The wrong prescription

A few days ago, the U.S. Army War Collage/Strategic Studies Institute published a monograph, “Security requirements for post-transition Cuba”, written by Colonel Glenn Alexander Crowther.

The main object of this article is “to contribute to the process of conceptualizing a post-Castro future for the Cuban armed forces”. The idea is that the Cuban forces "need to be integrated into the family of Western Hemisphere militaries, supporting democracy, subordinate to elected civilian leaders and respectful of human rights" to achive those goals the Cuban forces has to change their mission and structure.

An analysis of Colonel Crowther's biography is very interesting. He served in different countries, mainly in Asia. Graduate of prestigious civilians and military academic institutions of the United States. What is really amazing is that Colonel Crowther has never been to Cuba and he is not even known "cuban experts" recognized by U.S. academic institutions. Miami was the nearest point he has been from Cuba.

Serching on the notes of the article, trying to find the origen of Colonel Crowther wide knoledge about Cuba, I arrived at the conclusion that this monograph has been made up with a paste and scissors. This way of doing something without having the slightest idea of what are you taking about. I think is also possible that in this article the author resume all the “information” he obtained in Miami from the exile community.

One of Crowther´s main recomendations is based on structural changes, “The Cuban military will have to change with the times, altering its focus from the territorial defense of Cuba and internal security to missions....” according to the monograph those changes could be done because a post-transition government of Cuba would not be challenged by a U.S. agression and should not require the military to provide internal security. This criteria could be based in the casulties that the U.S. armed forces should have in a conflict with Cuba because of the Territorial Defense Plans.

The Cuban armed forces has a fundamental task in the confrontation to any kind of activity from the United States against Cuba. During the post-transition government that objective will be change and also the State Security Directorate will be eliminated because “Cuban security forces are profoundly politicized and serve as agents of repression.” All changes should be according with “long term U.S. interest in the hemisphere”.

In Colonel Crowther article there are a lot of references and data about the operational level and means of the Cuban armed forces. I will not make any comment about this topic. If regrettable, in any moment the U.S. armed forces will be engaged in a military confrontation with the Cuban forces, they will know truly what really means All Peoples War, that has not been accurately explained by the colonel. In those circumstances the U.S. will know all about the information related with Cuban armed forces.

This monograph has 14 recomendations that reflects a total lack of knowledge about Cuba's real situation, the way of thinking and behaving of the Cuban people and the history of the country, trying to twist historical facts and the ideals of our country fathers.

The conclusion stablishes very clearly the objective of this article, “ the U.S. Government needs to engage the Cuban military......with an attitude of engagement rather than confrontation, the United States could help the Cuban military to achieve the same.”

The outcome of this monograph reflects, once more, serious mistakes in the analytical capacity of the U.S. armed forces and their intelligence agencies. They still are not able to undestand that reality is one thing and desire is other thing, although in certain situations both could meet.

Maybe that was an attribute of the “superiority” and the hegemony in the way they act that has taken them to failure in a lot of military operations. They really believe to be the “choosen one” by "Manifest Destiny" to carry of democracy to other countries of the world. They are given the wrong prescription.


UNA RECETA INADECUADA

Recientemente el “U.S. Army War College/Strategic Studies Insitute” publicó un artículo del Coronel Glenn Alexander Crowther titulado “Security requirements for post-transition Cuba”.

 

El trabajo es una monografía que pretende “contribuir al proceso de conceptualizar un futuro post-Castro para las fuerzas armadas de Cuba”.

 

El trabajo plantea que estas fuerzas deben integrarse en la familia de militares pertenecientes al hemisferio occidental, apoyar la democracia, subordinarse a las autoridades civiles y respetar los derechos humanos, para todo lo cual deberán sufrir una serie de cambios estructurales.

 

La primera sorpresa que recibe el lector cuando analiza la biografía del Coronel Crowther no es precisamente todas las misiones que ha cumplido en otros países, principalmente de Asia. Tampoco incita al asombro los estudios realizados en prestigiosas instituciones académicas militares y civiles Norteamericanas. Lo realmente asombroso es que el Coronel Crowther nunca ha estado en Cuba, ni es reconocido como un experto en asuntos cubanos. Lo mas cerca de Cuba que estuvo fue en Miami.

 

Tratando de buscar en las notas del artículo el origen de la sapiencia del coronel y sus amplios conocimientos sobre Cuba me embarga el temor de que esta monografía ha sido confeccionada a punta de tijera. El corte y pega tan poco ético, mediante el cual se confecciona un trabajo sobre el que el autor no tiene ni la más ligera idea. Quizás aquí se resumen los rumores que escuchó durante su presencia en Miami.

 

Entre las aseveraciones de Crowther se encuentra la necesidad de cambio por parte de las fuerzas armadas cubanas y señala muy concretamente como algo que debe cambiarse de inmediato la filosofía relacionada con la Defensa Territorial, pues un gobierno de transición en Cuba no tiene por que prepararse para enfrentar una agresión de Estados Unidos. ¿Será esto un criterio fundamentado en lo costoso que pudiera resultar para las fuerzas armadas estadounidenses la Defensa Territorial?

 

Queda bien claro en el trabajo que las fuerzas armadas cubanas juegan un papel fundamental en el enfrentamiento a cualquier tipo de actividad que las fuerzas norteamericanas desarrollen. En un gobierno de transición se plantea minimizar ese papel y eliminar las fuerzas que forman parte de los Órganos de la Seguridad del Estado las que considera “profundamente politizadas.” Debe eliminarse todo aquello que afecte “los intereses a largo plazo de Estados Unidos en el hemisferio.”

 

En el mencionado artículo se ofrecen y analizan toda una serie de datos sobre la capacidad operacional de las fuerzas armadas cubanas y los medios con que estas cuentan. Sobre este aspecto no voy a comentar. Prefiero que si, lamentablemente, en algún momento las fuerzas de Estados Unidos se vieran enfrascadas en una confrontación militar con las fuerzas de Cuba, puedan conocer directamente lo que significa la Guerra de todo el Pueblo, mal descrita por el coronel y que sea el propio enemigo quien haga el comentario sobre la información que este ofreció.

 

Al final del trabajo se realizan una serie de recomendaciones que no solo están permeadas por el desconocimiento de la realidad cubana y la idiosincrasia de nuestro pueblo, además se nota claramente una total ignorancia sobre nuestra historia y el intento de tergiversar acontecimientos y el pensamiento de nuestras más importantes figuras patrias.

 

En las conclusiones se proclaman abiertamente los objetivos de este trabajo cuando establece “ el gobierno de Estados Unidos necesita atraer a los militares cubanos….. con una actitud hacia la atracción más que hacia la confrontación Estados Unidos pudiera ayudar a los militares cubanos a que hagan lo mismo.”

 

Nuevamente se manifiestan serios errores en la capacidad de análisis de las fuerzas armadas de Estados Unidos y sus agencias de inteligencia. Todavía no han logrado comprender que la realidad objetiva es una y los deseos son otros, aunque en ciertas situaciones ambos pudieran coincidir.

 

Quizás sea una cualidad intrínseca de la prepotencia y el hegemonismo lo que los ha conducido al fracaso en una serie de operaciones militares y creyéndose realmente que son los elegidos por el “Destino Manifiesto” para llevar la democracia a otros pueblos del mundo no hacen más que estar repartiendo recetas inadecuadas.
