A CubaNews translation. Edited by Walter Lippmann.

THE STRUGGLE AGAINST VAGRANCY IS A DUTY

Many among our people give their opinions about the way in which vagrants can be forced to work. There are countless views on this matter, but what we are indeed certain of –something on which almost all of us coincide— is that something must be done to insert them all into a working way of life.

Regardless of the fact that incentives can be introduced to stimulate people to work, and that a way should be sought to turn work into a necessity for people, it is necessary and vital to develop the level of employment, because if we lack the necessary human resources to increase production and the quality of services, there can be no growth of income. And that is something that this country badly needs, for it is the only way in which the size of the reward in exchange for work can be increased. Therefore, it would not be possible to sustain people who are clandestinely non-productive and who now receive all the benefits conquered by socialism.

In our socialist country, employment is a right and a duty. Consequently, the pertinent measures should be taken –without excesses— to see that all those who live without working at least restrict their social and economic chances, lose the possibility of bragging about their affluent personal economy, see their purchasing power thus limited and be clearly separated from the group of those who, through their efforts, contribute to the people’s welfare.

We must avoid the simplicity of having them produce a letter –sometimes a false one— accrediting their status as workers in the case of those detected by the forces of public order as being involved in illicit businesses, theft, robbery or any other illegal forms of making profit. The investigation should go deeper and the punishment should be much more severe. In all possibility, we must act in a more professional way to discern and to act, but the point is that it is urgent to do so. If our people have been capable of overcoming the aggressions of imperialism that have affected us for 50 years, if the large majority of our youth and adolescents either study or work, how could we question the fact that all of us, acting together, are capable of doing away with that shameless and minority dead weight that continues to damage us?
