Marrying with love

That’s what all 18 of Cuba’s so-called Wedding Palaces intend to do by offering a range of services at a reasonable price in Cuban pesos, available in facilities recently refurbished and embellished.

Since the 5th of May, Havana’s Cotorro municipality has its own new Wedding Palace, in a beautifully furnished and decorated building where couples come for the solemn service they require to be legally joined in matrimony.

Cotorro municipality’s Wedding Palace opened its doors early this month with a wide range of services.

 [blank space in original] the bride and groom a wide service range: three in Havana City –the other two are in the municipalities of 10 de Octubre and Centro Habana– though the priority will be in the provincial capitals, with the exception of Pinar del Río and Guantánamo.

Joint efforts by the Ministries of Justice, Transportation, Tourism and Domestic Trade set in motion a program to restore these Wedding Palaces and resume their service, providing those wishing to get married with a fitting, comfortable atmosphere.

Ángel Mesa Rodríguez, in charge of the Provincial Service Coordination Bureau in Havana, said the offers include dress and car rentals, catering, hotel rooms for the honeymoon, photographs and a videotape recording of the ceremony, all of it for a price in Cuban money to suit anybody’s pocket. Some services like the chauffer-driven car, buffet and honeymoon arrangements, are available to a limited number of weddings and thus insufficient to meet the demand.

The Wedding Palace in Plaza municipality, located in 25^th and N, reopened to the public last Wednesday after a year of reconstruction. Works are still under way on the second floor and the buffet lounge.

 At least half of Havana’s 13 Wedding Palaces –one per municipality, barring Regla and Boyeros (where there are plans to fit out a room in the near future)– are expected to offer all these services before the end of the year. Three of them already do, soon to be joined by the Palaces in Guanabacoa, Playa, Marianao and La Habana del Este.

Cotorro’s Wedding Palace Coordination Bureau representative Caridad Pulido praises the quality of their current offer. “Our clients are happy with it and find it cheaper than what the private sector has to give". For instance, they have a wide variety of costumes for rent, including bridal gowns, men’s suits and accessories for 350, 130 and 10 pesos, respectively.

At the wheel of a 1928 Ford replica is María Félix Ferrales, a driver with the enterprise PANATRANS, who told us couples can rent her car and a fleet of Mercedes available for weddings for just 112 pesos, a price that includes picking up the bride at home to bring her to the Wedding Palace, a photo and video tour around the city, and then taking the newlyweds to their hotel.

She said that now they’re covering three applications per Palace per day, but there are plans to bring more cars given that other institutions will start offering the same service. The private sector –she added– had been sweeping the board until now and charging an amount out of most people’s reach, almost always in CUCs (convertible pesos). We have a cheaper fare, and the clients like this kind of car very much.

However, this was not the only base covered by the “self-employed” or other individuals, what with the state’s poor –if any– counteroffer. Lázaro Elnecabe Torres works in the Wedding Palace at Mayía Rodríguez Street, although he’s employed with Videcuba Festival, an entity of the Ministry of Domestic Trade. “Thanks to this program,” he assures, “we’re renewing a quality service with very good offers and speedy delivery, so people are satisfied".

According to a list posted in full view of customers, there are different prices for the photographs, and in both currencies. They also have plans to make videotapes of the wedding for 200 pesos, cassette included, but technical limitations have made it impossible so far.

There are two things people used to complain about: the quality and variety of the buffet meals, and the availability of hotel rooms –or lack of it– for the honeymooners.

About the former, Domestic Trade minister Marino Murillo recently told members of the Parliament’s Service Commission: "That’s our problem. We have the resources, so blame it on indolence every time the service is poor. There’s no justification when a catering service falls short of the customer’s expectations and their request according to our products and prices.

The difficulties to find a hotel where to spend their honeymoon ranks high on people’s list of letdowns, remarks Omar de Jesús Fernández Jiménez, director de Notary’s and Registry Offices of the Ministry of Justice, who puts the finger on the number of rooms available to newlyweds.

Of 50,115 weddings we had in 2007 –14,340 of them in our Palaces– 38,079 spent their honeymoon in hotels of the chains Islazul (at the top of the list), Gran Caribe and Cubanacán. All of those couples were charged Cuban pesos, which means the State paid out a little more than three million CUCs.

Fernández Jiménez underscores the Ministry of Justice’s current strategy, based on the implementation and supervision of the procedure to assign hotel rooms to honeymooners by means of a ticket, which now “is issued with a serial number in three copies and goes through a process we can audit without any trouble". It’s all part of the efforts to tackle the lack of control over and illegal sale of these documents, so common in past years and the reason that a group of officials had to answer for their acts in a court of law.

As the rest of these cradles of marriage are being finished, they will undertake the abovementioned services. But the re-emergence of these love palaces will depend to a great extent on our perseverance, discipline and ability to keep things under control and provide a good service.

Servicios a la altura del amor

Ese es el propósito en los 18 Palacios de los Matrimonios que a lo largo del país ofertan una gama de servicios a precios módicos y en moneda nacional. Las instalaciones han sido remodeladas, lo que incluye la renovación del mobiliario y la decoración

A principios de este mes en el capitalino municipio del Cotorro empezó a funcionar un Palacio de los Matrimonios con una amplia oferta de servicios.

De los 13 palacios de matrimonios existentes en la capital —uno en cada municipio, excepto en Regla y Boyeros (en este último está previsto habilitar un local próximamente)— se pretende que antes de concluir el año al menos la mitad oferte esa gama de servicios. A los tres que ya lo hacen se sumarán próximamente los de Guanabacoa, Playa, Marianao y La Habana del Este.

En opinión de Caridad Pulido, representante del Buró de Coordinación del Palacio de los Matrimonios del Cotorro, la actual es una buena oferta; "a la gente le parece bien y más barata que la que ofrecen los particulares". Por ejemplo, el vestuario es variado y se alquila en el Atelier del municipio: el traje de las novias en 350 pesos, el de los novios en 130 y los accesorios,10.

Al timón de una réplica de un Ford del año 1928, María Félix Ferrales, chofer de la empresa PANATRANS, explicó que vehículos como estos y otros marca Mercedes Benz se alquilan para las bodas por solo 112 pesos. El precio incluye la recogida de la novia en su casa, traslado al Palacio, recorrido por la ciudad para tomar fotos y videos, y luego al hotel.

En estos momentos cubrimos tres solicitudes diarias de cada Palacio, dijo, pero como otras de esas instituciones también van a brindar este servicio, la Empresa pretende incorporar más autos. Los particulares, agregó, tenían cubierta la transportación de los novios y con precios no accesibles para el público en general, casi siempre en CUC. Esta es una oferta más económica y gusta mucho el tipo de auto.

Pero no era solo este terreno el cubierto por "cuentapropistas" u otros individuos ante la pobre —o inexistente— contrapartida estatal. Lázaro Elnecabe Torres, fotógrafo de Videcuba Festival, entidad perteneciente a Comercio Interior, quien trabaja en el Palacio de Mayía Rodríguez, aseguró que con el actual programa "estamos rescatando los servicios con muy buenas ofertas, entrega a tiempo y con calidad; la gente está satisfecha".

Según una lista expuesta a la vista del cliente, el precio de las fotos es variado y en las dos monedas. También está previsto ofertar el servicio de grabación de videos por 200 pesos, incluido el casete; sin embargo, limitaciones en el equipamiento tecnológico no han permitido consolidarlo.

Habitualmente llegaban críticas de la población acerca de dos temas: la calidad y variedad del bufet y la disponibilidad de capacidades hoteleras para el disfrute de la luna de miel.

Sobre el primero subrayó recientemente Marino Murillo, ministro de Comercio Interior, al dialogar con los diputados que integran la Comisión de Servicios del Parlamento: "Eso es de nosotros. Todos los recursos están; donde no se brinde bien el servicio es porque hay un actuar indolente. Nada justifica que no haya un bufet de calidad, tal y como la persona lo pida", de acuerdo con la variedad de productos y precios.

La limitada disponibilidad de lunas de miel, según valoró Omar de Jesús Fernández Jiménez, director de Notarías y Registros Civiles del MINJUS, ocupa un lugar predominante entre las insatisfacciones de la población, pues no están aseguradas las capacidades hoteleras para todos los recién casados.

De los 50 115 matrimonios celebrados durante el 2007 —14 340 en Palacios—, 38 079 disfrutaron su luna de miel en instalaciones de las cadenas hoteleras de Islazul (el mayor por ciento), Gran Caribe y Cubanacán. Para los contrayentes el pago de las tarifas fue en pesos; para el Estado representó la erogación de algo más de tres millones de pesos convertibles (CUC).

La estrategia actual del MINJUS, puntualizó Fernández Jiménez, incluye la aplicación y fiscalización del procedimiento establecido para la emisión de la boleta de asignación de la luna de miel. Hoy "esta viene foliada y con tres copias que recorren un camino totalmente auditable". Todo ello como parte del enfrentamiento a situaciones de descontrol y venta ilegal de estos documentos ocurridas un tiempo atrás, por las cuales un grupo de funcionarios resultó penalmente sancionado.

En la medida en que sean rehabilitadas las restantes edificaciones, cunas de los matrimonios, irán instalándose en ellas esos servicios. Pero será de la constancia y la disciplina, del control y el buen trato, de los cuales dependerá, en buena medida, el resurgir de estos palacios del amor.
