Dismissal of the head of the “Battle of Ideas” comes as a surprise

"A gambit of bishops": a source familiar with Havana’s usual behavior assured this Tuesday that Carlos Lage’s removal from office had a lot to do with that of Felipe Pérez Roque, an upright, unblemished fidelista.
 

"That sacrificing the Chancellor can be a ruse to keep spirits up in the ranks of the Communist Party of Cuba (PCC), the true center of political power, should not be ruled out", the same source told Público. His replacement, Bruno Rodríguez, is just a clone, albeit one with a longer diplomatic record.
 

Announced by this newspaper two weeks ago, Lage’s ousting was a matter of time. What took everyone by surprise was that his influence could be so strong –there was even talk about him taking over from Fidel himself– so much so if we keep in mind that since Fidel voluntarily stepped  down in 2006, Lage’s role has been largely testimonial, his face no longer visible in summits of Heads of State and other top level commitments.
 

The Official Note reporting on these changes clearly underlines that Lage’s post as secretary of the Executive Committee of the Council of Ministers “is not an authority with State decision-making powers nor does it in any way play a central role in the leadership of the State". It's as plain as day: whether or not he keeps his position in the Political Bureau, Lage had long been living in limbo.
 

The most outstanding replacement is that of Otto Rivero, until Tuesday the man in charge of investments within the "Battle of Ideas", a campaign with key social policy and propaganda purposes that Fidel had made into an institution.
 

His relief started to take shape last fall after he made the mistake of admitting to the lack of resources he needed to do his job. That’s when they pulled the carpet out from under the fastest man to ever rise to a vice-presidency and set out to find fault with his performance. And successfully so: Fidel labeled his and all the others’ behavior as “disgraceful”.

"Cambio de alfiles". Una fuente conocedora del peculiar proceder de La Habana aseguraba este martes que en la destitución de Felipe Pérez Roque, un fidelista integral y sin mácula, tiene mucho que ver la sustitución de Carlos Lage.

"No descarto que el sacrificio de canciller tenga como objetivo mantener las filas tranquilas dentro del buró del Partido Comunista de Cuba (PCC), el auténtico centro de poder político", afirma esa misma fuente a Público. Su sustituto, Bruno Rodríguez, es un clon, aunque con más recorrido diplomático.

La salida de Lage, que este diario avanzó hace dos semanas, era una cuestión de tiempo. Lo que nadie esperaba es que su influencia -se habló de él como posible sustituto al frente del país- fuera tan fuerte. Sobre todo si se observa que desde 2006, momento de la retirada voluntaria de Fidel, su papel ha sido testimonial. Desapareció de las cumbres de jefes de Estado y de otros compromisos de alto nivel.

En el documento de los relevos se hace explícito que el cargo que ocupaba Lage el de secretario del Comité Ejecutivo del Consejo de Ministros "no es una instancia con facultades de decisión (...) ni se le atribuye protagonismo en la dirección del Gobierno". Más claro, imposible. Aunque siga manteniendo su puesto en el buró político, Lage vivía en el limbo desde hace tiempo.

El gran relevo es el de Otto Rivero, hasta este martes responsable de las inversiones de la "Batalla de las Ideas", una campaña que Fidel elevó al rango de institución con objetivos claves en política social y propaganda.

Su relevo comienza a escribirse en otoño, cuando comete el error de reconocer que faltaban recursos para cumplir su trabajo. Al hombre que más rápido ha ascendido a la vicepresidencia comenzaron a moverle la tierra bajo los pies, es decir, a buscar fallos en su gestión. Y lo han encontrado. A él y a todos los demás, Fidel les llamó "indignos".
