Customs officers and agents sign Code of Ethics

Thirty customs officers and agents, representing more than 600 of those existing in the country, gathered yesterday at Havana’s International Conference Center to sign a Code of Ethics, which sets forth responsibilities under such principles as patriotism, fighting spirit, loyalty, honesty, professionalism, efficiency and integrity.

As signers to the document, these officials and customs agents were representing all natural and legal persons of the agency, thus becoming auxiliaries to the customs administration.

As such, they require high technical and professional preparation and proper political and social performance. Their performance is pivotal in the quality and speed of customs clearance of goods, as well as the recording and subsequent release of external trade statistics.

Javier Calvo Villa, Technical deputy of the General Customs of the Republic, described the signing of the Code of Ethics as of transcendent importance.  He emphasized that in the performance of their duties, these specialists should act with transparency, agility and a high level of professionalism.

He stressed their responsibility in dealing with manifestations of corruption and dishonesty, and the obligation to fight and report facts, attitudes or actions that affect the prestige of the institution and of the State, which denigrates their profession and undermines the morale of their clients and employers.

On behalf of agents and attorneys, Raciel Rodríguez, director of the Customs Agency, called on workers at the Palacio de Convenciones to be compliant and consistent with the principles enumerated in the Code of Ethics, "we must rescue values and consolidate our image as public officials, because we represent our respective Customs agency and other institutions to the society. "

The event was chaired by Pedro Pupo Perez, chief of  the General Customs Agency of the Republic, and Alejandro Mustelier, Deputy Minister of Foreign Trade and others.

Treinta agentes de aduanas y apoderados, en representación de los más de 600 existentes en el país, se dieron cita ayer en el capitalino Palacio de las Convenciones para firmar el Código de Ética. Este compromete a ejercer sus responsabilidades bajo principios como patriotismo, combatividad, lealtad, honestidad, profesionalidad, eficiencia e integridad.

En su condición de declarantes, los agentes y apoderados representan ante la Aduana a las personas naturales y jurídicas, convirtiéndose así en auxiliares de la administración aduanera.

Como tales, requieren una elevada preparación técnico- profesional y correcto desempeño político y social. Su actuación es determinante en la calidad y agilidad del despacho aduanero de las mercancías, así como en la captación y posterior emisión de las estadísticas del comercio exterior.

De trascendental importancia definió la firma del Código de Ética, Javier Calvo Villa, vicejefe Técnico de la Aduana General de la República, quien resaltó que en su labor estos especialistas deben actuar con transparencia, agilidad y alto nivel de profesionalidad.

Subrayó la responsabilidad que tienen en el enfrentamiento a las manifestaciones de corrupción y deshonestidad, y la obligación de combatir y denunciar hechos, actitudes o acciones que afecten el prestigio de la institución y al Estado, a la vez que denigran su profesión y dañan la moral de sus clientes y empleadores.

En nombre de agentes y apoderados, Raciel Rodríguez, director de la Agencia Aduanal y Transitaria del Palacio de las Convenciones, exhortó a ser cumplidores y consecuentes con los principios enumerados en el Código de Ética, "rescatando valores y consolidando nuestra imagen como funcionarios públicos, pues representamos a la Aduana y a nuestras respectivas instituciones ante la sociedad".

El acto fue presidido por Pedro Pupo Pérez, jefe de la Aduana General de la República; Alejandro Mustelier, viceministro del Comercio Exterior y otros dirigentes.
