Young communists discuss work at grassroots level
The need to put words into action in Cuba day-to-day became manifest during the Young Communist League (UJC) general evaluation meeting held in the central province of Villa Clara.

CLARA.— Rather than a mere metaphor, the assertion that the UJC’s general
evaluation meeting in Villa Clara province highlighted what a grassroots cell
should be points to the need to put words into practice in the country’s daily
life.
From within the theater’s four walls a crystalline moral sprouted: do what you must in your own little space and move from the bright drawing of the event to its practical realization. UJC first secretary Julio Martínez Ramírez stressed the insight, honesty, transparency and courage exuding from those in the meeting who talked about what we do wrong and how to counteract it, an attitude befitting the traits we expect to find in every UJC member.
Delegate Sandy Rodríguez said that collective communication and trust lose their meaning sometimes, especially when a problem is discussed and little or nothing is done after it goes on the record. «That’s why people just shut their mouth», he emphasized.
When Julio Martínez asked his opinion about why that happened, Sandy talked about a widespread trend to believing that bringing up a problem for discussion is a pointless effort, since it won’t be solved anyway, and some members are even afraid to speak out.
On this point, Provincial CP first secretary Omar Ruiz Martín pointed out that we must always speak out, regardless of anybody’s decision to keep a wrongdoing quiet.
«However, no UJC cell should ever behave that way –he insisted– and it’s for the vanguard, the membership, to encourage debate, to provide solutions and to head off any obstacles».
Re-elected as first secretary of the provincial UJC organization, Osnay Miguel Colina underscored our duty to bridge the gap between what we say and do and called setting an example a paramount element. A member who works as a teacher has to be the best, or at least try to be, and that goes for everyone, whatever their job.
Another key factor came up in this connection: how to influence others by adopting a diaphanous conduct more powerful than any unbridled, flowery speech ultimately endorsed by no action. Whenever that link is broken, situations like the one described by delegate Osmel Pérez could well arise: «Despite the serious shortcomings we all see in our public services, there are UJC members working as managers in that sector whose personal records are always unblemished, with no critical comments or even suggestions for improvement».
About public health, there was consensus as to its poor quality, more a question of how patients are treated than the current lack of resources. As delegate Julio Fleites argued, it’s unbelievable that some people brag that they favor so-called ‘agro-consultation’, in reference to the habit of handing out gifts to make sure they will be well treated.
In this connection, Julio Martínez said our UJC members in that field have had insufficient fighting spirit and eagerness to stand out, our public health’s accomplishment notwithstanding. He recalled the progress made by our healthcare services thanks to the programs boosted by the Revolution, although ethics is not always a given.
«There are vices we must eliminate, even in the very schools where the staff is qualified. That’s one great challenge we have to face up».
Likewise, it’s about time, Ivis Neris Reyes assured, that we know the way our members at grassroots level and other young people around us in the workplace or at school truly think so that we can have an influence on them.
Never did smugness rear its ugly head in this meeting, where the dissection of our flaws marked the greatness of the debate.
Accordingly, the delegates to the provincial assembly received a letter of congratulation from the National Bureau of the Young Communist League, together with the mandate to stamp the same style at grassroots level. Quite a challenge!

CLARA.— El calificativo de que la asamblea de balance de la UJC en Villa
Clara fue la expresión de lo que debe ser un comité de base, más allá de
una metáfora indica la necesidad de hacer tangible las palabras en la
práctica cotidiana.
Allí, entre aquellas cuatro paredes del teatro, brotó cristalina la moraleja: asume lo que te corresponde en tu pedacito y pasa del diáfano dibujo del hecho a su definición. Julio Martínez Ramírez, primer secretario de Unión de Jóvenes Comunistas, connotó el conocimiento, la honestidad, transparencia y valentía con que se habló en la asamblea sobre lo mal hecho y cómo combatirlo, algo que debe ser congénito a los integrantes de la organización.
El delegado Sandy Rodríguez dijo que a veces se pierde la comunicación y la confianza del colectivo, pues tras la discusión de los problemas en ocasiones estos se registran en un acta y todo queda ahí, sin que aparezca la solución. «Por eso la gente no quiere ni hablar», enfatizó.
Cuando Julio Martínez le pidió su valoración sobre el porqué de ese comportamiento, Sandy explicó que se ha ido creando una mentalidad de que a veces es por gusto plantear las dificultades, debido a que de todas maneras tampoco se van a resolver, y los hay hasta que tienen miedo a expresarse.
Sobre el particular Omar Ruiz Martín, primer secretario del Partido en Villa Clara, precisó que no nos podemos cansar de hablar, aunque determinada persona, ante una actuación incorrecta, pueda decidir no expresar su criterio.
Pero nunca —significó— debe asumir ese proceder ningún colectivo y le corresponde a la vanguardia, la militancia, estimular la discusión, el esclarecimiento y salir al paso a lo que entorpece.
Osnay Miguel Colina, ratificado como primer secretario de la UJC en Villa Clara, enfatizó que tenemos que acortar el trecho entre el discurso y lo que hacemos. Y argumentó que el ejemplo personal resulta esencial. Si un militante se desempeña como maestro tiene que ser el mejor o, al menos, tratar de serlo, lo cual resulta válido para todos los militantes, estén en la función que estén.
Ahí surgió otra clave vital, la de influir con una conducta cristalina, más poderosa que el verbo desbocado y florido que luego no respaldan los hechos. Cuando falla ese mecanismo ocurren situaciones como la narrada por el delegado Osmel Pérez: «Hay militantes que tienen responsabilidad administrativa, y a pesar de los desaciertos en los servicios a la población nunca aparece un señalamiento en su evaluación».
Sobre la salud pública hubo consenso en que falta calidad en los servicios, más por el inadecuado trato a los pacientes que por la falta de recursos. El militante Julio Fleites ejemplificó que resulta inconcebible que haya personas que hablan de acudir a lo que llaman las «agroconsultas», una forma de ilustrar que hacen obsequios para que los atiendan bien.
Sobre el particular Julio Martínez dijo que ha faltado combatividad y ejemplaridad de nuestros militantes en ese sector, a pesar de los resultados satisfactorios que se logran. Recordó el progreso que experimentan esos servicios como parte de los programas de la Revolución, aunque no siempre se mantiene la ética.
«Existen vicios que tenemos que eliminar a partir, incluso, de los propios centros de formación del personal calificado. Ese reto lo tenemos».
Como también es tiempo ya, expresó Ivis Neris Reyes, de conocer en las organizaciones de base cómo piensan verdaderamente los militantes y el resto de los jóvenes con los cuales convivimos en el centro de trabajo o estudio, a fin de poder influir sobre ellos.
En esta asamblea desapareció el autoelogio, y la grandeza del debate estuvo allí en la radiografía sobre los impedimentos.
Por eso la actuación de los militantes en la asamblea provincial mereció la felicitación del Buró Nacional de la UJC y el mandato de imprimir ese estilo en los comités de base. ¡Qué reto!
