Fidel has always been and continues to be an extraordinary teacher

Dear graduates:

Due to the logical sense of nostalgia experienced at farewells, some might think that all concludes today. This is not true. Today, the most transcendental begins: that is, to serve the people in your capacity as Engineers of the Revolution.

Many have dreamed of this day, but never imagined the privilege that they would enjoy, of receiving, as a major gift, a meditation of our Commander in Chief and the presence here, at the graduation ceremony, of the Second Secretary of the Party and Minister of the Revolutionary Armed Forces, Raúl Castro.

The University of Computer Sciences (UCI, according to its acronym in Spanish) is a product of the Battle of Ideas, a consequence of a political juncture and a result of the thought of a man who, even when facing the most difficult mishaps, has never lost his confidence in the future.

This university was born during the fertile years of concrete achievements that touched on the roots of culture, education and knowledge. It represents a portion of the more than 200 programs of the Revolution, which emerged from a socialist, human and revolutionary certitude: that “talent is massive.”

You were convened by the Young Communist League at every municipality in the country, appealing to peoples’ confidence in the Revolution. At that time, UCI did not exist, the principals and the teaching staff had not yet been chosen. Six thousand young men and women throughout the country enthusiastically responded to this new possibility, with the support of their families.

Our Commander decided every detail about the UCI. On March 23, 2002, at a meeting of the Working Group for the Battle of Ideas, he oriented its creation.

On August 7 of that same year he visited the site and exchanged views with the construction workers. Twelve days later, he debated for over nine hours with the comrades that were organizing the opening of the first course at the University.

On December 12 of that very same year he again visited this place and bequeathed the students with the unforgettable title of Troops of the Future.

Three months afterwards he presided over the first staff meeting for over ten hours. He made a very detailed analysis of the educational results of the first semester and of the process of attracting new admissions, and he traced the plan for further important actions to be undertaken.

On July 19 2003, in this very theater, he delivered an address at the closing of the first course of this university, exactly four years ago, and fixed the very high goal of achieving a University of Excellence.

All that has been achieved around this huge task is due to his ideas and to his permanent direction.

The 1334 youths that graduate today have had the opportunity of taking part in the materialization of one of Fidel’s ideas and, through this, to achieve their studies with excellent academic results, as reflected in the general average of 4,51 points in their notes and the 300 Gold Diplomas received, without ever being absent from any marches, any demonstrations in which they invariably accompanied our people during these years of struggle of ideas.

By turning your school into the largest hospital in Latin America through Operation Miracle, you cared for over 27,000 patients from brother countries and you conquered, for your own lives, one of the most valuable experiences that you will always treasure, compared only with the duty accomplished by the 67 graduates who enjoyed the opportunity of integrating the noble internationalist mission at the Centers of Integral Diagnosis set up in the Bolivarian Republic of Venezuela.

UCI was born to socialize and multiply, as never before, the higher studies of computer sciences in Cuba.

In the time span of five years, the country increased, from 2483 to 16,395, the number of students undergoing university studies related to computer sciences, thus multiplying the enrolment in this field by almost 7, and if we add these to the 39,000 students at computer poly-technical schools, this means a force of more than 50,000 youths committed to the basic idea of turning computer sciences into the most productive branch, that would contribute more resources to our nation, by putting intelligence to work thoroughly.

The extraordinary concept of taking the university to municipalities (“municipalizing” the university) shows us that there are no possible limits to train all the human resources that prove to be necessary for us. No transnational corporation can do what a country integrated by the will to achieve certain goals can do. UCI has already contributed incomes higher than the total costs invested in it and represents a capacity to generate integral technological solutions and software services for our country and the world. It is not for competing with ourselves: it is for contributing income to the nation, and with low costs. Its major possibility lies in its workforce of over 5000 students at senior levels and its 500 teachers associated to productive projects.

Just a few days ago, our Commander reviewed in detail the work posts that each of you were going to fill; he approved your going to work at entities that have to do with major economic resources and he gave instructions for the creation of a centralized reserve integrated by the best 200 graduates in order to face prioritized tasks. This is a big display of confidence that we are certain that you will honor by totally putting all that you have learned at the disposal of the Revolution and the future of humankind.

Once out of the classroom, the road to be trod is never an easy one. Some of you will arrive at places where you will be able to quickly put in practice what you have learned, while others will have to exert their maximum and most devoted efforts to extend their professional knowledge and to be more useful.

Computer sciences are increasingly associated to every undergoing human process. By putting them to work in an intelligent, creative and ethical way, you will have the responsibility of contributing to Cuba’s socialist development, to assist in the achievement of higher standards of living for our people as well as better quality services. When correctly applied, computer sciences can facilitate everything.

Optimism, modesty, strict discipline, honesty, respect, perseverance, patriotism, spirit of solidarity and the full conviction that nothing is impossible should take precedence in any mission that you will undertake in the coming years.

Just as black slaves and precious metals yesterday traveled from the South to the North, today the qualified brains of peoples of whatever color or race are forced to travel from the South to the North. That is how they bleed us white in order to make the rich richer and the poor poorer.

It will be impossible to face humanity’s major problems –hunger, AIDS, climatic change— if, as our Commander-in-Chief denounced yesterday, the same thing continues to occur, that is, the migration of over 1,200,000 professionals from the Latin American and the Caribbean regions to the United States, Canada and the United Kingdom in the past forty years; if 90 per cent of the 150 million people involved in scientific and technological activities in the world continue to be concentrated in the seven most industrialized nations.

Yesterday, after his meditation about brain drain was published, the United States government proved him right once more by announcing that they would “again accept requests for permanent residence from foreign professionals”, adding that “this measure will benefit those that have accessed the country through H-1B visas, reserved for professionals specialized in fields such as computer sciences and engineering.”

Then the State Department pointed out that it would only begin to process those requests in the fall, due to the congestion created by the large number of requests received.

In this same meditation, our Commander-in-Chief stated that you “were the pioneers, from which he learned so much about the intelligence and the values of our youths.” Further down, he added: “Whoever has a computer, disposes of all the published knowledge. He/she is also the owner of the machine’s privileged memory.

«Ideas are born from knowledge and ethical values. An important portion of the problem would be technologically solved; the remaining one must be tirelessly cultivated, otherwise the most primary instincts would prevail.

«The task that UCI graduates have in front of them is a grandiose one. I hope that they will accomplish it, and they will».

The creation of the fourth army for cybernetics war in the United States, its task force for the control of the use of the Internet in Cuba and in other countries, the electronic bomb to disable the scarce means of communication of invaded countries, and the premiere in Iraq of a tele-guided plane capable of transporting a ton and a half of bombs and missiles while their pilots are comfortably sitting in front of their displays over 11,000 kilometers away, in Arizona, are only some examples that prove that the empire is increasingly preparing to dominate peoples, and we cannot forget that Cuba is a pending issue for them.

We are living in all-defining times. Not a minute can be lost. See this stage, beginning with an extension of UCI. Turn your lives into an eternal university. Study, train yourselves, confront ideas, increase your capacity to reflect. Inspire yourselves in Fidel’s example: even during this obvious recovery process, he has not stopped to contribute solid arguments to the Struggle of Ideas that we are waging.

To interact with and command modern technologies requires ideologically convinced and firm men and women.

UCI will always keep in touch with you. Your teachers will always be ready for your continued training. Whoever ceases to constantly do it will cease to convey all the usefulness that our threatened fatherland requires.

Always thank your teachers for their efforts and concerns. Being a teacher in these new times requires increasingly more and more. And they gave their best efforts for you, they became your family. That says it all.

Thank your parents, who were confident that the Revolution would make honest men and women of you, and welcome you today already turned into Computer Sciences Engineers, deep revolutionaries ready to face whatever task.

Please accept our most intimate congratulations. Your rubber boots and your yellow raincoats in the midst of several hurricanes in your junior years, your Cuban flags being waved at every demonstration, the thousands opinions with which you communicated your impressions to us will forever be a part of the memory of UCI.

I recall those first few days, already five years ago, when, in the midst of the mud due to the building process and the normal anxiety vis-à-vis the new experience, we saw you for the first time. And so you see, the mud and the initial uncertainty became possible that day.

After the battle at La Plata, the young rebel Raúl Castro noted down in his diary: «From afar we could see, burning over the barracks of oppression, the flames of freedom. Some day, not too far away, on those ashes we will build schools».

From what seemed impossible, the victory of the Revolution emerged, and from this, in turn, concrete realizations such as this one.

From the First Column of our Commander-in-Chief emerged the main leaders of that epic achievement, endowed with the same philosophy of justice, an extraordinary ethics and confidence in the future.

Dear comrades:

The idea of granting our Commander-in-Chief the the honorary doctoral degree, Doctor Honoris Causa in Computer Sciences, reveals the purpose of a well-deserved acknowledgement, an action of total justice due to the significant contributions that he has made, continues to make and will make in the future for the development of computer sciences and education in Cuba and throughout the world.

We all know the modesty of our Commander and the firmness with which he stresses Marti’s thought which states that all the glory of the world can fit into a kernel of corn.

This afternoon, I not only thank on his behalf the honor that has been bequeathed on him; I feel the duty to reaffirm that it is very well deserved, because Fidel has always been and continues to be an extraordinary teacher.

Fidel ha sido siempre, y lo sigue siendo, un maestro excepcional

Queridos graduados:

Pareciera —para algunos— por la nostalgia lógica de la despedida, que todo concluye hoy. No es verdad, hoy comienza lo más trascendente: servir al pueblo como Ingenieros de la Revolución.

Muchos soñaron con este día, pero no imaginaron el privilegio de recibir, como regalo mayor, una reflexión de nuestro Comandante en Jefe y la presencia del Segundo Secretario del Partido y Ministro de las Fuerzas Armadas Revolucionarias, Raúl Castro, en el acto de graduación.

La UCI es fruto de la Batalla de Ideas, consecuencia de una coyuntura política, y resultado del pensamiento de un hombre que en las más difíciles adversidades nunca ha perdido la confianza en el futuro.

Esta universidad nació en fecundos años de realizaciones concretas, que tocaron la raíz de la cultura, la educación y los conocimientos; es parte de los más de 200 Programas de la Revolución, emanados de una convicción socialista, humana y revolucionaria: «el talento es masivo».

A ustedes los convocó la Unión de Jóvenes Comunistas en todos los municipios del país, apelando a la confianza en la Revolución. En ese momento no existía la UCI, no estaban seleccionados todavía los cuadros de dirección ni los profesores. Seis mil jóvenes del país respondieron con entusiasmo a la nueva posibilidad, con el apoyo de sus familias.

El Comandante decidió cada detalle de la UCI. El 23 de marzo del 2002, en reunión del Grupo de Trabajo de la Batalla de Ideas, indicó su creación.

El 7 de agosto de ese mismo año visitó e intercambió con los constructores. Doce días después, durante más de nueve horas, debatió con los compañeros que organizaban el comienzo del primer curso de la Universidad.

El 12 de diciembre de aquel mismo año, la visitó nuevamente y dejó para los estudiantes la inolvidable definición de Tropa de Futuro.

Tres meses después, durante diez horas presidió el primer Claustro. Realizó un exhaustivo análisis de los resultados docentes del primer semestre y de la captación para los próximos ingresos, y trazó importantes acciones de trabajo.

El 19 de julio del 2003, en este mismo teatro clausuró el primer curso de la universidad, hace hoy exactamente 4 años, y fijó la elevadísima meta de lograr una Universidad de Excelencia.

Todo cuanto se ha alcanzado en esta obra, se debe a su idea y su conducción permanente.

Los 1 334 jóvenes que hoy se gradúan, han tenido la oportunidad de participar en la concreción de una idea de Fidel y, desde ella, culminar sus estudios con excelentes resultados académicos, como lo reflejan el promedio general de 4,51 puntos y los 300 Títulos de Oro, alcanzados sin dejar de acompañar a nuestro pueblo en cada marcha, en cada acto durante estos años de combate por las ideas.

Convirtiendo a su escuela en el hospital más grande de América Latina a través de la Misión Milagro, atendieron a más de 27 mil pacientes de pueblos hermanos y conquistaron para sus vidas una de las más valiosas experiencias que atesorarán siempre, comparada solo con el deber cumplido por los 67 graduados que tuvieron la posibilidad de formar parte de la noble misión internacionalista en los Centros de Diagnóstico Integral en la República Bolivariana de Venezuela.

La UCI nació para socializar y multiplicar como nunca antes los estudios superiores de la informática en Cuba.

En cinco años, el país pasó de 2 483 a 16 395 estudiantes en carreras universitarias de computación, multiplicando la matrícula de la especialidad casi 7 veces que, unido a los 39 000 estudiantes de politécnicos de informática, significa una fuerza de más de 50 000 jóvenes comprometidos con la idea fundamental de convertir la informática en la rama más productiva y aportadora de recursos para la nación, empleando a fondo la inteligencia.

La extraordinaria concepción de la municipalización de la universidad demuestra que no hay límites posibles para formar cuanto recurso humano nos sea necesario.

Ninguna trasnacional puede lo que un país integrado con voluntad de lograr objetivos. La UCI, que ya ha aportado ingresos superiores a lo que costó su inversión, representa una capacidad para generar soluciones tecnológicas integrales y servicios de software para nuestro país y el mundo. No es para competir contra nosotros mismos; es para proporcionar ingresos a la nación y con bajos costos. La posibilidad mayor está en su fuerza laboral de más de 5 mil estudiantes de años superiores y 500 profesores vinculados a 166 proyectos productivos.

Hace apenas unos días, el Comandante revisó en detalle la ubicación laboral de cada uno de ustedes, aprobó su incorporación en los ministerios que prestan importantes servicios a nuestro pueblo y en los organismos que manejan recursos económicos fundamentales, e indicó crear una reserva centralizada con los mejores 200 graduados para enfrentar tareas priorizadas. Ello es una gran muestra de confianza que estamos seguros ustedes sabrán honrar, poniendo por completo lo aprendido a disposición de la Revolución y el futuro de la humanidad.

El camino al salir de las aulas nunca es fácil. Unos llegarán a lugares donde podrán aplicar rápidamente lo aprendido, otros tendrán que emplearse con dedicación para desarrollar su profesión y ser más útiles.

La informática está asociada cada vez más a cuanto proceso humano se realice. Serán ustedes responsables —con su uso inteligente, creativo y ético— de contribuir al desarrollo socialista de Cuba, de ayudar a alcanzar niveles de vida más elevados para nuestro pueblo y servicios de mayor calidad. La informática, bien aplicada, puede facilitarlo todo.

El optimismo, la humildad, la disciplina estricta, la honradez, el respeto, la perseverancia, el patriotismo, el espíritu solidario y la convicción absoluta de que nada es imposible, deben primar en cualquier misión que asuman en los próximos años.

Si antes viajaban del Sur al Norte los esclavos negros y los metales preciosos, hoy son obligados a viajar del Sur al Norte los cerebros calificados de personas de cualquier color y raza. Así nos desangran, para continuar convirtiendo a los ricos en más ricos y a los pobres en más pobres.

Será imposible enfrentar los grandes problemas de la humanidad —el hambre, el SIDA, los cambios climáticos—, si, como denunciaba ayer el Comandante en Jefe, continúa ocurriendo lo que en los últimos 40 años, cuando más de 1 200 000 profesionales de la región de América Latina y el Caribe emigraron hacia Estados Unidos, Canadá y el Reino Unido; si de los 150 millones de personas que en el mundo participan en actividades científicas y tecnológicas, el 90 por ciento se concentra en las siete naciones más industrializadas.

Ayer, después de publicada su reflexión sobre el robo de cerebros, el gobierno de Estados Unidos le dio la razón una vez más cuando anunció que «volverán a aceptar solicitudes de residencia permanente para trabajadores profesionales extranjeros», agregando que «la medida beneficiará a quienes hayan ingresado al país con visados H-1B, reservados para profesionales especializados en sectores tecnológicos como la Informática y la Ingeniería».

Por su parte, el Departamento de Estado señaló que solo comenzaría a procesar esas solicitudes en el otoño, debido a que la cantidad recibida había producido un gran congestionamiento.

En esa misma reflexión, el Comandante en Jefe decía que ustedes «fueron los pioneros de los que tanto aprendió sobre la inteligencia y los valores de nuestros jóvenes». Más adelante añadió: «Quien tenga una computadora, dispone de todos los conocimientos publicados. La privilegiada memoria de la máquina le pertenece también a él.

«Las ideas nacen de los conocimientos y de los valores éticos. Una parte importante del problema estaría resuelta tecnológicamente, la otra hay que cultivarla sin descanso o de lo contrario se impondrán los instintos más primarios.

«La tarea que los graduados de la UCI tienen por delante es grandiosa. Espero que la cumplan, y la cumplirán».

La creación del cuarto ejército para la guerra cibernética en Estados Unidos, su fuerza de tarea para el control del uso de Internet en Cuba y en otros países, la bomba electrónica para inutilizar los pocos medios de comunicación de los países invadidos, y el estreno en Iraq de un avión teledirigido capaz de transportar una tonelada y media de bombas y misiles con sus pilotos cómodamente sentados frente a videoconsolas a más de 11 mil kilómetros de distancia, en Arizona, son solo algunos ejemplos que demuestran que el imperio se prepara cada vez más para dominar a los pueblos, y no podemos olvidar que Cuba para ellos es una asignatura pendiente.

La hora que vivimos es definitoria. No puede perderse un solo minuto. Vean en esta etapa que comienza una extensión de la UCI. Hagan de sus vidas una universidad eterna. Estudien, supérense, lean, confronten ideas, aumenten su capacidad de reflexión. Inspírense en el ejemplo de Fidel, quien, aun en franco proceso de recuperación, no ha dejado de aportar sólidos argumentos a la Batalla de Ideas que libramos.

Interactuar y dominar las modernas tecnologías necesita de hombres y mujeres ideológicamente convencidos y firmes.

La UCI estará pendiente de ustedes. Sus profesores estarán siempre listos para que continúen superándose. Quien no lo haga constantemente deja de ser todo lo útil que la Patria amenazada requiere.

Agradezcan siempre a sus profesores por su esfuerzo y desvelo. El magisterio en los nuevos tiempos exige más. Y ellos dieron lo mejor por ustedes, se convirtieron en su familia. Eso lo dice todo.

Agradezcan a sus padres, quienes confiaron en la Revolución para hacerlos hombres y mujeres de bien, y hoy los reciben ya Ingenieros en Ciencias Informáticas, revolucionarios profundos, dispuestos a cualquier tarea.

Para ustedes nuestra más íntima felicitación. Sus botas de agua y sus capas amarillas en medio de varios ciclones en los primeros cursos, sus banderas cubanas agitadas en cada movilización, las miles de opiniones con las que nos contaban sus impresiones, serán parte de la memoria de la UCI.

Recuerdo aquellos primeros días, hace ya cinco años, cuando, en medio del fango por las construcciones y la natural ansiedad ante la nueva experiencia, los vimos por primera vez. Y ya ven, del fango y la incertidumbre inicial se hizo posible este día.

Tras el combate de La Plata, el joven rebelde Raúl Castro anotó en su diario: «Desde lo lejos se veían arder sobre los cuarteles de la opresión las llamas de la libertad. Algún día no lejano sobre esas cenizas levantaremos escuelas».

De lo que parecía imposible surgió la victoria de la Revolución, y de ella realizaciones concretas como esta.

De la Columna 1 de nuestro Comandante en Jefe salieron los principales jefes de aquella gesta, con la misma filosofía de justicia, ética extraordinaria y confianza en el futuro.

Queridos compañeros:

La idea de otorgarle al Comandante en Jefe el Título de Doctor Honoris Causa en Ciencias Informáticas evidencia la intención de un merecido reconocimiento, un acto de total justicia por los significativos aportes que ha hecho, hace y hará por el desarrollo de la informática y la educación en Cuba y en el mundo.

Todos conocemos la modestia de nuestro Comandante y la firmeza con que sostiene el pensamiento martiano de que toda la gloria del mundo cabe en un grano de maíz.

Esta tarde no solo agradezco en su nombre el honor que se le hace; siento el deber de afirmar que es algo muy merecido, porque Fidel ha sido siempre, y lo sigue siendo, un maestro excepcional.
