DE ÁVILA.— It is a truth repeated constantly. Expressions like “the
youth is lost”, “young people today are hopeless”, “No one can correct
these young people”, and other similar phrases go round and round.
In addition to marking the generation gap between parents and children, the phrases also demonstrate the constant incomprehension of the conflicts among the young people in Cuba
This truth – it comes back every time – was one of the issues debated in the evaluation assembly of the Youth in the Ciego de Avila municipality of Chambas when discussing the subject of young people who don’t study or work.
Personally, while listening to the discussions I thought that, apart from the role – quite decisively – of the family in forming the personality, the social surroundings also influence them.
As was mentioned in the assembly, young people today are the children of the special period and did not know about the level of development and equality of those years of the Revolution when you could go anywhere and pay with national currency, nor the trips to Guanabo and Varadero, nor the buses which passed every three minutes nor the many other benefits it would take to long to list.
That is why the subject becomes complicated when mentioning those who neither work nor study. Zulay Gonzalez, of the base committee of Justice pointed out: “we have an idea about how to create values in pioneers and students, but … how do we form coherent conduct with honesty in some young people who don’t study or work yet who like to earn money and really have a good time? I don’t think anyone has the formula although we must start with a principle: we cannot see them as people who committed a crime but as human beings whom we must approach”.
Yusimí Rodríguez Montero, president of the José Martí Brigade of Art Instructors in the municipality, pointed out that when the time has came to approach these young people we could not begin blaming imperialism and sit back in that position.
With this sharp comment, the question is: “What examples do the base organization transmit to those who are not militants? Are they invited to participate in activities? Undeniably the UJC plays the leading role in many programs aimed at closing the social divide caused by the special period. However, these projects must be supported and even complemented in everyday life.
Little could the base committee do to deal with these young people and rescue values if the priority is a kind of meeting that wears the hallmark of the “ordinary”. On the other hand, it would be a poor management of the UJC leadership which does not promote initiative among its members and believes in the culture of verticality.
Idalberto Capote Hurtado, official of the Central Committee of the Party warned that we shouldn’t wait for a program of the Revolution to solve it all. “We must ask what are the sources of unemployment – he explained. We must also explore a series of possibilities that we are surely not taking advantage of”.
We must break with schemes and inertia. We need to get rid of formalities which are only reflected in numbers and little about individual people. Yohanka Rodríguez Núñez, member of the Party Provincial Bureau said that sometimes we take the children and young people and don’t explain the reason for being at a rally.
“The same thing happens with cleaning plaques and monuments and visiting the places where events of our history occurred”, she pointed out. “We take the pioneers and they carefully clean the place but we don’t always tell them what happened there nor explain who was the martyr. And it is just that to form values we must promote genuine participation.”

DE ÁVILA.— Es una verdad repetida en el tiempo. Las expresiones
como «La juventud anda perdida», «Los muchachos de hoy son un
desastre», «A esos jóvenes no hay quien los arregle», y otras
similares refuerzan el ciclo.
Además de marcar el conflicto generacional entre padres e hijos, las frases también muestran la incomprensión de muchos de los conflictos que tienen los jóvenes de esta Cuba de inicios de siglo.
Esta verdad —que regresa en cada época— fue una de las aristas del debate en la asamblea de balance de la Juventud en el municipio avileño de Chambas, cuando se tocaba el tema de los jóvenes desvinculados del estudio y del trabajo.
En lo personal, mientras escuchaba las intervenciones, meditaba en que, aparte del rol —bastante decisivo— que desempeña la familia en la formación de una personalidad, el tejido social que rodea al joven también hace lo suyo.
Como se dijo en la asamblea: los jóvenes de hoy son los hijos del período especial y no conocieron los niveles de desarrollo y de igualdad de aquellos años de la Revolución en los que entrabas con tu moneda a cualquier lugar y pagabas, ni los viajes a Guanabo o Varadero, ni los ómnibus que pasaban cada tres minutos, ni otras bonanzas que sería largo enumerar.
Por ello el tema se complejiza cuando se menciona a los desvinculados. Zulay González, del comité de base de Justicia, lo apuntaba: «Tenemos idea de qué manera crear valores en los pioneros y estudiantes, pero ¿cómo formar conductas coherentes con la honestidad en algunos muchachos muchachos que ni estudian ni trabajan y les gusta hacer dinero y disfrutar de lo lindo? Creo que nadie tiene la fórmula, aunque se debe partir de un principio: no podemos verlos como personas que cometieron un delito, sino como seres humanos que tenemos que acercar a nosotros».
Yusimí Rodríguez Montero, presidenta de la Brigada de Instructores de Arte José Martí en el municipio, señaló que a la hora de acercarse a la juventud desvinculada no se podía partir del criterio de que la culpa de esa situación la tenía el imperialismo, y así acomodarnos en esa posición.
Puesto el dedo en la llaga, la pregunta es: ¿Qué ejemplo transmiten las organizaciones de base a los no militantes? ¿Los invita a participar en las actividades? Es innegable que la UJC protagoniza un importante número de programas, destinados muchos a salvar la brecha social que provocó el período especial. Sin embargo, esos proyectos tienen que ser apoyados y hasta complementados en la cotidianidad.
Poco podría hacer un comité de base en el tratamiento a los jóvenes desvinculados y el rescate de los valores, si su prioridad es un tipo de reunión, que llevó a su significación extrema el calificativo de «ordinaria». Por otro lado, pobre sería la gestión de una dirección de la Juventud que no impulse la iniciativa en sus miembros y le rinda culto a la cultura del verticalismo.
Idalberto Capote Hurtado, funcionario del Comité Central del Partido, alertaba que no se puede esperar a que un programa de la Revolución lo resuelva todo. «Hay que preguntarse cuáles son las fuentes que originan desempleo —explicó. También hay que explorar una serie de posibilidades que estamos seguros que no se están aprovechando».
Se necesita romper esquemas e inercias. Se necesita obviar las formalidades que solo lucen en los números y poco en el recuerdo de las personas. Yohanka Rodríguez Núñez, miembro del Buró Provincial del Partido, apuntó que en ocasiones llevamos a los niños y jóvenes y no les explicamos la razón por la que están frente a una tribuna.
«Lo mismo ocurre con la limpieza de tarjas y monumentos y la visita a los lugares donde ocurrieron hechos de nuestra historia, señaló. Llevamos a los pioneros, ellos limpian cuidadosamente el lugar, pero no siempre les contamos lo que sucedió allí ni les explicamos quién era el mártir. Y es que para formar valores hay que propiciar una participación real.
