Function of grass roots organizations analyzed

MAJIBACOA, Las Tunas.— Said in true Cuban slang, “functioning” means “moving forward, work, operate, activate…It is to carry out its functions” as defined by the Dictionary of the Spanish Language. So... when this intransitive verb becomes the discourse of the Young Communists League? Uhhh...who knows! However, do the grass roots organizations know what it means to function?    

In the assembly of this small Las Tunas municipality, some delegates criticized the much talked-about issue with a lot of the same: there are still members of the organization who believe that functioning is only paying dues and meeting for half an hour a month. Something like contributing for a party. For them militancy is only that. 

“Functioning is, also, knowing were our militants are every time, how they fulfill their tasks, what mistakes they make, when should they be warned of a possible error, where is their influence more important, why aren’t they doing enough of what is expected of them at a specific moment… If we can say that this is always taken into consideration … then we can say that we function,” Madeline, a delegate, exclaimed strongly. 

From the very moment of preparation of the monthly meeting, mechanisms of functioning have to be set in motion. The conventional and static order of the day never awakens enthusiasm. “Bah, always the same”, they whisper when they hear it read out. However, there are innumerable subjects that could interest young people and which can very well be included in the debates. Often apathy and formalism works on the functioning. 

Several pages could be written on how the grass roots structure should function. An example may be the manner of political instruction. In truth, we do ask for a bit of new treatment and a moving away from the mere repetition of what appears in the papers and other study material. It is absolutely necessary to know about the provincial, national and international actuality through the press. Do we want anything better as an alternative than the Round Tables? They not only offer information but also explanations. They should be recommended. 

Sadiel Osorio, first secretary of the municipal committee made a clear evaluation: “When the leadership councils of the work centers do not take into consideration those who lead the grass roots committees, it is because the youth organization confronts functioning problems.” That’s true: exemplary behavior and discipline can never be dodged. 

Dealing with this subject, Ernesto Rodriguez, militant of the UJC National Committee pointed out: “We have included Courses of Integral Improvement for many young people who are unlinked. However, we never check to see if they have begun work, that is, also, one of our basic objectives. We must pay attention to these young people. And it is necessary to contact work centers, the UBPC (Basic Units of Cooperative Production), wherever, to guarantee jobs.”  

Through this functioning – and I assume the essence of the term – a base committee may be criticized or applauded in its radius of action. The meeting of young communists in Majibacoa – serious, enthusiastic, organized, productive …– assumes that functioning is much more than collecting dues or meeting. It is, also walking, moving, working, operating, activatinge … or, as the dictionary says…”carrying out its proper functions.” It’s that easy!

Caricatura de FALCOMAJIBACOA, Las Tunas.— Dicho en buen cubano, «funcionar» significa ‘andar, mover, trabajar, operar, activar’... ‘Es ejecutar las funciones que le son propias’, define el Diccionario de la lengua española. ¿Desde cuándo recurre a este verbo intransitivo el discurso de la Unión de Jóvenes Comunistas? ¡Uhhh, ni se sabe! Sin embargo, ¿conocen realmente sus organizaciones de base qué es funcionar?

En la asamblea de este pequeño municipio tunero, algunos delegados se refirieron críticamente al tan llevado y traído asunto, pero con más de lo mismo: todavía hay miembros de la organización que piensan que funcionar es solamente cumplir con la cotización y reunirse durante media hora una vez al mes. Algo así como contribuir para una ponina o convocar para una fiesta. Para ellos la militancia se limita a eso.

«Funcionar es, además, conocer dónde están nuestros militantes en cada momento, cómo cumplen sus tareas, en qué deslices pueden incurrir, cuándo se les debe alertar sobre un posible error, dónde resulta más importante su influencia, por qué no están rindiendo en un determinado momento todo lo que se espera de ellos... Si todo eso se tiene en cuenta permanentemente, entonces podemos decir que funcionamos», dijo con vehemencia Madelaine, una delegada.

Desde el instante en que se comienza a preparar la reunión mensual se deben activar los mecanismos de funcionamiento. Un orden del día convencional e inamovible jamás despertará entusiasmo. «Bah, lo mismo de siempre», dirán en voz baja algunos cuando escuchen su lectura. Sin embargo, existen infinidad de temas que le interesarían a los jóvenes y que pueden ser perfectamente incluidos en los debates. No pocas veces la abulia y los formalismos lastran el funcionamiento.

Sobre cómo debe funcionar una estructura de base se podrían llenar varias cuartillas. Un ejemplo podría ser las vías de instrucción política. En honor a la verdad, no pocas veces claman por un tratamiento novedoso y distanciado de la mera repetición de lo que viene en los tabloides y otros materiales de estudio. Es imprescindible conocer la actualidad provincial, nacional e internacional por medio de los órganos de prensa. ¿Quieren una mejor alternativa que las Mesas Redondas? No solo aportan información, sino también comprensión. Hay que recomendarlas.

Sadiel Osorio, primer secretario del comité municipal, expuso a los presentes una verdad a todas luces inobjetable: «Cuando los consejos de dirección de los centros de trabajo no tienen en cuenta en sus decisiones a quienes dirigen los comités de base, es porque allí la organización juvenil afronta problemas de funcionamiento». Cierto: la ejemplaridad y la disciplina jamás se pueden soslayar.

Sobre el tema Ernesto Rodríguez, funcionario del Comité Nacional señaló: «Hemos incorporado a los Cursos de Superación Integral a muchos jóvenes desvinculados. Sin embargo, apenas controlamos si se han integrado a un centro de trabajo, lo que también se encuentra entre nuestros objetivos fundamentales. A esos muchachos y muchachas debemos atenderlos. Y si es necesario, acudir a las direcciones de Trabajo, a las UBPC, a las unidades productivas, a donde sea, para garantizarles empleo».

Por su funcionamiento —y me acojo a la esencia misma del término— un comité de base se ganará la crítica o el aplauso en su radio de acción. La reunión de los jóvenes comunistas en Majibacoa —sobria, entusiasta, organizada, productiva...— interiorizó que funcionar es mucho más que cotizar y reunirse. Es, además, andar, mover, trabajar, operar, activar... O, como dice el Diccionario... «...ejecutar las funciones que le son propias». ¡Así de sencillo!
