There will be no end to the mistreatment we endure everywhere as long as our services remain in the hands of people with a defective mental lining and our rights as citizens are not respected, even if the resources appear to reduce certain material problems we have.

Rosalina Tamayo lives at 352 17th Street, in a neighborhood called La Ceiba in Palma Soriano municipality, Santiago de Cuba province. Her letter tells of one of those arbitrary acts that any passenger could fall on in one or two bus stations, as it happened to her last October 6 when she and some other people were at the Intermunicipal Station in Palma Soriano, waiting for a bus bound for the city of Santiago.

At 3:40 p.m. the Yutong bus No. 3355 arrived from Ciego de Ávila province. Rosalina and other travelers made a beeline for the ticket office to find out how many seats would be sold. «We were astonished –she says– to see some people getting on the bus who had not been lining up like everybody else. The drivers called no one from the ticket office and were getting ready to set off again in the half-empty bus».

That’s when Rosalina asked them why they were not taking anyone from the line, «to which they just replied in a very carefree way: ‘Go tell the cashier clerk to send five passengers’». Rosalina was one of the five, and could have very well forgotten the whole thing, since she had solved her problem. However, when she got on and looked around the bus, she noticed there was still plenty of room inside, despite the fact that so many travelers were left waiting in the station.

It was not in Rosalina’s blood to remain cool as a cucumber when the bus stopped a few blocks from the station, still inside the town limits, to pick up some people whom the drivers charged a price cheaper than the official fare. «Of course, she assured, they would pocket that money, and they were not discreet at all, which proves that’s something they do on a regular basis».

There was a Transportation sign on the bus, «which means the service had been already paid for», she concluded. So now Rosalina wonders:

«Are those drivers the owners of the bus? Do they have authority to decide who gets on and who stays behind? What happened to their common sense and respect for the people if they make no secret of the way they take advantage of their fellow citizen’s needs to fill their pockets? What are the supervisors doing?»

Norka Lidia Rodríguez, who lives on Fe del Valle St., in Buey Arriba, territory of the Sierra Maestra Mountains in Granma province, is likely to be just as angry. Her complaint adds to the long list of outrageous problems usually found in connection with parcels people send by making a lot of sacrifices and placing their trust on the Cuban postal service.

She says to have sent three parcels from the postal office in Buey Arriba to Magalis Arias, resident in La Rosa, Bauta, Habana province. And she keeps the slips: No. 3032544689, sent on September 27; No. 032544321 on September 29, and No. 032544193 on October 1st.

The staff at the postal office in Buey Arriba checked the contents of each parcel and sealed them. They all reached their destination, but two of them only had old books and papers inside, and the other nothing but two packets of salt.

«How much longer will Correos de Cuba put up with these problems, in detriment of its prestige in the eyes of our people and the trust they have placed in these services?», Norka Lidia questions, not without foundation, and demands the enterprise to establish the facts at once.

Nonstop mistreatment, «invention», traps laid for the citizen, holes for respect and honor to seep through. Is ethics losing its way, much like the abovementioned parcels? If every one keeps resolving their problems «underhandedly», fooling people and the etate itself, which we all are, what will come next?

Maltratos, engaños…

Pueden aparecer los recursos e incluso aliviarse ciertos problemas materiales. Pero si anda deformada la armazón mental de quienes prestan un servicio, y no se logra imponer el respeto a los derechos de los ciudadanos, entonces seguiremos sufriendo maltratos por doquier.

Rosalina Tamayo me cuenta en su carta una de esas historias de arbitrariedad que pueden encontrarse los pasajeros en una que otra terminal de ómnibus. La lectora, quien reside en calle 17 número 352, entre 13 de Marzo y Nueva, reparto La Ceiba, en Palma Soriano, provincia de Santiago de Cuba, narra que el pasado 6 de octubre, ella y otros pasajeros aguardaban en la Terminal Intermunicipal de esa localidad, para trasladarse a la ciudad de Santiago de Cuba.

A las 3 y 40 p.m., arribó un ómnibus Yutong, con el número 3355, procedente de Ciego de Ávila. Rosalina y otros viajeros se dirigieron directamente a la taquilla, a esperar cuántos pasajes se iban a vender para Santiago. «Con asombro —precisa—, vimos cómo subían a la guagua, casi vacía, personas que no estaban en la cola. Los choferes no solicitaron pasajeros en la taquilla y muy dispuestos iban a seguir su viaje».

Rosalina les preguntó si no iban a cargar pasajeros de la cola, «a lo cual me dijeron muy despreocupados: dile a la taquillera que mande cinco». Rosalina clasificó entre los cinco y bien pudiera haber soslayado el asunto, pues ella había resuelto su problema. Pero cuando subió al ómnibus, comprobó que tenía muchos asientos vacíos y, sin embargo, no pocas personas quedaban abandonadas en la terminal.

La mujer, que tiene sangre en las venas y no horchata, se indignó cuando, más adelante, antes de salir de Palma, los conductores pararon y montaron personas por un precio inferior al oficial. «Por supuesto —asegura—, eso iría a sus bolsillos. Y todo esto sucedió sin la más mínima discreción por parte de los choferes, lo que demuestra que es una conducta habitual».

El ómnibus tenía un cartel que decía: Transportación, «lo que indica que ya estaba pagado de antemano el servicio», deduce ella. Rosalina reflexiona:

«¿Son los choferes los dueños del transporte y son los que deciden si montan o no pasajeros en las terminales? ¿Allí nadie se cerciora de cuántos asientos pueden ser ocupados por otros pasajeros? ¿Dónde quedó el sentido común y el respeto al pueblo de esos choferes, que a la cara de todos se embolsillan el dinero, aprovechándose de la necesidad de sus conciudadanos? ¿Qué hacen los inspectores?».

No menos airada debe estar Norka Lidia Rodríguez, residente en Fe del Valle sin número, en Buey Arriba, territorio de la Sierra Maestra en la provincia de Granma. Su denuncia ya llueve sobre mojado acerca de tropelías que se registran con los bultos postales que los ciudadanos envían, con muchos sacrificios, y confiando en Correos de Cuba.

Cuenta Norka Lidia que envió tres bultos postales desde el correos de Buey Arriba, con destino a Magalis Arias, vecina de Tercera número 387, La Rosa, en la localidad habanera de Bauta: el número 3032544689 lo impuso el 27 de septiembre, el 032544321 el 29, y el 032544193 el 1ro. de octubre.

En el correos de Buey Arriba se revisó el contenido de los tres paquetes, los cuales fueron sellados. Los tres llegaron a su destino, pero dos de ellos solo tenían dentro libros viejos y papeles y el otro dos paqueticos de sal.

«¿Hasta cuándo Correos de Cuba continuará permitiendo estos hechos, que hacen perder el prestigio de esa entidad ante el pueblo, y la confianza en sus servicios?», cuestiona con todo fundamento Norka Lidia, y exige un esclarecimiento de los hechos por parte de esa empresa.

Maltratos, «inventos», trampas constantes al ciudadano, por donde se escapan el respeto y el honor. ¿Se estará extraviando la ética, así como esos bultos postales? Si cada quien sigue resolviendo «por la izquierda», engañando a las personas y al propio Estado que somos todos, ¿adónde vamos a parar?
