Dirty waters

The day broke unexpectedly, like a reminder of everything that is disgusting in this life. And then getting furious … what’s there to say. There they are, stubbornly, that hopefully there should be some to eliminate them once and for all. They disappear and rise up again, the very dirty ones, sewerage waters … And they are dirtying our existence with their indolence and abandon …
Now in the city of Sagua la Grande, there in the 26th of July barrio, Luisa María Fernández watches us with contained rage, from the balcony of her apartment 4 of building 1. They have spent two months among sewerage waters. Those on the ground floor live surrounded by feces and worms. They enter as if it were their home through the regulators of the patio and bathrooms. There is already a lagoon formed that threatens the cistern and has contaminated it. Warnings of the neighbors have not been lacking. And the Aqueduct of the area has not yet solved the problem once and for all.
In Alquizar, in the La Habana province, these sewerage waters also flow freely in the corner of 88 Street and 95 Avenue, in what is called El Paseo, Mercedes Rodríguez bears witness. Her parents live in front. This filth is another resident moving along the streets although it has been reported to Comunales (public water works service) but no solution has been forthcoming. In front of this overflow is the mental health center. Can you imagine the level of stress and neuroses in that barrio?
The sewerage waters are persistent even the very same barrio of Mantilla in the capital. Carmen Alvarez, inhabitant in Quinta street between Third and Lucero tells that there was a mains tubing blocked and the dirty waters are back to their old tricks flowing into the homes.
This situation has come and gone for 18 years and nothing has been definitely solved in spite of knocking on so many doors. They do receive many inspections, but no solutions. The answer is always a lack of resources for a capital investment. And when they ask to have them unblocked they claim there is only one truck for that. “Days go on among feces, putrid waters, flies stalking our food and, above all, the fear that drinking water pipes are in poor conditions and can be contaminated, Carmen explains.
A similar situation is found in the patio of the home of Oscar Herrera on Primera street, number 130 between Avenida de los Apostoles and Manhattan. Los Pinos in the capital municipality of Arroyo Naranjo the black waters filter out from a low cost building. A plumbing technician of the Micro Social found this. Through her advice, Oscar went to the Municipal Unit of Investments of Housing. These went to inspect and he was told that immediate communication would be made to the Micro Social. Four months have gone by when Oscar wrote. No one had appeared there.
In the Alamar zone 4 where low cost buildings have been built, for years there has been a sewerage tube broken with the resulting blockages of several homes. A fetid lagoon is a monument to impotence. Many reports have been made to the Government, the aqueduct, Hygiene and Epidemiology … they take ever so long to unblock it but they don’t fix that length of tubing and it again blocks, in cycles of misfortune…
Carmen Fernández of Bellavista 757 in the capital Cerro, reports that there has been a large blockage of sewerage waters. The black water erupt in the bathrooms of the houses… When the situation becomes serious someone comes around seeming to unblock the tubes. But the story repeats itself. Nelson Hevia Frasquieri and other neighbors of building 57 in Camilo Cienfuegos City, in Habana del Este, suffer similar stories of filth. Trucks come and extract fecal residues from septic tanks; they use a register of fecal collection at the end of the tubing of exit waters. Result: sewerage waters erupt in the patios and even along the showers. Demands have been made to the Aqueducto del Este and, on June 26 when he wrote their absence was conspicuous.

Ahora en la ciudad de Sagua la Grande, allí en el reparto 26 de Julio, Luisa María Fernández las observa con rabia contenida, desde el balcón de su apartamento 4, en el edificio 1. Llevan más de dos meses vertiendo los registros de aguas albañales. Los de la planta baja viven rodeados de heces y lombrices. Entran como Pedro por su casa por los registros de los patios y las pocetas de los baños. Ya se ha creado un lagunato que se desplaza hacia la cisterna y la tiene contaminada. Alertas de los vecinos no han faltado. Y Acueducto del territorio no acaba de resolver definitivamente el problema.
En Alquízar, provincia de La Habana, las susodichas albañales hacen también de las suyas en la esquina de calle 88 y avenida 95, en lo que llaman allí El Paseo. Lo atestigua Mercedes Rodríguez, cuyos padres viven frente al salidero de albañales, que ya parece ser un inquilino más. La suciedad avanza por las calles, porque, a pesar de que ha sido reportado a Comunales, no le han dado solución. Frente al salidero está el dispensario de Salud Mental. ¿Cómo estarán el estrés y las neurosis por ese barrio?
Las albañales son persistentes, hasta en el mismísimo barrio de Mantilla, en la capital. Carmen Álvarez, vecina de calle Quinta, entre Tercera y Lucero, cuenta que allí la tubería maestra del alcantarillado está tupida, y las aguas sucias hacen de las suyas al interior de las casas.
Es un mal que va y viene hace 18 años, y no se ha resuelto definitivamente, a pesar de que han tocado tantas puertas. Sí reciben muchas inspecciones, pero no soluciones. La respuesta siempre ha sido falta de recursos para una inversión capital. Y cuando reclaman que les destupan, les dicen que hay un solo carro para ello. «Los días corren entre heces fecales, aguas fétidas, moscas al acecho de nuestros alimentos y, sobre todo, con el temor de que las tuberías de agua potable estén en malas condiciones y se puedan contaminar», recalca Carmen.
Similar situación tiene en el patio de su casa Oscar Herrera, en calle Primera número 130, entre Avenida de los Apóstoles y Manhattan, Los Pinos, municipio capitalino de Arroyo Naranjo. Las aguas negras provienen de un edificio de bajo costo colindante. Lo comprobó la técnica de plomería de la Micro Social. Por orientaciones de ella, Oscar se personó en la Unidad Municipal de Inversiones de la Vivienda. De allí fueron a hacerle la inspección y le informaron que se le haría la comunicación inmediata a la Micro Social. Hacía cuatro meses desde entonces, cuando Oscar me escribió. Y nadie se había asomado por allí.
En la zona 4 de Alamar, donde están los edificios de bajo costo, hace años hay una tubería de alcantarillado rota, que provoca tupición del desagüe de varias viviendas. Un lagunato fétido es el monumento a la impotencia. Reportes sobran, al Gobierno, Acueducto, Higiene y Epidemiología... se demoran bastante en ir a destupir, pero no arreglan la tubería, y vuelve a complicarse todo, por ciclos de desgracia...
Carmen Fernández, de Bellavista 758, en el Cerro capitalino, reporta que en su calle hace mucho tiempo hay una gran tupición de albañales. Las aguas negras brotan por los baños de las casas... Cuando la situación se agudiza, van y destupen al parecer. Pero al cabo del tiempo se repite la historia. Sucias historias similares sufren Nelson Hevia Frasquieri y otros vecinos del edificio 67, de la Ciudad Camilo Cienfuegos, La Habana del Este. Los carros que extraen residuos fecales de fosas, usan el registro colector fecal de final de línea para desaguar todos esos desperdicios; por lo cual se ha producido una obstrucción del alcantarillado. Resultado: las albañales brotan por los tragantes de los patios y hasta por las duchas. Han reclamado a Acueducto del Este y el 26 de junio, cuando me escribió, aún brillaban por su ausencia.
