President Raúl Castro presided over the military ceremony in which command of the Western Army was handed over to Division General Lucio Morales Abad. Also attending the ceremony were commanders of the Revolution Juan Almeida Bosque, Ramiro Valdés Menéndez; Guillermo García Frías, a founding leader of the Army; and the minister of the FAR Army Corps, General Julio Casas Regueiro.

Morales, who previously held the position of head of the Army General Staff, is an officer with a remarkable career and numerous accomplishments. Over the last four decades, he has held several posts at different command levels in the land artillery and tank units.

One of the highlights of the ceremony was the conferral of the Playa Giron Order to Army Corps General Leopoldo Cintra Frías by Army General Raúl Castro Ruz. This was in acknowledgement of Cintra Frías’ exemplary career and the successful accomplishment of the many missions to which he was assigned since 1991 – when he was reappointed head of the Western Army after having participated in four international missions, three of them in Angola.

Division General Jorge Guerrero Almaguer read a summary of the agreement by the Council of State endorsing the conferral of the order.

At the headquarters of the Army General Staff, and before a representation of combatants from different divisions of the army and commanders of the FAR and the Western Army, General Cintra Frías acknowledged the support he had been given by commanders, officers and other combatant and civilian workers, as well as by members of the Party, the Young Communist League (UJC), the unions and the regional defense councils. Cintra Frías said he trusted that the new leadership of the Western Army would be given the same support.

He highlighted the role played by the leadership and advice of the Ministry of the Revolutionary Armed Forces in accomplishing his missions, and the valuable experiences gained at other posts and units of FAR. Above all, he praised the teachings of Commander-in-chief Fidel Castro and Army General Raúl Castro, who “have been and will continue to be a source of inspiration, encouragement, patriotism, strength and loyalty to the Cuban Revolution.” He concluded wishing the Army and its new leadership a successful future.  

Division General Samuel Rodiles Planas read a letter by Army General Raúl Castro in which he reported that Army Corps General Leopoldo Cintra Frías had been promoted to first deputy minister of FAR for his excellent achievements, qualities and experience.

The letter, addressed to the members of the Western Army, speaks of the many missions accomplished by those forces, and of the enhancement of their defensive capacity. It also noted the role played by Cintra Frías, who was said to have a brilliant and extensive career in the service of the Cuban homeland.

The letter ends expressing the conviction that the members of the Western Army will be worthy of the trust of the Cuban people, and that —under the guidance of the Party— western Cuba will continue to be an impregnable bastion of the national territory. 

After the review of the troops, Rear Admiral Carlos Duque Ramos read a summary of the change of command report. The text includes a review of the main accomplishments of the Western Army in the defense of the region, particularly those by the defense councils and the training of the militia. It also makes reference to the most important missions that the new leadership will have to face. Once the former and the incoming commanders signed the agreement, it was approved by Minister of the FAR Army Corps, General Julio Casas Regueiro.

After the ceremony, Raúl Castro met with the main commanders of FAR and the Western Army present at the ceremony. He placed special emphasis on the support that the army has offered and will continue to offer with recovery work in the aftermath of hurricanes Gustav and Ike. He evaluated the recovery progress as positive, and noted the role of the Cuban people and international support.

A propuesta del Buró Político del Comité Central del Partido, el Consejo de Estado de la República de Cuba acordó designar al general de cuerpo de ejército Leopoldo Cintra Frías, como Viceministro Primero de las FAR.

El General de Ejército Raúl Castro Ruz, Presidente de los Consejos de Estado y de Ministros, presidió este viernes la ceremonia militar de cambio de mando del Jefe del Ejército Occidental, a la que asistieron los Comandantes de la Revolución Juan Almeida Bosque, Ramiro Valdés Menéndez y Guillermo García Frías, jefe fundador del Ejército, y el Ministro de las FAR, general de cuerpo de ejército Julio Casas Regueiro.

La importante responsabilidad fue asumida por el general de división Lucio Morales Abad, quien se desempeñaba como Jefe de Estado Mayor del Ejército. Este oficial ha tenido un destacado tránsito y elevados resultados en el servicio a lo largo de más de cuatro décadas, en los diferentes escalones de mando de la artillería terrestre y las unidades de tanques.

Resultó especialmente emotiva la imposición por el General de Ejército Raúl Castro Ruz de la Orden Playa Girón, al general de cuerpo de ejército Leopoldo Cintra Frías, en reconocimiento a su ejemplar trayectoria y al cumplimiento exitoso de las numerosas misiones encomendadas desde que en 1991 asumió nuevamente el mando del Ejército Occidental, tras el cumplimiento de su cuarta misión internacionalista, tres de ellas en Angola.

Así lo expresa el Acuerdo del Consejo de Estado que refrenda el otorgamiento de la alta condecoración, una síntesis del cual fue leída por el general de división Jorge Guerrero Almaguer, jefe de dirección del MINFAR.

En el polígono del Estado Mayor del Ejército y ante una representación de combatientes de las diferentes armas y otros jefes principales de las FAR y el Ejército Occidental, el general Cintra Frías reconoció el apoyo recibido de los jefes, oficiales y el resto de los combatientes y trabajadores civiles; del Partido, la UJC y el Sindicato, así como de los Consejos de Defensa del territorio, y expresó la seguridad de que lo recibirá igualmente la nueva jefatura designada.

Destacó el papel que en el cumplimiento de las misiones asignadas han desempeñado la dirección y orientación del Ministerio de las Fuerzas Armadas Revolucionarias, las valiosas experiencias de otros mandos y unidades de las FAR, "y por encima de todo el valioso significado de las enseñanzas del Comandante en Jefe y el General de Ejército Raúl Castro Ruz, quienes para todos nosotros, han sido y seguirán siendo fuente de inspiración, motivación, de patriotismo, de firmeza y fidelidad a la Revolución Cubana". Concluyó deseándoles éxitos al Ejército y a la nueva jefatura que asumió el mando.

El general de división Samuel Rodiles Planas dio lectura a una carta del General de Ejército Raúl Castro Ruz, donde se informa que teniendo en cuenta los resultados, cualidades y experiencia del general de cuerpo de ejército Leopoldo Cintra Frías, se decidió designarlo como Viceministro Primero de las FAR.

La misiva, dirigida a los integrantes del Ejército Occidental, señala las muchas misiones cumplidas por este mando y el fortalecimiento alcanzado en la capacidad defensiva, resultados en los que ha desempeñado un importante papel el general Cintra Frías, de quien destaca además su extensa y brillante hoja de servicios a la Patria.

Concluye expresando la convicción de que los combatientes del Ejército Occidental continuarán justificando con resultados aún superiores la confianza que el pueblo ha depositado en ellos y bajo la guía del Partido, el territorio occidental seguirá siendo un bastión inexpugnable de nuestra Patria.

Luego de la marcha en revista de las tropas, se procedió a dar lectura a una síntesis del acta de cambio de mando, a cargo del contralmirante Carlos Duque Ramos. En ella se reseñan los resultados alcanzados por el Ejército en la organización de la defensa territorial, en particular de los Consejos de Defensa a todos los niveles y en la preparación de los reservistas y milicianos. Señala además las misiones principales a las que la nueva jefatura debe continuar prestando especial atención. Una vez que los jefes de Ejército saliente y entrante firmaron el documento, fue aprobado por el Ministro de las FAR, general de cuerpo de ejército Julio Casas Regueiro.

Finalizada la ceremonia, Raúl sostuvo un encuentro con los jefes principales de las FAR y del Ejército Occidental presentes en la ceremonia. Se interesó especialmente por el apoyo que han dado y continuarán brindando las FAR a las tareas recuperativas tras el paso de los dos huracanes, la que afirmó avanza bien gracias al esfuerzo de nuestro pueblo y la colaboración internacional recibida, aunque algunas dificultades, como la vivienda, requerirán más tiempo para su solución.

El Segundo Secretario del Partido hizo énfasis en que es deber de quienes desempeñan cualquier responsabilidad de dirección, adoptar las medidas necesarias para que no se produzcan, por deficiencias organizativas, desabastecimientos o dificultades adicionales a los derivados de causas objetivas.
