On Second Thought
Not solos, but a symphony

Three months into the 50th Year of the Revolution and we’re still connected, as true Cubans, to the way things evolve around us following the discussion of Raúl Castro’s speech, his statements to the National Assembly last December and on February 24 in his inauguration as President of the Council of State and of Ministers.
Much as we had an organized, transparent and participatory election which included new appointments at government level, the guessing game about Cuba and its fate continue. There’s a lot of that around, most of it crappy.
Life goes on here, like [Cuban singer-songwriter] Pablo Milanés said. While in party and government circles a number of decisions are under the microscope, we’re down here making conjectures: this will be abolished, that will come into effect, and so on and so forth, the vast majority confident that it will be for the better.
Life goes on here, showing at once signs of improvement and wrongs yet to be solved, with some people skeptical and most optimistic. We don’t live in a perfect society, Pablo also said.
Between one expectation and the next we find many people’s interest in keeping permanently open the debate Raúl promoted, because we must discuss, reach consensus, make decisions and examine their results together, and correct them if need be, particularly those at street and ground level. Why, it’s not for the higher-ups to decide everything.
That’s the most pressing debate, I think, instead of having us all reflect on strategies and big things while much in the way of tactics and small things is left untouched. I recognize anybody’s right to hold strategic sessions in their living room, but without any shallowness, as in the fable of the two hares, devoured by the dogs for wasting time arguing whether, judging by the barks, the approaching animals were greyhounds or simply hounds.
We must keep fueling debate rather than get bogged down in “that speech Raúl gave”. And beware of unanimities, as they are too unanimous to be credible, and of silences turned into corridor whispers. Real discussion –not make-believe– about ideas and plans, starting at home, and then ask some questions, answer others, make in-depth studies of our problems and their causes, and agree as one on their solution: that’s what we need. As a musician might say in this so musical country, a symphony, comrades, instead of piano, violin or drum solos.
Some things can only be decided upon by the top leadership, as it’s happening now after the registration and study of more than a million views on the already historical July 26, 2007 speech. But others, if not most, are to be resolved at grassroots level.
And that calls for debate, which in turn is based on information and knowledge about what’s at stake so that everyone can take their own view. Changing what must be changed for the better demands counting on the majority, if not all people. And how better than by thinking of and making decisions in common? Automatism, compliance without conviction or, worst, indifference, is a different thing altogether.
In the former socialist countries of Europe –when they were no longer socialist but seemed they still were– people swallowed the story hook, line and sinker while they swore blind that everything was fine, until the enemy officiously paved the way for the great debate on how to slit socialism’s throat. It was quite democratic: some wanted to use a switchblade; others an ax. And they did it in two shakes of a lamb’s tail. However, that happened long ago and far away. In Cuba, socialism is alive and kicking for the better.

Pensándolo bien
Solo no, sinfonía

Transcurre el tercer mes del Año 50 de la Revolución y seguimos conectados, como buenos cubanos, a la evolución de los acontecimientos en derredor, después de las discusiones del discurso de Raúl Castro, sus pronunciamientos en la Asamblea Nacional en diciembre y en la asunción como Presidente de los consejos de Estado y de Ministros, el 24 de febrero.
A pesar de lo ordenado, transparente y participativo de nuestro proceso electoral, incluida la designación de nuevos cargos en la dirección del país, las cábalas acerca de Cuba y su destino continúan. Hay montón de eso, sobre todo mucha cáscara.
Aquí, la vida sigue su curso afuera, como dijo Pablo Milanés, mientras en predios partidistas y gubernamentales se analizan variantes de decisiones que en la calle especulamos cuáles serán: que si van a derogar aquello, que si van a poner en vigor lo otro. La mayoría confiados en que para bien.
La cotidianidad sigue su curso con signos de mejoría y también entuertos irresueltos; optimismo renaciente en los más y escepticismo en otros. Que no vivimos en una sociedad perfecta, como también dijo Pablo.
Entre expectativa y expectativa está el interés de muchos de mantener permanentemente el debate que promovió Raúl. Porque hay que discutir, establecer consensos, decidir y examinar juntos el resultado de las decisiones, y rectificar estas si es necesario, en especial aquellas cerca del asfalto y de la tierra. Que no todo toca decidirlo arriba.
Ese es el debate que más apremia, creo, antes que el de todos discurriendo acerca de lo estratégico, lo macro, mientras mucho de lo táctico y lo micro sigue ahí. No desconozco el derecho a discurrir estratégicamente en la sala de casa, pero en lo que a cada cual corresponde no valen diletantismos como el de aquellos dos conejos de la fábula, devorados por los perros por entretenerse a discutir si, a juzgar por los ladridos, los que venían eran galgos o eran podencos.
El debate hay que seguir animándolo, no quedarnos solo en "el de aquel discurso de Raúl". Y ojo con unanimidades, demasiado unánimes como para creérnoslas, y con silencios que cuchichean después por los pasillos. Discutir de veras -no hacer como si se discutieran- ideas y planes, primero en nuestra valla chiquita; pedir criterios, preguntar, responder, analizar a fondo problemas y causas, y acordar colectivamente cómo resolverlos. Es lo que hace falta. Como diría quizá un músico en este país tan musical: sinfonía, compañeros, no solos de piano, de violín o de tambor.
Hay situaciones que solo pueden decidirse en las máximas instancias, como ocurre ahora, después del registro y análisis de más de un millón de opiniones sobre el contenido del discurso ya histórico del 26; pero hay otros, la mayoría, que corresponde zanjar en la localidad y en la base.
Y eso requiere debate, que tiene a su vez como base información, conocimiento de lo que se examina, para que pueda cada cual formarse juicio. Lo que debe ser cambiado entre nosotros para bien y mejor, requiere sumar a la mayoría, o a todos. Y ¿cómo, sino pensando y decidiendo en común? Otra cosa es automatismo, acatamiento sin convicción, o peor, indiferencia.
En los países ex socialistas europeos –cuando ya no lo eran, aunque parecían seguir siéndolo- se comieron el millo jurando y perjurando que todo andaba bien. Hasta que con los buenos oficios del enemigo se armó el gran debate de cómo degollar el socialismo. Fue muy democrático, unos querían arrancársela con navaja, otros con hacha. Y lo degollaron en nada. Pero eso pasó hace rato y allá lejos. En Cuba, el socialismo sigue vivo y coleando para mejorarse.
