Cuba: Dangers and Challenges

Recent developments related to Cuba have lead us to reflect on issues we wish to share with our fellow Cubans by means of this statement.
Between March 14 and April 22, a United Nations Human Rights Commission will once again be meeting in Geneva to discuss the Cuban situation. For Cambio Cubano (Cuban Change) this means another year in which the stage curtains will be drawn open in order to dramatize before the world a farce manipulated by Washington. Orphan of a country willing to sponsor its initiative, the U.S.’s agenda deserves our rejection because it has become a monotonous event that recycles itself within the erroneous confrontational policy between Washington and Havana.
This ritual of useless punishment and never accomplished expiation is much more ironic nowadays in the middle of the so called “preventive war” in Iraq and of the painful violation of the law and the American spirit that strictly serves war interests. To try to focus universal sensibility on Cuba while the U.S. breaks international treaties and makes unilateralism a dangerous philosophical stance, calls our attention and exposes the U.S. to ridicule.
I am personally familiar with the mechanisms used by those who represent the confrontational position in its useless propaganda from this venue. Upon obtaining my freedom from Cuban jails in the late 80’s I was invited to participate in one of these conclaves. Although I had personally been a victim of countless human rights violations during the time I spent in prison, at that moment it seemed to me indignant that we should be there under the State Department’s sponsorship and that in a selfish manner we would forget the rest of the suffering in our planet. It was in this spirit that I suggested, without success, that our sponsor include, for reasons of mere solidarity, a motion of condemnation to what was then Stroessner’s dictatorship in Paraguay. I considered it useless, improper and undeserved to lend my support to a procedure of obvious narcissism and obscure propaganda purposes.
For us, as well as to a good part of the international community, it seemed repugnant that the Cuba issue be used for suspicious publicity stunts. It is sad that this “procedure” occur in the middle of the horrendous discovery of abuse in Guantánamo and that, once again, the erroneous policy from the extreme right faction of the U.S. would want to make of Cuba a showcase, while at the same time it meddles embarrassingly in our country’s affairs and tries to distract attention from substantive matters that could well be discussed among Cubans, in other words, between the island’s government and the independent and non-destabilizing opposition.
Intellectuals, artists, and politicians have expressed themselves in a document that condemns the new maneuver in Geneva. Although I do not subscribe to everything stated in the document, I perfectly understand the reasons that motivated it. No one with a minimum of intelligence and with a bit of common sense ignores the web that makes it possible and lucrative to, from a dirty politics point of view, present a motion against Cuba in Geneva.
No one can also ignore our firm position against the violation of human rights in Cuba. It is with this firmness that we have sometimes recurred to the hyperbole of stating that “you cannot violate what simply does not exist.” With this we have wanted to say —and we have done so without fear— that in Cuba there is the need to reclaim inexistent political rights that cannot be postponed, simply, because we are dealing with a one-party society and because the government, up to now, props itself up on unquestionable ideological imperatives. In order to solve these substantive matters and vindicate those inalienable rights is the reason why we came to Cuba and we are working here today with patience, prudence, and the necessary delivery of revolutionary spirit. Each time that the non-independent Cuban opposition, be it from inside the island or from the exile community, shelters itself under the American flag, the ideal to strive in favor of a progressive national solution looses friends among the humanist community. In this sense is that I ask myself with utmost honesty: When, if ever, will those who under the U.S. agenda pretend to cross the doors of this country in order to introduce confusion, destabilization and plant the seeds of a conflict that could bring chaos to this nation, understand these realities? We know precisely, because we are not naive, that there is a current that exists for the sole purpose of generating popular unrest that, according to them, would justify a disaster that would result in a “preventive attack” on Cuba.
Because of its sensible approach and positions on the Cuba issue, we reiterate our support to the European Union. We understand that they face internal pressures, but theirs is a coherent position that reflects the countries realities and, above all, the unavoidable need to identify the real independent opposition. We would not wish for the European Union to run the risk of seeing itself overflowed by situations provoked by those whose action would be to pull the invisible string that would provoke uncontrollable frictions and even a possible clash among extremes. We trust the European Union’s intelligence and good intentions, and the way in which they will play their cards in order to avoid confusions and passions, mitigate spirits and obtain short, middle and long-term results. For this to occur, it is fundamental for the European Union to understand that those who support destabilizing projects such as the U.S. embargo, the Helms-Burton law, and anti-Cuba measures, like the ones related to travel restrictions which I personally face and have denounced, cannot call themselves pacifists.
The weight on the shoulders of the European Union is enormous and this is why we invite the independent and sensible opposition to act with integrity and transparency, setting aside any dubious company, any economic support of a suspicious nature, and maintain themselves alert to traps, that have been forever thought out, designed to avoid Cubans from carrying out a real dialogue among ourselves.
It is because of these reasons that I opted to exclude myself from the recent collective meeting that took place in Havana between Ambassadors from accredited countries of the European Union in Cuba and some opposition leaders. My absence from this encounter does not represent a rejection to the good purposes of our visitors, nor does it mean that I will not participate in future meetings, just like I have already done during private individual meetings that have taken place with previous dignitaries that have visited in the recent past. On the contrary, and as I have stated to some opposition leaders during other past meetings, my purpose has been to accentuate the need for the opposition to define itself as independent. In the meantime, and as it has always been my purpose, I will not miss out on individual meetings and will continue to participate in them, as always, without recurring to self-serving publicity stunts.
The divisions among dissidents
During the past weeks, factors known as dissidents in this country have produced heated debates loaded with mutual accusations. It is curious that up to now some of them had opted to make me look responsible for the divisions that existed here since way before I even decided to remain living in Cuba. Even though this hypothesis ran a mock after these recent and red-hot recriminations, it is unfortunate that this fierce complaint comes from people that have defined themselves as pacifists. Although we believe that every democratic debate is healthy and know that democracy’ memory is wholesome enough to forget words said in the heat of a conflict, it is important for us to recognize that the recent attacks expose the cracked glass ceiling of elements that move in the dark, try to delay and hide definitions which are urgent and do not seem to understand that it is indispensable to be absolutely and truly independent not only from Washington’s policy, but also from Cuba’s secret police. Here the Gordian knot of the Cuban opposition, divided today by an infectious disease of protagonism, unlimited ambition, security and subjection apparatus’ penetration, be it direct or indirect, of the anti-Cuban machinery that promotes confrontational means, whether it comes from Washington or from Prague.
Among many sectors here, there exists a preoccupation in the sense that the U.S. can take advantage of internal events and respond to a certain provocation. We do not try to exaggerate this preoccupation, but we also do not reject it. The truth of the matter is that the Cuban government has the opportunity to contribute to a national solution that should never ignore the existence and validity of a democratic opposition that is truly independent. It is also true that the Cuban government should not continue to stretch time or continue to reside in an illusory region where it tries to justify its isolation by trying to have everyone believe that all opposition leaders embrace Washington’s policy. We have been calmly waiting for acknowledgement of our status for which we have been told that such an acknowledgement is not necessary because our presence has, in fact, been acquiesced. Those of us who seek to work within legal frameworks need explicit acknowledgement that clarifies our position in a diaphanous and just manner. In little more than a year and a half the clock of our wait seems to melt away and it becomes inadmissible for this situation to perpetuate and prolong itself forever. Today I resume my task so that the Cuban government can set a date and define my legal status. On one hand, it is rare and intolerable to be offered by Cuba to continue living in a judicial limbo; while on the other, I find myself facing direct pressures and threats by authorities of the United States.
While a new current in Latin America finds original ways to find the positive coincidences between social democratic goals with reenergized and humane forms of free market; while a new current in Latin America finds its inner voice for revolutionary renewal, the Cuban government should understand the urgent need to open legal spaces for the activities of an independent democratic opposition. It is urgent to do so, especially when dangers such as those that the Cuban government warns about exist. The process of democratization cannot be postponed by the governments use of ideological propaganda, neither with the skilled official advertising of economic bonanzas, such as recent petroleum discoveries, which would always take time; much less with the welcome arrival of certain household appliances which will scarcely benefit the citizenry. Cuba cannot delay much longer the wait of its citizens to enjoy a future of progress and well being.
I am aware that some of what I have expressed here may be deemed as hurtful, but with this statement we redouble our call to generosity. It is with that generosity in mind that we will be able to accomplish all the changes that are needed.

Cuba: peligros y retos
Los recientes acontecimientos relacionados con la cuestión cubana nos han llevado a una reflexión que deseamos compartir con nuestros compatriotas por medio de estas declaraciones.
Entre el 14 de marzo y el 22 de abril, un foro de Derechos Humanos de Naciones Unidas estará sesionando nuevamente en Ginebra sobre la situación cubana. Para Cambio Cubano esto significa otro año en el que se descorre la cortina para escenificar ante el mundo una farsa manipulada por Washington. Huérfana de un país que la promueva, la agenda norteamericana merece nuestro rechazo ya que la misma se torna en un evento monótono que se recicla dentro de la errónea política de confrontación entre Washington y La Habana.
Este rito de castigo inútil y de expiación nunca conseguida resulta mucho más irónico hoy día en medio de la llamada “guerra preventiva” de Irak y la dolorosa violentación de la ley y el espíritu americanos para servir intereses estrictamente bélicos. Llama la atención y expone al ridículo que se intente enfocar la sensibilidad universal sobre Cuba, mientras el país promotor quebranta compromisos internacionales y hace del unilateralis-mo una peligrosa posición filosófica.
Mi experiencia en Ginebra
Conozco a fondo los mecanismos que utiliza la vía de confrontación en su inútil propagandismo desde ese foro. A mi salida de la cárcel, a finales de la década de los 80, fui invitado a participar de uno de esos cónclaves. Yo había sufrido violaciones a los derechos humanos en mi persona durante el tiempo que pasé encarcelado, pero, en aquel momento, me pareció indigno que estuviésemos allí, bajo el auspicio del Departamento de Estado, y que de manera egoísta nos olvidáramos del resto del sufrimiento en nuestro planeta. Fue entonces que sugerí, sin éxito, que nuestros promotores incluyeran, por mera solidaridad, una Moción de Denuncia de la por entonces dictadura paraguaya del dictador Stroessner. Consideré inútil, impropio e inmerecido cualquier apoyo de mi parte a una gestión de claro narcisismo y oscuros propósitos propagandísticos.
Para nosotros e igual que para buena parte de la comunidad internacional, resulta repugnante que se utilice la cuestión cubana para sospechosos montajes publicitarios. Es triste que esta “gestión” ocurra en medio de los horribles descubrimientos de abusos en la Base de Guantánamo; y que, una vez más, la política errónea del sector ultraderechista norteamericano quiera hacer de Cuba una vitrina, a la par que interviene bochornosamente en los asuntos de nuestro país e intenta distraer la atención de las cuestiones sustantivas que podrían discutirse entre los cubanos, es decir, entre el gobierno de la isla y la oposición independiente y no desestabilizadora.
Intelectuales, artistas y políticos se han pronunciado en un documento de condena contra la nueva maniobra de Ginebra. Aunque no suscribo en su totalidad esta declaración, entiendo perfectamente las razones que motivaron dicho documento. Nadie con un mínimo de inteligencia y un poco de sentido común ignora el tejido que hace posible y lucrativo, desde el punto de vista de la política sucia, una acusación contra Cuba en Ginebra.
Nadie puede ignorar tampoco nuestra firme posición frente a las violaciones de derechos humanos en este país. Es con esa firmeza que a veces hemos recurrido a la hipérbole de decir que en Cuba “no se puede violar lo que no existe”. Con ello hemos querido decir —y lo hemos dicho sin ningún temor— que en este país existe la necesidad de reclamar derechos políticos impostergables que no existen, sencillamente, porque se trata de una sociedad unipartidista y porque el gobierno se apuntala en imperativos ideológicos hasta ahora incuestionables. Para resolver esas cuestiones sustantivas y para reivindicar esos derechos inalienables es que hemos venido a Cuba y estamos aquí trabajando hoy mismo con paciencia, prudencia y la necesaria entrega de espíritu revolucionario. Cada vez que la oposición cubana no independiente, sea del exilio o sea del interior, se cobija bajo la bandera norteamericana, la causa a favor de una solución nacional progresista pierde amigos en la comunidad humanista. Es en este sentido, que me pregunto con entera franqueza: ¿Cuándo entenderán estas realidades, si es que alguna vez alcanzan a entenderlas, aquellos que cobijados bajo la agenda norteamericana pretenden franquear las puertas de este país para introducir en él la confusión, la desestabilización y las semillas de un conflicto que pudiera llevar al caos a nuestra Nación? Precisamente, y por no ser ingenuos, sabemos que hay una corriente que busca generar esa inquietud popular que justificaría, según ellos, la hecatombe que resultaría en un “ataque preventivo” contra Cuba.
La Unión Europea
Reiteramos nuestro apoyo a la Unión Europea por la sensatez de sus posiciones sobre la cuestión cubana. Entendemos que se enfrenta a presiones internas, pero la de la Unión Europea es una posición coherente que deberá profundizar las realidades de este país y, sobre todo, la necesidad insoslayable de identificar a la verdadera oposición independiente. No desearíamos que la Unión Europea corriese el riesgo de verse desbordada por acontecimientos provocados por aquellos cuya acción sería tirar de la cuerda invisible que provocaría fricciones incontrolables y hasta un posible choque de extremos. Confiamos en la inteligencia y las buenas intenciones de la Unión Europea y en la manera que obrarán sus instrumentos para evitar confusiones y pasiones, atenuar los ánimos y conseguir resultados positivos a corto, mediano y largo plazo. Para ello, es fundamental que la Unión Europea entienda que no puede apelar al pacifismo aquel que apoya proyectos desestabilizadores como el embargo norteamericano, la Ley Helms-Burton y las medidas de presión contra Cuba como las que yo mismo enfrento y he denunciado, en cuanto a mis limitaciones de viaje.
Es enorme el peso que carga sobre ella la Unión Europea y por eso invitamos a la oposición independiente y sensata a que actúe con transparencia e integridad, echando a un lado las dudosas compañías, los apoyos económicos de naturaleza sospechosa y que se mantenga alerta sobre las largamente pensadas trampas en contra de un verdadero diálogo entre cubanos.
Es por estas razones que preferí exceptuarme de la reciente reunión que tuvo lugar aquí en La Habana entre embajadores de la comunidad europea acreditados en Cuba con la disidencia. No fue mi ausencia a este encuentro un rechazo a los buenos propósitos de nuestros visitantes ni es tampoco un indicador de que no habré de participar en el futuro o de continuar sosteniendo encuentros individuales con nuestros visitantes, sin protagonismos, como es mi propósito. Por el contrario, he querido acentuar la necesidad de que la oposición se defina como independiente, como ya hube de pedirles en un anterior encuentro hace unos meses.
En las últimas semanas factores de lo que se conoce como disidencia en este país han producido endemoniados debates cargados de mutuas acusaciones. Es curioso que hasta ahora algunos optaran por hacerme responsable de las divisiones que aquí existen desde mucho antes de mi llegada. Si bien la hipótesis se vino al suelo con estas recientes y candentes recriminaciones, se me hace lamentable esta encarnizada querella por parte de personas que se han definido como pacifistas. Aunque nos parece saludable todo debate democrático y sabemos que la memoria de la democracia es lo suficientemente sana como para olvidar palabras dichas al calor de una pugna, es importante que reconozcamos que los recientes ataques ponen al descubierto el resquebrajado techo de cristal de factores que se mueven a oscuras, tratan de demorar y tapar las definiciones más urgentes y no acaban de entender que es imprescindible ser absoluta y verdaderamente independientes, tanto de la política de Washington, como de la policía política cubana. He aquí el nudo gordiano de la oposición cubana, dividida hoy por una enfermedad infecciosa de protagonismo, ambición de poder, penetración de los aparatos de seguridad y sujeción, directa o indirecta, a la maquinaria anti-cubana de la vía de confrontación, ya venga de Washington o de Praga.
Mensaje al gobierno cubano
Existe en muchos sectores aquí la preocupación en el sentido de que Estados Unidos pueda valerse de acontecimientos internos y responder a determinada provocación. No intentamos exagerar dicha preocupación, pero tampoco la desestimamos. Lo cierto es que el gobierno cubano tiene ante sí la oportunidad de contribuir a una solución nacional que nunca podría ignorar la existencia y la validez de una oposición democrática verdaderamente independiente. Es también cierto que el gobierno cubano no debe estirar más el tiempo ni continuar habitando en una región ilusoria donde se intenta justificar el aislamiento haciendo ver que todos los opositores están en la línea de Washington. Calmadamente hemos venido esperando el reconocimiento de nuestro estatus a lo que se nos ha contestado asegurándosenos que tal pronunciamiento se vuelve innecesario dado que, de hecho, se ha tolerado nuestra presencia. Los que buscamos trabajar desde la legalidad necesitamos de un reconocimiento explícito que aclare nuestra posición de una manera diáfana y justa. En poco más de año y medio el reloj de nuestra espera parece derretirse y se hace inadmisible que esta situación se perpetúe y prolongue al infinito. En el día de hoy reanudo gestiones para que el gobierno ponga fecha a este esclarecimiento legal. Es insólito e intolerable que se me ofrezca, por parte de Cuba, vivir en este limbo jurídico; mientras que, por otro lado, me vea encarado a las presiones y amenazas que, de manera directa, me han sido anunciadas por autoridades del gobierno norteamericano.
Un reto para Cuba
Mientras América Latina busca formas originales para hacer coincidir nuevas vías de socialismo democrático con soluciones progresistas de mercado libre; mientras América Latina reencuentra su voz innovadora y revolucionaria, Cuba debe entender la necesidad inaplazable de abrir espacios a la opinión independiente. Es urgente hacerlo, más aún si existen peligros como los que el propio gobierno cubano advierte. Este proceso de apertura democrática no es postergable con propagandismos ideológicos, ni con anuncios de una posible bonanza económica que siempre demoraría en llegar, ni mucho menos por el advenimiento al enloquecido mercado nacional de determinados enseres domésticos que, en poca medida, mitigarán la todavía triste vida de la mayoría de los cubanos de estos tiempos. Cuba no aguanta ya que le demoren el progreso y el bienestar de su gente.
Es cierto que estas verdades pueden doler, pero con este documento redoblamos nuestro llamado a la generosidad. Con esa generosidad, entre todos, podremos lograr los cambios.
