeros y amigos,
Al principio de este año celebramos junto con el
pueblo cubano el 50 aniversario del triunfo de la
Revolución Cubana. Estamos felices de ver que, bajo la
firme dirección del compañero Fidel y el compañero Raúl,
el pueblo cubano, sin temor a la fuerza brutal,
resistiendo a la presión del bloqueo, apoyándose en los
propios esfuerzos y luchando con destreza, ha venido
explorando dinámicamente el camino del socialismo con
peculiaridades cubanas y logrando grandes éxitos,
preservando la soberanía, defendiendo la independencia y
ganando la dignidad y alta apreciación de todos los
pueblos, inclusive el chino.
China y Cuba son países socialistas, ambos enfrentan
la tarea de desarrollar y elevar el nivel de vida de sus
pueblos. Durante los 50 años, bajo el cuidado de los
máximos dirigentes de ambos países, la amistad entre
China y Cuba se profundiza constantemente. En la tarea
de construir el socialismo aprenden y se apoyan
mutuamente, la cooperación en todas las esferas va
viento en popa con fructíferos logros. El Partido
Comunista de China, el Gobierno y el Pueblo chinos
aprecian la amistad con Cuba, consideran a Cuba como
buen compañero, buen hermano y buen amigo. El próximo
año será el 50 aniversario del establecimiento de
relaciones diplomáticas entre China y Cuba. En este
momento tan importante de heredar el pasado para abrir
nuevos caminos hacia el futuro, vamos a marchar hacia
adelante tomados de la mano para consolidar y
desarrollar la relación amistosa bilateral.
Por último, quisiera formular mejores votos por la
prosperidad de China y de Cuba, y la felicidad de
nuestros dos pueblos.
